Background The United States Agency for International Development (USAID) is funding the Sharekna Project to Support Youth and Empower Local Communities (Sharekna) to strengthen Tunisian communities resilience to economic, social and political stresses, including the threat of violent extremism (VE). Sharekna is implemented by FHI 360, a nonprofit human development organization dedicated to improving lives in lasting ways by advancing integrated, locally-driven solutions. Sharekna is pleased to announce the release of this Request for Proposals (RFP) to identify a local civil society organization (CSO) partner to support FHI 360 in meeting the objectives of this project in one of four targeted communities: Sidi Bouzid. FHI 360 will contract and work closely with the selected organization to implement the set of activities described in the Statement of Work below. The submission of an application is not a guarantee of funding. FHI 360 and USAID reserve the right to award one, multiple, or no awards based on the applications received for this RFP. FHI 360 reserves the right to independently negotiate with any candidate, and does not assume responsibility for any costs related to the preparation and submission of applications. Proposals should follow the terms and conditions described in this RFP. FHI 360 reserves the right to reject any application it finds inconsistent with the terms and conditions of the RFP. Sharekna Project to Support Youth and Empower Local Communities (Sharekna) Request for Proposals Page 1 of 10
2 The deadline for technical and cost applications in response to this RFP is September 11, The total value of each subcontract is expected to range between 70, ,000 USD. Successful Offeror(s) will be awarded a fixed price subcontract for an anticipated twelve-month period of performance: October 23, 2017 October 22, II. Purpose and Objectives FHI 360 is implementing the USAID-funded Sharekna project that aims to engage and empower community stakeholders, particularly youth, to identify community-level stresses (including VE drivers) and programming entry-points, to collaboratively implement community-level actions aimed at mitigating identified stresses, and to strengthen the capacity of local partners to address them. The purpose of this RFP is to select a local partner to implement Sharekna community-level activities in Sidi Bouzid, and to develop the partners capacity to strengthen youth and community resilience beyond the life of this project. Geographic Locations Activities will primarily focus on two locations within Sidi Bouzid governorate. Location 1 has been chosen by FHI 360, while Location 2 will be recommended by the partner as part of their application. Location 1 is: Sidi Bouzid Town (Sidi Bouzid East & Sidi Bouzid West) Location 2 is: a location within Sidi Bouzid Governorate to be recommended by applicants as part of their application form. Partners should consider the following criteria to ensure that the program methodologies are applicable, and implementation is feasible in the selected community. Community selection criteria: 1.Target communities vulnerable to social, political, or economic stresses/shocks, that can be impacted by Sharekna activities. 2.Target communities that host civil society partners with which Sharekna can work. 3.Target communities accessible and receptive to international development activities. Theory of Change and Objectives Sharekna s Theory of Change (TOC) is adaptive to project learning and possible shifts in the Tunisian context, and will be revised over the course of the project, if necessary. The TOC states that: IF youth are engaged and empowered to identify and address economic, political and social stresses, particularly VE drivers, in their communities, and IF community-level actors' capacity to collaborate with youth in addressing these drivers is strengthened THEN youth and their communities will be more resilient to identified stresses, including VE. 2
3 The TOC provides an overarching framework that aligns with Sharekna s goal: to strengthen four Tunisian communities resilience to economic, political and social stresses, including the threat of violent extremism. Sharekna will implement activities across three inter-related objectives: Objective 1: Community stakeholders, particularly youth, are engaged and empowered to identify community-level stresses, (including VE drivers) as well as points of entry for programming. Objective 2: Youth and community stakeholders collaboratively implement community-level actions aimed at mitigating against or adapting to identified stresses and VE drivers. Objective 3: Local civil society partners' capacity to collaborate with youth and community stakeholders to address identified stresses and VE drivers is strengthened. To achieve these objectives, Sharekna will work with local partners on activities around three main, and inter-related, components: Community Youth Mapping (CYM). CYM is a youth-centered, participatory and flexible process that FHI 360 has developed and used to empower youth to engage with adults in their communities to map resources, needs, and opportunities. The CYM process builds youth and community resilience by galvanizing youth engagement in their communities, creating and supporting positive youth social networks, and providing youth with the tools to build on strengths, identify gaps, and implement initiatives that capitalize on their social, cultural, and economic opportunities. Once trained by Sharekna on the CYM process and its application, the subcontractor will engage 30 Youth Mappers in the target community to identify key factors of vulnerability that affect youth, and opportunities for strengthening youth and community resilience. The mapping would collect data on and explore questions