2 Description/Analysis Issue Detail: On April 29, 2015, the U.S. Department of Housing and Urban Development (HUD) designated a portion of the and unincorporated Sacramento County as a federal Promise Zone under the Promise Zone Initiative (Initiative), and identified the Sacramento Housing and Redevelopment Agency (SHRA) as the Lead Organization to manage the Initiative. The Promise Zone, which is a ten-year designation, does not confer any direct funding, but does provide preference and bonus points on federal grants and other resources for activities related to the Promise Zone goals, as well as other benefits. This presentation provides a 2017 update on the accomplishments of the Promise Zone team and over 60 collaborating partners working to expand resources and services in the Promise Zone. The Sacramento Promise Zone encompasses some of the economically hardest-hit neighborhoods in the city and county from Del Paso Heights in the North Area, Oak Park and the Avenues in the South County. It also includes portions of Downtown and Midtown and encompasses five City Council Districts. The Promise Zone is home to127, 893 residents, of whom 34.93% live in poverty. In the Promise Zone, 63% of children are reading below grade level and the unemployment rate is 19%. The life expectancy of the residents of the Promise Zone is 72 years versus 79 outside the zone. The City and County along with over 60 committed and capable partners are perfectly aligned in efforts to significantly improve the lives of residents in the Promise Zone neighborhoods. Promise Zone partners are committed to aligning and directing local, federal, state, corporate and philanthropic funds into the Promise Zone neighborhoods. Since receiving the coveted designation in April of 2015, more than $60 million in federal, state, and local government investments have been awarded to organizations and agencies as a direct result of receiving bonus points or support from the Promise Zone to create jobs, provide job training and placement, increase access to healthy foods, and improve educational opportunities primarily in the Promise Zone Year in Review Summary 2017 was a very successful year for the Sacramento Promise Zone. The Promise Zone initiative provides up to five AmeriCorps VISTA members to each designee and the Agency took full advantage of this by using four AmeriCorps VISTA members and one AmeriCorps VISTA Leader to our increase capacity. To further increase the capacity of the Sacramento Promise Zone, SHRA implemented a new position, Sacramento Promise Zone Coordinator. The Sacramento Promise Zone Coordinator is responsible for coordinating Promise Zone activities and processes that address issues of Page 2 of 12

3 neighborhood housing development, public safety, job creation, training and placement, economic development, small business development financing, and neighborhood revitalization issues. The coordinator also works with Promise Zone AmeriCorps VISTA members/vista Leader, a coalition of community stakeholders, and Zone sub-committees to advance the goals of the Promise Zone with a strong focus on researching, identifying and pursuing federal funding opportunities. National and State Coordination The Sacramento Promise Zone has joined two groups in an effort to have peer-to-peer exchanges, share best practices, and leverage the power of collaboration. One of the groups is the California Affinity Group, a group comprised of California Promise Neighborhoods, Promise Zones, a Performance Partnership Pilot area, city governments, school districts, community organizations, U.S. Department of Education (ED) staff, and U.S. Department of Housing and Urban Development (HUD) staff with the common goal of improving educational and employment opportunities for people living in some of California s most distressed communities. The second group is the National Coalition of Promise Zones (NCPZ). The NCPZ includes all 22 of the Promise Zone designees. There are tribal, rural, and urban communities represented. The coalition convened in October in Washington D.C. to meet with representatives from seven Federal agencies. The goal of the trip was to discuss the work of the Promise Zones and establish relationships and lines of commination with the staff from the new administration. In November, the Sacramento Promise Zone hosted Matthew Hunter, newly appointed Deputy Assistant Secretary of HUD, and the regional HUD staff. Promise Zone Goals The Promise Zone goals are clear, transformational and achievable. Improve health and wellness by promoting healthy behaviors and increasing health interventions Improve educational opportunities from cradle to career Create jobs and accelerate job training and placement Increase economic activity within the downtown and neighborhood business districts Facilitate sustainable neighborhood revitalization activities that support safe and thriving communities Page 3 of 12

