1 Kent County Council Village and Community Hall Grants Mark Reeves Tel: Village and Community Hall Grants The scheme has provided capital grants to assist with the building of new halls or contributing to extensions or other modifications and refurbishment since 1999 The scheme has awarded a total of 3.8 million with grants ranging from 1,450 to 100,000, and has helped fund 160 projects 1

Offers Advice on: Charitable Status, Trust Deeds and Constitutions Design & Build, Improvements to Premises Fund Raising, Grant Aid & Loans Good Practice and Management Issues Insurance Legal Advice and Licensing Eligibility Establish your eligibility for a grant at an early stage A village hall must have its own appropriately constituted management committee and must be representative of a wide variety of community members and user groups Applicants must be a registered charity or CIO 2

3 Funding Your hall can apply for up to 50,000 Grants can cover up to 50% of project costs Applicants must have secured, or be about to secure match funding Funding continued For example Total Project Cost is 40,000 Possible grants available: Kent County Council ,000 (50% 0f 40,000) Management Committee ,000 Borough/District/City Council ,000 Charitable Trusts ,500 Local fundraising ,500 Total Funding ,000 3

4 Timescales Grants allocated once a year Next Deadline: 31 st December 2017 (for April 2018 decision) Purpose of Grant Capital projects - to enable the community to improve an existing facility or build a new one that meets an identified community need We do not fund normal repairs and maintenance work or the replacement of equipment However, grants are considered where deterioration would lead to the eventual closure of the facility Car park resurfacing is not usually considered 4

5 Examples Building a new hall Extension to an existing hall New windows New roof and floor Improvements to facilities for people with disabilities New toilets and kitchen New heating system Improved insulation Project Planning Detailed plans and specifications for projects over 20k Three quotes/tenders Business Plan for new build or large extension Financial viability 5

6 Community Consultation Applicants must be able to show that the local community has been consulted (consultations, surveys, minutes of meetings) Letters from user groups will support your application Payment of Grant Grants are paid in arrears following submission of paid invoices, builder s certificates and evidence of matchfunding Grants to be claimed within one year 6

7 Kent and Medway Funding Fair /10/17 Environment 1. Buildings should aim to be energy efficient 2. Use of the building should aim to reduce the necessity for transport out of the area by providing access to facilities and activities under one roof 3. 8 Combined Member Grants Each County Councillor (Member) has 20,000 to support a lot of different activities, including: local events and activities purchase or repair of equipment and furniture sports projects Contact your Member or Community Engagement Officer Awards for All Awards grants of between 300 and 10,000 in a simple and straightforward way Funds projects which address the issues, needs and aspirations of local communities and people Previously successful applications have included village hall projects for the purchase of equipment and small scale capital works, including kitchens, toilets, heating systems etc. 8

9 Reaching Communities Reaching Communities supports projects that help people and communities most in need. There are two strands: 1. Community Buildings closed 2. Small capital projects up to 100,000 - for land, buildings or refurbishment capital costs Landfill Communities Fund Projects focus upon community or environmental physical work at a single identified site in the vicinity of a landfill site. Cory Environmental Trust in Britain Derbyshire Environment Trust Ibstock Cory Environmental Trust Royal Society of Wildlife Trusts (Biffa Awards) SUEZ Communities Trust Ltd The Veolia Environmental Trust Viridor Credits Environmental Company 9

10 Biffa Award Community Buildings and Recreation Up to 75k to make a difference to a local facility, be it a community building, nature reserve, cultural facility or outdoor space. The main criteria include: The project's site within 5 miles of a Biffa Operation or 10 miles of an active Biffa landfill site The project's site is also within 10 miles of a landfill site Biffa Award Community Buildings and Recreation Grants are for site-based improvement work. The total cost of the project is less than 200,000. Aplicants need to find a third party contributor(s) to provide 10% of the total project cost. Deadlines for Expressions of Interest in February 2018 and July 2017 for community buildings. 10

11 Trust Funds/Foundations Garfield Weston Foundation: The Foundation has no specific priorities for funding. It aims to support a wide range of charitable activity in the UK. Kent Community Foundation: Various support is available through the number of schemes which Kent Community Foundation administers. Grants of up to 5,000 may be available, including capital grants. Trust Funds/Foundations Henry Smith Charity County Grants: Supports a wide range of activities benefitting the disadvantaged in areas of high deprivation. Grants of up to 10k are available for one-off capital costs such as refurbishing a building. Screwfix Foundation: For projects that fix, repair, maintain and improve properties and community facilities for those in deprived areas or for those in need. 11
