10 Why the Grants Scheme has been reformed Industry said they wanted a scheme that was Easy to understand Simple to access focused on construction skills

11 Grants Scheme Principles Encourage training specifically related to the construction industry aligned to CITB s scope order Align funding to priorities and standards Support all levy registered employers and their sub-contractor workforce Use targeted funding to support industry priorities Prioritise investment in areas where there is a long term commitment

12 What is changing? Phased in from April 2018 The Grants Scheme will only support training which delivers recognised industry skills Withdraw supplementary grants Apprenticeships started before April 2018 will get enhanced support Grants Scheme payments will be automated improving cash flow Training plans will not be required to claim grant

13 Which training will be supported Apprenticeships Attendance and achievements Qualifications Achievement primarily Long period Qualifications will attract an element for attendance. Short Duration Courses Achievement only

14 Apprenticeships - update and rates Higher Apprenticeships are now included in Grants Scheme No change to rates for Levels 2 & 3 Attendance Achievement Apprenticeships Levels 2 & 3 L2 L3 L2 L3 Y1 Y2 1,965 1,660 1,125 2,375 3,125 Attendance Achievement Higher Level and Degree Apprenticeships 1,125 per year 3,125 Grant support will be paid in quarterly instalments Apprenticeships which start before April 2018 and are eligible for supplementary grant will receive an enhanced rate of 10% until completion Apprenticeship packages will be reviewed in 2018

15 Qualifications - update and rates Continue to support wide range of Qualifications Payment on achievement with some attendance allowance Rates will be introduced from April 2018 Attendance Achievement Short-period Qualifications under 12 months e.g. N/SVQs, NEBOSH 600 Long-period Qualifications over 12 months e.g. HNC, HND, including areas such as; HNC Civil Engineering, Post Grad Diploma in Quantity Surveying 1,125 pa 1,875

16 Specialist Applied-Skills Programme Specialist Upskilling Programmes (SAPs & SUPs) SAPs converted to Trailblazers where appropriate (England only) SAPs starting up to March 2018 supported at current rate of 7650 From April 2018 : Commissioning providers to deliver training Skills modules will be supported through Short Duration Courses N/SVQ achievements will be supported through Short-period Qualifications

17 Definition of Short Duration Training Delivers a measurable outcome of appropriate knowledge or skills, that is portable across industry Has agreed set of standards and assessment criteria Is not part of a formal Qualification (including Apprenticeships) Has a duration of three hours to 29 days