4 Health and Wellness A collaboration between the Sacramento Promise Zone and Samuel Merritt University is creating the first Community Nurse Corps (CNC). Through the CNC, a cohort of experienced, registered nurses from Kaiser Permanente will serve at various local partner sites to address the Promise Zone s community health needs. This collaboration aims to address some of the highest health needs of our region including: increasing access to healthy food, promoting physical activity, increasing access to health care, and reducing African American child deaths. Samuel Merritt University and Kaiser Permanente designed the program to provide working registered nurses the unique opportunity to achieve a bachelor s degree and gain the knowledge, skills, and attitudes needed to function within the health landscape of the 21st Century. As part of the degree program, the nurse scholars intern with a community based organization working with underserved populations studying and learning firsthand about social determinants of health in an applied fashion. The community agencies gain the benefit of registered nurses conducting needs assessments, health education, and screenings without having to hire additional staff. The nurse scholars can also perform strategic planning and create program planning documents based on research of evidenced-based practices/policies of other programs serving specialized populations. Implementation of the first cohort of Community Nurses launched in January 2017 with four Promise Zone Partner organizations at six sites throughout the Promise Zone. A total of 12 nurse scholars were in the first cohort serving Promise Zone residents, but it is anticipated that it could increase to 25 in future years. Another focus of the Health Action Team was increasing the opportunity for healthy eating within the Promise Zone. Alchemist CDC was awarded over $70,000 by the United States Department of Agriculture (USDA) to create a food business incubator that will provide opportunities for job creation, economic growth, and increased access to healthy, local food products that will support the Promise Zone Initiative. The Reduction of African American Child Deaths (RAACD) program supports the health goals of the Promise Zone. The initiative is designed to reduce the number of Sacramento County s African-American child deaths. This historic collaboration consists of key community partners and community-based organizations that provide social services to local residents within each of the focus neighborhoods throughout the Promise Zone. The United Way California Capital Region led the Sacramento Summer Meals Collaborative, which was formed to bring together the regions Summer Food Service Program sponsors and community advocates to collaborate on ways to increase the involvement of youth in summer Page 4 of 12

5 programs, raise awareness about summer meals and community feeding/meal sites, develop and implement a region-wide outreach and marketing plan, and provide sites and sponsors with a best practices toolkit including topics ranging from meal ordering to improved summer programming. Approximately 500,000 meals were served during the summer months of Educational Opportunities Throughout the Sacramento Promise Zone all levels of education are benefiting from preference points and more funding opportunities. The Sacramento Unified School District is expanding its early learning and literacy programs. Sacramento State University received over $5 million in grants from the National Science Foundation Noyce Scholars Program to increase the number of teachers with strong STEM content knowledge, to prepare K-12 teachers for special needs students and to provide undergraduates and master's level students with experiences in conducting education research while preparing participants for doctoral study. Leataata Floyd Elementary School (LFE) partnered with Valley Vision and the California Emerging Technology Fund (CETF) to implement the School2Home program in grades 4-6. School2Home connects kids and schools with technology resources, including digital devices to use both in school and at home. In addition to integrating technology into teaching and learning, the program engages parents as key drivers of student success. LFE has expanded School2Home during the school year to reach 132 students and families, with plans to further expand over the coming years. The Sacramento Promise Zone partnered with the National Society of Black Engineers (NSBE), Sacramento City Unified School District, Twin Rivers Unified School District and Sacramento Municipal Utilities District (SMUD) to bring the Summer Engineering Experience for Kids (SEEK) Program to Sacramento for the first time. SEEK is a fun and engaging educational experience, led by engineering students and technical professionals. During the three week program, 3 rd through 5 th graders worked in teams, using their knowledge to solve problems and create products while discovering the underlying math and science principles involved in these processes. Each week, the students took on a new project, culminating with a presentation, design competition and physical competitions that all parents were encouraged to attend. There were up to 300 positions available free of charge to Sacramento Promise Zone families. Local college students served as mentors and paid interns for the program. Sacramento State University is establishing a satellite campus in the Promise Zone strengthening its role as California s capital university. The University purchase of a three-story building at 304 S Street will house Sacramento State s planned School of Public Affairs and Page 5 of 12

