1 Ghana Country Water Partnership TERMS OF REFERENCE BASELINE SURVEY FOR FIELD DEMONSTRATION PROJECT IN THE UPPER EAST REGION OF THE WHITE VOLTA RIVER BASIN I. BACKGROUND The Ghana Country Water Partnership (CWP Ghana) is implementing the Water, Climate and Development Project (WACDEP) in Ghana within the framework of the Global Water Partnership Programme. Other selected countries in Africa taking part in the programme are Burkina Faso, Cameroon, Mozambique, Zimbabwe, Burundi, Rwanda and Tunisia in the respective transboundary basins of Volta, Lake Chad, Lake Victoria-Kagera, Limpopo and the North Western Sahara Aquifer System. Since 1994, Ghana embarked upon an integrated programme of economic and social policies to provide a comprehensive framework for accelerated growth and sustainable development. The aim has been to make Ghana a middle income country by 2020, reduce poverty, increase access to basic services like potable water and sanitation, enhance the quality of life, improve social and cultural assets, create better economic conditions, minimize environmental degradation and promote good governance. The development of water resources to meet various sectoral needs in a sustainable manner is seen in the national contexts of the National Water Vision and the goals of National Poverty Reduction Strategy Papers (PRSPs), the West African Water Vision, The African Water Vision and the goals of the New Partnership for African Development, and the Millennium Development Goals. The development targets have been mainly based on national needs as reflected in the PRSPs. The current Ghana Shared Growth Development Agenda (GSGDA, ) is planned to prioritise expenditures in the areas of Agriculture, Infrastructure (including transport, energy and IWRM), Water and Sanitation, Health and Education. In recent times, climate change and variability threaten the very foundation of human existence as its impacts are felt on the livelihoods of populations and therefore, development. The extent to which the impacts are factored into development planning processes and decision making, and to ensure that livelihood resources are resilient to the hazards of climate change are not known. The Ghana WACDEP is a 3- year 600,000 assistance project which the Austrian Development Agency, Danida and DfID are supporting to increase access to water and sanitation, food, energy and sustainable environment through no/low regrets investments. The support is in response to the declaration made by the AU heads of State in Sharma el Sheikh Egypt, in 2008 on increasing access to water and sanitation to enhance capacity to meet targets under the 1

2 PRSPs, NEPAD and the MDGs. The declaration called on countries to put in place adaptation measures and investment plans to improve their resilience to the increasing threat of climate variability and change to water resources. The overall objective is to support integration of water security and climate resilient adaptation in development planning and decision making processes. The above will be achieved through improved technical and institutional capacity and predictable financing of investments in water security and climate change adaptation. The project is founded on four components that are structured into eight work packages as listed below:- Component 1: Investments in regional and national development Work Package 1: Regional and Transboundary cooperation Work Package 2: National development and Sector Plans Work Package 3: Investments Work Package 4: Project Preparation and Financing Component 2: Innovative Green Solutions Work Package 5: Demonstration Projects Component 3: Knowledge and capacity development Work Package 6: Capacity Development Work Package 7: Knowledge and awareness Component 4: Partnership and Sustainability Work Package 8: Governance and Fundraising. The outcomes of the project are as follows:- Water security and climate resilience integrated in development planning and decisionmaking processes. Capacities of partnerships, institutions and stakeholders enhanced to integrate water security and climate resilience in development planning and decision-making processes No regrets investment and financing strategies for water security, climate resilience and development formulated and governments begin to implement them. In addition, fundable projects for water security, climate resilience and development defined and shared with development banks. The project provides support to stakeholders from Government and its agencies in the sectors of water, food, energy and environment. They include National Development Planning Commission (NDPC), Water Resources Commission, Ghana Water Company Limited, Community Water and Sanitation Agency, Ghana Meteorological Agency, Volta River Authority, Ministry of Food and Agriculture, Ministry of Finance and Economic Planning, and the Environmental Protection Agency. I.1 The Project Area The project field demonstration area is the Upper East region of the White Volta River Basin. More specifically, the WACDEP will be implemented in the Bawku Municipality, Bawku West and Bongo districts, respectively and these areas share border with Burkina Faso. 2

