1 June 26, 2018 McKean County Commissioners in regular session assembled on Tuesday, June 26, 2018 at 10:00 AM in the Commissioners meeting room. Present were Commissioners Clifford Lane and Carol Duffy, Chief Clerk, Audrey Irons, and County Solicitor, Dan Hartle. Also present were Ted Lutz, Fran DeLancey, Linda Thompson, Donald Payne, Gary Schul, Vanessa Castano and Justin Lund. The meeting was called to order by Mr. Lane, followed by the Pledge of Allegiance and a moment of silence. Moved by Mrs. Duffy, seconded by Mr. Lane, to approve the minutes of the June 12, 2018 meeting. Mr. Lane Opened the meeting for public comment. No public comment. Moved by Mrs. Duffy, seconded by Mr. Lane, to approve the following county aid applications for the year Bradford City $16, Ceres Township $ 5, Corydon Township $ 1, Foster Township $10, Kane Borough $ 7, Norwich Township $ 2, Moved by Mrs. Duffy, seconded by Mr. Lane, to issue real estate tax refunds to the following for the year James Ross - $42.86 Assessment was adjusted with a temporary assessed value per Appeal Board. 2. Nelson & Julia Tanner, Jr. - $7.28 Assessment was adjusted per formal appeal. 3. John & Wendy Whitsell - $17.55 Assessment was adjusted due to their house being razed. 4. Norman G. 3 Moved by Mrs. Duffy, seconded by Mr. Lane, to adopt the following resolution. RESOLUTION 6 OF 2018 Resolution of the McKean County Commissioners Authorizing the filing of a proposal for funds with the Department of Community and Economic Development, Commonwealth of Pennsylvania WHEREAS, the Homeless Emergency Assistance and Rapid Transition to Housing Act of 2009 (HEARTH) enacted into law on May 20, 2009, authorized the Emergency Solutions Grant (ESG) Program; and WHEREAS, the Commonwealth of Pennsylvania through the Department of Community and Economic Development (DCED) has received ESG program funds and is making these funds available to units of local governments for eligible Emergency Solutions Grant activities; and WHEREAS, the McKean County Commissioners desire to submit an application to DCED for ESG Program funds on behalf of A Partnership in Housing Inc. and YWCA Bradford to provide homeless housing services. NOW, THEREFORE BE IT RESOLVED AND IT IS HEREBY RESOLVED by the McKean County Commissioners that 1. The proposed project, McKean County ESG 2018, to be funded by a grant from the Pennsylvania ESG Program is hereby eligible and approved. 2. A Partnership in Housing, Inc. on behalf of the McKean County Commissioners is authorized and directed to execute an ESG application in the amount of $150,000 to the Department of Community and Economic Development. These funds represent $85,000 for services provided through A Partnership in Housing, Inc. and $90,000 for services provided through YWCA Bradford. 3 A Partnership in Housing, Inc. will assume the responsibility for securing the required $85,000 matching amount of project funds for services provided through their organization. YWCA Bradford will assume the responsibility for securing the required $90,000 matching amount of project funds provided through their organization. 4. The McKean County Commissioners will reimburse the Commonwealth for any expenditure found to be ineligible. 5. Partnership in Housing, Inc. is authorized to provide such assurances, certificates, and supplemental or revised data that DCED may request in connection with the applidation/program as well as the submission of invoices and reports and project monitoring of both sub-recipients.

4 Adopted this 26 th day of June Linda Thompson There are four components to this program they are for street outreach, which will identify individuals without safe places to live, additional staff for emergency homeless shelter, homeless prevention activities, case management and rapid rehousing so those in emergency shelters can be rehoused as quickly as possible. Moved by Mrs. Duffy, seconded by Mr. Lane, to accept a renewal quotation from Cost Management Plus, Inc. for the Prison Inmate Medical Cost Containment Program (PIMCC) for the policy year June 1, 2018 to June 1, The premium is $11, with a down payment of $2, and eleven (11) monthly installments of $ each. Mr. Lane We have been dealing with this compnay since the early 2000s and they have done a good job of keeping our medical costs down it is a good program, but like everything else there is a cost for their services. Moved by Mrs. Duffy, seconded by Mr. Lane, to allocate $1, a year to the North Central Pa. Regional Planning and Development Commission toward a cash match requirement under the Greenways Mini Grant Program. Moved by Mrs. Duffy, seconded by Mr. Lane, to grant a fourteen (14) day extension to M&M Contractors for completing the McKean County Recycling Center Rehabilitation Project. Moved by Mrs. Duffy, seconded by Mr. Lane, to approve a change order to M&M Contractors, Inc. in the amount of $1, to install a second utility pole for the service at the McKean County Recycling Center. Mr. Lane Opened the meeting for public comment. Gary Schul Asked the Commissioners if they are going to be holding their meetings at different locations throughout the county in the hopes of increasing attendance? Mr. Lane We haven t done that since around I don t think the current commissioners have discussed this issue we become familiar with holdings our meetings here it s normal our meetings are held at 10:00 AM on the 2 nd & 4 th Tuesdays of the month unless otherwise advertised in legal notices that doesn t mean we can t look at it in the future. We have done it in the past, but part of the reason we discontinued it was because the turnout wasn t as good however with that being said it doesn t mean that it couldn t be done quarterly or something like that I am not against it and at the time our meetings were held at night I would be interested in the feedback from the public.

5 Mr. Schul Stated he had recently attended a meeting of the Pennsylvania State Association of Boroughs one of the topics was networking as an objective. Feels that by moving their meetings around the county could fit in very well with that goal. Mr. Lane Some counties are actually putting their meetings online. I am not against new things or revisiting something that was done in the past. Applauded the Kane community for its recent Arts in the Wilds event that was held over the weekend was amazed at the amount of artists and craft people that were there and their work was amazing.. Thanked Kane and the Kane government in doing things differently and it does seem that Kane is revitalized it is amazing to drive down main street and see how they have revitalized the area. Mr. Schul We had a great team put together and everybody had the mentality that this is our town. It is coming along we have big plans for the next 5 to 10 years.
