Among the most important decisions a building committee will make is the selection of the people entrusted to protect their interests during the life of the building project. Thoughtful consideration of the individual talents, experiences and relationships each team member brings to the table is critical to assembling a balanced, efficient and effective team, with the greatest potential for achieving optimal results. With this in mind, we have assembled a team that will work harmoniously with the Town and the larger project community, to deliver the highest degree of shared success. Our proposed team members each possess a balance of talent in the building industry, experience with similar building types and relationships with the Massachusetts School Building Authority. Joseph Naughton, AIA, our proposed Principal-in-Charge has worked as an architect, contractor and an owner s project manager for last 25 years. Joe has worked on over 20 MSBA funded school building projects, including four middle schools. Our team is led by Project Director Paul Kalous, AIA, MCPPO, who brings more than 26 years of relevant experience including the award winning Lexington Estabrook Elementary School. Simon Tempest, AIA, LEED GA, MCPPO, will serve as Senior Project Manager and your day to day contact from start to finish of the project. Simon has more than 35 years of experience managing and leading projects for a variety of building types, and is also well-versed in the permitting process for similar buildings and has worked with a number of historic commissions and local boards to develop acceptable solutions and approvable projects. Inger Hamre-Foley, MCPPO, has a long working history with Paul and Simon, including on the Southeastern Regional Vocational Technical High School, and will serve as Project Manager. Joe, Paul, Simon and Inger form the core of our proposed OPM team for the Maria Weston Chapman Middle School project. We have worked together on similar projects with great success and we are excited to have the opportunity to repeat that success again in Weymouth. We will work diligently with the entire project team to promote a robust development process that responds to the unique needs of the Weymouth community, and advance a plan for excellence that will continue to set it apart. We have the expertise and experience to manage projects from concept to successful completion. Our Massachusetts-based personnel bring extensive expertise working on MSBA K-12 facilities as well as on numerous public buildings types including both new construction and renovation. We also have worked on a wide range of local CM-at-Risk projects. Over the years Hill has helped deliver more than 30 K-12 projects in Massachusetts. 1f. 5 SELECTION CRITERIA Relevant Experience and Results 1 Past Performance Hill s resume of school projects includes new construction, modernization, renovation and addition projects throughout Massachusetts. This work includes owner s representation for program, project and construction management; project controls management, including all phases of estimating, budget controls and CPM schedule development and analysis; FF&E management; value engineering; constructability reviews; and claims avoidance. Our Boston office has managed a total of 131 projects. We have completed 96% of these on time, with zero accidents/safety violations and zero legal actions. Per year, our project managers complete an average of two projects. The projects detailed below highlight school district s successes resulting from the Hill team s experience in working with the MSBA on projects that closely parallel the Town s own project requirements. These projects demonstrate our quality of work and level of performance. We will apply the best practices to the project to help meet the Town s objectives. Our total number of projects managed, project dollar value, number completed on time and number and dollar value of change orders are provided in Attachment C. Jonas Clarke Middle School Lexington, MA Client Name: Town of Lexington Service Provided: Owner s Project Management Project Cost: $21.6 Million Completion Date: 2017 (estimated) PROJECT DESCRIPTION Hill, led by Joe Naughton and Paul Kalous, is providing owner s project management services to the Town of Lexington for additions to Jonas Clarke Middle School to accommodate student growth. Additions comprise nine new classrooms, including two for science, one for each general education class and space to support the English Language Learner Program, the Individual Learning Program, the Developmental Learning Program as well as the engineering, art and drama programs. The renovations will also create a new exterior traffic flow plan and a patio area for students waiting for buses. The project site is constrained by site conditions, including topography and environmental conditions. In addition, the building area is very limited. Therefore, a critical project issue involves expediting both the design and construction processes to bring the new facilities into operational capacity as quickly as possible. Hill, partnering with the Town, designer and CM, will utilize past experience and knowledge of Massachusetts school construction to help accelerate the design process and facilitate early construction packages under the Chapter 149A CM at Risk process to meet Lexington s August 2017 completion goal. Diamond Middle School Lexington, MA Client Name: Town of Lexington Service Provided: Owner s Project Management Project Cost: $44.9 Million Completion Date: 2018 (estimated) PROJECT DESCRIPTION Hill, led by Joe Naughton and Paul Kalous, is providing owner s project management services to the Town of Lexington for additions to Diamond Middle School to support increasing student enrollment. The renovation plans for the 131,000 SF school are designed to maximize space, including the redesign of storage areas to expand existing classrooms. The renovations will also include exterior work to Page 1