6 other campus units. The purchase is about more than just brick and mortar. Expanding the University into the Promise Zone Downtown will allow more students to get the classes they need to graduate on time and to succeed in their careers. Sacramento State has also received over $7 million for teacher training in targeted Promise Zone schools. Promise Zone staff partnered with the Sacramento County Office of Education (SCOE) Early Learning department in developing an Early Learning Strategic Plan. The purpose of the plan is to promote a strong early learning community to support children, families, and providers. The SCOE education goals are aligned with the Promise Zone Education goals. SCOE is focused on enhancing quality and developing systems for continuous improvement through education, innovation, and collaboration. Promise Zone staff also participated on the Twin Rivers Unified School District (TRUSD) Early Childhood Education (ECE) Task Force. The task force was established to bring together a number of experts and stakeholders from every facet of the Twin Rivers community, with the ultimate goal of improving the lives of young children, prenatal through age eight, and families. The end result was the Early Childhood Education Strategic Plan created by the ECE Task Force. Job Training and Placement/Economic Development Activity The Jobs Plus grant, awarded in December 2015 to the City Housing Authority, provides resources to assemble a multi-agency team to work with the residents at the Marina Vista and Alder Grove public housing communities to become employed or to participate in activities leading to employment (such as education and/or job training). The Jobs Plus Center had its grand opening on November 9, 2016 at Marina Vista. The event included representatives from workforce development agencies, the City Economic Development Team, Sacramento Employment & Training Agency (SETA), Valley Vision, the Greater Sacramento Urban League and other community stakeholders. Each resource provider gave brief presentations about the programs and opportunities that are available at the Jobs Plus Center, including Starbucks, Asian Resources Inc., Sacramento Works, GRID Alternatives, WEAVE, and others. The Jobs Plus Center is staffed by a phenomenal team including an SHRA site coordinator and one representative from each of the three main partnering agencies: Department of Human Assistance, SETA, and the Greater Sacramento Urban League. Two ambassadors who live in the community are responsible for keeping residents informed of the center s activities and available assistance. The Sacramento Promise Zone Forum, Spurring Economic Growth, convened on September 15, 2016, with over 80 attendees representing financial institutions, business owners, Page 6 of 12

7 community-based organizations, government agencies and other community stakeholders. Through small group discussions, partners identified actionable strategies to support small business retention and expansion, job creation, increased incomes, and lower poverty rates for the low- to moderate-income communities in the Promise Zone. In the forum, key opportunities as well as challenges were also identified. To address the challenges, three key working groups were formed: Workforce Development, Small Business Development, and Neighborhood Infrastructure. The purpose of these working groups is to continue the momentum that was started at the forum. Another result of the forum was a financial institution roundtable which discussed collaboratively aligning goals to jointly fund program(s) and project(s) in the Promise Zone. The Promise Zone facilitated a process known as the Financial Institution Partnership Opportunity (FIPO) in which four financial institution partners sought potential projects/programs for completion/implementation in The four financial institutions collectively provided funds to GRID Alternatives, a non-profit organization that brings together community partners, volunteers and job trainees to implement solar power and energy efficiency options for lowincome families, providing energy cost savings, valuable hands-on experience, and a source of clean, local energy that benefits us all. With the support of the Promise Zone, the California Capital Financial Development Corporation received an $80,000 grant from the U.S. Department of Commerce, Economic Development Administration to deliver Bilingual Business Success Forums focused on business corridors within the Promise Zone. The forums are designed to meet the business development, capacity building and educational needs of the growing numbers of immigrant, refugee and limited/non-english proficient business owners. Sacramento Housing and Redevelopment Agency (SHRA) was designated as a Performance Partnership Pilot (P3) awardee. The P3 pilot, a three year initiative that uses a housing first model, will provide housing to 100 disconnected youth, those identified as homeless, at risk of being homeless, aging out of foster care, or on probation. The housing will provide stability prior to being connected to experienced and proven service providers that will provide extensive case management as the youth pursue education, training and/or certification that will lead to livable wage jobs. Neighborhood Revitalization The Sacramento Promise Zone team is utilizing the arts as another avenue to build vibrant communities and improve quality of life for residents inside the Promise Zone. The Sacramento Promise Zone team and art partners goal is to use creative place-making, an emerging concept that combines arts, culture, and creativity to drive revitalization and livability Page 7 of 12

