1 Councillor s Column KEEPING YOU INFORMED SHAD QADRI WARD 6 - STITTSVILLE A Moment of Reflection for Jonathan Pitre and the Humboldt Broncos Junior Hockey Team This week, citizens across the country mourned and commemorated the tragic deaths of Jonathan Pitre, who died on Wednesday, April 4, 2018, after a long battle with epidermolysis bullosa (EB), and the Humboldt Broncos hockey team, who lost their lives in a highway accident on Friday, April 6, A moment of silence was observed at the Ottawa City Council meeting on Wednesday presided by Mayor Watson. The flags were also flown at half-mast at City Hall and other City facilities. On Wednesday, residents everywhere demonstrated their respect for the Broncos and their families by leaving hockey sticks outside their doors in a beautiful showing of community and national spirit. 2 I would like to thank everyone who contributed to the message of optimism in light of this tragic incident either by wearing your jersey proudly, donating to the gofundme relief efforts, leaving your hockey stick out, or donning a green ribbon. One Stittsville resident, Kimberly Smith, compiled a video of just some of the houses who put their sticks out which I have linked below: Thank you, Kimberly, for putting this video together and for everyone in the Stittsville Moms Facebook group who contributed to the homage. To the families, I wish you strength in this difficult time. Nomination Deadline Extended for the 10th Annual Stittsville Appreciation Awards Dear Residents, I would like to sincerely thank everyone who took the time to submit their nominations for this year s Stittsville Appreciation Awards so far. Your thoughtful submissions go a long way toward making those special citizens, youth, seniors, teachers, and businesses feel appreciated. As some residents have approached me requesting a few extra days, I am happy to share that the deadline for nominations for this year s Stittsville Appreciation Awards has been EXTENDED one week! 3 help recognize the incredible youth, seniors, businesses, teachers, or outstanding residents that help to make Stittsville what it is. The 10 th Annual Awards Celebration helps to celebrate a milestone in Stittsville s modern history post-amalgamation. What began as a small way to show a neighbor or friend your appreciation has evolved into a wondrous celebration each year at the Goulbourn Recreation Complex where Stittsville is able to honour and showcase its very best. One look at the wall of fame in the GRC main foyer sheds some light on how even the smallest acts of kindness can mean a lot to our little Stittsville family. It s easy to show someone in our community your appreciation! This is your opportunity to bring their special contributions and achievements to light and recognize the excellence that exists within Stittsville! 2017 Citizen of the Year winner, Barbara Bottreil, joined by myself, Lynn Griffiths, and Mayor Watson at last year s ceremony Nominations must be received by Sunday April 15 th! 4 The Roger Griffiths Memorial Citizen of the Year is awarded to an individual who best exemplifies community involvement and participation. The Senior of the Year is awarded in recognition of a senior citizen who has made a significant and long-standing contribution to our community. The Youth of the Year is presented to an individual who contributes leadership, volunteer service, serves as a peer example, and has overcome personal challenges or responds in an emergency situation. The Business of the Year is awarded to a Stittsville business that has contributed significantly to our quality of life. The Teacher of the Year recognizes an outstanding teacher in our community who has helped to make a longstanding impact on the community by leaving a lasting impression on shaping the young minds of Stittsville s future generation. For further qualifications on these awards, I encourage you to review the attached nomination form. Nominate someone in all five categories or as many as you like! The choice is yours! Winners will be announced at the Appreciation Awards celebrations, which will be held on Tuesday May 17 th commencing at 7:00pm at the Goulbourn Recreation Complex. Strong applications rely on content so you do not have to be the world s best writer to show someone your appreciation. 