1 TRAINING AND DEVELOPMENT PLAN B102 What is a Training and Development Plan Training and Development Plans are designed to encourage employers to adopt and implement a structured approach to training by evaluating all the activities undertaken by a company. Your plan should be based on your entire business training and development needs and can therefore include: training for all staff, not just construction related training with a minimum of 3 hours duration (except where the training forms part of an approved Modular Training Programme. In these approved programmes shorter training sessions are grant aided) training in subjects that are relevant to your business, not just construction related subjects There are various criteria which must be met for Training and Development Plan grant to be available you must have completed a 2016 Levy Return your Training Plan needs to be submitted to us and approved within strict deadlines throughout the Grants Scheme year your Training Plan needs to meet the definition of training and the criteria set down within these rules your plan must show that some training will take place Training and Development Plans are not compulsory. You can claim Training and Development Plan grant in addition to most other grants apart from Short Duration off-the-job training grant. Supported training The Training and Development Plan grant is available for the following training: attendance on training to support the achievement of Chartered Institute of Building (CIOB) modules attendance on any plant training irrespective of the previous experience of the plant operator
2 construction training which is not grant aided elsewhere in the Grants Scheme environmental and sustainability training evening courses all CPC driving courses for all category of licence (car/van/lgv/hgv) webinars must be 30 minutes or more in duration and can be claimed as part of a Modular Training Programme Waterwise Training foundation course (e-learning) necessary and appropriate off-the-job training for registered apprentices that is not included in the individual s framework, where the cost of the training is met by the employer (e.g. first aid training/manual handling) VQ evening only courses in non-construction related subjects. Grant is only available for construction related VQ s on a day-release or block release basis through the apprenticeship and Craft Non-Apprenticeship grant support routes off-the-job training in non-construction related subjects which does not lead to a VQ New Road Street Works (NRSW) 5 day training course which is predominantly assessment based. This will be paid for a maximum of 3 days per delegate. If the course is a different duration the assessment element will not be grant aided and will be calculated on an individual basis off-the-job additional training to assist in achieving a qualification where achievement grant is claimed via the On-Site-Assessment and Training route (OSAT) Institute of Safety and Health (IOSH) and National Examination Board in Occupational Safety and Health (NEBOSH) where the course title is not approved by the Technical and Professional grant IT courses including Facebook, Twitter, Linkedin and I-Pad management course administration courses supervisory courses short training sessions, covering Health and Safety, environmental and technical subjects which last at least 3 hours and are delivered by a supervisor or a suitable qualified member of staff (Health and Safety Officer) and which are prepared in advance
3 training that is company specific in-house short development courses (IT up-dates etc) training where the main content relates to the procedures and organisation of a particular firm distance learning courses when taken during normal working hours training which takes place as part of a meeting, which must be shown on the meeting agenda and recorded in the minutes training under the Construction Industry Scaffolding Record Scheme (CISRS) which is run by accredited providers, for the basic or advanced route a maximum of 35 days training, per person for a degree in a non-construction related subject (e.g. Business Administration) E-Learning courses Providing the total course duration is more than 3 hours, grant can be claimed. E-Learning packages of less than 3 hours can be claimed via a Modular Training Programme. These courses need prior approval before you can claim grant. Once approved grant can be claimed on completion of the course Modular Training Programmes Modular Training consists of short bite-sized training sessions which if taken individually would not be grant aided as they fall below the minimum 3 hour level. Grant is available for a Modular Training Programme consisting of a combination of shorter training session (Tool Box Talks) when amalgamated to form a programme of more than 3 hours. The minimum session length is 30/45 minutes. This can consist of E-Learning courses of less than 3 hours which form part of an approved Modular Training Programme. These courses need prior approval before you can claim grant. Once approved grant can be claimed on completion of the course Grant can only be claimed once for the same person if they attended the same training on more than one occasion. What training is not supported? The following training cannot be included on the Training Plan (alternative grant claiming routes are highlighted where applicable)
