3 Statements & Search Criteria Mission The mission of the James River Association is to be the guardian of the James River. We provide a voice for the River and take action to promote conservation and responsible stewardship of its natural resources. Background The James River Association (JRA) was founded in 1976 by a group of citizens who were concerned about the health and future of the James River. Today, JRA is a member-supported 501(c)(3)nonprofit organization whose mission is to be the guardian of the James River. It is the only organization in Virginia working solely to protect and enhance the James River and the 15,000 miles of tributaries that flow throughout its 10,000 square mile watershed. JRA addresses water quality issues throughout the watershed by partnering with corporations, local governments, farmers, landowners, individuals and state and national agencies. Through these partnerships JRA identifies root causes of pollution in the watershed and implements solutions to reduce or eliminate their negative impacts. JRA provides educational and volunteer opportunities to engage citizens of all ages to restore and protect America s Founding River. We accomplish our mission by not only focusing on pollution issues and implementing on the ground projects like many other conservation and environmental organizations, but we also work strategically and intentionally within communities to help people realize benefits from a healthy river so they support protecting it. This twofold strategic plan is executed through our 5 core programs: River Advocacy, Riverkeepers, Community Conservation, Watershed Restoration, and Education. River Advocacy provides a voice on important policy issues through advocacy at citizen, local, state and federal levels. Riverkeepers engage citizens to monitor the river s conditions, identify problems pollution problems and ensure solutions are executed properly. Through partnerships with the Capital Regional Collaborative and local community representatives, our Community Conservationists help communities realize benefits from a healthy river by providing access opportunities to all. Watershed Restoration works with landowners and partners to bring habitat restoration, pollution prevention and water conservation solutions to landowners. And finally, our Education team connects youth with river fieldbased learning experiences that correlate to the Virginia Standards of Learning. Impact In its 40 th year, the James River Association (JRA) established a vision of what it wants to celebrate at its 50 th anniversary in 2026, which can be summed up in the following phrase: A fully healthy James River supporting thriving communities. This aspiration consists of two parts corresponding to the strategic goals of JRA: achieving a fully healthy James River and helping communities realize benefits from the James River. To accomplish these goals, JRA s work is focused on two actions: JRA protects; JRA connects. JRA protects the James River by monitoring the river, responding to problems, and seeking policy changes, funding and enforcement actions needed to implement Virginia s cleanup plans for the James River. JRA connects people to the James River by planning and advocating for increased river access, supporting river-related community events, and providing river-based education activities. Needs $35,000 Remaining funding needed for James River Expedition which takes high school students on intense educational and life-changing journeys down the James River in the summer. $10,000 Adding interactive historical, cultural and natural features to the Virtual James River Tour at Providing weekly bacteria monitoring at popular swimming locations in the Richmond region for summer weekends and posting the information on James River Watch: $5,000 Teacher training course at James River Ecology School Design a river cleanup or restoration project for 30 volunteers A week of education programs at the James River Ecology School. Develop an enhanced field trip series with a high school that would offer multiple river experiences that build on each other for a more thorough and longer lasting education program. 3
4 CEO/Executive Director Statement My vision for JRA is to be an active & respected member of each community along the James River advancing initiatives that protect the river as well as address other community needs. For most of JRA s 40 year history, the organization focused solely on improving the health of the James River primarily by controlling and reducing sources of pollution. After accomplishing significant improvement in the river s health, JRA recognized the need to ensure that communities along the river value the river & have a stake in its future. Therefore, JRA added a new strategic goal of helping communities benefit from a healthy river. Fo JRA to be successful, we must understand the breadth of needs and find not only the community s interest in the river, but also where our work can help address additional needs. To this end, we have increased our work recently to help communities derive benefits from the James River as a complement to our efforts to protect & restore the health of the river. We must help every part of every community place a high value the James River as a community asset, derive significant economic and social benefits from the river, and recognize their own need to ensure a healthy future for the river. For my own leadership, I aim to be a strong example of an active and respected member of the community both internally & externally. To this end, I m currently serving as an action team leader for the Capital Region Collaborative and a member of the 2016 Lead Virginia class. These roles help me develop relationships across the community and to deepen my understanding of issues facing the Richmond Region and across Virginia. Internally, my goal is to foster a shared culture and values that guide how each of us approaches our work and ensures that JRA is a valued and effective member of its communities. Thru a facilitated process, JRA has defined its core values and I strive to make sure we live those values thru my own actions & leadership. JRA works throughout the 10,000 square miles of land that drain to the James River. This area covers about a quarter of Virginia's land area and is home to about one-third of Virginia's population. 