3 Wyoming FBLA Need-to-Know Information Membership Dues FBLA & ML Dues: $1 ($6 national and $4 state) (Local dues are at the discretion of the local chapter) NOTE: A chapter must have a separate Middle- Level charter to be able to pay ML dues for Grades 5-8 members (Grade 9 for members in specified junior high building). Members must be part of a ML chapter to compete at the ML SLC to be held February 1 at the Casper Ramkota. Renew dues online at If a credit card is not used at the time members are entered, an invoice will be sent to the school for payment with a check. State dues must be paid no later than January 31 to be eligible to compete at both the ML and HS State Leadership Conference and/or run for state office. All outstanding invoices must be PAID to the national office by March 1 for students to compete at the National Leadership Conference. New or Reactivating Chapters If you are a new chapter or need to reactivate your chapter or know of a chapter interested in chartering or reactivating, download the Chapter Organization Packet (COP) on the national Web site at Request a Chapter Organization Packet, and you are on your way!. The fee to charter or reactivate is $2. 4 Chapter Management Handbook Updates to the ML and HS Chapter Management Handbook are only electronic this year. Please go to the website, click on FBLA or ML and the first link is the CMH. You can use it all year electronically or you can print it and update your notebook yourself. I definitely recommend at least printing the Competitive Event Section (including all new rating sheets) to be used next year in Baltimore. The national office did send out this year s poster, fundraising flyers, and a Market Place catalog. If you do not receive them by the end of this week, please contact the National Center (1-8- FBLAWIN) so they can send you the small packet of materials. Wyoming FBLA Handbook In addition to the Chapter Management Handbook, the latest edition of the Wyoming FBLA Handbook is available in pdf format on the Wyoming FBLA Web site under the Handbook tab. You should print this handbook. State Officer Handbook If you have a student interested in running for state office, direct them to the Wyoming FBLA Website under the Handbook tab to the State Officer Handbook and Application link. Members and advisers can also follow Wyoming FBLA on as well as on and Wyoming FBLA Competitive Events Handbook This Competitive Event Handbook for FBLA and FBLA Middle Level will be available on the Wyoming FBLA Web site with all new competitive event updates by December 1. NOTE: These are the guidelines that will be used for the ML and FBLA State Leadership Conferences. These guidelines should be printed and shared with members as they prepare for STATE competition in February (ML) and March (High School). Program of Work This program of work was developed by the state officers during State Officer Training in June. Please review it with your chapters as they work to develop your local Program of Work. Goal #1. Inform and educate current and future members about FBLA benefits. Action Steps Reach out at Fall Leadership 1. Plan for last 9 minutes of the FLC day to be FBLA specific. Conference. 2. Assist FOCUS presenters throughout the day. 3. Offer ½ price FLC registration to new and re-activated chapters this year. Inform with periodic newsletters posted on Wyoming FBLA website. 4. Have specific invitation to LEADS. 1. Prepare a newsletter for NLC wrap up. 2. Prepare a newsletter for FLC wrap up and include Snowball Campaign and competitive event study opportunities. 3. 6 Individual and Chapter Recognition Chapter Recognition Jump start you chapter with Super Sweeps! This is a great plan for starting your membership recruitment from August 1 to October 2. Go to to get started. Follow Super Sweeps with Non-stop November and Action Awareness in January and your chapter will be well on its way for Outstanding Chapter. Start early to be recognized at SLC as an Outstanding Chapter. There will be recognition for chapters that have registered for Super Sweeps at FLC. Increase your membership by seven and receive 7 UP and increase membership this year by ten and receive Connect 1 and FLC and SLC. Individual Recognition The easiest way for your members to become active members is to get them working on individual recognition. Get them started immediately on the Business Achievement Awards, Membership Madness, and Membership Mania, and Community Service Awards. The Business Achievement Awards continue all four years so if a member did not finish the Future level last year, he or she can pick up where they left off and finish this year! Any hours of community service count for recognition for the Community Service Awards. It does not have to be only FBLA community service. This award follows the member throughout his or her years of membership. Therefore, they can finish the 5 hours (called Community) this year and continue with the 2 hours (called Service) next year. The final level is 5 hours called Achievement. There are not many high school students that are not doing some kind of community service. Let FBLA give them some medal recognition at SLC. Spreadsheets for members and advisers will be available electronically when FLC registration is sent. These spreadsheets can also be found at the end of the guide in order