Financial Proposal Format available on our website - Lump Sum Amount: The financial proposal should specify a total lump sum amount, and specifies the payment terms according to specific and measurable (qualitative and quantitative) deliverables. Payments are based upon delivery of products or services. In order to facilitate the comparison of financial proposals, it is recommended that a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days) is provided by the bidder. - Travel: All envisaged travel costs (daily subsistence, tickets, and terminal expenses) must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the Individual Consultant wish to travel on a higher class, he/she should do so using his or her own resources. In the case of unforeseeable travel, the payment will be against the delivery of the F10 format with the support documents (tickets, receipts, invoices, etc.). The total amount of the reimbursement should be lower or equal to UN DSA rates but under no circumstance should be higher than UN DSA rates. PERFORMANCE EVALUATION Individual consultants will be evaluated based on the following criteria: Cumulative Analysis: the individual consultant with best technical-economic combination will get the contract. 4 Estimated duration: Direct Supervision: 7 months Coordinator of the UNODC-INEGI Center of Excellence and the UNODC- Crime Research Section at Vienna. DEADLINE TO SUBMIT APPLICATION: July 6 th, 2017 GENERAL BACKGROUND INFORMATION The UNODC-INEGI Center of Excellence focuses on strengthening Latin American processes and analysis of statistical information on government, public safety, victimization and justice through the supply of tools for data collection and analysis, training seminars, the creation of statistical knowledge, the promotion of methodologies and international standards as well as research. The UNODC- Crime Research Section is part of the Research and Trend Analysis Branch (RAB) of UNODC. This Section, in cooperation with other sections and units of RAB, is contributing to the production of the Global Study on Homicide. More precisely, the section carries out the following activities: (i) (ii) analyzing the evolution of crime trends including homicide and preparing analytical reports that combine quantitative and qualitative information to help UNODC and Member States identify trends, emerging issues and priorities related to crime and criminal justice. GENERAL BACKGROUND OF THE ASSIGMENT: UNODC s Thematic Programme on Research, Trend Analysis and Forensics, provides the overall framework for research and trend analysis at UNODC. The thematic programme covers UNODC outputs which are produced for research purposes. The Research and Trend Analysis Branch (RAB) has one of the principal responsibilities for the thematic programme, but other UNODC offices are directly involved in the areas covered by the programme, particularly the implementation of national and regional research, which are carried out by UNODC field offices. When not directly involved in undertaking research or implementing forensic capacity building initiatives, RAB has overall responsibility for defining research standards and ensuring quality and consistency across all UNODC research and forensic science products. Five research projects, GLOU34, GLOV44, GLOX64, GLOV20 and MEXX35, contribute to the implementation of the Thematic Programme on Research, Trend Analysis and Forensics, in combination with GP and RB-funded activities. These projects deliver research outputs such as the World Drug Report and the Global study on Homicide (GLOU34), the Global Report on Trafficking in Persons (GLOX64), the Global Report on Wildlife Crime (GLOV44), and the reports related to the Afghan Opiate Trade Programme (GLOV20). The MEXX35 project supports the UNODC-INEGI Center of Excellence in Statistical Information on Government, Crime, Victimization and Justice and plays a crucial role in the implementation of capacity building activities on crime statistics. 4
5 A mid-term in-depth cluster evaluation of these five research projects needs to be undertaken since these projects have all been running for at least four years, and all but MEXX35 have not been evaluated since their initiation. At the same time, the Thematic Programme on Research, Trend Analysis and Forensics needs to be updated. Therefore, the Research and Trend Analysis Branch is planning a mid-term in-depth project cluster evaluation, in combination with a Peer Review of the Research function at UNODC. OBJECTIVE OF THE ASSIGNMENT UNODC RAB is seeking an international evaluator (crime expert) to conduct a mid-term in-depth cluster evaluation of five research projects as part of an evaluation team consisting of a lead evaluator, two substantive experts and one gender expert under the close guidance of IEU (one IEU staff will participate directly in this evaluation). The mid-term in-depth project cluster evaluation will evaluate how five main projects of the UNODC Research and Trend Analysis Branch have contributed to the implementation of the Thematic Programme on Research, Trend Analysis and Forensics. The cluster evaluation will focus on offering in-depth recommendations, lessons learned and best practices that apply to all five projects in a comprehensive manner and fully consider the design and implementation of the Thematic Programme on Research Trend Analysis and Forensics. This project cluster evaluation is planned in combination with a peer review of the research function of RAB, which is already ongoing. While the Peer review will address overarching issues related to methodology, credibility and policy relevance of UNODC research, the cluster evaluation will analyze in details the effectiveness and efficiency of the research projects from a project management point of view. The in-depth cluster evaluation will focus on two main questions: Implementation modality What are the advantages/disadvantages of the implementation modality of the Thematic Programme on Research, Trend Analysis and Forensics through a combination of global projects, GP/RB funds and research components in regional and field projects? In addressing this question the evaluation will take into account the adoption of the new UN Secretariat ERP system, UMOJA, which has changed UNODC s way of working. Substantive outcomes and outputs To what extent have the projects, and consequently the Thematic Programme, contributed to addressing current global challenges and mandates? In addressing this question the evaluation will assess to what extent the research projects, and consequently the Thematic Programme, have supported the production of evidence that informs international debate on drugs and crime issues and underpins the programme development of UNODC national, regional and international interventions. Ultimately the in-depth cluster evaluation will: 5
