5 Our Profile Our Profile The Singapore Manufacturers Federation (SMa) is the largest national organisation representing the interests of manufacturing and manufacturing-related industries. The federation was established in 1932 by 17 founding members that were engaged in manufacturing. Currently, SMa has more than 2,600 member companies comprising of local SMEs and leading MNCs. To better address each industry s unique and specifc needs and interest, member companies are categorised into 11 inudstry groups. SMa provides key services, such as representation of members views in formal dialogues with the government; increasing business opportunities through local and international trade fairs and missions and enhancing members competitiveness via conferences, seminars, workshops and other industry-specific educational programmes. 04

6 Our Corporate Logo Our Corporate Logo The three progressive strokes reflect the dynamic emergence of members moving into strength, and the diversified range of businesses moving in unison as they surge forward into the international arena. The red stroke reflects Singapore s national colour. The blue stroke signifies authority and confidence. The light blue stroke evokes a sense of vibrancy and freshness. Together, the colour combination suggests excellence, professionalism and pro-activeness. On the whole, the SMa logo projects confidence and readiness as a unified body to meet future trade challenges both locally and internationally. 05

7 President s Message President s Message 2008 has been an eventful year for the global economy, laden with peaks and declines. Though it started on a high note, the world economy soon took a hard tumble towards the second half of the year as major economies -- namely, the US, Europe and Japan experienced a massive financial meltdown that spilled over to many other countries including Singapore at a glance In October, our government declared that Singapore s economy slipped into a recession. By end of December, our overall economy only grew at 1.1% for 2008, compared to a robust 7% in Manufacturing sector was estimated to have contracted by 4.1% from an earlier growth of 5.8% in Several clusters including electronics, precision engineering and chemicals were affected by the sudden decline in demand from the key export markets in the last quarter of Notwithstanding much uncertainty and pessimism that clouded the economy outlook, Singapore Manufacturers Federation (SMa) introduced a new Council team for the term of July 2008 to June 2010 to lead the association and manufacturing members. Hence, I was entrusted with the role of President and a mission to restructure the association and position SMa as a premier business federation for the manufacturing community; helping the manufacturers to improve their competitiveness and explore business opportunities. 06

8 President s Message With the full support from my new Council and the Secretariat, we swiftly acted to define SMa s unique proposition and set strategic directions. Leveraging on our extensive network of contacts, industry-specific knowledge and integrated offering of Centres of Excellence, SMa is well-placed as a preferred strategic partner for our government, manufacturers and business communities. The first task on our agenda was to improve on the government relationships so as to solicit more direct help for our members. In a short span of three months (October to December), SMa conducted several dialogue sessions with key government agencies and organized more than 20 seminars to update members on the latest initiatives and financial assistance schemes available by the various government offices to help companies tide over the downturn. In addition, there were trade missions organized to help members explore new markets and opportunities, as well as seminars on the available schemes to help companies defray some of the marketing costs. These initiatives and programmes are just some of the highlights that bespoke of our proactive commitment and value-add as an advisory to our members during the downturn. Entering 2009 Moving forward, the economic outlook will still continue to be bleak and cautious in Our government has forecasted a contraction of 6% to 9%, possibly on two main concerns: The global economy is still uncertain and weak, and the pick up in demand and sales is not evident. As the economists might have aptly described, 2009 will probably face the worst recession since the Great Depression in 1930s. But some may also argue that 2009 being the Year of the Ox, it represents prosperity through fortitude and hard work and these may just be the right combination of qualities to see us through this current storm. The Cabinet announced an unprecedented Stimulus Package at the Budget Announcement early in Termed as the Resilience Package, it was aimed at: keeping companies afloat for continual business operations, keeping jobs so that workers can continue to have income to take care of themselves and their families. To assist our members, our Centre for Corporate Learning (CCL) partners with Singapore Workforce Development Agency (WDA) to step up efforts on SPUR programmes to train and upgrade workers skills and improve business capabilities. Also, our Enterprise Development Centre (EDC@SMa) provides valuable advice and helps members to obtain assistance and loans from government and financial institutions. The goal is to assist our manufacturers to ride through this crisis, while at the same time, equipping them with capabilities to seize opportunities when the economy recovers. In addition, SMa is also collaborating with other government partners and national interest agencies Agency for Science, Technology and Research (A*STAR), Economic Development Board (EDB), International Enterprise (IE) Singapore, SPRING Singapore and Singapore Environment Council to establish new programmes to prepare our manufacturing fraternity for the new wave of manufacturing evolution. Some of the upcoming strategic projects in 2009 include: A*STAR technology innovation and adoption, funding and mentorship for start-ups, as well as review and implementation of sustainable manufacturing processes EDB formulation and promotion of new manufacturing initiative to align local supporting industries to meet future manufacturing trends IE Singapore exporting Singapore-manufactured products and services to new emerging markets SPRING Singapore enhancing SMa s capabilities and charting new trends of manufacturing under the Local Enterprise Association Development programme Singapore Environment Council promotion of sustainable eco-friendly manufacturing practices Conclusion On this note, I am delighted to share that SMa has the resources to carry on our mantle in leading our members towards greater success. SMa will also continue to value add our members business objectives as a one-stop service hub for all business needs. 21 Management Committees Secretariat & Finance Services Management Committee The Secretariat Services Management Committee ensures that the Secretariat of the Singapore Manufacturers Federation is run in a professional and efficient manner. It also advises and guides the Secretariat on matters relating to Human Resource (HR) and Administration. The role of the finance management committee is to supervise and advise on accounting, financial and legal aspects of SMa and its subsidiaries to ensure that they comply with the Financial Reporting Standards. 22 Management Committees Highlights for 2008: Consolidated Performance SMa and its subsidiaries consolidated income reached $30 M in 2008, representing an increase of 27.3 per cent compared to $23 M in trade fairs were held in 2007, compared to 34 in Income for School of Management reached $17M in 2008, compared to $11M in In 2008, there were 14 part-time programmes. 25 Function Committees Health, Safety, Security & Environment The Health, Safety, Security & Environment (HSSE) Function Committee was set up to promote good corporate social responsibility in regards to health, safety, security and environment practices and standards in the manufacturing sector. In the new term of , the committee was re-named to its present name from Environment, Health, Safety & Security Function Committee (EHSS) to be in line with a name more recognised by industries and government agencies. The event also showcased winners from the WSH Innovative Awards The event was key publicity to encourage participation for the WSH Awards Mr Samuel Tso, Executive Director of WSH Council was Guest-of-Honor during that year s award. That year also included the WSH Award for Supervisors that recognised WSH officers for their commendable contribution in ensuring the safety of their co-workers during daily operations. Improvement of Workplace Safety in Manufacturing 11 September- The WSH Council released a report that announced a drop of workplace fatality in manufacturing. Manufacturing dropped from 11 recorded deaths in the first half of 2007 to four in the same period of Manufacturing also saw 11 fewer cases as compared to the same in An article that featured these improvements was written by SMa and was published both in the Straits Times and TODAY on 19 September Mr Birch Sio receiving a token of appreciation on behalf of SMa for its contribution towards WSH from WSH Council Chairman, Mr Lee Tzu Yang 23 April to 30 May- National Workplace Safety & Health Campaign 2008 WSH Council launched the annual National Workplace Safety & Health Campaign to raise WSH standards in Singapore, following PM Lee s announcement to lower workplace fatalities to 1.8 per 100,000 workers by SMa supported this campaign with a series of seminars and workshops. SMa was further awarded with a plaque as a form of appreciation during the campaign s closing ceremony. 29 July Workplace Safety & Health Innovation Awards 2008 Partnering with WSH Council, HSSE supported the national WSH Innovation Awards by organising a manufacturing industry award to select manufacturers with innovative solutions in promoting workplace safety. 27 Function Committees IT & Technology Development Function Committee Meeting The task of the IT & Technology Development Function Committee is to provide guidance to the SMa s Information Technology (IT) in its role to support SMa members to understand the latest IT developments and to adopt infocomm technologies. This will enable our manufacturing community to enhance their competitiveness, increase their productivity and to actively engage in the various government initiatives and IT adoption schemes. In line with the government s vision of an Intelligent Nation, the committee is actively involved in regular dialogues with both private and public organisations through IT-related seminars, programmes and activities to educate and update SMa members on the latest developments. 28 Function Committees Highlights for 2008: 1 June- SMa s relocation to SPRING Singapore Building SMa was relocated from No. 1 Science Centre Road to SPRING Singapore Building at Bukit Merah Central. The infrastructure of the new office was designed and managed by SMa ITD. The new office was able to interlink with SMa School of Management, a wholly owned subsidiary of SMa, using a secure and reliable Virtual Private Networking (VPN) Tunnel. December- Centre for Corporate Learning s adoption of the Automatic Marking System SMa s Centre for Corporate Learning (CCL) adopted the Automatic Marking System (AMS) which was introduced by the Workplace Safety and Health (WSH) Council. With the assistance from SMa ITD, AMS was successfully implemented. The AMS helps to improve the current administrative work process for CCL staff in terms of registering the trainees, generating personalized test answer sheets, scanning and auto-marking the test scripts. Currently, the Safety Orientation Course for workers (Metalworking) makes use of the AMS to streamline the process, and the test results grading are exported to a file to enable CCL staff to upload online into the Operational Safety and Health system via MOM s website. 27

