32 Module 7 Construction PFA Bid Amendment MSBA Plan: Apply bid savings to fund additional needs throughout the state Provisions of Section 2.3 of the PFA are there to protect state taxpayers money Bid savings to District Based on project scope, budget and schedule documented in the PFA, GCs SOV or GMP, and evaluation of scope changes during detailed design.