5 Strengthening partnership with Champlain LHIN to improve health outcomes for Ottawa City residents On Wednesday April 11 th, in my capacity as Chair of the Board of Health for Ottawa Public Health (OPH), I had the privilege to join Jean-Pierre Boisclair, Chair of the Champlain LHIN Board, and Chantal LeClerc, Chief Executive Officer of the Champlain LHIN, in formalizing an agreement between our respective organizations. The intent of the Memorandum of Understanding between OPH and the Champlain LHIN is to set out parameters and priorities as we continue to strengthen our collaboration. OPH and the Champlain LHIN have a history of collaborating to improve the health of the population, drawing on each other s strengths and areas of expertise. More recently, Patients First provincial direction is to formalize the relationship and focus on using a population health approach to improve the health of the whole population and reduce inequities amongst populations. Areas of Collaboration in 2018 are: Creating a structure and processes for collaboration Population health assessment and joint planning Health equity Learning from existing projects Early Opportunities for Action COUNCILLOR S COLUMN 5

6 Actions moving forward are: Identifying human resources to support collaboration Arranging activities to build understanding of each other s mandates Establishing and confirming specific goals and objectives Deciding on evaluation mechanisms and processes to review areas of focus on an annual basis I am pleased that we are taking these important steps forward in our journey to improve health outcomes for residents of the City of Ottawa. Mr. Paul Casagrande receives prestigious recognition for years of volunteer service On Wednesday April 11 th, I had the honour of participating in the Sovereign's Medal for Volunteers Ceremony. Stittsville resident Paul Casagrande was one of several Ottawa residents to be presented with this prestigious award for his over 50 years of dedication to the Ottawa firefighting community. Through his involvement in the Ottawa Fire Services Brass Band and its respective foundation, he led fundraising efforts to build a monument recognizing and honouring the service of fallen firefighters. Congratulations, Paul. Your dedication to the wellbeing of others is very much appreciated. Carp and Hazeldean Traffic Light Update Last December, my office conducted a survey requesting input from residents on their preferred options for intersection improvements at Carp and Hazeldean. Residents were presented options for either: An Eastbound Hazeldean advance left traffic light COUNCILLOR S COLUMN 6

7 Northbound (new) and Southbound (existing) simultaneous advance left traffic lights Both Neither / No changes At the time, I advised residents that traffic staff did not recommend changes to the intersection as doing so could result in potentially longer wait delays or create new unforeseen problems and increased collisions. These results were passed along to staff who have further analyzed the intersection and provided additional information regarding how the potential changes are likely to impact the intersection. Intersection Modifications at Terry Fox and Abbott I would like to advise residents that the Planning, Infrastructure & Economic Development Department (PIED) has approved the design for road modifications at Terry Fox and Abbott to accommodate a new residential subdivision by Mattamy and a commence work notice has been issued. The modifications consist of a northbound left-turn Lane, a southbound right-turn lane, centre medians on the north and south legs of Terry Fox Drive, and modifications to the existing traffic signal at Terry Fox Drive and Abbott Street. The contractor will provide the City notice at least 48 hours in advance of any construction activities. I will share updates through my newsletter or social media as I receive them. 8 Huntmar and Maple Grove Sewer Work I have been advised that City staff will be conducting some additional site work for sewer investigation within the intersection of Huntmar and Maple Grove next week. The attached notice will be provided to nearby residents on Monday, April 16 th and the work is presently scheduled for Wednesday, April 18 th. Traffic control will be set up and personnel will enter the sewer chamber to record pertinent information. This work is non-destructive and is intended record internal measurements of the sewer chamber. Police assistance will be provided to maintain traffic flow through the intersection during the investigation work. The work will be done during off-peak hours and will take approximately one day. Huntley Quarry Blasting Public Open House Karson Aggregates will be hosting a Public Open House to discuss noise and vibration issues related to Huntley Quarry blasting operations. The Public Open House will be taking place on April 19 th, 2018 at 7:00 pm at Karson head office located at 3232 Carp Road (Please note that the location has been changed. In last week s newsletter I had advised the meeting would be held at 2300 Carp Road). All interested parties are welcome and encouraged to attend. 