29 Function Committees Membership & Corporate Communications The role of the Membership and Corporate Communications function committee is to promote and expand SMa s membership as well as to enhance our status as a premier federation for the manufacturing and manufacturing-related industries in Singapore. It will, at the same time, harness the effectiveness of industries and add value to members through SMa s marketing and communications programmes. The committee is supported by the secretariat which organises a wide range of activities and events, such as seminars, conferences and networking sessions. 30 Function Committees Highlights for 2008: 1 February- Analytical Forecast on the Trends of the Various Business Trades & 12 Horoscopes in the Year of Rat Members attended this enlightening seminar where the renowned Master Tan Khoon Yong analysed the global economic outlook and gave his forecast of the 12 Chinese horoscopes for the year 2008 (Year of the Rat). Having gained an understanding of their horoscope forecast, members will be able to prepare for 2008 and grab business opportunities. 9 May/11 July/5 September- Cross Industry Networking Series GE Commercial Finance sponsored three networking events for members to relax and network among themselves. Each of the series were held at TigerLive St. James Power Station, The Pines Club and Tower Club of Republic Plaza respectively. The first series provided a fantastic experience for members to learn beer tapping at TigerLive and everyone enjoyed themselves. During the last series at the Tower Club of Republic Plaza, members had a wonderful time celebrating the Mid Autumn Festival with wines and mooncakes. 13 May- CompAir Energy Saving Seminar CompAir showed members how to reduce carbon footprint, save energy by 25 per cent and enjoy production downtime while learning about its latest innovation in air compressor design. Members who turned up walked away with lucky draw vouchers and products. 29 July- Marketing Your Business Beyond Mainstream A Networking session on Marketing Your Business Beyond Mainstream was held at Lunar The Cannery, with an area of 15,000 square feet. Lunar is reminiscent of an art gallery where 150 pieces of contemporary Chinese pop art were showcased amidst the more familiar icons of the Asian culture like goldfish lanterns and handcrafted birdcages. During the event, Mr Raymond Teoh, Assistant Vice President - Interactive Business Unit of Singapore Press Holdings shared the topic on Attain New Marketing Ideas to Connect Customers in a New and Innovation Way. Companies can adopt new ways to reach the target audience through the internet and mobile by incorporating digital media to promote business and engage the customer effectively. International Enterprise Singapore also shared on the topic: Going Beyond Singapore: Partnering IE Singapore - how companies expanding overseas can tap on its resources, assistance programmes and schemes to succeed in their overseas ventures. 7 to 8 October- World Security Forum (WSF) 2008 WSF is jointly organised by Certis Cisco and SMa. It is aimed at bringing together government leaders, corporate leaders, NGOs, security journalists, security industry experts, practitioners, security associations, educationists and innovators on a common platform to generate new ideas and concepts, share research and findings, network and discuss the areas of cooperation. The ultimate objective of WSF is to improve the overall security of the workplace and environment. Gracing the event as Guest of Honour was Minister of Law, Second Minister for Home Affairs, Mr K. Shanmugam. Another key note speaker was Malaysia s Home Minister, Datuk Seri Syed Hamid who gave a special address. 31 Function Committees 10 October- Official Opening Ceremony of SMa New Office Premises This marked a significant chapter in SMa s history when we shifted from The Enterprise (Science Centre Road) to SPRING Singapore Building (Bukit Merah Central) since July SMa was grateful to have Mr Png Cheong Boon, Chief Executive, of SPRING Singapore as our Guest-of-Honour. 30 October- HSBC Breakfast How to Support Your Business and Manage Risks and Mitigants Seminar Companies exporting to overseas markets are exposed to challenges and risks when dealing with overseas buyers. 35 Function Committees Highlights of 2008: 15 to 18 September- Business Mission to Ho Chi Minh City, Vietnam SMa led a group of 13 delegations, on a 4D/3N business mission to Ho Chi Minh City, Vietnam. This trip aimed at providing members with a better understanding of Vietnam s economy, industry sectors and to create business opportunities for companies to form new business ventures to engage with Asia s fastest growing economy. Members received useful information from the relevant government authorities and met up with key industrial players and representatives through a series of companies & factory visits. Potential business contacts were also established during the business matching sessions with Young Business People Association (YBA) as well as during a networking luncheon with the Vietnam Supply Chain Council. More business leads were created when members visited the Industrial Automation and Building M&E Vietnam 2008 exhibition and networked with members from the Vietnam Automation Association (VAA) at a hosted reception in the exhibition. 