6 create a new traffic pattern outside of the school. Additions comprise seven new classrooms, including two for general education, three for science, one for each international language, one for the English Language Learner program, teacher planning space and a larger cafeteria. Work also requires a $10 million heating, ventilation and air conditioning system. A critical issue involves expediting the design and construction processes to bring the new facilities in operational capacity as quickly as possible. Hill, partnering with the Town, designer and CM, will utilize past experience and knowledge of Massachusetts school construction to help accelerate the design process and facilitate early construction packages under the Chapter 149A CM at Risk process to meet Lexington s August 2017 completion goal. Park Avenue School Webster, MA Client Name: Town of Webster Service Provided: Owner s Project Management Project Cost: $46.8 Million Completion Date: 2014 PROJECT DESCRIPTION Hill provided owner s project management services for the construction of the new 109,597 SF Park Avenue Elementary School. The new school is a three-story, steel-framed building with masonry veneer. The three-phase project began with the demolition of the upper portion of the existing building, followed by construction of the new building, then the demolition of the lower portion of the existing building once the new building was complete. Site work included all utilities, parking lots and roadways throughout the site. The procurement method for this project was M.G.L The new school achieved LEED Gold certification. One of the unique services Hill brought to the table was to help Webster advocate for a slight adjustment to the initially approved MSBA grade configuration of the new building. By expanding the K-3 configuration to a K-4, Webster was able to free up space in its middle school and bring the 7th and 8th grades out of its high school to form a traditional 5-8 middle school addressing parental concerns. This also relieved space and separation challenges it was facing at the high school. We were able to realize tangible benefits across the entire district by fine tuning a singular project resulting in widespread support for the project and an 87% yes vote at the polls. Southeastern Regional Vocational Technical High School South Easton, MA Client Name: Southeastern Regional Vocational Technical School District Service Provided: Owner s Project Management Project Cost: $33 Million Completion Date: 2013 PROJECT DESCRIPTION Hill, led by Paul Kalous and Inger Hamre Foley, provided OPM services for the new addition and phased renovation project. The school s capacity was at a maximum and the district had students on a waiting list for acceptance from its nine sending communities. The project was divided into nine main phases. The first phase was the construction of a new gymnasium, the renovation of old locker rooms and the creation of a dental suite which included an exam room, darkroom, casting and sterilization lab with a separate room for the compressor. The exterior renovation included all new windows and doors and a new Sarnafil roof. New canopies were installed at the entrance to the gymnasium and the main entrance to the school. New HVAC units were placed on the roof, and a new chiller was installed on the ground. The interior renovation included ADA upgrades and a new sprinkler and HVAC system. Unit ventilators were replaced in order to Page 2

7 accommodate air conditioning. Electrical and fire alarm was also upgraded. A new elevator was installed, and the existing elevator was renovated. The renovation of the school varied from full renovation to only minor renovation in both general classrooms and shops. As the new gymnasium was completed, the former gymnasium was transformed into the new media center, classrooms and copy room. The upgrade to the drama room included the addition of a green room and video editing. The music room received additional acoustics and a separate room for instrument storage. The administrative area, guidance and school nurse also received renovation of their space. The project also included the renovation of the Southeastern Technology Institute section of the school. When the current library moved to the new media center, the school arranged for a large tent outside the school and served the students their lunches through the automotive shop for the last month of the school calendar. This enabled the team to take over the library, kitchen, cafeteria, industrial kitchen and culinary kitchen for a full renovation during the summer. A large portion of the project was completed during occupied school hours which made the logistics plan and communication between all parties very important. Demolition was often done after school hours until early morning and cleaned up for when the students returned. The students in the cabinet shop constructed the display cases in the new gymnasium lobby and the circulation desk in the media center. The security system students and teachers assisted with the removal and re-installation of existing security systems as the team renovated various areas of the school. East Bridgewater Junior/Senior High School East Bridgewater, MA Client Name: Town of East Bridgewater Service Provided: Owner s Project Management