Introduction/ welcome of new committee members - T. Mehes The committee welcomed Carter Oborne from Ombrello Security & Investigation Services and Carolyn Salem from the City of Greater Sudbury s Emergency Management Division. 3 3. Follow-up on previous meeting actions T. Mehes Posting of Greater Sudbury Hydro presentation and Hydro One Networks Distribution Map to the City of Greater Sudbury website. RESPONSE: Both the presentation and the map have been posted. Tom Mehes to draft a letter to the PAPC to recognize accomplishments on the School Project. RESPONSE: Not yet completed. 4. Education Component A) Ontario Power Generators Dam Safety - Richard Dale presenting Richard Dale provided the committee with an overview on the Ontario Power Generation s Emergency Preparedness and Response Plan for Dam Safety in regards to the W ahnapitae River Systems. This presentation will be made available on the City of Greater Sudbury website following receipt of permission from the Ontario Power Generation. A copy of the report will be made available to any committee member who feels that their organization would benefit from this information. B) EOC Features and Set Up - Lynn Fortin presenting Lynn Fortin welcomed the committee to the Emergency Operations Centre (EOC) and provided an overview on the construction of the facility and highlighted the state-of-the-art features that make up the EOC. C) WebEOC Software - Carolyn Salem presenting Carolyn Salem gave a demonstration on the Emergency Management Software that the EOC uses to track and document information in an emergency situation. D) EmerGEO Software - Guy Gionet presenting Guy Gionet gave the committee a demonstration on the Emergency Mapping software that the EOC uses to map incidents and resources, as well as determine evacuation points and identify citizens to be evacuated. The EmerGEO and WebEOC Softwares work hand-in-hand to create a an effective web-based emergency management tool that is user-friendly and functions in real-time. EMO update - Jeff Edwards, EMO Field Officer Jeff Edwards congratulated the City of Greater Sudbury on its Emergency Operations Centre highlighting that it is the only dedicated EOC north of Toronto and that it surpasses those of other major metropolitan centres. Regional Sector Meeting The North & East Regional Sector Meeting will be coming up shortly. Three representatives will be elected to attend the provincial meeting: one from the SouthEast; one from the North Bay, Timmins, Sudbury area; and one from the NorthW est. Jeff will update the committee on the results of the regional meeting at the next GSEMPC meeting. JEPP Funding applications for JEPP are now being done online, although print copies are still being accepted. The deadline for JEPP applications has been extended to November 9, 2007 to allow organizations time to become familiar with the new online application system. The EMO is lobbying the Federal Government to increase the percentage of JEPP funding currently being offered, indicating that funding for CBRN equipment may be decreased to 50%. The Federal Government is implementing a new condition to JEPP funding. This condition will require organizations to be compliant with the Emergency Management & Civil Protections Act in the previous operating year in order to be eligible for JEPP funding. Due to the late announcement of this condition, an exception is being made for this year only wherein organizations can apply for funding if they are compliant with the Emergency Management & Civil Protections Act by the JEPP deadline. In response to the increasing number of organization who are waitlisted for funding, the Federal Government will be implementing a new rule next year that states that the sooner an organization complies with the Act in a given year, the less likely they are to be waitlisted. While this does not guarantee funding, it does provide an incentive for increased compliance with the Act. Agreements EMO met with the Mushkegowuk Council to establish an agreement providing funding and allowing access to their staff members to better protect the communities along the James Bay Coast. EMO has also entered into discussions with the Ministry of Northern Development and Mines to help establish emergency management programs for local service boards (aka: unorganized areas) to ensure that they are prepared for an emergency and to limit the impact that these communities would have on the organized communities in the area in terms of resources and assistance. 6. Sub-Committee Reports A) Public Awareness Program Committee Lynn Fortin The PAPC school project has been completed and the lesson plans will be extended to the other school boards in the community as well as the EMO. The committee is exploring options for its next public awareness promotion piece. An update will be provided at the next GSEMPC meeting. GSEMPC Meeting Minutes September 7, 2007 Page 4 of 5

5 7. An Incident Management System (IMS) for Ontario - Joe Nicholls presenting Joe Nicholls provided an overview on the proposed IMS system that is being developed by the IMS Steering Committee. He informed the committee that a Stakeholder consultation on the proposed IMS system will be forthcoming this fall in order to move the project forward. A copy of the presentation will be made available on the City of Greater Sudbury website. Committee members are asked to provide feedback on the IMS system by submitting comments to Lynn Fortin. 8. New Business Tom Mehes reminded the GSEMPC of the public education report that Ghislain Lamothe is compiling for submission to EMO. He encouraged everyone to contribute to this report. Tom Mehes informed the committee that a community-wide field exercise is being scheduled for 2009 and that a sub-committee must be established to plan the exercise throughout the 2008 year. The Sudbury & District Health Unit is offering a one-day seminar on Risk Communication at the Radisson Hotel on September 27, If you are interested in participating, you are invited to contact Ed Gardner or Cindy Rocca at the Sudbury & District Health Unit. Tom Mehes expressed disappointment that Fire Services was not on hand to provide information on the planned activities for the upcoming Fire Prevention Week. He requested that the committee receive information on upcoming events prior to the event date to keep the members informed of all activities as they approach. Tom Mehes informed the committee that the 2008 meeting dates will be set at the next meeting.