9 IN THE COMMUNITY GGHA Novice Competitive team get Bronze at Provincials Last weekend, the Goulbourn Rockets Novice competitive team qualified to represent the GGHA at the OWHA provincial championships. The girls battled hard and came very close to getting to the gold medal round. After 6 games of tough competition, the girls came away with a bronze medal. This group of girls has had a very successful season coming first in their league as well as winning the league championship. They were also gold medalists at three of the four tournaments they attended (They got silver in the other). Congratulations to all of the players who worked so hard to get to the championships and come home with the bronze! The GGHA, parents and coaches are very proud. Thank you as well to Nathalie for sharing this good news with my office. Sledge Hockey at the GRC! Come out and catch a game of sledge hockey this weekend at the Goulbourn Recreation Complex (GRC) in the Matt Bradley Arena. Sledge hockey is an excellent sport enjoyed by athletes who possess different accessibility requirements. Just in March, Canada s Paralympic team with Stittsville s own Tyrone Henry took home the silver medal. Congratulations to all! COUNCILLOR S COLUMN 9

10 The Sledge Hockey of Eastern Ontario Tournament runs Friday to Sunday. Games on Friday go until 9:30 p.m. and start up again on Saturday morning at 8:15 a.m. throughout the day to 6:45 p.m. and Sunday 8:15 a.m. to 12:15 p.m. The try-a-sled event is back again as well! Residents are welcome to gear up and take out a sled Saturday from 12:00 p.m. to 1:00 p.m. and Sunday afternoon 12:30 to 2:00 p.m. See what it s like to play first hand. You may just discover your new favourite sport! Spring Cleaning in Stittsville It s spring cleaning time so when better to help contribute to keeping Stittsville clean?! SPRING DOG PARK CLEANUP On April 21 st from 9:00-10:00 AM, the Responsible Dog Owners of Canada (RDOC) will join forces with Kathleen Edwards, owner of Quitters Coffee Shop, to host the Spring Dog Park Cleanup behind Holy Spirit Parish at Shea Woods (Stittsville s unofficial dog park) RDOC will supply the cleanup supplies and Kathleen has offered to donate coffee, hot chocolate and pastries for those who come out to help. Along with RDOC, I would like to thank Holy Spirit Parish for allowing dog owners to use their Parking Lot so they can safely walk their pets. If you enjoy using this area to walk your dog, please note that the Church would appreciate if dog owners would park in the far North East corner of the parking lot (closer to the Trans-Canada Trail). 11 CLEANING THE CAPITAL EARLY BIRD REGISTRATION NOW OPEN! Then, be sure to register for the Glad Cleaning the Capital campaign before the early bird deadline is over for a chance to win prizes. Now in its 25 th year, this bi-annual city-wide cleaning campaign brings together neighbours, communities and friends to help keep Ottawa clean and green! Last year alone, 75,547 volunteers collected 60,437 kg of litter during 1,259 cleanup events. This is a great opportunity for families and friends to work together on community cleanup projects that help make Ottawa clean, green, graffiti-free and litter-free. GLAD Cleaning the Capital is also an excellent way for high school students to earn their community volunteer hours. To participate, simply: Pick your project site, your cleanup date (rain date too!), and time. Promote your project and gather your project team. Be sure to plan ahead for the proper disposal of compost, garbage, recycling, leaf-andyard waste and any other hazardous items you may collect. The campaign begins April 15 th. 12 HELP TO KEEP OUR NEIGHBOURHOODS CLEAN I would also like to take this opportunity to encourage residents to do their very best in ensuring Stittsville remains as clean and beautiful as possible for all neighbours to enjoy. Please remember to pick up after your dogs and move any personal belongings/sports equipment off of roads and public spaces when you are done using them. Together, we can keep Stittsville a beautiful community for everyone! Thank you. Stittsville Toastmasters Invites You to a Toast! Spring is the time for rejuvenation, growth, anticipation and new beginnings. Despite what weather looks like outside, warmth, growth, hope, and joy never fade away at the Stittsville Toastmasters club. All new members come with the same goal - To combat the fear of public speaking and to be able to think on their feet. A few of them eventually become coaches and professional speakers. Positive support and a safe environment is a trademark of Toastmasters organization. It is the place where you are allowed to make mistakes, learn from them, and rise to newer heights. The Stittsville Toastmasters Club holds its regular meeting every Wednesday night at 7:15 PM at the Pretty Street Community Centre. 