1 Startup Grant Application Startup Grants are awarded to support new community-based local college access networks. Subject to the availability of funds, up to $50,000 is available to assist with the direct program costs of a new local college access network. Startup Grant funds may be used for some or all of the following activities: Development of programs to create self-sustainable organizations Three-year budget preparation Incorporation, designation as 501(c)(3), identification of fiscal agent Search and selection of executive director/coordinator Securing office space, furniture, equipment, technology, resource materials Integration of Michigan College Access Portal and KnowHow2GO Michigan campaign (required) Annual membership fees for the National College Access Network Interviewing, hiring, security checking of advisors Training and staff development Publicity Startup Grant funds may not be used for scholarships. The Startup Grant period is 12 months. Organization budget with LCAN costs identified (if using fiscal agent) for both current and next fiscal year 2. LCAN program budget (if not using a fiscal agent) for both current and next fiscal year, including staffing requirements and income sources (Appendix B Budget Form and Appendix C Budget Narrative) 3. Request amount from Michigan College Access Network 4. Identification of matching funds of at least 50% of MCAN Startup Grant on budget Your budget for this grant request must include matching funds which must total at least 50% of the amount of money you request from MCAN. No more than half of your matching funds may be in-kind. Part IV Implementation Plan Please attach an implementation plan that includes: General plan for delivery of college access services Timeline for first-year implementation Staffing plan Information on purchase/lease/plan for acquisition of facilities, technology and materials Communications/Marketing plan Part V Evaluation Plan Please attach an evaluation plan that includes: Benchmarks and measurable outcomes Plans for assessing progress toward goals Plan for reporting progress As part of the grant, programs are expected to produce a final report including benchmarks and progress toward goals, as well as tracking information such as number of students served, types of services offered, information on postsecondary enrollment, etc. MCAN may also request Interim reports. Part VI Tax-Exempt Determination Please attach a copy of your college access program s I.R.S. ruling or information regarding the program s fiscal agent relationship. 3 Part VII Proposal Submission There will be several rounds of Startup Grants that depend on your Planning Grant qualifications and dates. 1. First, submit your Intent to Apply cover sheet (see Appendix A) via or fax. 2. MCAN staff may conduct site visits prior to proposal submission. 3. Submit Startup Grant proposals based on schedule below. 6 Appendix C Budget Narrative Michigan College Access Network College Access Grant On a separate page, use the following budget narrative format providing detailed budget information to support each line item in your budget for the implementation of the college access grants. Salaries (key and support staff) Name the individual(s) and/or their titles and provide % of time x annual salary for each. Benefits Provide the total salaries subject to fringe benefits x established rate (indicate). (If different rates are used, break these out per individual.) Travel Break out costs by purpose of the travel (e.g., statewide meetings in Lansing, travel to partner locations, other relevant project travel). Equipment Items costing more than $5,000 per item are considered equipment. Materials and Supplies Includes expendable office, meeting, and/or educational materials and supplies in support of the project. Contractual Services Includes contracted professional services and any sub-awards to partner institutions or organizations necessary for the implementation of the grant. Other Direct Costs Includes services such as computer services/web support, space rental, meeting costs not included in the materials and supplies category, phone/fax/postage, and printing. Indirect Costs Indirect costs represent the expenses of doing business that are not readily identified with a particular grant, contract, project function or activity, but are necessary for the general operation of the organization. Indirect costs may include: rent, utilities, bookkeeping, IT support, etc.; and for the purposes of this grant, may not exceed 10% of the total budget.