II. OBJECTIVE OF THE ASSIGNMENT II.1 General objective The present study aims to conduct situation analysis of the field project area with the view to establish currents trends of the impacts of climate change while assessing pathways to enhance Innovative Green Solutions. The study falls under the second component of WACDEP titled Innovative Green Solutions and its corresponding Work Page 5 named Demonstration Projects - Water, Energy, Food Nexus. It aims at driving innovation in the implementation of no/low regret investments by promoting water security and climate resilient development through implementation of pilot projects. Innovative Green Solutions refer to sustainable integrated solutions that build resilience to climate change and reconcile: i) Social innovation, ii) Environmental innovation, iii) Economic innovation, and iv) Governance and partnerships. II.2 Specific objective The study will provide insight into the existing situation in respect of climate change related initiatives on one hand, and establish areas of possible interventions in the field demonstration area. The specific objectives include but not limited to the following: Ascertain the trends and current situation of climate change and its impacts in the Bawku West, Bawku Municipality and Bongo districts, respectively; 3

4 Ascertain procedures/criteria for screening water and climate related projects that are included in the District level Medium Terms Development Plans and submitted to the National Development Planning Commission; Understand the pathways for strengthening communities towards water security and climate resilience taking into account issues of gender mainstreaming. III. SCOPE OF THE ASSIGNMENT The scope of the assignment shall include but not limited to the following; i. Describe the present social, economic and environmental situation in the project area viz Upper East region and in particular, the project areas of Bawku Municipality, Bawku West and Bongo districts, while looking at trans-boundary aspects; ii. Assess the current state of climate change and its impacts including flood and drought in the project area. iii. Identify ongoing adaptation responses to the above impacts in the sectors of water, food, energy and environment in the region; iv. Examine, if any the procedures/criteria for which water security and climate resilience have been factored into the district Medium Term Development Plans, and how the ongoing initiatives align with the districts plans; v. Identify possible interventions that may be new or support existing ones that are gender sensitive and can benefit farmers (crop or livestock) and fishermen; vi. Identify beneficiary communities in consultation with District Assemblies and other stakeholders such as the White Volta Basin Secretariat, establishing criteria for their selection and ensuring that at least 7,000 people/ farmers are involved; vii. Present the results at a workshop to validate report of the study. This will be organized by the Ghana Country Water Partnership. IV. PRODUCT The output of the assignment will be a report that presents the current situation while charting the path for WACDEP field demonstration project in relation to climate change resilience and water security. V. METHODOLOGY The consultant shall detail the approach with which to carry out the work in his/her technical proposal for consideration. The consultant shall, based on the scope of work, make realistic implementation schedule that outlines the activities/tasks including field work (stakeholder consultations) and writing of the reports (drafts and final). 4

5 V.1 Technical proposal In addition, the Technical Proposal shall provide detail but brief information indicated in the table below and which shall be the basis for the evaluation. The main body of the proposal shall not exceed 10 pages. Consultants should be prepared to substantiate the claimed experience if so desired by the Client. A description of the approach, methodology and work plan for carrying out the assignment highlighting the following areas: technical approach and methodology, work plan and organization and Expert schedule. The work schedule should be consistent with the Work Plan which will show in the form of a bar chart the timing proposed for each activity. The list of the Experts proposed and their area of expertise, and a summary of essential CV information. The responsibility(ies) to each member of the team and the tasks to be assigned. Estimates (man-days) of the Experts needed to carry out the tasks assigned. CV(s) of the Key Expert(s) must be signed by themselves and contained in the proposal. V.2 Financial proposal A Financial Proposal shall be prepared separately from the technical proposal. The document shall take into account all the activities to be undertaken. Therefore, it shall list all costs associated with the assignment including (a) remuneration for lead consultant and Key Experts, if any, and (b) reimbursable expenses. Also indicated is the estimated number of man-days required to carry out the Services. All activities described in the Technical Proposal must be priced. For non remuneration (e.g. reimbursable expenses) related omissions, any activities or items described in the Technical Proposal but not priced shall be assumed to have been included in the prices of other activities. The Lead Consultant and team are responsible for meeting all tax obligations arising out of the contract. Consultants may express the quotation of their services in EURO. However, payments under the Contract shall be made in the local currency (Ghana Cedi) of the EURO equivalent at the time of transfer of funds. 5

