Included is a roster of individuals that represent each municipality in Polk County to the LMS Working Group. Larger municipalities may have more than one representative. Some smaller jurisdictions designated staff from the Central Florida Regional Planning Council to serve as their representatives. In addition, this appendix will also have copies of press releases to the public informing them of when and where working groups will be held and meeting minutes are included to show the level of participation and coordination that the county enjoys. Paul Womble welcomed everyone to the kick-off of the LMS Plan Update. The Disaster Mitigation Act of 2000 requires LMS plans. The Polk County LMS Plan expires in August FDEM requests jurisdictions to submit updates no later than six months before they expire. Through the Enhanced State Hazard Mitigation Plan process, FDEM has the authority to approve the LMS Plan without having to send it to FEMA. Polk County has contracted with the Central Florida Regional Planning Council for technical assistance in completion of the update to the LMS Plan. Paul introduced Marisa Barmby of the Central Florida Regional Planning Council who will lead the effort. All jurisdictions and the school board must have an approved LMS Plan. They can coordinate their efforts and create a multi-jurisdictional plan. The LMS update process requires participation by the County, the jurisdictions, the School Board, and other Page 1 of 2

The LMS must include opportunities for participation and input from citizens and stakeholders. To facilitate public participation, staff is creating and will maintain a website dedicated to the project. In addition to public notices, use of websites and other forms of social media will be employed in an effort to involve the public. The County, jurisdictions, School Board, and other agencies will be requested to name a representative to the LMS Working Group. A letter will be sent to each city manager and directors. Agencies or cities that do not participate in the LMS process, including adoption of the plan by resolution, are not eligible for Federal Hazard Mitigation grants. These grants include the Pre Disaster Mitigation (PDM) grant and the Hazard Mitigation Grant Program (HMGP) following declared disasters. As part of the update process, the LMS Working Group will review and discuss the entire document. The hazard identification section will be expanded to include man-made hazards. The list of mitigation initiatives will be updated as well. Discussion of the LMS project submittal process, updates, and past project successes occurred. While Federal mitigation grants can be a very slow process, large amounts of funding can become available, as was demonstrated following the 2004 hurricane season. Members of the LMS Working Group were tasked with determining representatives for the LMS Working Group and asked to review the list of projects in the current LMS Plan. He introduced Marisa Barmby of the Central Florida Regional Planning Council who will facilitate the meeting. Marisa Barmby provided a presentation on the Hazard Identification, Hazard Analysis, and Risk Assessment requirements for the LMS Update. The Working Group discussed the identification of hazards including different sources. The Group discussed expanding the hazard analysis to include other hazards such as technological hazards and man-made hazards. The approach is to address all hazards in identified County plans so that there can be one hazard analysis that all plans can reference. Each jurisdiction was provided with the current LMS Project list to review and provide a current status to the Working Group. The next steps of LMS update include update and approval of the goals & objectives, continuing to build the project list, and aligning the LMS with work already completed as part of the Post Disaster Redevelopment Plan, National Flood Insurance Plan/Community Rating System, and the Comprehensive Emergency Management Plan. Other meetings with staff involved in these planning efforts will be scheduled and reported back to the full LMSWG at future meetings. The Working Group discussed the Current LMS Goals and how they relate to the current LMS Project List and the current situation in the County and participating jurisdictions. As part of the analysis, the Working Group reviewed Goals and Objectives included in other LMS Plans. As a result of the discussion, the LMS Working Group directed staff to update the Goals and Objectives to consolidate them as applicable and make them more concise. The Page 1 of 2

The Working Group discussed the project review and evaluation process. The benefitcost review process as explained in the 2013 FEMA Local Mitigation handbook was discussed. The Working Group examined cost-benefit review processes utilized by other LMS Working Groups and the STAPLEE cost-benefit review process utilized by the Polk County LMS Plan. The Working Group reviewed the project submittal form and discussed potential changes to the form. Members of the Working Group were tasked with the following items: o Continuing to provide detail on any hazards specific to jurisdictions o Continuing to provide input on historical occurrences in the form of localized events o Continuing to provide input on identification of critical facilities o Continuing to provide input on repetitive loss properties o Continuing to identify any local agencies and/or groups to be included in the process. o Review the current project list and providing current status information on each project. o Provide any input on amendments to the current Goals and Objectives, project submittal sheet, and/or STAPLEE cost-benefit review system. o Spreading the word about the LMS Plan update process. The Working Group voted to use the STAPLEE Action Evaluation Table and the updated STAPLEE process as presented in the draft 2015 LMS Update. The Working Group reviewed the amended project submittal form and agreed to use it as presented. Very few members of the Working Group have submitted the requested information from the previous meetings. Members of the Working Group were tasked with the following items: o Continuing to provide detail on any hazards specific to jurisdictions o Continuing to provide input on historical occurrences in the form of localized events o Continuing to provide input on identification of critical facilities o Continuing to provide input on repetitive loss properties o Continuing to identify any local agencies and/or groups to be included in the process. o Review the current project list and providing current status information on each project. o Provide any input on amendments to the current Goals and Objectives, project submittal sheet, and/or STAPLEE cost-benefit review system. o Spreading the word about the LMS Plan update process. On Tuesday, February 3, 2015, staff of the Central Florida Regional Planning Council and the Polk County Emergency Management Department will facilitate a Community Workshop to present information on the LMS Plan update to the public and receive their information and comments. The Community Workshop will be officially noticed. In addition, the notice will be placed on the project website, the Polk County website, and Page 2 of 3

Participant local governments are encouraged to post the notice and pass the information along. Members of the committee were tasked with providing specific information pertaining to their jurisdictions regarding hazards. Members were also asked to submit mitigation projects before the next meeting. Members were also requested to spread the word of the LMS Plan update Community Workshop and the website through their local jurisdiction meetings and websites and through social media. Barmby of the Central Florida Regional Planning Council (CFRPC) provided an overview of the Community Workshop that occurred on February 3, The display boards and other information from the Community Workshop were displayed for any Working Group Members who were unable to attend the Community Workshop to review and provide comments. The group received an overview of the draft LMS Document and discussed the updates and additions to the sections including the hazard identification and risk analysis. Discussion occurred about the LMS Mitigation Action Plan including the project list. Paul stressed the importance of all jurisdictions submitting projects and that every risk Page 1 of 2

The LMS Working Group will continue to work on the LMS Mitigation Action Plan project list through the review and adoption of the LMS Plan. After that, the LMS Working Group can update the project list per the plan Evaluation and Maintenance Section. The next steps of LMS update include transmitting the draft LMS Plan to the state (pending LMS Working Group vote to do so). The draft LMS Plan will be posted on the LMS project website ( for the Working Group Members, local governments, stakeholders, and public to review and provide comment. Submitted comments will be reviewed and incorporated as necessary into the document. Staff will continue to work with the planning staffs of the local governments and other officials to review the included information to ensure it is the best available information. The LMS Working Group scheduled the following public involvement activities to occur during the LMS Plan review period: o Information available at a Polk County Board of County Commissioners Meeting o Information available at other local government public meetigns (to be scheduled) o Presentation of information available at the Flood Insurance Rate Map update workshops scheduled to occur in April or May o Presentation of information at the June 2015 Hurricane Expo. The LMS Working Group voted to transmit the draft 2015 Polk County Multijurisdictional Local Mitigation Strategy to the State for review and approval. Members of the committee were tasked with completing mitigation project submittal forms. Members were also requested to spread the word of the review of the draft LMS Plan and the website through their local jurisdiction meetings and websites and through social media.
