More than 75% of Europeans live in cities and it is evident that talent, technology and innovation are becoming ever more concentrated in them. It comes as no surprise therefore that the economic development agencies of the seven largest French cities after Paris have decided to form a club to champion the leading role that metropolitan areas play in France s attractiveness. Ernst & Young s European attractiveness survey, published recently, highlights how Germany s cities contribute significantly to its appeal; for the second year running the neighboring country outperformed France in attracting foreign investment. Indeed, Hamburg, Düsseldorf, Frankfurt, Munich and Berlin enable Germany to offer investors a diversified, attractive range of locations, whereas France is still perceived as Paris and the French desert. Bordeaux, Lille, Lyon, Marseille, Nantes, Nice and Toulouse: attractive cities with populations ranging from 1 to 2 million, boasting powerful universities and research centers, and which, in 2013, welcomed over 75% of all business startup and relocation projects outside of Paris. The club s objectives are to ensure greater recognition of this potential, to boost it by sharing good practice and to take concrete steps, in particular to attract investors from emerging countries that currently steer clear of France. One of France s major assets in terms of its attractiveness is, without a doubt, the momentum created by these manageably-sized cities, which combine quality of life with economic performance. And that is the whole purpose of creating the Invest in French Metropolises club. Jacques de Chilly, Executive Director Aderly

2 [IN]ITIATIVES IN LYON Lyon-Gerland boosts its expertise As a former industrial zone, Gerland has managed to successfully negotiate change and cultivate a productive and innovative profile. Part of an ambitious urban project, the area hosts a range of different business types and welcomes companies from the life sciences sector to the Biopôle competitiveness cluster, whether involved in research or production. The Gerland Biopôle, home to world-class organizations in health and biotechnologies, has 30 public research laboratories and 2000 businesses. It is the heart of the Lyonbiopôle world competitiveness cluster in infectiology which employs 5000 people and 2,750 researchers in the private sector. It brings together academics, higher education institutions, excellent facilities, and private businesses, thereby covering all the links in the value chain, from research to marketing of innovative health products. With business incubators for startups, business parks for SMEs, and properties for head offices, the Lyon Gerland site has already seduced world-renowned experts with its excellent facilities, and continues to be selected for large biotech projects. Some examples: - The extension of the Jean Mérieux bio-safety level 4 laboratory which is managed by Inserm and dedicated to the study of highly pathogenic agents, will double capacity, with an additional 200 sq. meter by the end of 2013 to house a biological resource center. - Aguettant (with 500 employees and sales of 87 million) is investing 22 million in developing a new 10,000 sq.meter site which will host a production unit, an R&D center, a quality control laboratory, and related administrative services. The managers of the Lyon laboratory wish to construct a more competitive manufacturing unit, which is more flexible and environmentally-friendly as part of its international expansion plans. In total, more than 300 employees will relocate to the site by Genzyme, a subsidiary of Sanofi, will also host a new cutting-edge platform on its site dedicated to the manufacture of active immunotherapy products from the company Transgène. - The largest employer in the Lyon area and world leader in the vaccine market, Sanofi will bring together the head offices of its two subsidiaries, Sanofi Pasteur and Merial on the Gerland site in researchers will be brought together in a world center for infectiology research in order to harmonize and make greater use of synergies. The group will also construct a shared service center for its support services (accounts, IT, human resources, etc.) a few hundred meters away. - Bioaster, the Technology Research Institute for infectiology and microbiology, is currently housed in the same premises as the Lyonbiopôle team. By the end of 2014 it will have a first dedicated building on a 6,500 sq.meter site of ready-to-use laboratories. In the meantime, it is able to host research laboratories which can use the Accinov innovation platform, due to be opened in September This new infrastructure will be complemented in 2017 by Bioaster s new private 30,000 sq.meter premises. 