Box 2748 West Chester, PA (610) COMMISSIONER S MEETING MINUTES April 05, CALL MEETING TO ORDER CALL TO The public meeting of the Chester County Board of Commissioners was called to ORDER order at 10:01 a.m. on Wednesday, April 5, 2012 in the Commissioners Boardroom by Chairman of the Board of Commissioners Terence Farrell. Commissioner Kathi Cozzone and Commissioner Ryan Costello were also present. 2. PLEDGE OF ALLEGIANCE PLEDGE OF Commissioner Farrell asked Victor Cozzone Jr. to lead the pledge. ALLEGIANCE 3. ANNOUNCEMENTS ANNOUNCEMENTS Chairman Farrell announced that the Board of Commissioners met in Executive Session on Tuesday, April 03, 2012 to discuss personnel and legal matters. 4. MINUTES OF PREVIOUS MEETING MINUTES Following a Motion made by Commissioner Costello, which was Seconded by APPROVED Commissioner Cozzone, the Board voted unanimously to accept the Minutes from the March 15, 2012 meeting. 5. Resolution Following a motion made by Commissioner Costello, which was Seconded by Commissioner Cozzone, the Board unanimously adopted Resolution presented by the Chester County Industrial Development Authority for a Next Generation Farmer Loan / Financing Project. b. Resolution Following a motion made by Commissioner Cozzone, which was Seconded by Commissioner Costello, the Board unanimously adopted Resolution presented by the Chester County Industrial Development Authority for a Next Generation Farmer Loan / Financing Project. c. Resolution Following a motion made by Commissioner Costello, which was Seconded by Commissioner Cozzone, the Board unanimously adopted Resolution presented by the Central and Western Chester County Industrial Development Authority for financing a Barclay Friends continuing care retirement community facilities project. d. Grants Commissioner Cozzone made a Motion, which was Seconded by Commissioner Costello, to approve the Grants Agenda. The Board voted unanimously to approve the Grants Agenda. Resolution Resolution Resolution Contracts Grants 8. PERSONNEL MATTERS PERSONNEL Human Resources Agenda Commissioner Costello made a Motion to approve the Human Resources Agenda. Following a Second of the Motion by Commissioner Cozzone, the Board voted unanimously to approve the Human Resources Agenda. 9. FINANCIAL MATTERS FINANCE Finance Agenda Commissioner Cozzone made a Motion to approve the Finance Agenda. Following a Second of the Motion by Commissioner Costello, the Board voted unanimously to approve the following: 10. PUBLIC COMMENT PUBLIC There were no comments from the Public. Commissioner Costello recommended that COMMENT the Board of Commissioners schedule an evening public meeting to consider options for producing further revenue for the County, including a review of the report on the Pocopson Nursing Home, in light of the proposed reductions in funding that the County is facing through State budget cuts. Commissioner Cozzone and Commissioner Farrell concurred. 11. ADJOURNMENT ADJOURNMENT The Meeting was adjourned at 10:13 a.m., following a Motion made by Commissioner Cozzone, and Seconded by Commissioner Costello. The Motion passed unanimously. 6 RESOLUTION NO RESOLUTION OF THE CHESTER COUNTY COMMISSIONERS AUTHORIZING THE EXONERATION OF ACCRUED COUNTY TAXES WHEREAS, located in Tredyffrin Township, Chester County, Pennsylvania is a property designated as tax parcel 43-11E-61.1-E which is subject to accrued County taxes; and WHEREAS, Tredyffrin Township acquired this 6,968 square feet parcel which is adjacent to Westover Park in April, 2009 to add to the Township Open Space Program for usage as passive recreation and municipal park purposes; and WHEREAS, Tredyffrin Township did not record a new deed on the subject parcel until February 17, 2011 and thus the parcel remained subject to taxes until the Township filed a tax exemption appeal before the Chester County Board of Assessment Appeals, which after hearing on April 3, 2011, subsequently granted tax exemption of the subject property effective commencing with the school year; and WHEREAS, prior to the granting of tax exemption, County taxes for tax years 2010 and 2011 have accrued on the property in the total amount of $639.86; and WHEREAS, no other taxes or liens remain unpaid except for County taxes; and WHEREAS, the Township respectfully requests exoneration of the accrued County taxes as the property in question has been used and made part of its park system since acquisition. NOW THEREFORE, BE IT RESOLVED, that in consideration of the foregoing, the County of Chester, at the request of the Tredyffrin Township Supervisors, does hereby exonerate all County taxes, interest, fees and costs currently accrued on the above referenced property.