to make photocopies. For more information on Chapter and Individual Recognition awards, see Chapter Management Handbook in the Recruitment, Retention, and Recognition section. New Middle-Level FBLA Program Launched! The national office has unveiled a new ML Program this year that has revamped the recognition and awards that are available. Middle-level members will now have the opportunity to compete at the National Leadership Conference in five events if your school will allow them to travel overnight or if you are interested in them traveling overnight! Here are the high points: FBLA-Middle Level program is now called LEAD (Leadership Exploration Advancement Development) program, which consists of: Individual Member Programs & Recognition State Chapter Programs & Recognition Competitive Events Open Events The national and state office will recognize those middle-level chapters that completed Champion Chapter, similar to Outstanding Chapter for the high schools chapters. Each middle-level chapter will have the opportunity to complete activities in the areas of recruitment, retention, community service, and national programs. The national and state office will also recognize Connect 1 chapters. The state office will recognize 7UP chapters as well. Similar to BAA for high school, ML members can now earn Bronze, Silver, and Gold through LEAD. The activities in each level focus on Leadership, Education, and Community Service. The new ML Young Leader Award will recognize members with extraordinary commitment to leadership and community service. Members must have achieved at least the LEAD Silver level to be eligible for this award. Each state may nominate one member to represent them at the NLC for this award. Page 4

7 Wyoming FBLA will recognize community service hours for middle-level members much like the high school awards. The Community Service Awards for middle-level members can be found in the Wyoming FBLA ML Competitive Events Handbook on the website after November 1 at under the Handbook tab. The following Individual Events will be offered at both the ML State Leadership Conference and at the National Leadership Conference in Baltimore next summer. Additional events may be offered at the ML State Leadership Conference that will not be eligible to advance to NLC. Individual Events (at SLC and NLC) States may submit one individual. Business Math & Financial Literacy (written 5 questions) Career Exploration (written 5 questions) Introduction to Computer Science & Coding (written 5 questions) Elevator Speech (performance) Multimedia & Website Development (production) Chapter Event (at SLC and NLC) Each state may submit one project. Teams may be made up of 1, 2, or 3 members. Community Service Project Open Events (at NLC only) Online testing events are open to any FBLA-Middle Level member present at the National Leadership Conference. Prerequisites or registration is not required. The top winner is awarded at the NLC. A member competing in an open event is eligible to compete in another individual competitive event or chapter event. Conference Opportunities Fall Leadership Conference The annual Fall Leadership Conference will be a great introduction to the Wyoming FBLA year for both Middle Level and High School chapters. A professional leadership team, rather than one keynote speaker, has been hired to lead the entire day of leadership development and organization promotion. Separate registration materials will be mailed by the end of August. When: Monday, October 2 Where: Ramkota, Casper Cost: $35* (Includes Lunch) $45 Late Registration Reg. Deadlines: September 22 ($35) September 25-September 27 ($45 Late Reg) if space allows. No registration accepted after September 27. *Any new or reactivated chapter attending FLC will be offered ½ price registration. If you know of anyone who is planning to start or reactivate a new chapter, please let Barb Frates know so information can be forwarded to them. Lodging: For those chapters that would like to spend the night, the Ramkota has a block of rooms reserved for $89. The Ramkota offers a free breakfast with this rate. Registration: Registration will be processed through . There are only two registration documents to be completed: Registration Roster Due Sept. 22 Battle for Babies Entry Due Sept. 22 the completed paper work back to Barb at fratesb@wyfbla.org on or before Friday, September 22. 8 Invoices: Invoices will be sent electronically immediately after receiving your registration. Please watch for the invoice so you can begin the payment process with your district ASAP. Membership Incentive: There will be a small gift and PAID member ribbons for all who have paid their dues before arriving at FLC. Any members who have paid their state and national dues to you and you have entered their names on the National FBLA website by September 29 (Friday before FLC) are eligible for this gift. Professional Membership Incentive: Please consider joining or renewing your Professional Division membership prior to FLC. There will be Professional Member ribbons for you at FLC and the $8 rebate that is sent to the state will be deducted from your SLC registration fee if you are on record as a professional member by January 31. Go to and click on the PD Join or Renew button. Super Sweeps: Super Sweeps chapters who are on track to finish by October 2 will be recognized at FLC. If your chapter travels to NFLC, Super Sweep recognition will happen at those conferences. Go to to get started! 