8 outcomes in economically disadvantaged communities. Livability outcomes encompass community identity, public safety, environmental quality, job opportunities, and affordable housing and transit options. Through cross-sector collaboration with public agencies, private businesses, and arts organizations, the goal is to create opportunities within the Promise Zone for creative transformation and increased economic productivity. Energy Sustainability The Sacramento Municipal Utility District (SMUD) made a significant commitment to support residents in the Oak Park neighborhood. The mission of SMUD is to enhance the quality of life for their customers and community by providing creative energy solutions and promoting their core values of leadership, ingenuity, community and integrity. They have a goal to promote energy efficiency education to low-income customers in the Sacramento area through coordinated efforts with community service providers. SMUD is committed to provide no-cost energy upgrades to improve housing stability for qualified low income residents, valued at $4,614,249 over the next five years. The upgrades are energy efficiency packages that may include deep energy retrofits, weatherization, and potentially rooftop solar for households with the highest electric bill burden. These housing and appliance upgrades will encourage more efficient use of power and conservation of energy. SMUD also committed to provide competitive needs-based college scholarships for students pursuing STEM degrees. These scholarships will improve regional economic development and help fill the workforce pipeline for hard-to-fill STEM careers. SMUD was also a key corporate sponsor of the SEEK Summer STEM camp. Housing The Sacramento Housing and Redevelopment Agency s began redevelopment activities on the 22 acre Twin Rivers public housing project which is a $310 million dollar neighborhood revitalization project and is the largest housing project currently under construction Downtown. The project includes the redevelopment of 218 public housing units within a 487 unit mixed use, mixed income community. The Housing Strategy encompasses the demolition and redevelopment of the entire 22-acre Twin Rivers complex, including development of approximately 4 acres located immediately to the east of the public housing site. Public housing units will be replaced one-for-one within a larger 487-unit rental housing program both on- and off -site, comprising of 135 market rate, 134 low-income and 218 public housing units. All units will be intermingled and dispersed throughout the site creating a true mixed-income community. Unit types include townhouses, garden apartments, and 4-story apartment buildings. A mixed-use 4-story apartment building Page 8 of 12

9 will also be located adjacent to the new Light Rail station to take advantage of transit oriented development opportunities. New and existing streets will reconnect the current site to the surrounding grid, tying the community back into the larger neighborhood. Taller buildings frame the edges of the development along heavier-trafficked streets, with the building heights stepping back along the smaller streets. Building facades will be articulated in order to maintain a fine-grained scale. New units will be designed to meet the space and storage requirements of today s families, and incorporate energy-efficient and water-saving features and fixtures, such as Energy Starrated appliances and central HVAC systems, programmable thermostats, low-flow toilets and showerheads, and appropriate levels of insulation. Evaluating Local Impact Sacramento s Promise Zone data partner, the UC Davis Center for Regional Change, completed a guidebook for use by organizations working in the Sacramento Promise Zone entitled Keeping Our Promise: A Guide for Evaluation in Sacramento s Promise Zone. In addition to providing an evaluation framework for the Sacramento Promise Zone, this guidebook provides several valuable resources including a downloadable Logic Model template for community based organizations, an indicator template for priority projects of Promise Zone Action Teams, and dozens of links to valuable data and evaluation resources. Keeping Our Promise is informed by extensive research on evaluating complex community change initiatives, the emerging Collective Impact model for collaboration, and interviews with stakeholders in Sacramento's Promise Zone. The guidebook suggests a collaborative structure for implementation, identifies key evaluation questions to be considered, and provides next steps for moving Promise Zone work forward. The proposed evaluation design also offers participatory methods that seek to engage local partners in measuring and learning from collective efforts. Along with Converge Consulting, Research, and Training, the UC Davis Center for Regional Change hosted events and a webinar so that Sacramento Promise Zone partners could explore the tools and recommendations provided in the evaluation guidebook. New Opportunities in 2018 Federal Opportunity Opportunity Zones are a new community development program established by Congress in the Tax Cuts and Jobs Act of 2017 to encourage long-term investments in low-income urban and rural communities nationwide. The Opportunity Zones program provides a tax incentive for investors to re-invest their unrealized capital gains into Opportunity Funds that are dedicated to investing into Opportunity Zones designated by the governors of states. The Sacramento Page 9 of 12

10 Promise Zone working with the California Office of Housing and Community Development, the Governor s office, and the Los Angeles and San Diego Promise Zones are working to launch the program in California. State Opportunity Passage of Senate Bill (SB) 635, sponsored by Senator Ben Hueso, furthers the goals of the federal Promise Zone designation by strengthening partnerships between federal, state and local agencies. SB 635 would use existing state resources to provide much needed assistance in these critical areas through the following programs: 1. California Competes Tax Credit; 2. Low-Income Housing Tax Credit; 3. All programs administered by the Board of State and Community Corrections; 4. No Place Like Home; 5. All California Workforce Development Board programs; 6. The Employment Training Fund; 7. Department of Parks and Recreation or Department of Housing and Community Development programs that provide grants to local agencies for local park creation, recreation, or improvement By providing additional assistance through preference points when seeking resources from the above programs, SB 635 would further Sacramento s goal of providing a comprehensive, holistic approach to our community s revitalization.
