These collaborative events are designed for centre managers and business owners and will focus on how CITB can support your business growth. Internet Test Centres (ITCs) Following the launch of the CSCS Labourer card in July 2014, candidates who had previously applied for the Operatives card are now required to undertake a qualification or course Over 130,000 tests were delivered through ITCs in 2014 Over 400 ITCs now located through the UK and Ireland Over 70 new ITC applications since 2014 As an ITC you can deliver tests 24/7 You can deliver the HS&E labourer test with the Level 1 Award Results are transferred in 15 minutes Page 1 of 10 March 2015

2 Labourer card applications can be accepted from 48 hours after completing the HSA course and passing HS&E Operative Test The Site Safety Plus one day Health and Safety Awareness course is proving to be the most popular way to meet the requirements for the CSCS Labourer card Publications New products SEATS case study packs were developed to compliment GE700E and comprise of two separate case studies A GT700 A3 presenter publication is currently in development to help training providers and large employers give effective toolbox talks and aid the Site Supervisor Safety Training Scheme (SSSTS) course Once finalised the publication will be available to buy through the CITB shop shop.citb.co.uk Site Safety Plus publications 2014 saw an increase in the purchases of Construction site safety (GE700), Site supervision simplified (GE706) and Toolbox talks (GT700) All three publications are available also in CD and online formats and are acceptable to use in the delivery of Site Safety Plus courses, provided the delegates leave the course with their copy The 12 month online subscriptions are updated on a regular basis The GE700 has its own companion website citb.co.uk/ge700companion Construction site safety film (GE700) Will be available on the online shop from the start of April at shop.citb.co.uk Construction (Design and Management) Regulations 2015 All core publications have been updated to reflect the changes in the CDM Regulations 2015 and TG20 industry scaffolding guidance A new GE706 companion website will be available from 1 April, keeping you informed of news, legislation changes, content updates and related web links citb.co.uk/ge706companion Toolbox talks (GT700) have been updated to include a new talk on temporary works The CDM changes for 2015 are supported by a free CITB App, designed to comply with the regulations and use a simple tick box format The App will be available to download from GooglePlay and itunes stores. Health, Safety and Environment (HS&E) test revision material The HS&E test revision materials will be available to purchase from 1 April The updated HS&E test goes live 1 June candidates will be able to use either the 2014 or 2015 editions for tests taken between 1 April and 31 May Digital versions of publications, such as Apps, provide candidates with the ability to revise wherever they are and whenever they want For candidates revising for the HS&E Operative Test, British Sign Language (BSL) is now included on revision DVD s. Labourer card Complete Level 1 Award in Health and Safety in a Construction Environment (QCF) or equivalent; such as the Site Safety Plus Health and Safety Awareness course Pass the HS&E Operative Test. Employer applications This process was introduced in 2012 The success of this process has seen 125,000 CSCS cards processed in 2014 This route is available to centres and third parties in addition to employers. Application process The completed form and all relevant documents should be ed to employerapplications@citb.co.uk This form can be used for up to 30 individuals at any one time The contact listed on the form will be contacted to take payment by credit or debit card Alternatively you can set up an account for payments if you are already an approved centre with CITB you won t require a second account For information on setting up an account, or to check if you already have one set up, ask the team at cscs.team@citb.co.uk and/or The CITB team will only contact you if information is missing or requires clarification, otherwise the requested cards will be automatically processed Once the cards are processed they are issued the next working day to the individual addresses listed on the application. 5 Changes from Ofqual Ofqual are proposing that the QCF will effectively be removed from Summer 2015 This will allow for more flexibility in the way a learner is assessed Ofqual will audit qualifications across their lifespan to ensure they are valid, reliable and fit for purpose Some restrictions will remain if delivered as part of raising the participation age it will be designed with credits and Guided Learning Hours (GLH) Participation age pupils who have left school at the end of year 11 in Summer 2014, and from now on, continue in education until their 18 th birthday Ofqual are also consulting on GLH and a new definition of total qualification time, due to be published before September Further Education Learning Technology Action Group FELTAG Inclusion in every publicly-funded learning programme from 2015/16 of a 10% wholly-digital component, with incentives to increase this to 50% by 2017/18 Cases can be made for exemptions, e.g. some areas of construction Cskills Awards will work closely with industry and providers to ensure FELTAG requirements are met, whilst ensuring qualifications remain fit for purpose and achievable. Entry Level 3 and Level 1 qualifications Qualifications from 8 to 36 credits covering; Bricklaying Painting and decorating Plastering Wall and Floor Tiling Carpentry and Joinery Multitrade These provide a taster qualification for those unsure which area they wish to specialise in Can be used as opportunities for pre-diploma upskilling, DIY and self-funded market, night classes, Job Centre Plus, European Social Investment Fund (ESIF), Local Enterprise Partnerships (LEPs) to name a few Delivered and assessed using workbooks, which are currently being reviewed to give a more interactive experience in line with FELTAG requirements. Site Safety Plus Lifelong Learning map Takes the learner through all aspects of health and safety training, from labourer to site manager to director All courses have a lifespan of five years, with many including a refresher More details can be found at citb.co.uk/awards/schemerules Strong support from industry UKCG Site Safety Plus are endorsed as suitable courses to show relevant training and necessary health and safety knowledge and skills HSE strong links with Site Safety Plus, most product development groups contain representatives from the HSE Federations working closely with federations, such as the Temporary Works Forum, ensuring content is fit for purpose and up to date. 6 Construction (Design and Management) Regulations 2015 (CDM) The Site Safety Plus suite of courses are suitable for sole traders, SME s and beyond Updated Scheme Rules and syllabus for all courses affected by CDM Regs will be available on the Cskills Awards website week commencing 23 March 2015 the previous versions will be removed 5 April 2015 New exam papers will be issued from week commencing 23 March 2015, for use in centres from 6 April Health and Safety Awareness course improvements Amended in January 2015 to allow the HS&E Operatives Test to be used as course validation as an alternative to the paper test Ideal for the purposed of candidates applying for a Labourer card Site Safety Plus centres can partner with a Pearson VUE centre, or apply to become an ITC and deliver the entire package themselves The first course in Site Safety Plus aligned to the CSCS card scheme. Growing range of courses In the last three years have introduced; Directors Role for Health and Safety Site Environmental Awareness Training Scheme (SEATS) Temporary Works Co-ordinator Training Course (TWCTC) Temporary Works Supervisor Training Course (TWSTC) Related safety courses Petrol Driven Cut Off Saws (PDCOS) Launching in 2015; SEATS+ - the first e-learning course from Site Safety Plus Tunnelling Safety course Temporary Works Awareness Course. Grants available Grants available for employers There are a number of conditions which an employer must meet in order to be eligible for CITB grant payments. It is important that employers are advised that they may be entitled to grant subject to terms and conditions. The main conditions are as follows; Employers must be registered with CITB to claim grant and in-scope The date they register can affect which grants they can claim An employer must keep up to date with submitting Levy Returns to CITB in order to access grant payments Grant payments can be off-set against any debt the employer owes to CITB Full terms and conditions are available at citb.co.uk/grant Site Safety Plus (A29) 50 per day paid for the full range of Site Safety Plus courses Grant is payable for all training days even if candidate fails or doesn t complete the training and for extra days required for a candidate to complete a course Payable for all staff working in construction-related occupations, including labour-only sub-contractors and agency staff Employers may receive an automatic GC1/1 claim form from CITB, if training providers quote the employers 7 digit Levy and Grant registration number on course paperwork. 7 sign the form confirming the delegate was employed at the time of training and accepting terms and conditions of payment. Payment can then be made. Plant training CPCS technical tests (A42 and A43) Grant is payable to support passing the standard and/or advanced, theory and practical elements of the CPCS technical tests. 60 is paid for passing the theory element and 190, 240 or 410 is paid for passing the practical element (depending on the category of plant) Grants are limited to a maximum of two theory and two practical tests per individual, per year They are paid in the order that they are received within the system, not according to cost Grant is not payable for renewal tests Employers may receive an automatic GC1/1 claim form from CITB, if training providers quote the employers 7 digit Levy and Grant registration number on course paperwork submitted through CPCS on-line. The employer can just sign the form confirming the delegate was employed at the time of training and accepting terms and conditions of payment. Payment can then be made. Plant training SVQ achievements and the addition of categories to a CPCS blue card (A14B) 400 payable to support achievement of plant-related VQs. These grants are limited to a maximum of four per level, per person, per lifetime (A31P/A31Q) 300 available to support achievement of plant-related VQ units which result in an additional category being added to a CPCS blue card. These grants are limited to a maximum of three per person, per lifetime, but are counted within the overall SVQ achievement limits Payable for all staff working in construction-related occupations, including labour-only sub-contractors and agency staff Employers may receive an automatic GC1/1 claim form from CITB for SVQ achievements, if SQA (or Cskills Awards in England or Wales) is the awarding body for their SVQ. We try and match the trainee with an employer who is eligible for grant. If this match is made and a form is issued the employer can just sign the form confirming the delegate was employed at the time of training and accepting terms and conditions of payment. Payment can then be made. If not then an employer can submit a manual claim form which can be found on our website at citb.co.uk/grant When adding a category to a CPCS Blue card, employers should be encouraged to include their 7 digit registration number on the card application form to allow grant payments to be made. This registration number will allow an automatic GC1/1 claim form to be issued in the same way as detailed above. SVQ achievements (A31, A32 and A33) 400 payable to support achievement of construction and non-construction related VQs Grants are limited to a maximum of four per person, per level, per lifetime Payable for all staff working in construction-related occupations, including labour-only sub-contractors and agency staff Employers receive an automatic GC1/1 claim form from CITB (for Cskills Awards qualifications in England or Wales) or SQA (in Scotland) as detailed above. Off the job training Grant is payable for off the job training with two routes available: Short duration off the job training Restricted to claims for training directly related to the construction industry, including health and safety and some supervisory and management courses This excludes training for courses such as HGV licences, accounting and business administration Grant is payable to a maximum number of days per employer, per year This calculation is based on five times the number of PAYE employees declared on the employers Levy return Page 7 of 10 March 2015

8 Payable for all staff working in construction-related occupations, including labour-only subcontractors and agency staff A separate claim form will be required for each training course. Training and development plans The second route available is the training and development plans, which usually last for one year and includes an element of forward planning for training needs Grant is paid to support training of three hours or more for all staff working in all occupations Employers may amalgamate shorter sessions of 30 minutes or more to allow Grant to be paid Grant is payable to a maximum number of days per employer, per year This calculation is based on five times the number of PAYE employees declared on the employers Levy return These days are used to claim for PAYE employees, and an additional five days can be claimed per named labour-only sub-contractor Employers submit claims for training completed after four and eight months as required, and a final claim form at the end of the 12 month period. What other grants are available? Apprenticeships Employers can claim a package of support for construction-related apprenticeships, including supporting attendance at college and the achievement of qualifications Grant is available in packages of 6,000 to support Level 2 SVQ achievement, and 10,250 to support Level 3 SVQ achievement. Technical and professional courses Grants can be payable for construction-related technical and professional training, such as degrees and post-graduate training Paid at a rate of 50 per day for attendance, as well as 400 for achievement of some qualifications A full list of training eligible for Grant is available at citb.co.uk/grant Construction-related work-experience 30 per day for planned work experience of four or more weeks which forms an integral part of a construction-related degree course Payable to a maximum of 7,200 per person, per lifetime, and equates to 48 weeks of work experience. Supplementary payment Employers can also claim an additional 22% Supplementary Payment on all grants paid if they are eligible Supplementary payment eligibility is based on employers submitting Levy Returns within advertised deadlines. To be eligible within the 2014/2015 Grants Scheme year employers must have submitted a 2013 Levy Return which required a Levy assessment to be paid. They must have paid this 2013 assessment, or be paying by direct debit, and must have submitted their 2014 Levy Return before 31 July What can you do? The ability to issue employers with automatic Grant claim forms is dependent upon receiving their CITB 7 digit registration number Training providers can support this by ensuring this registration number is entered onto all the relevant paperwork and/or systems and by encouraging employers to quote this number on all claim forms and card applications to ensure grants are claimed for in full and efficiently If an employer does not receive a claim form within three months of a training event they can complete and submit a manual claim form to be processed Employers can request a visit from a Company Development Advisor (CDA) to offer information and advice on Grants, as well as a full range of business support Page 8 of 10 March 2015

Scale of contracts Every year of 8,000 apprentices - 5,300 in England, 1,700 in Scotland and 1,100 in Wales Contract values worth 33m in England, 6.9m in Scotland and 3.9m in Wales CITB uses approximately 250 suppliers 200 in England, 30 in Scotland and 20 in Wales, ranging from further education colleges, private providers, construction employers and small specialist and heritage training companies. Key requirements You must be listed on SFA Register of Training Organisations (RTO) You must have awarding organisation approval to deliver all required elements of each framework (including functional skills) You must provide good quality facilities close to construction employers across all regions in England CITB are seeking high performing providers with a flexible capacity. Tender Includes a Pre-Qualification Questionnaire (PQQ) and Invitation To Tender (ITT) PQQ is a pass or fail, and the ITT will not be scored if you fail As part of a recent review the tender document is 60% shorter than previous tenders Feedback from providers and new procurement practices have led to a reduction in unwanted questions and documentation Contracts will be awarded in May 2015 for new starters from August Trends in Apprenticeships Numbers are growing in all trades by between 12% (Scotland) and 30% (London) over the past 12 months Trades in demand include scaffolding, tunnelling, maintenance operative, assembly technician, highways operative and steel fixing Traditional trades are still high in demand, including bricklaying, painting and decorating, joinery and general construction operative Forecasts predict growth across the UK for the next three years at citb.co.uk/csn Page 9 of 10 March 2015
