5 Transportation Information In an effort to understand the complex issues associated with the project TRAC collects a variety of transportation related data and information in the evaluation process including: congestion data, safety data, truck traffic, and model derived transportation values; such as, cost/benefit analysis and air quality. The roadway segments associated with the application is the basis of this analysis. 39 June 15, 2015 Re: BEL-Mall Road Connector, PID Mr. Jerry Wray, Chairman Transportation Review Advisory Council 1980 West Broad Street Columbus, Ohio Dr. Chairman Wray: I am writing in my capacity as the managing partner of GDNG, LLC, and of the St Clair Commons development, to enthusiastically support TRAC s approval of the above referenced project. St Clair Commons is a multi-use health and wellness campus (medical wellness Center, senior housing and other health and wellness uses), and multi-family housing, office and service retail project, being developed on land owned by GDNG, LLC, and through which the connector road will link Route 40 with the Ohio Valley Plaza, the Ohio Valley Mall and the new businesses being planned and in construction north and south of I-70. We have been working closely with the City of St Clairsville, the Belmont County Commissioners and the Belmont County Transportation Improvement District to plan and implement initial phases of our development. Private investment already includes significant predevelopment costs and donations of land to facilitate earthwork and roadway construction. Ultimately private investment in infrastructure, roadways, green spaces and facility construction is projected to exceed $125 Million.
40 Funds for the connector road that TRAC currently is considering will assure seamless, safe and efficient access for residents throughout this heavily trafficked commercial area, will facilitate quality of life economic development, support the creation of new businesses, produce high quality jobs, and generate increased tax revenue for both Belmont County and the City of St. Clairsville.