related to youth aspirations, assets, and needs, and resources place, people and programs available to youth in the community. Collaborative Stakeholder Action Planning (CSAP) workshop: The subcontractor, after receiving training, will organize and facilitate a three-day multi-stakeholder workshop for approximately 64 participants using FHI 360's Whole System in the Room (WSR) methodology. The workshop will build relationships and networks among diverse stakeholders, share and ground-truth findings from the CYM process, identify entry-points for community-based initiatives, and develop tangible action plans for next steps and local resilience activities. Implementation of Local Resilience Activities: During the CSAP workshop, community stakeholders will develop ideas for initiatives and priorities for action within their community. After the CSAP workshop, Sharekna will work closely with the subcontractor to support the achievement of collaborative action commitments made during the CSAP workshop, including the grants. Note: The subcontractor may be requested by FHI 360 to support the implementation of subgrant activities in the community. If support is required, the subcontract will be modified accordingly when the sub-grant activities are finalized (approximately in February 2018). 3
4 III. Eligibility Criteria To receive funding under this RFP, organizations must meet the following eligibility criteria: 1. The organization is a legally registered non-governmental organization and operational in Tunisia. 2. The organization is currently present in Sidi Bouzid and/or is able to demonstrate their ability to operate and launch activities there starting November The organization is currently implementing, or is able to demonstrate the capacity to implement youth and/or community-level development activities in Sidi Bouzid. IV. Statement of Work and Deliverables Implementation of Sharekna activities in Sidi Bouzid. The table below outlines the activities that Sharekna anticipates the successful subcontractors will implement or support. Please note that these activities may be adapted and/or modified as the project unfolds. The illustrative timeframe for each set of activities is also included. Activity Illustrative Dates Deliverable Participate in a Project Implementation Launch Workshop. FHI 360 will convene a twoday workshop in Sidi Bouzid for the selected local partner(s) to ensure a unified and comprehensive understanding of Sharekna s guiding principles, technical methodologies, developmental evaluation approach, and the work plan. Participate in CYM Training of Trainers (ToT). The subcontractor's Activity Manager and Workshop Co-Facilitator will participate in an FHI 360-led ToT in Sidi Bouzid to build their capacity to train Youth Mappers on CYM and coordinate the mapping process in their community. Organize and Oversee CYM process. During the ToT, the subcontractor will take initial steps to plan the CYM process in its community and will continue to work on these key steps for CYM in the weeks following the training. 1. Identify 30 Youth Mappers; (respecting FHI 360 guidelines, including gender balance). 2. Identify eight to ten Advisory Committee members from the community; (respecting FHI 360 guidelines, including gender balance). 3. Host and facilitate at three-day training of 30 Youth Mappers. a. Organize and cover cost of venue, trainers, and meals b. Cover cost of transport stipend for participants; 4. Support/Supervise Youth Mapping Process; October 23 24, 2017 October 30 November 2, 2017 October 27, 2017 February 28, 2018 D1. All subcontractor personnel will participate in workshop, as possible (e.g. Director, Activity Manager, Logistics and Operations Officer, Workshop Co- Facilitator and M&E Officer). D2. All relevant subcontractor personnel (e.g. Activity Manager and Workshop Co-Facilitator) participate in ToT. D3. Completion of Youth Mapping Training and report on training D4. Community Youth Mapping Report 4
5 5. Support/Supervise Youth Mappers to conduct analysis of findings; and 6. Draft and submit a report to FHI 360 summarizing the findings of the Youth Mapping process and data collection instruments. Participate in a Training on CSAP methodology. FHI 360 will host a four-day training in Sidi Bouzid on the CSAP methodology so subcontractors are prepared to plan and facilitate the Collaborative Stakeholder Action Planning workshop. Prepare for Collaborative Stakeholder Action Planning Workshop 1. Work with Advisory Committee members to identify key community representatives to invite to participate in the workshop; 2. Host a workshop for Youth Mappers to present findings to Advisory Committee and jointly refine the CSAP Workshop agenda; and 3. Develop materials and organize all necessary logistical arrangements. Host Collaborative Stakeholder Action Planning Workshop. The subcontractor will work closely with the Advisory Committee and the Youth Mapper Representatives to facilitate the workshop with support from FHI 360 staff. 1. Host and facilitate a three-day CSAP workshop in the community; and 2. Produce and disseminate the collaborative action plan resulting from the CSAP workshop. Support the implementation of Local Resilience Activities. The subcontractor will work closely with FHI 360 staff to support the achievement of collaborative action commitments made during the CSAP workshop, including the grants. Such as: 3. Support the Program and Grants Officers as needed to coordinate with grantees to design and refine grant activities; and 4. Support the Advisory Committee to organize monthly meetings to follow-up with WSR participants to check on status of collaborative action commitments. Data Collection and Reporting. The subcontractor will be an integral participant in Sharekna monitoring, developmental evaluation, December 11 14, 2017 December 15, 2017 January 28, 2018 January 29 31, 2017 February October 2018 November 2017 October 2018 D5. All relevant subcontractor personnel (e.g. Activity Manager, Logistics and Operations Officer, and Workshop Co- Facilitator) participate in Training. D6. Report including stakeholders identified as CSAP Workshop participants, and proposed Workshop agenda and plan. D7. Successful completion of CSAP Workshop and submission of workshop report documenting the process and the workshop outputs. D8. Monthly reports: including status of implementation of WSR collaborative actions. D8. Monthly Reports: including: finance and program updates, project 5