13 SchoolBOX Trivia Night Who wants to help build a school in Nicaragua? Stop by the Glen in Stittsville (6081 Hazeldean Rd) on April 28 th and use your trivia knowledge to help give deserving Nicaraguan children the chance to develop theirs in a safe school. This battle of the brains event organized by SchoolBOX requires your team of 4-6 for a night of general trivia with famous Quiz Master Gord! Tickets are $20 per person and 100% of the proceeds go towards the Ground Up summer 2019 school build. Trivia starts at 8PM and all tickets include a ballot towards the raffle with amazing prizes to be won. Tickets must be purchased in advance as the event will sell out. 14 Spring is a time for colours and the Ottawa West Arts Association (OWAA) wants to help you bring some more colour into your world. OWAA is pleased to present a new exhibition of beautiful paintings, drawings, and photographs. The exhibition, "After the Snow" can be viewed at the Goulbourn Recreation Complex and will run from 7 April to 18 May. All artworks are for sale. I encourage residents to stop by the OWAA gallery to check out the works firsthand. As always, you can also view the artworks online at Philemon Wright with the GTHS The Goulbourn Township Historical Society is pleased to present Philemon Wright by Richard Henderson on April 28 th at Stittsville Library. Vice-President, Shaun Peppy, has invited his friend Richard Henderson, 4x great grandson of Philemon Wright, to speak about his ancestor. Mr. Wright arrived in Gatineau in 1800 and established the first permanent settlement in the Ottawa Valley. He was an industrious businessman, and 200 years ago, provided most of the provisions for the newly formed Richmond. Richard, a career educator has also written a book, "Walking in the Footsteps of Philemon Wright". To find out more about Philemon Wright s endeavours, I encourage residents to come out to the Stittsville Library for this presentation starting at 1:30 PM. 15 Springapalooza Spring is here and the annual craft fair, Springapalooza, returns to Sacred Heart April 14 th. Springapalooza is a local shopping/craft event, organized by parents of the Pointe of Grace Dance Company competitive team. Featuring over 60 local businesses, craftspeople and restaurants, this unique event showcases products and services in the Stittsville/Ottawa area. Be sure to enjoy the bake sale and raffle table. The event runs from 10:00-2:00 at Sacred Heart High School. Admission is free so make sure to stop by! AROUND THE CITY WANTED: Pathway Patrol Volunteers Ottawa s pathways have amazing scenery to discover and are a great way to get in and around our city. The City s Pathway Patrol program has been around since 1997 and has helped make Ottawa s pathways safer. This year, Safer Roads Ottawa is looking for volunteers who love our city and want to become ambassadors of our pathways by joining the growing Pathway Patrol team. Whether you walk, run, roll or cycle, we would love to have you involved. Become a volunteer Pathway Patroller and have a chance to discover our nation s capital by interacting with visitors and residents on City of Ottawa and National Capital Commission pathways. Register today at For more information, contact pathwaypatrol@ottawa.ca or , extension Support Cancer Research with Hair Donation Ottawa On April 15 th, I will be bald (although people tell me that I am already bald). Losing my last few follicles is a good way to support a cause that I believe in. Cancer is a disease which affects all of us; whether directly or indirectly, we all know someone whose life has been permanently altered by this tragic condition. I am proud that this is my seventh year participating in a hair donation campaign in support of various cancer research organizations including CHEO and the Ottawa Hospital Foundation and my fifth with Hair Donation Ottawa. My goal for this year is to raise $500 in support of cancer research. This is the last weekend for donations and we are very close to achieving this goal! I would like to invite residents to share their generosity with this excellent campaign by sponsoring my hair donation at I would also like to encourage residents to take this opportunity COUNCILLOR S COLUMN 16

