1 County Executive Office/Legislative Affairs DRAFT September 26, 2017 Item.39 Vol. XXXlX,. 19 County of Orange Report on Grant Applications/Awards The Grants Report is a condensed list of grant requests by County Agencies/Departments that allows the Board of Supervisors to discuss and approve grant submittals in one motion at a Board meeting. County policy dictates that the Board of Supervisors must approve all grant applications prior to submittal to the grantor. This applies to grants of all amounts, as well as to new grants and those that have been received by the County for many years as part of an ongoing grant. Receipt of grants $50,000 or less is delegated to the County Executive Officer. Grant awards greater than $50,000 must be presented to the Board of Supervisors for receipt of funds. This report allows for better tracking of county grant requests, the success rate of our grants, and monitoring of County s grants activities. It also serves to inform Orange County s Sacramento and Washington, D.C. advocates of County grant activities involving the State or Federal Governments. The goal of the PDM Grant Program is to mitigate the threat to public safety from floods. OC Public Works will reduce the FEMA floodplain located adjacent to the subject project s reach by removing and replacing the existing channel invert and improving the north wall, increasing the channel s hydraulic capacity to full 100-year conveyance and providing protection from the 100-year flood within the immediate area adjacent to the improvements. The work will be done within the Fullerton Creek Channel (Facility. A03). The Project is identified as OCPW12 and prioritized as #12 in the current Orange County Hazard Mitigation Plan (LHMP) and is programmed for design and construction within the OC Public Works 7-Year Capital Improvement Program. The total project cost will be $11,000,000, with the maximum federal share request at $4,000, of 29

This will be done by widening the facility from an earthen trapezoidal section to a vertical wall with a soft bottom section. The channel embankment will also be fortified in the event of an earthquake by installing rows of steel sheet piles. Finally, a maintenance road will be constructed to enable storm patrolling and flood fighting activities and provide for long term maintenance access. The work will be done within the East Garden Grove-Wintersburg Channel (Facility. C05). The Project is identified as OCPW2 and prioritized as #2 in the current Orange County Hazard Mitigation Plan (LHMP) and programmed for design and construction within the OC Public Works 7-Year Capital Improvement Program. 10 Attachment B STATE OF CALIFORNIA CALIFORNIA GOVERNORS OFFICE OF EMERGENCY SERVICE CAL OES INSTRUCTIONS Cal OES Form 130 Instructions A new Designation of Applicant s Agent Resolution is required if the previously submitted document is older than three (3) years from the last date of Board/Council approval. When completing the Cal OES Form 130, Applicants should fill in the blanks on page 1. The blanks are to be filled in as follows: Resolution Section: Governing Body: This is the individual or group responsible for appointing and approving the Authorized Agents. Examples include: Board of Directors, City Council, Board of Supervisors, etc. Name of Applicant: This is the official name of the non-profit, agency, city, county or special district that has applied for the grant. Examples include: City of Sacramento; Sacramento County; or Los Angeles Unified School District. Authorized Agent: These are the individuals that are authorized by the Governing Body to engage with the Federal Emergency Management Agency and the California Governor s Office of Emergency Service regarding grants applied for by the Applicant. There are two ways of completing this section: 1. Titles Only: If the Governing Body so chooses, the titles of the Authorized Agents should be entered here, not their names. This allows the document to remain valid if an Authorized Agent leaves the position and is replaced by another individual. If Titles Only is the chosen method, this document must be accompanied by a cover letter naming the Authorized Agents by name and title. This cover letter can be completed by any authorized person within the agency (e.g.; City Clerk, the Authorized Agent, Secretary to the Director) and does not require the Governing Body s signature. 2. Names and Titles: If the Governing Body so chooses, the names and titles of the Authorized Agents should be listed. A new Cal OES Form 130 will be required if any of the Authorized Agents are replaced, leave the position listed on the document or their title changes. Governing Body Representative: These are the names and titles of the approving board members. Examples include: Chairman of the Board, Superintendent, etc. The names and titles cannot be one of the designated Authorized Agents. Certification Section: Name and Title: This is the individual that was in attendance and recorded the Resolution creation and approval. Examples include: City Clerk, Secretary to the Board of Directors, County Clerk, etc. This person cannot be one of the designated Authorized Agents to eliminate Self Certification. The Refugee Health Assessment Program (RHAP) grant supports the Agreement for the Provision of Refugee Social Services and Refugee Health Services between County of Orange and Access California Services. Under the Agreement, Access California Services provides health assessment services to newly arrived refugees in Orange County, asylees, entrants from Haiti and Cuba, special visa immigrants, certified victims of human trafficking, and other eligible entrants as required. The Orange County Crime Laboratory (OC Crime Lab) has worked collaboratively for a number of years to improve toxicological analysis and testimony on driving under the influence of drug (DUID) cases within the County of Orange. The laboratory has established standards of performance in both DUID testing and expert testimony that have been recognized at both the state and national level. Currently in Orange County, approximately 25% of all blood samples collected in traffic safety related incidents are tested for drugs other than alcohol. In addition, research is needed regarding THC (Active Drug in Marijuana) and fatal traffic collisions. Both issues are extremely important in light of the recent passage of Proposition 64. To further improve the overall service to the County, the OC Crime Lab proposed to test all blood samples obtained from traffic safety related incidents for drugs and conduct research regarding THC and postmortem samples. To achieve this, while maintaining effective turnaround times and service to the laboratory stakeholders, the OC Crime Lab submitted for grant funding an application for three limited term Forensic Scientist positions to supplement the toxicology staff and for overtime to conduct research through the California Office of Traffic Safety. 15 for the total compensation for all supplemental staff members and overtime for current staff was $524, The grant period is October 1, 2017 through September 30, This application was approved by the Board of Supervisors on February 14, On September 11, 2017, the Sheriff-Coroner Department (Sheriff) received an award notification of $270,000. On February 14, 2017, the Board of Supervisors approved OC Parks to apply for the Housing-Related Parks Program grant per resolution # OC Parks requested grant funds for the substantial rehabilitation, improvement of recreational opportunities, and increased safety features at Roger R. Stanton Community Park in unincorporated Midway City. This small park is heavily used by local families and the community for recreation, after school and summer day care programs, free meal service to qualifying children and seniors, and as an outdoor area for the Midway City Community Center located within the parks boundaries. Broken picnic tables, lighting and drainage issues, broken parameter fencing and unclear ingress/egress and parking make 28 of 29

29 this heavily used resource hazardous under some circumstances. On June 30, 2017, OC Parks received the initial notification of funding however, it was later rescinded due to a miscalculation by the California Department of Housing & Community Development. On August 18, 2017, the County was notified of the revised/final grant award which included $65, over the requested amount. OC Parks worked with the California Department of Housing & Community Development to confirm the award amount and learned that additional bonus points had been awarded resulting in the award of additional funds. OC Parks will use the funds awarded to repair and upgrade existing park features to provide a safe and enjoyable park for the community. In addition, a fitness/recreational option will be added to serve all ages with a focus on the many Seniors and Veterans in the area. OC Parks eligibility for this grant is largely due to OC Community Resource /Housing and Community Development s Potters Lane low income housing project which was designed to meet the needs of homeless veterans.