Project Cost: $77 Million Completion Date: 2014 PROJECT DESCRIPTION Hill, led by Joe Naughton and Simon Tempest, provided owner s project management services for the $77 million construction of a 214,000 SF high school for grades 7 through 12, associated site works and a new wastewater treatment plant. The existing high school, which was located adjacent to the new high school, was demolished and removed after the students and staff moved into the new high school in The former school site was transformed with athletic fields and an accessible path linking the new school to the downtown core. A highlight is the unique 7-12 grade configuration, with separate entrances for junior school and upper school students. Though all grades share common spaces and facilities, the design enables the facility to maintain a separation of the different grade configurations with the fiscal benefits of reduced capital, maintenance and operations costs of a single facility. One of the successful elements completed by our team was the website maintained during the design phase that offered daily responses to questions from the community about the project. The site was so popular that by the time we got to the town meeting we had registered over 26,000 hits which we believe contributed to the 86% yes vote at the polls. > Working Relationships Our Boston-based Hill team is proud of the working relationships we have garnered and maintained throughout the Commonwealth as a result of our collaborative approach to project execution. We are honored to have a continuing multi-project relationships with the MSBA and other public agencies such as UMass Building Authority and Massport and very diverse communities such as Revere, Lexington, Middleton and Braintree. We strive to bring all appropriate stakeholders into the decision-making process which enables the project team to share in the success of the decisions made. Additionally, our team has over 15 years of relationship building as a Page 3

8 project management group. We are proud of the excellent working relationships we have with both leading and up-and-coming firms in the design and construction communities. These relationships will be very beneficial to Weymouth as the project planning and design process takes place. Knowledge of Codes, Procurement and Sustainability 2 Knowledge of Massachusetts State Building Code Regulations The Hill team is comprised of licensed architects, professional engineers, planners, real estate professionals and builders who are all well-versed in the latest Massachusetts Building codes and regulations. As registered architects, Joe Naughton, AIA, Paul Kalous, AIA, and Simon Tempest, AIA, remain current on MA Codes and regulations through AIA, CSI and NCARB continuing education coursework. Fred Scibelli, CSL, is a certified Construction Supervisor in the Commonwealth of Massachusetts who has pulled numerous building permits and understands, first hand, the importance of strict adherence to building codes and regulations to successful project outcomes. Hill has presented before numerous regulatory boards and committees in the Commonwealth of Massachusetts, further enhancing our knowledge of applicable codes and regulations. This depth of expertise will help our team verify that the project meets the relevant building codes and requirements prior to construction, which will help the project steer clear of potential delays and costs, and maximize the overall quality of the project. Americans with Disabilities Act. All of our new school projects constructed in Massachusetts and presented herein are fully compliant with the requirements of the Americans with Disabilities Act and the Massachusetts Architectural Access Board (MAAB). We have also managed K-12 renovation projects where a variance had been granted by MAAB due to existing structural limitations of a building and site. 3 Knowledge of Commonwealth Construction Procurement Laws Our core team members Paul Kalous, MCPPO, Simon Tempest, MCPPO, and Inger Hamre-Foley are Massachusetts Certified Public Purchasing Officials (MCPPO). An additional 15 MCPPO certified personnel are available to support this assignment, if needed. In total, Hill has completed more than 30 projects under Commonwealth Construction Procurement Requirements. Our knowledge of these requirements will help ensure Weymouth s project adheres to state requirements. We also routinely utilize Chapter 7 for designer selection, Chapter 30 for horizontal construction and Chapter 30B for real property procurement. Knowledge of CM-at-Risk. Hill s personnel promoted and contributed to the legislation for the Construction Reform Act of 2004 resulting in the Chapter 149A (CM-at-Risk) alternative delivery system. We have experience with CM-at-Risk and support the practice of bringing the design and construction teams on-board at, or near, the same time to find the best solutions early. In Massachusetts, we have utilized the CM-at-Risk delivery method under Chapter 149A on 12 projects including Southeastern Regional Vocational Technical School, the Estabrook Elementary School, the Diamond Middle School and the Clarke Middle School. We are also teaching a CH149A CM at Risk introductory classes at Massport, in which approximately 20 project managers attend for training and continuing education. 4 Familiarity with NE-CHPS and LEED Building sustainability, as measured by NE-CHPS or Leadership in Energy and Environmental Design (LEED), is becoming the standard for public school design. Our teams have helped deliver both NE-CHPS and LEEDcertified schools, including projects across Massachusetts with similar characteristics to the Chapman Middle School project. Hill views sustainability as an inherent and pervasive component of the building process. We Page 4

