20 Surplus Property What is the Federal Surplus Personal Property Program for Public Airports and its advantages? The Federal Surplus Personal Property Program for Public Airports is a program for Public Airports to request authorized surplus personal property through the GSAXcess system administered by the General Services (GSA). It allows public-use airports to obtain free property/equipment. Shipping/transport is your only cost. 20