3 Summer 2013 INVEST IN [LYON] By Aderly Lyon, well-placed in the dental care sector France offers a number of advantages for business development in the dental industry, particularly in the dental implant sector and CAD/CAM which is growing in importance year on year. Indeed, the market, which has been relatively little affected by the 2008/2009 economic crisis, has remained attractive and offers significant potential for growth. The dental industry today employs about 4,500 people, in businesses which are mostly SMEs. Europe is currently the largest world market for dental implants, representing 42% of the global market. Studies predict that globally the world implant market was worth $3.2 million in 2010 and will grow to $4.2 in Professionals in the dental industry therefore have many opportunities and the Lyon region seems to be an excellent choice of location to develop them. A complete value chain from R&D to export Lyon and the surrounding region benefit from the presence of a number of companies specializing in R&D which are often part of the competitiveness clusters that are developing around the dental industry and offer ideal high-performance environments. Access to raw materials is offered, for example, by the Rhône-Alpes-based Axelara global competitiveness cluster, dedicated to chemistry and environment. Rhône-Alpes is France s number one chemical production region with 48,000 direct jobs provided by the sector. The I-Care cluster brings together players from all health technology sectors with the aim of supporting companies in implementing innovative strategies to become more competitive in the face of market evolution. The medical device market is also strongly represented in the Lyon region, whether in terms of medical and dental instruments, medico-surgical equipment, implantable medical devices, health or medical imaging textiles, and medical optics. Similarly to the Lyonbiopôle competitiveness cluster, specializing in infectiology and medical devices, and Minalogic, specialists in intelligent miniaturized technology and micro-nanotechnologies, the Saint-Etienne Medical Technology Cluster supports businesses in the medical device field to develop competitiveness through innovation. Finally, the Imaginove cluster completes the value chain as a company specializing in digital information and medical imaging. who have converted to the medical device sector, which means that the city still has a high concentration of businesses (EuroTeknika, Anthogyr, Global D (Serf), Noraker, Drive Impla, etc.) and continues to attract new ones, such as the French company BEGO. Ezer Gozlan, Sales Manager: A major player in the dental sector for more than 100 years, we were one of the first dental companies to manufacture dental implants for the laboratory, with a unique range of specifications and materials. Precursor in our digital business, innovation is at the heart of our development. That s why we chose to set up our production center and our future R&D center in Lyon. Lyon has a number of high-performance technical and technological clusters, a high industrial concentration, notably in sectors such as micromechanics, engineering, or 3D applications, and a dense research and training network: I-Care cluster, the competitiveness cluster specializing in medical devices, a renowned dental school, and a school for dental prostheses, such as SEPR, one of our partner, which create real synergies across a range of dynamic projects. In terms of marketing, Lyon has a large network of surgeons and dentists. Indeed, the Rhône-Alpes region is the second in France in terms of the concentration of dental surgeries, with 5098 compared to 7686 in the Paris region. Lyon is therefore a competitive option for businesses in the dental market, enhanced by its logistics hub for the distribution on EMEA markets. Finally, the Rhône-Alpes region has been chosen to host a number of events, including the first TechDays Health event which will take place on the 26 th September in Chambéry. This event, which is for designers of medical devices, sub-contractors, or technological and clinical research organizations, aims to become an unmissable event for the health technologies sector. At the end of September, Lyon will also host an international buccal surgery conference (September 26 th & 27 th at the Valpré congress centre) and the 4 th international CAD-CAM dental conference (27 th & 28 th September at the Espace Tête d Or ). The Rhône-Alpes region has a long history in the precisioncutting industry, with a number of specialized companies [3]

4 BUSINESS [STORY] The ONLYLYON Skyroom on top! Lyon s new promotional site opened at the beginning of 2013 on the 27 th floor of the Oxygène Tower, in the heart of the Part-Dieu district. A unique space for presenting the urban area, this prestigious showroom benefits from both a strategic location and an exceptional view of the city. Dedicated to promoting Lyon s knowhow, it allows key visitors to the region to be received in the best possible conditions, whether investors, companies with relocation projects, official delegations, or national and international press. Recent visitors have included delegations from the United States and Abu Dhabi, the Abu Dhabi press, Spanish TV, the British Ambassador, Sir Peter Ricketts, the President of the French National Assembly, Claude Bartolone, the CEO of EDF, Henri Proglio, and Vincent Bolloré, who came to sign a car-sharing agreement with Greater Lyon. The Skyroom also allows ONLYLYON s partner companies, who are amongst the most important in the region, to gain greater visibility, strengthen their local position, and benefit from customized services when receiving potential clients. 