7UP Chapters: 7UP chapters are chapters that increase their membership by seven members this year. Make sure you set your membership goal for seven more members than you had last year in order to be recognized at FLC (if you achieve your goal by October 2) or SLC! FLC Agenda: An agenda is on the Wyoming FBLA website for your convenience. It is the final agenda. Conference Dress Code: Members are required to be in business attire for this conference. Please review the Dress Code with your students prior to attending. The dress code is on page 15 for your convenience. Code of Conduct: The Code of Conduct was updated by the Executive Board on August 2. As a result, we are asking that you have a signed Code of Conduct for all students attending FLC whether they have paid their membership dues or not. This Code of Conduct can be used all year for all FBLAsponsored events. It is available on page 16 of this guide for your convenience. March of Dimes Activity at FLC: We will continue our work with the March of Dimes this year. That work will begin at FLC with a Battle for Babies. Your chapter is encouraged to build ONE or TWO teams (five members max) to battle using your strength in FBLA knowledge. Often times this early in the year, chapter members and advisers feel as though they do not know enough about FBLA to participate. There will be a study sheet sent to all chapters to help prepare. Please know that this competition is non-threatening and a fun way to end our day, support the March of Dimes, and learn more about our organization. Battle for Babies team entry fee is $1 and will go directly to the Wyoming March of Dimes. Battle for Babies will take place during the last 9 minutes of FLC after the leadership team completes its activities. Join the fun and battle for the traveling trophy that will go home with our Battle for Babies champion! Middle-Level Members: All ML members are invited to attend FLC and participate in the same workshops as the high school students with the leadership team. Wyoming FBLA Hoodies and Long-Sleeved T- shirts: Limited Wyoming FBLA hoodies (Dark Brown or Ash Grey) and long-sleeved t-shirts (same colors as hoodies) will be available for sale during FLC; and, order will be taken for hoodies and t- shirts to be delivered at LEADS. LEADS (Local Officer Training) LEADS will be an opportunity for your local officers to work closely with the state officers to develop leadership skills, team-building skills, and develop or review a local Program of Work. It is also an opportunity for your officers to learn as much about the FBLA benefits as possible. Please consider bringing your local officers to LEADS so your chapter is informed as much as possible and your chapter can be student-led. Middle-level chapter officers ARE encouraged to attend LEADS this year to learn more about the new ML program opportunities. Page 6

State Leadership Conferences This planning guide gives you general about state conferences. Detailed information will be provided in December for Middle-Level SLC and early January for High School SLC. Modify rating sheets for Graphic Design and Publication Design to include more emphasis on the design element of the event. Renames FBLA Principles and Procedures to Introduction to FBLA, so that all 9/1 grade events are similarly named. Public Speaking I to Introduction to Pubic Speaking, so that all 9/1 grade events are similarly named. Public Speaking II to Public Speaking. Distinction is no longer needed. Equipment Use Modify event guidelines to no longer use projectors in preliminary round of presentation events competitors would present directly from their laptops/devices. Eliminates disadvantage some students experience if projectors don t work and creates a level playing field for all competitors. (Projectors will only be provided for finals in events with viewing, and it is up to the competitors to decide if they wish to use them.) Rubric Rating Sheets Newly revised FBLA rating sheets will be instituted. Page 7

10 Winners Camps Winners Camps were started seven years ago to give national qualifiers an opportunity to meet for a day to begin studying for their national events and to get to know other Wyoming FBLA competitors throughout the state. It is highly recommended that all national qualifiers attend a Winners Camp. When: Late April Where: Gillette, Lander, and Cheyenne Cost: Free (Lunch Provided) Attire: Casual attire is acceptable. Review inappropriate attire on Dress Code page 15; however, nice jeans, sandals, and athletic shoes are acceptable. National Leadership Conference According to the national office, the top FOUR in every event will qualify to represent Wyoming FBLA at NLC; however, final determination of the number of NLC qualifiers from a school district is dependent upon the chapter adviser and local administration/school district. 11 Competitive Event Preparation Online Competitive Event Tournament The tournament is online testing that will be done in your own school. Members may take two online tests during each round. There are two rounds so each member will have the opportunity to experience a total of four different objective tests as they prepare for State Leadership Conference. The tournament is an individual competition! Each event will have winners first place through tenth place and the winners will be published at the conclusion of each round for that round s competition. 