2 To: Mayor and City Council From: Rick Getschow, City Manager Friday Report for January 17, Eden Prairie Ecopalooza (Green Crawl) The first ever Eden Prairie Ecopalooza is scheduled for Saturday, May 17, It will be a daylong event featuring a citywide green crawl to showcase the sustainability efforts of Eden Prairie residents and businesses. In addition to the green crawl, the Minnesota Renewable Energy Society s annual Solar Boat Regatta will take place at Riley Lake. During the event, there will be solar powered boat races, eco-related events and demonstrations at Riley Lake Park, along with activities for kids and food vendors. Staff has been reaching out to businesses and residents to encourage their participation in the event. Additionally, we have distributed city-wide A Call for Participants (see attached) for this event. The current deadline for responding to this RFQ is the end of January. 2. Citywide Reduction in Wastewater Volume The city recently received data from Metropolitan Council Environmental Services documenting the change in volume of wastewater originating from Eden Prairie which is treated at the Blue Lake Wastewater Treatment Plant in Shakopee. The data seems to suggest that efforts to conserve water and eliminate unwanted inflow and infiltration (I & I) into the wastewater system are paying off. Total wastewater volumes declined over 16% from 2012 to 2011 followed by another drop of 5% between 2012 and That amounts to a reduction of almost 750 million gallons of wastewater over a two-year period, which is one of the largest percentage decreases of all cities in the metro area. While not all of this decline can be attributed to water conservation or improved I & I management, there is little doubt they both play a significant role. 3. Annual Residential Real Estate Summit I participated this week as a panelist at the annual Residential Real Estate Summit in Golden Valley. The summit is an event coordinated by the Minnesota Association of Realtors and is attended by real estate and banking professionals statewide. I was asked to speak from a city perspective on a number of topics related to residential real estate. These topics included current development trends, city processes/procedures, green development and transit-oriented development. 4. Governor s Bonding Bill The governor s proposed bonding recommendations were released this week. Noticeably absent was proposed funding for the SWLRT line. The following an excerpt from a January 15 Finance and Commerce article on the topic: Some transit projects made Gov. Mark Dayton s list of bonding recommendations on Wednesday, but the planned Southwest Light Rail Transit line was noticeably absent. Dayton is seeking a total of $986 million for construction projects across the state. Southwest LRT didn t make the governor s bonding recommendation list, in part, because it wasn t feasible to add another big line item to the bill and there are too many uncertainties about the project right now, Dayton
3 said at a Wednesday press conference. Dayton said he gave preference in his bonding recommendations to more shovelready projects. He added that there needs to be other funding sources for the Southwest LRT effort, such as a metrowide sales tax increase he proposed last year for transit projects. Metropolitan Council spokeswoman Bonnie Kollodge said in an Wednesday that the governor continues to support the Southwest LRT project, but has asked the council to evaluate and consider alternative financing options for the remaining amount of the state s 10 percent share of the project. The Met Council had requested $81 million in bonding for the Southwest line, Kollodge said. To date, the state has contributed $44 million of its $125 million share, she said. The project is expected to cost a total of $1.25 billion, with remaining funding coming from the Counties Transit Improvement Board (30 percent), the Hennepin County Regional Railroad Authority (10 percent) and the Federal Transit Administration (50 percent). The 14.5 mile Southwest line would run from downtown Minneapolis to St. Louis Park, Hopkins, Minnetonka and Eden Prairie. The project has been caught in a back and forth between Minneapolis and St. Louis Park. Minneapolis officials don t want freight rail to remain in the Kenilworth Corridor if light rail comes through. And St. Louis Park officials don t want that freight rail traffic to be rerouted through their city. Southwest LRT project staff previously recommended that freight trains stay in the Kenilworth Corridor, with light rail joining the corridor via a series of shallow tunnels. But a new study was launched in December to further examine the freight routing issue. That is the tragedy of it. It sounds as though they still have substantial disagreement about the route. Brad Meier, president of the TwinWest Chamber of Commerce, said he is confident a resolution will be reached and the project will move forward. The chamber, which represents businesses in several west metro cities, including St. Louis Park, has been supportive of the project. Obviously, we re disappointed that it wasn t included in the governor s proposal, Meier said. Southwest LRT is a major transit initiative. 5. Employee News We are pleased to announce that Assistant Chief Ward Parker has been selected as the new full-time Assistant Chief of Operations. Ward replaces Steve Koering, who left Eden Prairie late last year to become the Fire Chief in St. Louis Park. Ward will be starting his full-time career with us on February 18. Additionally, we bid farewell to Assistant Chief of Training Tom Schmitz. Tom has been selected as the next Fire Chief for the City of Edina. Prior to arriving in Eden Prairie as Assistant Chief in 2011, Tom had spent the previous 18 years fully employed in Edina. 6. Martin Luther King Jr. Event The Human Rights and Diversity (HRDC) Commission is co-sponsoring an event with Hennepin Technical College (HTC) in honor of Martin Luther King Jr. on January 28. The event, which will take place at HTC from 6-8 pm, will include the screening of the film Freedom Riders. Following the screening, there will be a panel discussion. The panel will include Eden Prairie resident Claire O Connor, who was one of the original young Freedom Riders. She will be sharing her civil rights story with her own community. 7. Martin Luther King Jr. Holiday City offices will closed on Monday, January 21 in observance of the Martin Luther King Jr. Holiday.