9 have successfully managed LEED-certified projects, ranging from Certified to Platinum. Our proposed team has worked on more than 10 public, K-12 projects that are either NE-CHPS or LEED-certified, including Webster Park Avenue School, Revere Hill School, Lexington Estabrook Elementary School, Natick High School, Middleton Howe Manning Elementary School, Southeastern Regional Vocational Technical High School and Everett High School. Principal-in-Charge Joe Naughton is skilled with the LEED process and has worked on multiple versions of projects for both new construction and renovations of existing educational facilities. We are ready to advance the goals for sustainability articulated by Weymouth and will assure that the measures adopted are understood by Weymouth prior to construction and after completion. As OPM, we will oversee the design team s coordination and followthrough of the LEED or NE-CHPS paperwork including adherence to the new LEED v4 (if LEED is the preferred measure) which supercedes LEED v3/2009 which closed on October 31, Additionally, we make sure that this process is completed with the building committee s awareness of the cost and value of selected features. Understanding the cost of including a green feature versus the eventual payback is important and we confirm you have this information. Hill takes an integrated approach to sustainable projects, and will work closely with Weymouth to evaluate and establish sustainability goals early in the planning process to avoid unnecessary costs and delays. Our inhouse LEED professionals will work closely with the design team and the project cost estimating consultants to provide comprehensive evaluation tools to enable evaluation of the project s potential for LEED certification levels. The Hill project management team will participate with the design team and project cost estimating consultants throughout design development and design charrette(s), providing real-time budgeting scenarios. Hill has an in-house cost estimating team that was one of the first to incorporate published green building cost data with its own extensive internal historic project data. With this data, Hill can provide the team with the tools to quickly surmise a project s certification potential by identifying the low hanging fruit at the concept level, then providing the data necessary to consider cost and scheduling scenarios for definite elements to incorporate into the design ( yes ); probable or low-cost elements to incorporate ( maybe ); and elements to discard ( no ) according to the LEED scorecard. From early in the planning stages, we will work with the project team to address the top challenges when seeking sustainable certification utilizing the following resources and tools: Extensive Green Building Project Experience and Lessons Learned Green Building Cost Database using Published and Historic Data Accurate Preparation of Independent Cost Estimate in Early Planning Stages Initial LEED Scorecard Provided with Conceptional Cost Estimate, if applicable Reduced Possibility of Sustainability Criteria in Construction Documents Real-time Analysis of Cost and Schedule Implications during Charrette Progress Updates Generated at Cost Estimate Revision 5 Experience with Life Cycle Cost Estimating and Value Engineering As mentioned above in the project understanding section of our proposal, one of the critical components of success for the Chapin Street Elementary School project will be developing an understanding of the existing building short term and long term costs on the district budget, and how current technologies can be leveraged to shift dollars saved from O&M improvements back toward educational programs. Preserving value and function while finding savings through more effective systems and materials and less labor intensive methods Page 5

10 allows us to optimize the final design trading project savings for additional value added initiatives. Below are examples of how we have created value to the owner by implementing v life cycle cost analysis and value engineering ideas to tailor our buildings to our clients desires: 1 Lexington Estabrook Elementary School. At the Estabrook Elementary School, we compared a number of HVAC systems to find a balance between cost and comfort in the classrooms zones to provide a measure of cooling relief during the warmer months. We compared: 1. direct-expansion air conditioning. 2. fourpipe fan coil 3. active chilled beams and 4. displacement air. We compared the capital costs, operations costs, maintenance costs, degradation costs and decomissioning costs of all four alternatives using a present value calculation for each. Based on the data provide, the owner chose the displacement air system as the ideal option for their needs due in part to its compatible up front costs and its relatively low operations and maintenance costs over its lifetime compared with the others. 