2 ABOUT THE CALIFORNIA HIGHER EDUCATION STUDENT SUMMIT The California Higher Education Student Summit (CHESS) is an annual conference that attracts students, university leaders, public officials, and higher education policy experts for a common purpose to educate and empower California State University (CSU) students to advocate effectively on issues important to them. Hosted by the California State Student Association, this conference is the only statewide higher education advocacy conference planned specifically for CSU students. CHESS workshop sessions focus on outcomes related to knowledge and understanding of higher education policy issues, California governance, and the role of interest groups and advocates. The conference culminates on Monday, March 13, 2017, when CSU campus delegations participate in CSU Student Advocacy Day. This final conference component provides students the experience of transferring their knowledge and skills into action through lobby visits at the State Capitol. ABOUT THE CALIFORNIA STATE STUDENT ASSOCIATION CSSA serves California State University students, advocates for student interests, and engages students in public higher education policy making. As the single recognized voice for the students of the California State University system, CSSA represents, serves, and protects the collective interests of students in the CSU system. The association s board of directors is made up of student leaders from the 23 CSU campuses, representing approximately 475,000 students. Over the last 57 years, CSSA has collaborated with university administration, the legislature, fellow students, faculty, alumni, and community partners to affect positive change for students in California. It remains our goal to claim victories on legislation affecting public higher education, mark accomplishments through the shared governance process with university administration, and to respond to the needs of campus student associations at a local level. Through involvement with CSSA, students develop a vast understanding of California public policy and gain effective leadership skills that carry over into professional, civic, and social life.

4 Welcome to CHESS! Now more than ever, your voice and your action is needed to protect the collective interests of the nearly half a million students each year who rely on an affordable and quality public education through the 23-campus California State University system. On behalf of the California State Student Association (CSSA) Board of Directors, I want to commend you for answering the call to action and welcome you to the twenty-second annual California Higher Education Student Summit (CHESS) in Sacramento, California. During CHESS, you will have the opportunity to engage with and learn from California s leaders in legislative advocacy and policy research who will equip you with the knowledge and skills to convince decision makers in the state of California as to why they should #choosecsu! Whether it is the connection to your hometown or the exceptional academic programs, you each have unique reasons for choosing to attend your CSU campus, and you each have unique stories about how the CSU has positively affected your life. Take those stories to the capitol and remind our state leaders that investing in the CSU is investing in the success of the state of California. We want you to have a memorable and productive conference, and our staff and student leaders are here to help make that happen. 6 GENERAL SESSION I 9:30 AM - 10:15 AM Jessie Ryan Executive Vice President The Campaign for College Opportunity Jessie Ryan grew up in the Central Valley and was raised by a struggling single mother. While life was often challenging, Jessie s mother taught her that being economically disadvantaged did not mean a lifetime of disadvantage. She instilled the belief in Jessie that through education and civic participation individuals could vastly improve their quality of life. It was her mother s strong sense of civic service and empathy for others that inspired Jessie to seek a college education, something her mother had always dreamed of doing, and devote much of her professional life to making it possible for others to follow their same college dream. As the Executive Vice President for the Campaign for College Opportunity, Jessie leads the organization s advocacy and policy efforts to increase the number of California students accessing higher education and impact the rate that students succeed in reaching their educational goals. A proud product of California s Community Colleges and California State University System, in 2010 Jessie was thrilled to shepherd historic transfer reform legislation to simplify the transfer pathway from community colleges to four-year universities. In 2015, Jessie successfully led efforts to expand enrollment funding for the CSU and UC as well as direct $60 million dollars to community colleges for reforming their remedial education practices. In 2014, Jessie was humbled to be elected to the Sacramento City Unified School District, Board of Education. She represents some of the poorest, most diverse neighborhoods in Sacramento and is dedicated to ensuring that all students have a pathway out of poverty through public education. Jessie graduated from Emerge California, a political leadership training program designed to identify, educate, and inspire Democratic women who want to pursue a career in politics at the local and state level. Jessie was a graduate of the Women s Policy Institute, a program offered by the Women s Foundation of California and created to increase the number of women leaders in California who are actively involved in shaping and implementing policies that affect the health and well-being of women and girls. She was a 2005 fellow in the Institute for Developing Emerging Area Leaders (IDEAL) program, which is dedicated to engaging a diverse group of valley stakeholders in strengthening effective public policy decision-making. Jessie was also selected to represent the valley in the Pew Partnership s LeadershipPlenty a program that teaches participants civic skills such as taking action, managing conflict, building partnerships, and engaging diverse communities in creating long-term positive community change. She attended Sacramento City College, was the recipient of a Kelly Broadcasting scholarship, and holds her bachelor s degree in Broadcast Communications from San Francisco State University. Jessie received her Master of Arts in Leadership Studies from Saint Mary s College of California. She resides in Oak Park with her husband, Arsenio Mataka, Assistant Secretary for Environmental Justice at the California Environmental Protection Agency, and their two children. 5

7 GENERAL SESSION II 1:00 PM - 1:40 PM Shanell Williams Trustee City College of San Francisco Over the past 16 years, Shanell Williams has served thousands of San Franciscans as an informed, passionate and dedicated public advocate, nonprofit leader and community organizer. From mentoring youth trapped in cycles of incarceration to saving San Francisco City College from a near loss of accreditation and closure for the past four years Williams has worked tirelessly to improve all San Franciscans quality of life. In 2012, she re-enrolled at CCSF and became active in the school s politics. She served as Vice President of Communications for Ocean Campus before going on to become Ocean Campus Associated Students President. It was during this time the College s accreditation became threatened, and as Associated Students President, Williams was actively involved in the effort to save City College. Having come to CCSF with years of experience as an advocate and community organizer, she became a natural leader in the Save City College Coalition. After serving as President, she won the position of Student Trustee with overwhelming support from students, faculty, staff and the community. On November 8, 2016, Williams was the top vote getter of five candidates and won a seat on the SF Community College Board. Williams is also currently working to reduce birth outcome disparities in communities of color through her work as a Community Engagement Specialist for the Preterm Birth Initiative at UCSF. A San Francisco native, she was raised in a working-class family in the Fillmore District. Her father was a construction laborer, and her mother was a nursing assistant. She is the first person in her immediate family to pursue a college education. Williams became a ward of the court at age 15 and completed high school with honors through Walden Academy continuation school. After graduating and transitioning out of the foster care system, she briefly attended City College of San Francisco (CCSF) but left to pursue a fulltime job, as she experienced the challenges of living in the city as a working student. She spent eight years working and organizing for numerous nonprofit agencies and labor organizations dedicated to improving the quality of life of marginalized, low-income communities including: the Center for Young Women s Development, Youth Leadership Institute, UNITE HERE Local 2, Jobs with Justice, and Urban Services YMCA. 6