1 st Place 1 Points 2 nd Place 9 Points 3 rd Place 8 Points 4 th Place 7 Points 5 th Place 6 Points 6 th Place 5 Points 7 th Place 4 Points 8 th Place 3 Points 9 th Place 2 Points 1 th Place 1 Point The tournament is a team competition! At the conclusion of each round, compare your chapter s total points to the total points of other chapters participating. The chapter with the most points after two rounds is the Tournament Champion and will be recognized at State Leadership Conference. Chapter advisers will proctor the tests when it is convenient for both the competitor and adviser. Competitors do not need to test at the same time. Each test in the tournament is taken individually even if that event is a team event at State Leadership Conference (Banking and Financial Systems, Management Decision Making, etc.). The score will be given immediately after the test is taken. This may help members determine what events to compete in at SLC. Their scores will also help the adviser choose the best competitors for the chapter. Who: All chapters and members are encouraged and invited to participate! Where: Online! The only requirement is that tests be taken in your school environment. They may not be completed at home. 14 218 National and State Competitive Event Topics The following topics will be used at both the State and National Leadership Conferences this year for event preparation. BROADCAST JOURNALISM You and/or your team work for your local news station. You are being given the opportunity to write and present a 7-minute news broadcast on the weekend edition of the evening news. You must research, write, and present the following stories: A story about your local high school's success at the FBLA State Leadership Conference and their preparations for NLC. A story that wraps up and highlight's your local high school's track season. A story about the ongoing theft of bicycles in your hometown. Your service will have a variety of delivery options to meet the needs of different types of customers (i.e. meat, vegetarian, vegan, family, couples, gluten-free, etc.). You will conduct business via an online ordering system, but you will lease an existing building that is currently zoned for your business venture in order to prepare the meals that will be delivered to customers. You will also need to purchase a delivery vehicle(s). Develop a financial plan that covers all aspects described. You will need to name your business. You must include plans for needed construction/renovation to the building, equipment that must be purchased, inventory for your launch date, hours of operation, staffing requirements, and an advertising plan. You will also need to clearly identify your target market(s), product availability, and delivery location(s). COMPUTER GAME & SIMULATION PROGRAMMING A sandbox is a style of game in which minimal character limitations are placed on the gamer, allowing the gamer to roam and change a virtual world at will. In contrast to a progression-style game, a sandbox game emphasizes roaming and allows a gamer to select tasks. Instead of featuring segmented areas or numbered levels, a sandbox game usually occurs in a world to which the gamer has full access from start to finish. Create an original sandbox-style game that revolves around a year in the life of a typical FBLA member and the varied activities that he/she can become involved in; such as competitive events, fundraising, community service, national membership programs, and national recognition programs. The game must: Run on a PC using Windows 7 or newer Be virus and malware free Run solely by keyboard stroke Qualify for a maximum ESRB rating of E1+ DIGITAL VIDEO PRODUCTION FBLA Create a promotional video that explains why your school board should support starting an FBLA chapter at your school. E-BUSINESS Develop an e-business website for your new fresh food (i.e. prepared meals, ingredients to make meals, natural foods, etc.) home delivery service for your community of 25, residents. The website should allow customers to check availability of products, place and pay for orders online as a one-time customer, or become a member and set up plans for a calendar year. The site should also contain a contact page. EMERGING BUSINESS ISSUES Crowdsourcing is the process of obtaining needed services, ideas, content, or funding by soliciting contributions from a large group of people, particularly an online community. Crowdsourcing has become very popular for soliciting funding for business ventures or persons facing medical crises, for example. However, it is also being used by individuals to solicit funding that will aid them in purchasing material items such as a new car or television. Be prepared to argue the affirmative, that crowdsourcing is an effective way to raise money for a valid purpose; and be prepared to argue the negative, that crowdsourcing is ineffective because it can be used for personal gain. GRAPHIC DESIGN Create a digital magazine spread for the FBLA publication, Tomorrow s Business Leader. You must include a cover; a feature article on an FBLA program; an interview with an