1 USA Tennis NJTL 2006 Capacity Building Program Founded by Arthur Ashe, Charles Pasarell and Sheridan Snyder in 1969, USA Tennis NJTL (National Junior Tennis League) is a network of community-driven organizations dedicated to introducing as many youngsters as possible to the lifetime sport of tennis. NJTL provides them with a safe haven, adult role models, opportunities to develop positive social and leadership skills, and a place to enhance their academic disciplines. Mission Statement The NJTL mission is to develop the character of young people through tennis emphasizing the ideals and life of Arthur Ashe by: Reaching out to those who may not otherwise have the opportunity to learn and play tennis. Instilling in them the values of humanitarianism, leadership, and academic excellence. Giving them the opportunity to fully develop their tennis skills so they can derive a lifetime of enjoyment from the sport. Reason for Capacity Building Program USA Tennis NJTL encourages the private sector (community leaders, business people, etc.) and the public sector (youth recreation, schools, and government agencies, etc.) to work together for the benefit of the youth in the community. It is an approach that works. Showing steady growth over three decades, USA Tennis NJTL programs and chapters now reach more than 183,000 youngsters each year in over 3600 communities from coast to coast. The NJTL has many small programs that provide excellent tennis instruction and an opportunity for participants to develop a wide range of important life skills. Small, high quality programs will always be an important component of NJTL. At the same time, some programs and/or chapters seek to expand their impact by serving a greater number of kids and providing more comprehensive youth development opportunities. Often, programs and chapters that seek to expand must first develop additional management capabilities. Outside assistance with management and organizational issues can greatly increase the odds that such organizations will be successful in making this transition. 1
2 USA Tennis NJTL 2006 Capacity Building Program What is the Capacity Building Program The Capacity Building Program is designed to provide long-term technical assistance for selected chapters that are committed to achieving significant qualitative and quantitative growth and to developing management capabilities necessary to achieve their goals. By focusing on a targeted group, NJTL national staff can best assess the needs of those chapters and tailor assistance accordingly for the greatest impact. Chapters interested must apply. The Capacity Building Program will include no more than twenty-five chapters who will receive several major benefits, including: Management assistance from the NJTL national staff, concentrating on nonprofit organizational development. Assistance with an organization assessment, planning for growth, fundraising, board development, financial management, operating procedures, etc. Tennis programming assistance from the NJTL national staff and NJTL volunteer committee members. Assistance with on-court programs, coach training, facilities management, events, recruitment of participants, management of volunteers, etc. Educational programming assistance from NJTL national staff, with support from field experts. Youth development programming assistance from NJTL national staff, with support from youth development experts. For selected chapters, assistance from NJTL national staff will be provided via on-site consultation (average of four times per year), national workshops, regional workshops, phone consultation, web-based information sharing, and referrals to other programs and volunteers with appropriate expertise. Assistance will be provided, as needed, for a period of three years. In addition, chapter leaders will receive stipends to attend the Community Tennis Development Workshop, and special NJTL Capacity Building Program meetings. There will also be opportunities for local and national publicity, support for local fundraising, and small grants to fund critical capacity needs. 3 USA Tennis NJTL 2006 Capacity Building Program The objectives of the NJTL Capacity Building Program are to: 1. Assist selected Chapters with an organizational assessment and an individualized strategic approach to growth. 2. Assist selected Chapters with developing additional management capabilities necessary to achieve their goals. 3. Create a State of Readiness to present to potential funders interested in successful youth development programming. 4. Share proven strategies and Best Practices with NJTL Chapters and Programs in the Capacity Building Program pipeline. CRITERIA FOR CONSIDERATION: Must be a Registered USA Tennis NJTL Chapter. Must be a 501(c)3 public charity. Must be a current USTA Organization Member. Must have a minimum population (via 2000 U.S. Census) of 500,000. Must have an on-court Program operating at a minimum of 10 sites. Must have an on-court Program operating on a minimum of 16 courts. Must have an on-court Program operating a minimum of 12 weeks per year. Must have an on-court Program operating a minimum of 54 hours per year. Must have on-court Programming of Novice and upward. Must have an Educational Component in addition to the on-court Program. Must have a minimum USA Tennis NJTL budget of $50,000. Must have a Board of Directors. Must have a history of providing a high level of on-court instruction, frequent play opportunities, and off-court character building opportunities. Must submit two letters of recommendations (one from their USTA section, and preferably one community reference) along with the completed application. Must show fundraising capability and potential for program self-sufficiency. USA Tennis NJTL Capacity Building Program promotion within the program is required. Regular progress reports will be required. Input from the USTA Section s USA Tennis NJTL Staff will be sought. Must be prepared to take the steps in order to build the capacity of the chapter. 3