5 [LYON] INVEST IN By Aderly Summer 2013 They chose LYON These past few months, Aderly has assisted several companies in the process of setting up or expanding in the Lyon area. Here are a few examples. Cleantechnologies et Industry GERMAN COMPANY BLOCK SETS UP BUSINESS IN LYON Block France SARL is the French subsidiary of German company Block Transformatoren-Elektronik GmbH, which employs 700 people and has an annual turnover of approximately 70 million. European market leader in the design and production of composite ferrites, transformers, and power supply cables and filters, Block has a wide range of standard products and also offers customers the option of developing tailor-made solutions. Aderly assisted Block with finding suitable premises and staff recruitment, enabling the company to open a sales outlet in Lyon s Carré de Soie zone. Services RETIS CHOOSES LYON SAINT-PRIEST Rétis is pushing forward with its national development plan by setting up a branch in the Lyon region. This new branch will allow the company to meet the needs of important national clients who are present in the region and to respond to local markets. Rétis benefitted from Aderly s support for its development, notably in terms of advice, site search, and visits to potential premises suited to its needs, but also in terms of gaining more general information about the region. For 20 years Rétis has been capitalizing on its knowledge of network infrastructures to innovate in the field of Systems Information security, unified communications (IP and work station telephony), video conferencing (videoconferences and immersive telepresence), and DataCenters. Rétis currently employs 130 staff members and posted sales figures for 2011/2012 of more than 22 million. Life Sciences NEUROSOFT: A RUSSIAN COMPANY CHOSE LYON The Russian company Neurosoft, founded in 1992, has in 20 years become a market leader in Russia for the production of electrophysiological diagnostics materials. The company s main objectives are to produce cutting-edge electronic, information, and medical technology, to develop quality equipment, and put scientific results at the service of public health. The company recently set up a production center of 100 sq.m. in Bron, in the Lyon area. Neurosoft has been assisted by Aderly for its search for premises, staff recruitment and introduction to lawyers and public accountants. Neurosoft is the first Russian project implemented by Aderly. Cleantechnologies et Industry ALIOS INGÉNIERIE STRENGTHENS ITS POSITION IN THE RHÔNE-ALPES REGION Alios Ingénierie is a geotechnical and geological survey subsidiary of French engineering group Alios. The company is consolidating its national network by opening a second branch in the Rhône- Alpes region, in the Oullins area of Lyon. We are already present in Valence but we would like to be even closer to the Lyon region, as we are convinced that decision-makers in the region will find that we have the necessary professionalism and skills to successfully carry out future projects, both in terms of the quality of our work and keeping to budgets and deadlines, stated Michel Brangier, a geotechnical engineer and Manager of the Valence and Lyon offices. Each year, Alios handles over 2000 cases, from individual houses that have been damaged, to apartment blocks, industrial buildings, civil engineering projects, sanitation, etc. [5]

6 ADERLY IN ACTI[ON] 7 French cities join together to attract.more investment On June 18 th in Lyon, seven French cities launched a call for a new promotional policy. For this occasion, the economic development agencies of Lyon (Aderly/Invest in Lyon), Bordeaux (Bordeaux Gironde Investment), Lille (Lille s agency), Marseille (Provence Promotion), Nantes (Nantes Métropole Développement), Nice (Team Côte d Azur), and Toulouse (Toulouse Area Development Economic Agency) gathered in the Skyroom of the Oxygène Tower in the Lyon Part-Dieu area, in order to present their collective initiative, known as Invest in French Metropolises. This collective of metropolitan agencies aims to strengthen the profile of French metropolitan areas in terms of their international appeal and their influence on the European and world stages. Whilst on a national level France might be having difficulty maintaining its appeal, the metropolitan areas concerned are experiencing greater success. During the meeting the Managing Directors of the seven agencies talked about their desire to work together in order to offer investors and foreign businesses an alternative to the Parisian area. According to Jacques de Chilly, Executive Director of Aderly (see photo opposite), the agencies Jacques de Chilly, Aderly intend to share good practice through seeking to complement, rather than compete with one another. Jean-Pierre Letartre, President of Ernst & Young France, contributed to the event with an analysis of France s appeal, followed by a debate on the international pull of world cities, with testimonials from businesses such as ABB France, IBM France and Cotecna France. 