2 Park Avenue Elementary School. Hill worked with the project team to create a number of value added refinements, including an idea by Hill aimed at creating a building orientation and site construction plan to minimize cut and fill operations, saving $250,000 in site costs. Our team also suggested implementing a unique door hardware and electronic access control system to enhance the Town of Webster s districtwide security system that both saved capital costs to the job due to a larger town wide procurement program, and saved on maintenance costs due to a less expensive sole source maintenance contract for the town. The Hill team proposed and worked with National Grid to find an alternative route for a high capacity gas line to feed the project, saving more than $100, Stoughton School Repairs. For the window replacement project, the originally proposed design approach and construction details called for removing and reconstruction of the exterior masonry veneer around the perimeter of each window to allow for removal of the existing window, storefront systems and attachment of the new systems. Based on our coordination of third party review and inspection, it was determined that the existing masonry did not need to be removed and reconstructed to achieve the originally planned objective of replacing the windows. This approach is saved the client over $700, Revere Police/Fire Station. Prior to Hill joining the project team, the foundation design approach was to conduct a complete 10 deep removal of unsuitable soil below the building footprint and restore with structural fill upon which spread footings would be placed followed by a slab on grade. Our team inquired if the owner would consider an alternate plan in which rammed aggregate piers could be used to improve the bearing capacity of the soil for column loads and utilize a structural slab at the first floor to compensate for under-slab settlement between the column lines. The owner agreed to this approach which resulted in a savings to the project of over $277,000. > Cost Estimating Hill s in-house estimating capacity includes all sitework, architectural, structural, plumbing, fire protection, mechanical, electrical and low voltage disciplines. For the Feasibility Study and Schematic Design of the Maria Weston Chapman Middle School project our standard estimating and cost management services include: master budget setup, conceptual budget estimates and, detailed quantity takeoff estimates for each of the schematic plans produced in the Feasibility Study phase as well as the Preferred Schematic that will be included in the final submission to the MSBA. We also provide project work schedules, constructability reviews, value engineering and alternating change orders review, long lead item identification and control systems. All this information is condensed, so Weymouth will be able to make timely, informed decisions. Page 6

11 6 Knowledge of Building Commissioning Consultants All of our assignments involve a professional commissioning agent. Our K-12 MSBA projects include commissioning agent services provided by the MSBA. We coordinate the commissioning agent activities, including design phase duties such as design peer review at design milestones, value management assistance and the provision of specifications describing contractor duties for commissioning. During construction, we coordinate the commissioning agent for kick-off and other meetings, transmittal of appropriate contractor submittals as well as informing the commissioning agent of equipment start-up dates, tests, etc. In the design phase, we work with commissioning agent, owner and design team to assist in defining Weymouth s requirements and verify those requirements are met in the basis of design and onto the construction documents. Commissioning agents provide a valuable role as peer reviewers during design. Commissioners benefit from lessons learned and can convey these lessons to design engineers at a technical level. During the construction phase, we monitor the installation of the materials, equipment and systems and review supporting documentation to help ensure the systems are commissionable when the time comes. Hill s approach includes a review of the Fundamental Performance Checklist (FPC) and the Commissioning Plan (CP). We work with the construction team on final inspections and review of turnover packages. Prior to start-up, we review the documentation associated with construction quality control activities such as duct leak testing, weld inspections and electrical checks. During start-up, we serve as witnesses to site acceptance testing, verifying documentation of the Functional Performance Testing to Weymouth. Project Understanding and Approach 7 Management Approach > Project Understanding From our review of the RFS, and the onsite briefing, the Hill team understands of the importance the Maria Weston Chapman Middle school project has to the Town of Weymouth and the entire Weymouth community. The project will allow Weymouth to address current building deficiencies and the very real possibility of enrollment increases from construction at Union Point and other developments, as well as reducing the number of transitions between schools. Hill understands the importance of fine and performing arts programs to the project and the need to incorporate these into the overall project program. In addition we understand the project will amongst other things, need to provide a learning environment for a diverse population of students some with special education needs. Successful delivery of the Chapman Middle School project will start with establishment of the following objectives: Page 7

