4 About Us An Independent Public Authority Created in 2004 by an Act of the Legislature Seven-member Board of Directors chaired by Treasurer Steven Grossman Board of Directors: Invites Districts to Participate Approves Proposed Solutions Approves Projects and Grants Massachusetts Authority 5

5 About Us The Commonwealth has dedicated 1 cent of the statewide 6.25 cent sales tax (excluding meals) to the MSBA MSBA has relatively small staff and overhead: Administrative costs represent less than 1% of annual operating budget MSBA has a robust program of over 300 projects in our current capital pipeline 6

6 FY14 Governor s Proposed Budget Sales tax rate reduction from 6.25% to 4.5% Pledge of dedicated sales tax to MSBA, nonimpairment covenant reaffirmed Sales Tax Base Changes (e.g., candy, soda) Estimated $4.2 million for MSBA s SMART collections in addition to Consensus Revenue Estimate 7

7 A Few Achievements $9.6 billion in payments to cities, towns and regional school districts Developed data based enrollment projection methodology in order to build right-sized schools Improved learning facilities for over 600,000 students Made over 900 site visits to more than 200 school districts as part of the MSBA s review and due diligence process 8

8 A Few More Achievements MSBA has completed final audits of 898 projects totaling over $15 billion in submitted costs; Achieved audit savings of over $1.4 billion; and Audited approximately $2.1 billion in costs for the projects currently submitting monthly requests for reimbursement. 9

14 SOI Fiscal Year Opening began on January 9, 2013 and will close on April 10, Submitting an SOI is the critical first step in the MSBA s program for school building construction and renovation grants. The grant program is a non-entitlement, competitive program, and grants are distributed by the MSBA Board of Directors based on need and urgency, as expressed by the community and validated by the MSBA.

16 Model School Program Seeks to effectively adapt and re-use the design of successful, recently constructed elementary, middle and high schools Many benefits of Model School Designs Up to five additional percentage points Model School Program Task Force The savings and higher reimbursements can mean the difference between a school district being able to afford a new facility and being forced to continue using a deficient one.

22 Accelerated Repair Program Utilizes best practices from the former Green Repair Program and is primarily for the repair and/or replacement of roofs, windows, and/or boilers with the potential to include additional systems as may be determined by the MSBA Districts with repair needs in their facilities can apply through the Statement of Interest Process Focuses on the preservation of existing assets by performing energy-efficient and cost-saving upgrades, which will result in direct operational savings for school districts Districts invited into the Accelerated Repair Program are required to use pre-qualified Owner s Project Managers (OPMs) and designers and adhere to other requirements unique to this program, such as implementing an accelerated project schedule Currently, there are 24 Districts, representing 36 projects in the Accelerated Repair Program Braintree South Middle School

24 Commissioning MSBA fully-funded process involving independent third party testing a building s systems and materials and the operation of the building as a whole MSBA commissioned buildings undergo an intensive quality assurance process Many benefits of commissioning for the District 100% Funded by the MSBA Building commissioning is also a critical component in any green building program including LEED and MA-CHPS. 25