educator, professional member, or sponsor; and a promotional announcement for the 218 National Leadership Conference in Baltimore. INTRO TO BUSINESS PRESENTATION Create a business presentation that revolves around the theme, "What is FBLA to me?" PUBLIC SERVICE ANNOUNCEMENT Develop a public service announcement that addresses the issue of student safety and protection with regard to cyber bullying. PUBLICATION DESIGN You have been hired to develop a publication portfolio for a new fresh food (i.e. prepared meals, ingredients to make meals, natural foods, etc.) home delivery service that will open soon in a community of about 25, residents. The business will be a delivery service. The business will have a variety of delivery options to meet the needs of different types of customers (i.e. meat, vegetarian, vegan, family, couples, glutenfree, etc.). The materials developed should clearly identify the target market and its products. Give the business a name. The portfolio should include a logo for the business, a poster to advertise the business, a business card, and three additional promotional products. SOCIAL MEDIA CAMPAIGN Create a social media marketing campaign to create buzz surrounding healthy eating and the opening of your new fresh food (i.e. prepared meals, ingredients to make meals, natural foods, etc.) home delivery service that will open soon in a community of about 25, residents. The business will be a delivery service. The business will have a variety of delivery options to meet the needs of different types of customers (i.e. meat, vegetarian, vegan, family, couples, glutenfree, etc.). The campaign should clearly identify the target market and its products. Give the business a name. The campaign must utilize a minimum of three different social media platforms. WEBSITE DESIGN Create a website on how to get a job. You will need to come up with a name and logo for your website. At minimum, the website must include information on the following components Where to find information on job openings Writing a resume and cover letter Completing application forms How to present yourself in a job interview Tips for a successful job interview Page 13

16 Community Service National Guard Child and Youth Program The partnership formed two years with the National Guard Child and Youth Program will continue this year. Wyoming FBLA will continue supporting any deployed units this year. We will help with the GUARDian Angels at Christmas time again, and the National Guard will let Wyoming FBLA know of leadership and community service opportunities for their troops and families. We will continue Just Dance 4 Soldiers at the State Leadership Conference. Details will be available as more plans for SLC develop. We do have a person assigned to Wyoming again, but she covers Larimer County, Colorado (Ft. Collins) and all of Wyoming. Her office continues to be in Colorado, but she is available to help us again this year. Any money donated by our chapters will still benefit Wyoming babies and Wyoming families. The specific project the state chapter will continue to host is the Battle for Babies at the Fall Leadership Conference in October. Each chapter can enter two teams with five members per team. The fee for each team is just $1. The entire team entry fee goes to the Wyoming March of Dimes. Please consider participating in this fun activity for a great cause. Prematurity Awareness Day Prematurity Awareness Day is a national March of Dimes activity held November 17 each year. In fact, November is Prematurity Awareness Month so it does not matter what day your chapter raises awareness about the symptoms of premature labor and the importance of carrying a baby at least 39 weeks any time. Wyoming FBLA has prepared a March of Dimes Guide to help you plan your Prematurity Awareness Month activities. It will be distributed electronically. Community Service Awards High School The Community Service Awards Program recognizes members with extraordinary commitment to community service. It has three levels: CSA Community (5 hours) CSA Service (2 hours) CSA Achievement (5 hours) Hours for the CSA are cumulative and build throughout a student's FBLA career. The chapter adviser must register the student for the Community Service Awards. An will be sent to the adviser containing the student's login credentials. When a student logs hours equal to the requirements for a CSA Award, the adviser will login to the adviser area of the CSA, review the student's hours and will find a link to submit the award. CSA Community and Service Awards must be submitted by March 1 each year. The CSA Achievement Award must be submitted no later than April 25 each year. Students may continue logging hours after the submission deadline, but the award levels reached may not be submitted until August 1 of the next school year once submission closes for the current school year. Community Service Awards Middle Level The Community Service Awards for Middle-Level students is a state only recognition. ML members who log the following hours will be recognized at ML State Leadership Conference on February 1. CSA Bronze (15 hours) CSA Silver (25 hours) CSA Gold (5 hours) Page 14