6 (1) Provide information on the short term impact/contribution of UNODC activities in the area of research and trend analysis to better decision-making by UNODC management (best practices and lessons learned), (2) Assess the results of the projects and demonstrate to what extent they have achieved their objectives and have been relevant, efficient, cost effective and sustainable in implementing the Thematic Programme on Research, Trend Analysis and Forensics. (3) Provide accountability to Member States by determining whether objectives of the five projects programmes were met (effectiveness) and resources were wisely utilized (efficiency). (4) Together with the Peer Review, serve as a means to empower project stakeholders, target groups, and other beneficiaries but also to offer advice on the future implementation design and strategic orientation of the Thematic Programme on Research, Trend Analysis and Forensics. Specific tasks to be performed by the consultant: 1) Under the close guidance of the Independent Evaluation Unit, in collaboration with the other members of the evaluation team (two experts; gender expert; IEU), the Crime Expert will collaborate with the Evaluation Team Leader on the In-Depth Cluster Evaluation of the five UNODC research projects. The Crime Expert will support the lead evaluator and will be involved in briefing the lead evaluator prior to the field missions as well as providing written inputs to all evaluation deliverables in consultation with the team leader. S/he will provide written inputs to the methodology (Inception Report), questionnaires and draft evaluation report, and take part in technical roundtable of main donors to the reviewing the preliminary findings of the evaluation as well as the drafting of the Evaluation Brief and the presentation of evaluation findings. If necessary, the expert will get further involved in the evaluation. The expert will be responsible for the quality and timely submission of his/her specific deliverables, as specified below and defined in collaboration with the Team Leader. All products should be well written, inclusive and have a clear analysis process. - contribute with specific knowledge in the area of crime and/or transnational organized crime to all deliverables of the evaluation (including the Inception Report; Draft and Final Draft Evaluation Report - every chapter of the Draft Evaluation Report -; Evaluation Brief; Presentation of evaluation findings; as well as other briefings as requested), in consultation with the Evaluation Team Leader; - carry out the desk review; - in collaboration with the Lead Evaluator, draft the inception report (in particular, the parts relevant to his/her expertise); - implement data collection tools and analyse data; - carry out a review of relevant data and research products produced by the projects, also taking into account the results of the Peer Review; 6
7 - assess the relevance and quality of the technical assistance and training provided by the projects (if applicable) - triangulate data and test rival explanations; - in collaboration with the Lead Evaluator, draft an evaluation report (in particular, the parts relevant to his/her expertise) in line with the UNODC evaluation policy, guidelines and templates; - review and finalize the evaluation report on the basis of comments received; - in collaboration with the Lead Evaluator, prepare a Final Evaluation Brief; - in collaboration with the Lead Evaluator, present the findings and recommendations of the evaluation as required; - Participate in field missions to Vienna, Latin America (in relation to the project MEXX35) and have availability to conduct, if needed, a field mission to Africa or Asia. According to UNODC rules, the expert must not have been involved in the design and/or implementation, supervision and coordination of and/or have benefited from the programme/project or theme under evaluation. The evaluator shall respect the UNEG Ethical Guidelines. PRODUCTS TO BE DELIVERED The Individual Contractor is expected to produce the following tangible outputs, which will be assessed on the basis of their quality and timely completion: A. Inception Report B. Draft Evaluation Report C. Final Evaluation Report FORM OF SUBMISSION OF PRODUCTS The final products will be submitted for approval to the Coordinator of the UNODC-INEGI Center of Excellence and the UNODC/RAB/DDDU according to the following indicators: timeliness of delivery, quality of documents and reports, technical competence. Timely, satisfactory and high-quality delivery of the above mentioned outputs as assessed by IEU (in line with UNODC norms, standards, guidelines and templates as well as UNEG Standards and Norms). Final Evaluation Report 40% 31 / 01 / 2018 QUALIFICATIONS Education Advanced university degree (Master s degree or equivalent) in statistics, criminology economics, international relations, public administration, sociology, social science or a related field. Work experience 5 years of progressive experience in one or more of the areas covered by UNODC research, including countering illicit trafficking and organized crime, trafficking in persons, smuggling of migrants, corruption, crime statistics, or other related areas; working experience at the international level specific to the crime related issues addressed by the projects Minimum of 5 years of research experience in the field of crime research and analysis with proven record of research publications; Languages Excellent drafting skills and verbal fluency in English required. Other desirable knowledge Knowledge of, and experience in applying, qualitative and quantitative evaluation methods. Experience in gender sensitive evaluation methodologies and analysis, and understanding of human rights and ethical issues related to evaluation.
