3 State Mitigation Planning 27P-22 Due last working day each January (1/31/17) What we need: Updated LMS-WG List Chair, Vice Chair, Coordinator (if applicable) Updated prioritized project list (PPL) Any major changes to the plan or critical facilities or repetitive loss list Any revisions to maps If no changes, a memo or stating this is sufficient If LMS was approved in the last 6 months we can extract from the plan with your written permission

5 Local Mitigation Planning For a jurisdiction to be eligible for HMGP Funding, they must adopt your LMS If they do not adopt and you want to keep their project, the Responsible Party must be changed to County Need all outstanding resolutions Please see me during office hours

8 Hazard Mitigation Grant Program (HMGP) Outlines a project selection process implemented at the local level Requires brief annual updates from each LMS working group regarding local risk & effort Unique funding allocation process maximizes post-disaster federal funding use

9 Private Non-Profit Organizations Examples: Medical, Residential Health Care Facilities, Educational, Emergency Utility *If you have been considered eligible for PA, you are most likely an eligible applicant. Government Entities State Agencies Local Governments and Agencies Special and Regional Districts All must go through the Local Mitigation Strategy Working Group of the county where the project will take place. Tribal Nations

10 Applicant s jurisdiction must have a FEMA-approved local mitigation plan as a condition of receiving a project grant All jurisdictions included in multi-jurisdictional plan must have formally adopted their respective Local Mitigation Strategy (LMS) All jurisdictions must participate in the NFIP (communities on probation or suspended from the NFIP are not eligible).

11 Presidential Declaration Check State website for any updated forms and information. Suggested County Actions Meet with Local Mitigation Strategy (LMS) Working Group. Solicit projects from jurisdictions. Ensure new projects are placed on the LMS project list. Choose projects from the LMS project list to focus on. Preferably ones that vary in budget. Prioritize the selected projects in the order that you want them funded. (you may want them ordered differently than your LMS project list) Ensure each project has an endorsement letter from the Chairperson or Vice Chairperson of the LMS Working Group to accompany the project, if it is chosen. Review includes: Technical feasibility Environmental soundness Cost-effectiveness Floodplain management compliance The State submits projects to FEMA for approval. The State begins the contracting phase with the subrecipient. FEMA reviews and issues award letters for approved projects. Project begins