6 and learning agenda activities. Specifically, the subcontractor will be responsible to. 1. Track and verify project output data; upload data into the Sharekna SharePoint database on a monthly basis. 2. Support FHI 360 M&E Officer to conduct baseline Individual Resilience Capacity surveys with 30 Youth Mappers prior to their training. 3. Support FHI 360 M&E Officer to conduct a baseline Community Resilience Capacity survey of 64 CSAP Workshop participants (at start of CSAP workshop). 4. Youth Video Diaries: Record (audio or video) and share short interviews (~5 minutes each) with three youth each month. 5. Host and co-facilitate focus group discussions (FGD), approximately ~ 45-minutes long, called Echoes from the Community, each month from February - October Participate in periodic Partner Process interviews with the Sharekna M&E Officer 7. Prepare and submit monthly reports with updates about (for example): activities, youth diaries, project output data, and FGD reports. [FHI 360 will provide templates and guidance.] 8. Work with FHI 360 Finance Officer to prepare and submit monthly financial reports, ensure all templates are followed, and required information is delivered in a timely manner. 9. Support FHI 360 M&E Officer to conduct endline Individual Resilience Capacity surveys with 30 youth mappers after the conclusion of the local resilience activities in the community, at the end of project. 10. Support FHI 360 M&E Officer to conduct end of project Community Resilience Capacity survey of 64 CSAP Workshop participants. (This is anticipated to be conducted at the Final Learning Workshop in December 2017 or January 2018.) 11. Participate in Final Learning Workshop. data is uploaded to database, youth diary recordings, and reports on Echoes from the Community FGDs. D9. All relevant subcontractor personnel participate in Sharekna bimonthly meetings. D10. End of project: report from endline stakeholder capacity survey and final quarterly report V. Management & Staffing FHI 360 will have Sharekna project offices staffed by a total of 13 individuals in Tunis, El Kef and Sidi Bouzid. The subcontractor will be contractually responsible to the FHI 360 Field Program Representative based in Tunis. The subcontractor will also coordinate closely with the Sidi 6
7 Bouzid Sharekna Program Coordinator, Program and Grants Officer, and Procurement and Logistics Officer on activity implementation and the Sharekna Developmental Evaluator and M&E Officer for monitoring and evaluation (M&E) activities. Applicants are expected to propose a staffing and management structure that provides FHI 360 with a contractual point of contact, and ensures that all activities outlined above will be implemented effectively. FHI 360 anticipates that the following positions and levels of effort will be required by the subcontractor over the contract's period of performance. Applicants can either propose the same staffing structure, or propose a different arrangement with adequate justification. For example, applicants may want to propose the same person to fill two positions that are less than full-time; if so, the proposed individual should have the necessary experience for both positions. Alternatively, applying organizations may have individuals already on-staff who can provide the estimated levels of effort for part-time positions. Project Director Part time - 25% level of effort over the life of the contract; the Project Director will be responsible to ensure the subcontractor's effective implementation of activities and submission of high quality deliverables. The Project Director will supervise the Activity Manager and also serve as the primary point of contact with FHI 360's Field Program Representative. Activity Manager Full time - 100% level of effort over the life of the contract; the Activity Manager will be responsible to implement subcontract activities, including the Community Youth Mapping, Collaborative Stakeholder Action Planning workshops, and support local resilience activities. Monitoring and Evaluation (M&E) Officer Full time - 100% level of effort over the life of the contract; the M&E Officer will be responsible to collect and report on project output data, support Sharekna baseline and end of project surveys, youth video diaries, Echoes of Communities focus group discussions, participate in Sharekna M&E meetings, and contribute to subcontractor's monthly reports. FHI 360 will provide required training on basic M&E processes. Logistics and Operations Officer Full time - 100% level of effort for up to six months; November 2017 April The Logistics and Operations Officer will report to the Activity Manager in preparing for and implementing the Community Youth Mapping activities and the Collaborative Stakeholder Action Planning workshop. Workshop Co-Facilitator Part-time - 28 days total level of effort (anticipated to be in October 2017 January 2018); Co-Facilitator will attend the CYM and WSR training workshops in Sidi Bouzid, prepare for facilitation of Community Youth Mapping, Collaborative Stakeholder Action Planning workshop, and co-facilitate these workshops with the Activity Manager. Training facilitation expertise and experience is required. This position could also be covered by the Project Director, Activity Manager, or other staff member if they have the required experience. At least one member of the team should be able to demonstrate their financial and administrative capacity to effectively manage cash-based grants from international donors. 7