7 [LYON] INVEST IN By Aderly Summer 2013 L Aderly strengthens its sales team At the beginning of June, Nathalie Laurent and Aymeric de Mollerat joined Aderly, taking up the posts of Business Set-up and Sales Advisor and Director of Development, respectively. They have brought new expertise and strengthened the sales teams. Their profiles are described below. - Nathalie Laurent, a new member of the life sciences team Nathalie Laurent took up the post of Project Advisor with Aderly at the beginning of June in order to bring the expertise she has gained through her studies and professional experience in commercial development, marketing, and project and team management, to the life sciences team. Nathalie holds a biological Nathalie Laurent engineering degree from INSA Lyon, and a Doctorate in Biochemistry from the University of Lyon 1, as well as an MBA from EM Lyon. Most of her experience has been gained in the medical device market, where she has worked as a laboratory, product, and team manager for Merial, Pfizer, and Johnson & Johnson. She will therefore strengthen Aderly s scientific and technical skill set in the medical device field. For her, joining Aderly is a role that gives meaning to my work: creating jobs is also about connecting a dynamic structure with local players, institutions, and the academic and scientific sectors. Nathalie believes that the role of Project Advisor means being a guide, a facilitator, but also someone who searches out new markets and new opportunities. The diversity of the role, its openness to the world and organizations make it an interesting, attractive, and dynamic job. - Aymeric de Mollerat joins the management team Aymeric de Mollerat came to the Rhône-Alpes region about 10 years ago and has just joined Aderly as Development Director. Previously he was Director of International Promotion and Sales for ERAI (a company providing international representation for businesses from the region), which, since its creation, has been one of Aderly s major operational partners. With an education in electronic engineering and telecommunications, Aymeric worked in the applied research field in France and abroad, as well as in consultancy and finance, before trying his hand at economic development through the industrial restructuring of a large French group. It was therefore a natural progression to promotion and he developed a number of partnerships with other large groups in France and abroad. As a result, Aymeric is well aware of the advantages on offer in the Lyon region and the area served by Aderly, which will allow him to assist in bringing in new projects. His contact network will also be useful for developing the agency s work with companies already present and with potential newcomers. He says, The market is still very difficult. Competition is fierce across all project areas and will remain so. To make the difference, we have to maintain an ultra-pragmatic approach with regard to potential clients. We have to maintain connections over time, and take an approach that will encourage decision-makers to recommend us as the go-to partner for regional business development. The Lyon area, thanks to the businesses that are located here, exerts a strong pull so we need to take an intelligent approach. The region covered by Aderly surrounds a technological and international city and also benefits from very numerous local initiatives and opportunities, perhaps even too many! We have to stay pragmatic and focus on the ground work, in order to continue to offer real integrated services, not just during the choice of location and set-up phase, but also to support Aderly s clients in the long-term. 8 ADERLY IN ACTI[ON] Summer 2013 Aderly rewarded for.its responsable initiatives On May 16 th, the 2 nd edition of the Recontres de l Entreprise Responsible (Responsible Business Summit) was held, organized by Bref Rhône-Alpes and partners. Aderly, alongside Lyon Airports and Nes&Cité, was rewarded for its responsible initiatives, being the first economic development agency to commit to reducing CO 2 emissions. The agency has planned to reduce emissions by 20% by 2020 through favoring a more ecologically responsible way of working (limiting journeys, choosing cleaner modes of transport, etc.). The award also recognized Aderly s values in terms of human investment, innovation and international outlook. Winning the Responsible Initiatives award has confirmed Aderly s place as a model for responsible business in the Rhône-Alpes region. Corinne Chirat, General Services Manager to ADERLY, receiving the award by Patrick Petitjean, April Strategy: Aderly looks.to Scandinavia In addition to its priority targets of Germany, the United States, China, and Japan, Aderly is promoting the Rhône-Alpes region in new northern European territories, namely Denmark and Sweden. These countries are well-known for excellence in the air-processing sector and for their know-how in renewable energies management. Aderly is therefore looking to promote France, and more specifically, Lyon, as a potential host for Scandinavian business development projects in the energy sector. With the complete value chain that Lyon can offer, the region presents an excellent opportunity for Danish and Swedish investors. Aderly has been in contact with Copenhagen Cleantech Cluster (CCC), a partner of Tenerrdis, the competitiveness cluster for renewable energies in the Rhône-Alpes region. The CCC, which has received more than 5 million in European funding, helps Danish companies to internationalize via foreign clusters. France must make greater efforts to attract highpotential Nordic companies, who have been less affected by the economic crisis than the rest of Europe and are more able to invest. Aderly has already met with potential companies of interest, including the Danish companies Microshade, Amminex, and Ramboll, and the Swedish firm Energy Opticon.