4 all training less than 3 hours (except where the training forms part of an approved Modular or E-Learning programme all training that is supported elsewhere in the Grants Scheme time spent preparing for the Health, Safety and Environment test time spent completing an On Site Assessment and Training (OSAT) profile and submitting this profile to Skillsmatch or Skillsfile apprenticeship training as this is supported by the apprenticeship grants training for apprentice trainees who have been refused grant aid through the normal route due to the training provider, employer or apprentice not meeting the criteria apprentice/craft training where no off-the-job training provision exists for their craft, or where the employer chooses to train the apprentice themselves without any progression towards a VQ Level 2 minimum, or other approved qualification time spent on non-training activities such as course registration, domestic arrangements, all break times, external assessments and examinations customer and site inductions driving lessons or driving test for any category to obtain any driving licence (car/van/lgv/hgv) risk assessments and method statement briefings job shadowing working under supervision in a productive environment coaching and mentoring conferences and seminars full time college or university courses distance learning where the training takes place out of normal contracted working hours courses designed for, or attended by, more than 30 people (irrespective of whether grant is not claimed for the excess numbers) IOSH Institute of Safety and Health and NEBOSH National Examination Board in Occupational Safety and Health courses where the candidate works
5 in a construction or non-construction occupation. These should be claimed under the Technical and Professional attendance grant (A09) where your claim will not be restricted by the maximum/average 5 day limits off-the-job courses in the rest of Europe and overseas (unless the course is not available, or could not be held in Great Britain) courses delivered by public educational establishments including courses for which a Local Education Authority award may be available, such as full-time National and Higher National Diploma courses, the college part of a sandwich course and courses qualifying for awards from Economic and Social Research Council and the Science and Engineering Research Council courses leading to GCSE, A level or AS examinations and VQ Level 1 qualifications courses leading to the Standard and Higher grades of the Scottish Certificate of Education pre-apprenticeship and pre-craft courses (e.g. VQ Level 1) You cannot claim for the Training and Development Plan and Short Duration off-thejob grants at the same time, but you can switch to the Training and Development Plan route from Short Duration at any time during the Grants Scheme year with the required notice. Any training days which you have claimed through Short Duration off-the-job training route will be taken into account when calculating the maximum number of days you can claim on your Training Plan. If you choose the Training and Development Plan route, you cannot return to claiming Short Duration off-the-job training grant until your Training Plan has been completed. Once this happens you must tell us by writing to Levy and Grant Customer Services or indicate on the final claim of your Training Plan that you want to revert back to the Short Duration grant. How much can I claim? You can claim 50 per day for each full day of training. The grant is paid in instalments throughout the year. A training day means a minimum of 6 hours of training, excluding breaks and other non-training activities, held on the same day. Where a training day exceeds 6 hours, this is counted as one training day and excess time is disregarded. The minimum duration for any individual or development occurrence is 3 hours. There are separate rules for approved Modular and E-Learning programmes which do allow for grant aid of shorter training sessions.
6 This grant is payable to a maximum number of training days for each employer. This maximum is based on an allocation of 5 training days for each PAYE employee declared on the 2016 Levy Return and an additional 5 training days for each NET (taxed) CIS sub-contractor named on the interim and final claims. For example If you declare 10 PAYE employees on your 2016 Levy Return, you will be able to claim grant for a maximum of 50 training days within the 2016/2017 Grants Scheme year. These days can only be used to claim for training completed by PAYE staff. If you took on NET CIS sub-contractors during the duration of your Training Plan you would then be able to claim for a further 5 training days for each of these sub-contractors; however these training days must be used for the named subcontractors only. For employers with less than 4 PAYE employees, a maximum limit of 20 days training will be applied to ensure that these employers are not disadvantaged. NET CIS sub-contractor days will be payable in addition as detailed above. If you have switched from Short Duration off-the-job training route to claiming on a Training Plan mid-way through the Grants Scheme year, any training days already claimed will be taken into account when calculating the maximum number of days you can claim on your Training Plan. If you submit a 2017 Levy Return during the duration of your Training Plan which shows an increase in the number of PAYE employees, you can apply to increase your maximum training allowance accordingly if required. You will receive an additional 10% Supplementary Payment if you are eligible. Are you a Scaffolding Contractor? If you were registered as an employer and your main activity is scaffolding on 31 July 2014, you are eligible to claim additional days for specific Construction Industry Scaffolding Record Scheme (CISRS) courses without this training affecting the PAYE and sub-contractor training day limits detailed above. All PAYE and subcontractors are eligible to have the CISRS Basic and Advanced courses listed separately on a Training Plan. The specific courses are: CISRS Basic Part 1 Tube and Fitting or System Scaffold (10 days) CISRS Basic Part 2 Tube and Fitting or System Scaffold (10 days) CISRS Advanced Scaffolding (8-10 days) An electronic Training Plan (ETP) for scaffolders is available from Customer Services which will allow you to record and claim for this additional training.