17 FBLA-PBL Dress Code FBLA-PBL members and advisers should develop an awareness of the image one s appearance projects. The purpose of the dress code is to uphold the professional image of the association and its members and to prepare students for the business world. Appropriate attire is required for all attendees advisers, members, and guests at all general sessions, competitive events, regional meetings, workshops, and other activities unless otherwise stated in the conference program. Conference name badges are part of this dress code and must be worn for all conference functions. For safety reasons, do not wear name badges when touring. Professional attire acceptable for official FBLA-PBL activities include: Males Business suit with collar dress shirt, and necktie or Sport coat, dress slacks, collar shirt, and necktie or Dress slacks, collar shirt, and necktie Banded collar shirt may be worn only if sport coat or business suit is worn Dress shoes and socks Females Business suit with blouse or Business pantsuit with blouse or Skirt or dress slacks with blouse or sweater or Business dress Capris or gauchos with coordinating jacket/suit, worn below the knee Dress shoes Inappropriate attire, for both men and women, includes: Jewelry in visible body piercing, other than ears Denim or chambray fabric clothing of any kind, overalls, shorts, skorts, stretch or stirrup pants, exercise or bike shorts Backless, see-through, tight-fitting, spaghetti straps, strapless, extremely short, or low-cut blouses/tops/dresses/skirts T-shirts, Lycra, spandex, midriff tops, tank tops, bathing suits Sandals, athletic shoes, industrial work shoes, hiking boots, bare feet, or over-the-kneeboots Athletic wear, including sneakers Hats or flannel fabric clothing Bolo ties Visible foundation garments CLARIFICATION Many women s two-piece suits are currently designed so that they do not require a blouse. Therefore, this will be accepted. In addition, sling-back shoes, open-toe shoes, and sleeveless dresses are accepted. Revised 1/9/29 Page 15

18 Wyoming FBLA Code of Conduct The FBLA organization is conducted as a part of the school system. School regulations are in effect for participants at the conferences. In general, each member will conduct himself/herself in a way that will bring credit to him/her, his/her FBLA chapter and school, and to the national organization. Attendance at any FBLA sponsored conference or activity is a special privilege. Knowing that any organization is judged largely by the behavior of its individual participants, the following code of conduct is subscribed to for state officers, members, and guests who attend any and all FBLA conferences. In addition to obeying all local, state, and federal laws, all persons must behave in a courteous and respectful manner, refraining from language and actions that might bring discredit upon them, their school, their home, the conference, or upon the organization. Avoid conduct not conducive to an educational conference. Such conduct includes, but is not limited to, actions disrupting the businesslike atmosphere, association with non-conference individuals, or activities that endanger self or others (using laser pointers during workshops, bodysurfing at dances, throwing items over balconies or out of windows, etc.) Keep noise at a reasonable volume, especially in hotels. Members of the opposite sex are not allowed in sleeping rooms in hotels or motels unless the door is WIDE OPEN or the chapter adviser or responsible adult is present in the room. Because conference attendants are guests using the facilities, special care must be taken not to deface or destroy any property. Any damages to any property or furnishings in the motel rooms or buildings must be paid by the individual or chapter involved. Trash (pizza boxes, bottles, cans, etc.) must be placed in the proper receptacles and not left on guest room or meeting room floors. Observe the curfews as listed in the conference program or as designated by the local adviser. Curfew is defined as being in your own room by the designated hour. Student delegates must keep their adult advisers informed of their activities and whereabouts at all times. Accidents, injuries, and illnesses must be reported to the local adviser immediately. Student delegates must not use their own car or ride in cars belonging to others during the conference, unless accompanied by an authorized adviser. NO ALCOHOLIC BEVERAGES OR ILLEGAL DRUGS or TOBACCO in any form will be possessed or used at any time or under any circumstances on public or private properties. It is agreed that, upon violation of this code of conduct, the violators may be asked to vacate their motel rooms and withdraw from the conference activities. At such time, the parents of the person(s) in violation will become fully responsible for their son s or daughter s actions including his/her return trip home. Violators may be disqualified of any honors, awards, or offices which he or she may have won, forfeit privileges to attend further events, and their chapter may lose their voting rights. Proper school authorities and parents/guardians will be contacted by the local adviser, ANYONE BEING IN THE WILLFUL COMPANIONSHIP OF ANOTHER PERSON VIOLATING THE FBLA CODE OF CONDUCT MAY ALSO BE SUBJECT TO THE DISCIPLINARY ACTION. The Code of Conduct will be enforced by local advisers, the state committee, and the Wyoming FBLA Board of Directors. Wyoming FBLA is not liable for a student in violation of the code of conduct.