12 Review Plan Assess Develop 1 Review all materials developed to date around the planning of the Chapman School project and review the existing building conditions, and potential alternative sites to have a full understanding of the project priorities and what is needed for the project to succeed. 2 Provide comprehensive planning to manage the project and the project s overall impact on the Community the Owner and Students. We have demonstrated this ability on numerous other MSBA projects achieving positive outcomes on numerous complicated challenging projects 3 Assess actual and formulaic enrollment trends to manage the project scope and confirm that the project meets the educational needs of the Weymouth community into the foreseeable future. 4 Develop a plan for presenting project information to the community, including community presentations, creating a project web site and social media outreach. As the project progresses we will assess the effectiveness of the outreach effort and create a strategy to broaden support if necessary. > Project Approach Project Goals: Completing the Feasibility Study for the School as established by the Weymouth School Building Committee in partnership with the MSBA, represents the first step in the design process. The decisions during the Feasibility and Schematic Design will determine how the Town ultimately proceeds with the proposed design and construction of the Chapman Middle School project. The Hill team understands the feasibility study will have a lasting impact on the quality of education in Weymouth Schools for years to come. As stated above, we need establish a clear understanding of the goals and objectives of the project so that the work we do in the feasibility phase covers all the necessary topics for discussion and addresses the Owners needs and concerns. Specifically, we propose to: Identify community concerns that will impact the study options. Review existing inadequate space configurations and explore new educational spaces that foster new pedagogies and reinforce the existing strengths of Chapman School. Review Owners policies and objectives. Identify the needs of the School Department for appropriate functional teaching spaces. Capture the goals and objectives of the feasibility study into a Project Charter that will serve as a reference point and guide as we move forward keeping our design process efficient and focused. Feasibility Study: The Hill team will work with the Weymouth School Building Committee and identified Weymouth School Department and Town leaders effectively manage the Feasibility Study. One of our first tasks will be soliciting the services of the architect to research and document existing conditions, assist in developing a detailed educational program, and create a series of alternative design options to address the project requirements. We will work closely with the larger project team to better understand existing conditions, refine the educational program solution, capture additional priorities of the community, and develop multiple solutions for solving the problem. We will review this material with the Building Committee for further refinement and publish a draft report comprising the following major study categories. 1. Site Planning 2. 13 Schematic Design: During the schematic design phase, Hill will continue to work with the architects and the project team to help ensure that the Owners programming needs are incorporated into the design, that the cost estimates are accurate and complete and that a realistic master project schedule is developed. Much of our work in the schematic design phase is focused on fine tuning the project scope and in documenting it in detail to achieve accurate estimates for the cost of the anticipated project. This is critical as the schematic design submission serves as the basis for the Scope and MSBA Budget Agreement, which is the vehicle to obtain MSBA approval for funding. Hill understands the importance of forward planning and will also focus at this early stage on: Potential impacts on traffic and abutters. Availability of alternate sites and their relative advantages/disadvantages. Schedule regulatory reviews and confirm incorporation into the design. Make certain safety procedures are developed and incorporated into the design documents A communication plan is developed to inform the community, teachers, students and staff during the construction process. > Proposed Project Management Systems and Effective Information Management As described above, we will work with the project team early on to establish a Project Charter that serves as the agreed upon reference for the project s goals. The Project Charter, along with all other documentation and information, will be located in the project management portal that Hill will create for the Feasibility Study. Secure access will be granted to all stakeholders so that all project documents and information can be viewed from a computer or mobile device. Incorporating this technology and the project management portal will save time and allow information to be current and easily accessible for reference. MSBA Procedures: Hill has been working with the MSBA since its founding, and is intimately familiar with their policies and procedures. Our experience representing communities that partner with the MSBA on many school projects has provided us with a set of best practices and lessons learned. We will use this knowledge to provide the best owner s project management representation to the School Building Committee for the ideal project outcome for Weymouth. Community Information: The entire Weymouth community is a key stakeholder for this project. Our approach incorporates the community into the project plan by providing a public forum for the collection and dissemination of important information. Under the direction of the Building Committee, we hold informational meetings to address concerns and inform the community of upcoming plans. Involving the larger community builds awareness of the project within the community and through its transparency lends credibility to the process used and the conclusions drawn about the building project which helps propagate support for project.