7 You will receive an additional 10% Supplementary Payment if you are eligible. How to claim Please contact your Customer Services for a copy of the an electronic training plan. This will include the claim forms and full advice on how to complete and submit your claim. Completing your Training Plan You can choose to list the names of your PAYE staff and NET CIS sub-contractors you intend to train within you Training Plan and identify the training they require during the year. To give a full picture of your training needs, you can identify all training actively being carried out. Once you have completed your planned training sheets and the required employer details, your ETP to the Levy and Grant Customer Services team within 60 days of the start date of your Training Plan. We will check your Training Plan to ensure it is correct, that all the training you expect to carry out is grant aided and if you have included any training that should be claimed elsewhere in the Grants Scheme. We will contact you regarding any amendments. What if I need to increase the number of training days after I have submitted my claim? Maximum limits now apply to the number of days training which you can claim through the Training and Development Plan. For PAYE employees the number of training days for which grant can be claimed is based on the number of PAYE employees declared on your 2016 Levy Return. If you submit a 2017 which shows an increase in the number of PAYE employees, you can apply to increase your maximum number of training days. You must contact Levy and Grant Customer Services office at the appropriate time if you wish to increase your Training Plan in this situation. For NET CIS sub-contractors, grant is based on an allocation of 5 training days per named sub-contractor on your interim and final claim forms. What about staff turnover, promotions or transferees? If you are planning to take on new employees, NET CIS sub-contractors or agency staff during the duration of your Training Plan but you do not know who they are, you can include any training that you have identified they will need on your Training Plan. List the names of these people as A N Other until you can up-date the Training Plan with their names.
8 If you replace a member of your PAYE staff whose training is included on your Training Plan, you may utilise the training days allocation to the previous employee to your new member of staff. For NET CIS sub-contractors, grant is limited to 5 days per named person on the interim and final claims and so any unused training days cannot be re-used for an alternative NET CIS sub-contractor. Submitting an interim claim You can claim grant for the training days you have completed at 3 stages throughout the year of your Training Plan. Claims may be submitted at 4 months and/or 8 months and a final claim must be submitted at the end of your Training Plan. After your Training Plan has been running for 3 months, we will send you a letter confirming that a claim can now be submitted. This letter is issued one month before the claim is due to allow enough time for you to up-date and submit your claim. You may claim at this point for any training days which you have completed as long as you have evidence in place to substantiate your claim. Your Training Plan can be audited at any time by a Verifier so you must keep evidence of the training for which you have claimed grant. You will need to retain this evidence for 3 years. If you wish to make a claim at 4 months, complete the required information for both PAYE employees and NET CIS staff as appropriate. your ETP package customer.servicestp@citb.co.uk by the deadline indicated in your letter. After your Training Plan has been running for 7 months, we will send you a letter confirming that a second claim can now be submitted. Please follow the same procedure as detailed above if you wish to make a claim at this stage. We would encourage you to make a claim at the 4 and 8 month stages but you may choose not to complete these claim forms if you have no days to claim or you do not have the required evidence at this stage. If you do not return the claim forms then no payment will be made. Your claims must be received by CITB within a maximum of 30 days from the claim date or they will be rejected. Submitting your final claim The final payment grant will be made on the actual number of training days completed throughout the year of your Training Plan, less any days which you have been paid at the 4 and 8 months periods. We will send you a letter after 11 months confirming that your final claim is due for submission to allow you enough time to up-date and submit your claim.
9 You must keep evidence to substantiate your claim. Your Training Plan may be audited by a Verifier so you must keep evidence of the training for which you have claimed grant. You will need to retain this evidence for 3 years. Complete the necessary information for both PAYE and NET CIS staff. your ETP package to customer.servicestp@citb.co.uk within a maximum of 60 days from the end date of your plan. When you submit your final claim you must be satisfied that it has been correctly calculated, includes only eligible training and that you hold evidence to support your claim. If training days are deducted from your claim following checks by CITB staff you will not be able to substitute other training that was not included on the original final claim. The CITB Levy and Grant Customer Services staff will check your Training Plan for the following year if you wish to keep claiming through this grant route. This must also be submitted within 60 days of the end date of your Training Plan to ensure continuation of grant funding. What happens if my final claim is late? You will not receive any Training and Development Plan grants for the following Grants Scheme year until you have completed a final claim for your current Training Plan. It is therefore important to prepare in advance and complete you final claim promptly. If you are not intending to continue to claim through the Training and Development Plan route you must submit a final claim form to confirm your intention to receive claiming grant through the Short Duration off-the-job training route. Until you have confirmed your decision with us any claims which you may submit for Short Duration grants will be rejected. Eligibility There are various criteria which you must meet for the Training and Development Plan grant to be available. you must have completed and submitted a 2016 Levy Return before 31 December 2016 your Training Plan needs to be submitted to us and approved within strict deadlines throughout the Grants Scheme year your Training Plan needs to meet the definition of training and the criteria set down within these rules your Training Plan must show that some training will take place
10 This grant supports employees, NET (taxed) CIS sub-contractors* who are under contract for service with you at the time of training and for whom you paid the costs of the training. All occupations are supported including, accounting, administration and customer service staff. Grant cannot be claimed for individuals delivering the training, such as instructors and presenters. *NET CIS is the term used to describe sub-contractors you deduct tax from when paying them for work carried out. These can be identified from your contractor s monthly returns (CIS300) submitted to HMRC.