5 Programs Programs Education Description JRA s Education programs connect youth with river-based learning experiences that inspire confidence, ecological understanding, nature appreciation, and conservation action. We accomplish this through interdisciplinary learning experiences that are correlated to the Virginia Standards of Learning and are field-based, using the context of the James River to bring complex concepts to life. 1. The James River Ecology School is the centerpiece of our education program on Presquile National Wildlife Refuge, a 1,329 -acre island on the James River south of Richmond. Day trips and overnight trips are available with accommodations at a bunkhouse on the island. 2. The James River Expedition invites teachers and students on a week long river expedition connecting the rich history and ecology of the James to today s challenges and opportunities. JRA leads these adventures to inspire young leaders and to call attention to the value and benefits of a healthy James River - teaching camping and paddling techniques along the way. 3. The James River Leadership Program is a year-long leadership program for 10th and 11th grade students who are passionate and committed to protecting the future of our natural resources. The program consists of leadership development and skill building curriculum that equips participants with tools, methods, and resources to become leaders for the environment while encouraging further growth and development in students personal, academic, and professional careers. Budget $312, Riverkeeper Description A James River Riverkeeper is the eyes and ears of JRA, keeping it and the public abreast of situations on the river. The Upper James Riverkeeper and Lower James Riverkeeper are on the river several days per week and work with the public, including boaters, fishermen, farmers and landowners, to promote awareness of issues and good stewardship for a cleaner, healthier river. The Riverkeepers are assisted by JRA's RiverRats, a volunteer corps of river monitors who patrol their chosen stretch of waterway looking for pollution and threats to wildlife habitat. Budget $0.00 Watershed Restoration Description JRA implements solutions throughout the watershed to improve water quality. Throught volunteer programs such as public and self-directed trash clean-ups, River Hero Homes and community watershed restoration projects poeple of all ages have opportunities to participate in hands-on projects designed to prevent runoff and protect their local water quality. Each project has an educational component as many of the techniques learned by the volunteers can be applied at their own homes. Budget $0.00 5
6 River Advocacy Description JRA works with decision makers throughout the watershed to increase their knowledge of the issues facing the James River and inform them on the best solutions that are available to them to benefit the James River. Budget $0.00 Community Conservation Description JRA s Community Conservation Program helps communities realize the benefits of a healthy James River. Economic and quality of life benefits are derived from recreation on the James River and its tributaries. The James River Association's Community Conservationists connect individuals to the James River by working with communities to plan and promote riverfronts, public river access, as well as land and water trails. Through the collaborative Envision The James initiative, Community Conservationists work with partners across the watershed to advance conservation and recreation efforts, including the 2013 Virginia Outdoors Plan, Captain John Smith Chesapeake National Historic Trail, Richmond Riverfront Plan, James River Heritage Trail, and Upper James River Water Trail. 9 Management Executive Director/CEO Executive Director Term Start Apr Mr. William H. Street Experience William H. Street joined JRA as Executive Director in He is responsible for overseeing all of JRA s core programs which promote conservation and responsible stewardship of the James. Prior to joining JRA, he worked for the Chesapeake Bay Foundation (CBF) for ten years where he served in multiple capacities, most recently as the Director of Watershed Restoration. At CBF, he was responsible for managing and coordinating all of the watershed restoration works, including on-the-ground wetland and riparian restoration projects, agricultural practices and volunteer restoration programs. Bill has led state and regional policy initiatives related to water quality, watershed restoration, agriculture and land protection, He received his Masters of Environmental Management with a concentration in wetland ecology from Duke University,a Masters of Environmental Planning from the University of Virginia, and a Bachelor of Science in Commerce from the University of Virginia. Bill Street is the2010 recipient of the Gerald P. McCarthy Award for Leadership in Environmental Conflict Resolution, awarded by the University of Virginia s Institute for Environmental Negotiation.
