BACKGROUND Poverty, malnutrition, and vulnerability to shocks remain high in Ethiopia, despite the country having registered double digit annual economic growth rate during the last decade. The Government of Ethiopia s Growth and Transformation Plan puts forward that country s ambition to attain middle income status by the year 2025, through the means of green growth, and the Climate Resilient Green Economy (CRGE) vision further emphasizes country strategies for responding to the threats of climate change. A wide range of recurrent natural hazards afflicts Ethiopia, with droughts and floods being the biggest challenges. Following several consecutive seasons of poor rainfall exacerbated by the effects of El Niño Ethiopia has, since 2015, been dealing with the worst drought in five decades affecting mostly the northeaster and central parts of the country. Over the past decades, the impact of climate change has been registered primarily in the form of drought and floods. In addition to the loss of development gains with severe human sacrifice, agriculture, water supply, hydropower production, physical, economic and social infrastructure, health and biodiversity are the primarily affected sectors. Preliminary estimates suggest that climate change impacts amount to annual GDP losses of 7-8%, which makes climate adaptation and livelihood resilience building both a human-development and economic imperative. UNDP has been actively supporting key sectoral ministries and the National Disaster Risk Management Commission (NDRMC) at multiple levels - federal, regional, zonal and woreda level to build resilience in vulnerable communities. UNDP also play a leading role in ensuring the rapid recovery of livelihoods, by supporting the government to assess the current situation on livelihood recovery needs, design and implement a livelihood recovery plan with focus on the need to 1
2 urgently restore the people s livelihoods, thereby linking the immediate humanitarian efforts with sustainable development solutions. Increasing access to water in drought-affected areas is a central strategy for helping communities develop resilience and regenerate economic activities. In , UNDP through a very comprehensive and rigorous technical process developed a proposal on behalf of the government of Ethiopia to the Green Climate Fund with the aim of accessing USD 100 million. While the GCF did not endorse the original project, a substantial portion of the project with clearest evidence of climate additionality was resubmitted and subsequently endorsed in October 2017 as Direct Access by the Government of Ethiopia. UNDP, with strong support of the Government, now wishes to develop and explore the remainder proposal with stronger linkages to sound development approaches over and above a climate change response for funding from other sources. The main objective of this consultancy is therefore to revisit the original project document in the context of the wider development plans in affected areas, and reformulate a development intervention for funding by other partners in the country. The repackaging of project components shall take into consideration, and most likely align with (as originally envisaged), the GCF-funded project. The assignment will also include consultation with relevant development partners and explore the potential for securing funding, and will also include consultation with intended implementing partners. The new project document shall be re-fitted into, and comply with, the UNDP template for project documents. The reframing of the project shall be done within the framework of UNDP s positioning and strategic framework for addressing resilience in Ethiopia. II. SCOPE OF THE WORK The consultancy service will be mainly home-based, with travel to Addis Ababa for consultations and presentation of documents to UNDP and its intended partners. III. TASKS AND RESPONSIBILITIES OF THE CONSULTANT The review of UNDP s support to CRGE Implementation and the NDRMC and the existing project proposal to provide insights into best practices and lessons learnt, in order to help reorient the current support in line with current needs and priorities. In the course of this assignment, the international consultant will accomplish the following tasks: 1. Revisit the original project document in the context of the wider development plans, 2. Consult 5-10 development partners and explore the potential for securing funding, 3. Consult potential implementing partners. 4. Reformulate a development intervention for funding by other partners in country, 5. Repackage the unfunded part of the GCF proposal components align with the original concept. 2
3 IV. METHODOLOGY The International Consultant suppose to: 1. Revisit the original project document in the context of the wider development plans including the Climate Resilient Green Economy (CRGE) strategy, Agricultural Sector Productive Investment Framework, National Policy and Strategy on Disaster Risk Management (NPDRM) and DRM/Strategic Programme and Investment Framework (SPIF), National Adaptation Plan of Action, the Second National Communication to the UNFCC and the Second National Growth and Transformation Plan ( GTPII) and repackage the unfunded part of the GCF proposal components, 2. Consult 5-10 development partners and explore the potential for securing funding, 3. Consult with government and implementing partners to establish mechanisms for achieving results, 4. Reformulate a development intervention for funding by other partners in country, V. INSTITUTIONAL ARRANGEMENT / REPORTING RELATIONSHIPS: The Consultant will submit all deliverables for comments to UNDP and it will work under the direct supervision of IGSD Team Leader. Moreover, the required logistic arrangement such as office space and within country travel will be provided by UNDP VI. DELIVERABLES The main deliverables are: 1. Inception report 2. A full-fledged project document per UNDP standards 3. Initial consultations with potential donors with a view to establish support for mobilizing resources 4. Presentation and support to appraisal by UNDP and its partners, 5. The reframing of the project proposal shall be done within the framework of UNDP s positioning and strategic framework for addressing resilience in Ethiopia. 6. Notes on strategy to support successful resource mobilization and any other relevant issue. VII. DURATION OF THE ASSIGNMENT AND TIMEFRAME FOR DELIVERABLES The consultancy service shall take a maximum of 40 working days as it is indicated below: 1 Inception report with preliminary proposal for re-packaging the components within five days of the contract signature, 2 Presentation of the draft project proposal within 30 days after the approval of the inception report, 3
4 3 Submission of separate notes on strategy and the final version project document within seven days of receiving inputs on the draft proposal. VIII. COMPETENCIES, ACADEMIC QUALIFICATION, EXPERIENCE AND LANGUAGE The Consultant is required to have the following professional and technical qualifications. Only the applicants who hold these qualifications will be shortlisted and contacted. Masters degree in climate finance, Climate change adaptation and mitigation, Environmental Science, environmental economics, or other relevant field. Demonstrated expertise in climate change adaptation responses in drought-affected areas General familiarity with international climate financing mechanisms, GCF process and requirements Experience working in Ethiopia and/or the Horn of Africa Outstanding drafting/writing and presentation skills (English) Prior knowledge of the project context is an advantage. IX. CRITERIA FOR SELECTING THE BEST OFFER Upon the advertisement of the Procurement Notice, qualified Individual Consultant is expected to submit both the Technical and Financial Proposals. Accordingly; Individual Consultants will be evaluated based on Cumulative Analysis as per the following scenario: Responsive/compliant/acceptable, and Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. In this regard, the respective weight of the proposals are: a. Technical Criteria weight is 70% b. Financial Criteria weight is 30% Criteria Weight Max. Point Technical Competence (based on CV, Proposal and interview (if required)) 70% 100 Criteria a. Educational relevance: close fit to post 10 Criteria b. Understanding the scope of work and organization of the 50 proposal Criteria c. Experience of similar assignment 30 Criteria d.