17 to start their own campaigns. Every little bit of funding helps to bring Canadians one step closer to preventing cancer from taking another life. The event takes place on Sunday, April 15 th from 9:30-4:30 PM at the Algonquin College Salon and Spa. Once again, Mayor Watson has graciously offered his time to shave my hair off! This week, Helene Hutchings appeared on CTV Ottawa to share a little bit more information about Hair Donation Ottawa. I would like to thank Helene Hutchings and Perry Pavlovic for all of their hard work in initiating this campaign which has now raised over $475,000 for cancer research and donated 25,000 inches of hair since launching in I would also like to thank the entire community of Stittsville for all of their donations of support over the years in benefit of this charity. Board Members Sought for the WOCRC Deadline Extended to April 18 th The Western Ottawa Community Resource Centre (WOCRC) is looking for new board members for the fiscal year and residents are invited to apply! The WOCRC offers health and social services and programs to benefit individuals of all ages in far west Ottawa. Leadership is provided by a Board of Directors. The Centre is currently looking for young professionals, seasoned experts and everything in between to fill vacancies on the Board. The current Board is comprised of a passionate, diverse group of individuals from various COUNCILLOR S COLUMN 17

18 disciplines and stages of careers. What do these Directors all have in common? They care about their community and want to promote positive change. Please R.S.V.P. your attendance to Crime Prevention Ottawa at cpo@ottawa.ca or ext Council approves plan for downtown after O-Train runs and strategy to grow music industry This week, City Council approved a three-year strategy to strengthen Ottawa s music industry and establish Ottawa as a global music city. Developed in partnership with the Ottawa Music Industry Coalition, the Ottawa Music Strategy will make more City-owned spaces available for music, promote safer spaces for music and integrate music in strategies for economic development and tourism. Council endorsed Ottawa s Smart Cities Challenge preliminary proposal. The Challenge, hosted by Infrastructure Canada, will award up to $50 million to a winning city to define its future with the help of residents through technology. Ottawa s proposal focuses on youth and creating a city where young people are safe, active, healthy and empowered to innovate and shape their future. Infrastructure Canada will announce a shortlist of selected cities that will move to the next stage of the competition this summer. COUNCILLOR S COLUMN 19

20 Council approved zoning amendments to permit development of the Capital Region Resource Recovery Centre an integrated waste management site on Boundary Road with facilities for recovery and recycling, as well as space for a landfill. The privately run facility will process solid, non-hazardous waste generated by the commercial, industrial, institutional, construction and demolition sectors. Operations will include composting, contaminated soil treatment, landfill gas collection and waste disposal. The municipal planning decisions follow from the Province s approval of this privately run waste management facility. A proposed Site Alteration By-law on this week s agenda, to replace the existing Drainage By-law and eight Topsoil Preservation By-laws carried over from former municipalities, will be amended and considered at the May 3 meeting of Agriculture and Rural Affairs Committee, and the May 9 meeting of Council. The new by-law aims to reduce the risk of negative impacts by establishing basic rules for site alteration activities like topsoil removal, excavation and grade alteration. In most cases, the bylaw would not require landowners to get City approval before proceeding with activities. Residents engaging in common activities like property maintenance, landscaping, farming and woodlot management would be exempt from most of the by-law s requirements. 21 Planning Application Growth in Ottawa This week, Planning Committee heard from Steve Willis, General Manager of Ottawa s Planning department, who was on hand to deliver a presentation about what the department has achieved over the last year and to tell us about the work plan for the remainder of this Term of Council. The report shows an increase in the number of planning applications received in Excluding policy applications and City-initiated applications, Planning Services received 1,044 applications as compared to 1,002 in 2016 and 848 in While Planning staff dealt with 906 of these applications under delegated authority, Planning Committee, Agriculture and Rural Affairs Committee and City Council dealt with the remaining 138 applications. Residents interesting in getting a closer look at the report, which includes quite a bit of good news pointing to continued economic growth, can head to ottawa.ca.