A completed application using the format found in Attachment A. Please provide complete answers to all parts of the proposal: I. Description of Applicant's Qualifications; II. Community References; and III. Proposed Management Structure and Personnel. 2. A Cost Application using the template found in Attachment B. Please complete both the budget and budget notes sheets of this template The budget notes provide a detailed description of each budgeted cost so a complete analysis of all the proposed costs/prices can be made. The template outlines expected costs identified by Sharekna, and specifies the unit cost of certain pre-determined items (such as the transportation stipends). Applicants should propose adjustments or additions to these costs as necessary with appropriate justification, and enclose supporting documents for those costs as proposed in their application. 3. CVs for all proposed personnel highlighting relevant qualifications. 4. Proof of legal registration in Tunisia, such as a copy of the notice published in the Official Journal of the Republic of Tunisia (JORT). Bidders Conference: A bidders conference will be held on August 30, 2017 at 10:00 AM at the Complexe de Jeunesse 17 December in Sidi Bouzid. Applicants are highly encouraged to attend. The conference will provide an opportunity for applicants to ask any questions on the RFP, and to receive answers from FHI 360. The workshop will be held in the French language and all answers to questions will be provided in writing to applicants in attendance. Additionally, prospective applicants may submit questions in writing to TYCRA@FHI360.org by September 8, Answers to these questions will be sent in writing to all applicants who participated in the bidders conference and/or submitted a question. VII. Evaluation 8
9 FHI 360 intends to award a subcontract resulting from this RFP to an applicant whose proposal conforms to the RFP requirements and represents the best value after evaluation in accordance with the criteria list below. Evaluation Criteria 1. Experience working directly with and/or engaging youth to implement activities (20%); 2. Quality of proposed personnel and effectiveness and efficiency of proposed management structure to implement high quality activities within a condensed time-period (20%); 3. Established reputation and credibility among community stakeholders, including youth, and donors/partners (20%); 4. Demonstrated administration and finance capacity at the organizational level; (20%) 5. Experience and/or interest in strengthening community-level resilience to stresses and shocks, including violent extremism (10%); and 6. Experience with and/or demonstrated capacity to coordinate M&E activities. (10%) Evaluation of Offers Award will be made to the offer which is determined to be the "best value" and responsive to the RFP terms. An evaluation committee comprised of FHI 360 project staff will review each proposal; FHI 360 will be the sole judge of the proposals submitted under this RFP. During the evaluation, the Offeror may be requested to supply additional information in writing concerning content and/or to clarify points in their responses. FHI 360 reserves the right to negotiate with applicants determined to be qualified for competitive proposals, including to revise their price, cost and/or scope of services according to evolving program requirements to ensure the full range of project activities are successfully implemented. Short-listed applicants will be required to complete a Financial Pre-Award Assessment to ascertain the organization s capacity to perform successfully under the terms and conditions of the proposed fixed price award. As part of the Pre-Award Assessment process, applicants will also be requested to submit a financial audit report from the previous fiscal year. In addition, payroll records and other financial information may be requested to support budgeted costs. Short-listed organizations will be required to obtain a DUNS (Data Universal Numbering System) number prior to award issuance if they don't already have one. FHI 360 will provide instructions to organizations to obtain a DUNS, as required. VIII. Capacity Building Support to Selected Partner Organization In addition to implementing the activities described above, the selected Offeror will receive capacity building support to develop its ability to implement activities aimed at strengthening resilience among Tunisian youth, and Tunisian communities, beyond the life of Sharekna. After the completion of the CSAP workshop, FHI 360 will meet with the relevant personnel from the selected partner organization to conduct a joint assessment of the organization's capacity building needs related to youth and community resilience. Based on the results of the assessment, FHI 360 will work with the partner organization to prepare a plan and related budget for strengthening their capacity in the priority area(s) identified. Once this plan is approved in writing by FHI 360, the selected partner will be approved to procure the agreed 9
10 upon services and/or equipment or supplies. It is anticipated that the capacity building support activities will be conducted between February and October The cost of activities covered by the capacity building plan will be reimbursed under the subcontract up to a maximum local currency equivalent value of 10% of the sub-contract. 10