6 VI. DURATION OF WORK The study is planned to be undertaken and completed by 14 th April 2014 after a contract agreement is signed with the successful consultant. The work is expected to be carried out within sixty (60) days for which thirty five (35) man days shall be considered as effective. VII. HUMAN RESOURCES The Ghana Country Water Partnership shall engage a consultant to carry out the assignment. The National Technical Working Group members overseeing the project shall provide technical backstopping to the consultant and his/her team, and facilitate his/her field engagements and consultation process. VIII. PROFILE AND SELECTION OF THE CONSULTANT This consultancy service is opened to firm and individuals. The consultant shall possess at least a Master s degree in water resources, social science, development planning or related fields. He/she must have at least ten (10) years working experience and familiar with national policy frameworks and strategies. He/she will need to have expertise in water security and climate resilience and national development and planning processes in the water and water related sectors preferably in the West African sub-region. He/she must demonstrate experience in similar studies. The candidate(s) shall submit a proposal (both technical and financial) to CWP- Ghana detailing the work to be carried out no later than 12:00 pm on 24 January, The bids shall be screened and evaluated by an evaluation committee. The details of the implementation schedule of the selected consultant will be discussed and agreed upon by the parties involved. Following, a contract shall be signed with the consultant to undertake the assignment following agreement of the terms of contract. VIII.1 SELECTION OF CONSULTANT Consultants will be evaluated and selected on the basis of their technical and financial proposal using the scores below: VIII.1.1 Technical proposal Presentation of Work 5% Methodology 40% - Comments 5% - Timeliness 10% - Clarity 10% 6

7 - Work Plan 15% Experience of Consultant (and Staff) 55% - Qualification 20% - General experience 15% - Experience (related work(s)) 20% Total 100% VIII.1.1 Financial proposal The total budget for the study shall not exceed 8,000 Euros including consultancy fee and reimbursable. VIII.2 PAYMENT SCHEDULE The schedule will be as follows: I. 20% of the consultancy fee and 60% of reimbursable fee shall be paid upon signing of the contract; II. 40% of consultancy fee on submission of 1 st Draft Report; III. 20% of consultancy fee on submission of 2 nd Draft Report; IV. The remaining 20% of consultancy fee on submission and acceptance of the Final Report. IX. REPORTING The consultant shall i. Submit Inception report of the study to CWP- Ghana fifteen (15) days after commencing work, highlighting progress and bottleneck(s) of the process, if any. ii. Submit a first draft report of the study forty (40) days into the work. After submission of the first draft report, the client shall have between five to ten working days within which to communicate to the consultant its preliminary comments. iii. After receipt of the client s comments, produce a second (2 nd ) draft report fifty-five (55) days into delivery of the assignment. This draft report will be subjected to stakeholder validation at a workshop to be organized by the Country Water Partnership. iv. The consultant will produce and submit the final report incorporating the comments of the workshop five 5 days later. 7

8 The final report shall be presented as follows: three printed copies, with all appendices included; CD Rom containing an electronic version and the appendices in pdf. X SUBMISSION OF PROPOSAL The Consultant shall submit three (3) copies each of signed and sealed Technical and Financial Proposals for consideration.