10 September- Thailand s Investment Year Seminar SMa and Bangkok Board of Investment (BOI), jointly coorganised a country seminar on Thailand s Investment Year. Through the presentation from the BOI specialists, the participants received valuable information on the range of tax incentives, support services and import duty concessions provided by the Thai government. 26 November- SMa UKTI Networking Nite Together with the United Kingdom Trade & Investment (UKTI), SMa co-hosted a networking session for like-minded business associates who are seeking for opportunities in the UK region. 44 Industry Groups Highlights for to 11 April- The 13th Annual Cards Asia With the support of IE Singapore, SMa led the Singapore Pavilion at the 13th Annual Cards Asia. This was the most comprehensive showcase of card technologies and solutions for the payments, banking, transaction, transportation, access control, and telecommunications. This exhibition was also held in conjunction with the 5th annual RFID World Asia and 2nd annual Retail Solutions World Asia at Suntec Singapore International Convention and Exhibition Centre. 14 October- Industrial Automation Summit 2008 This event was organised by Federation of Malaysian Manufacturers to facilitate the adoption of entire value chain in the industrial automation sector with industry players from the region. Participants discussed on various issues and solutions to further improve industrialisation. It is also a platform that will enhance harmonisation and the understanding of different business and technical practices within the region. 45 Industry Groups Building Products & Construction Materials The Building Products & Construction Materials (BPCM) industry group s mission is to promote and share business experiences and information among members and facilitate dialogue and cooperation with relevant government agencies and private organisations. This committee meets bi-monthly to discuss on industry developments. Dialogue sessions are organised for members to provide feedback and insights into problems faced by the industry to the relevant government departments. Further participants attended the IFT Food Expo in New Orleans and the Summer Fancy Food Show in New York and visited food related organisations. Participants also took part in the IFT Annual Meeting & Food Expo. It brought together decision-makers from all of the many disciplines involved in food science and technology for scientific education and career development. With more than 1,000 exhibitors and 500 ingredient companies, the potential for great ideas, professional connections, and new opportunities was tremendous. They also visited the 54th Summer Fancy Food Show which was held in New York. A premier marketplace for specialty foods, food manufacturers, retailers and others discovered distinctive new and unique food products and ideas to grow their businesses and upgrade capabilities. The Food safety Partnership Scheme was introduced by the Agri-Food and Veterinary Authority of Singapore to recognised Food Safety Partners for their excellence in food safety assurance and their strong commitment toward food safety education. Members of the SMa F&B IG group celebrated with the award recipients. Three SMa members received the Bronze Awards and 25 members received the Certificate of Commendation. 4 November Packaging Innovations and Reducing Environmental Impact of Packaging Waste Together with the Packaging Council of Singapore (PCS) Industry Group, Mr Keith V H Barnes (Board Member of the Institute of Packaging, The Packaging Society, UK) was invited to share with members the effects of packaging on environment. His insightful sharing session has helped members to review their businesses and formulate changes to reduce the environmental impact of their packaging through innovative solutions. 60 Industry Groups Highlights for 2008: 14 to 17 July- Meeting for the 8th ASEAN Consultative Committee for Standards and Quality Medical Device Product Working Group (ACCSQ-MDPWG) In support of the ASEAN economic integration beyond 2015, delegates from the ASEAN regulators as well as representatives from the industry and the ASEAN Secretariat convened for a discussion in formulating plans toward a closely integrated regional entity. This meeting was held in Bali, Indonesia. MT industry group Technical Sub-Committee Chairperson, Ms Jacqueline C. Monteiro represented the industry representatives as observers in both meetings. Discussions included Common Submission Dossier Template (CSDT); In-Vitro Diagnostics (IVD) Classification; ASEAN Medical Device Directive; Post-Marketing Alert System for Defective and Unsafe Medical Devices; Technical Assistance and Cooperation with Dialogue Partners and Global Medical Device Nomenclature. 28 February and 11 September- Dialogue Sessions with Health Sciences Authority The first session on 28 February was organised to primarily discuss on the feedback letter that was required to be submitted to HSA in regards to the Worldwide Adverse Event Reporting and Good Distribution Practice Medical Device System Certification (GDPMDS). With the endorsement of SPRING Singapore, a second dialogue session was organised on 11 September to raise specific concerns with in regards to issues on medical device registration. A total of 90 companies participated in the session. Following that meeting, the MT industry group met the Centre for Medical Device Regulation (CMDR) team of HSA on 21 October 2008 to feedback on medical device registration and the fees involved. Subsequently a Spinal and Orthopaedic Products Working Group was formed and the group met with HSA on 23 October 2008 to discuss on specific issues pertaining to Spinal and Orthopaedic Products. 63 Industry Groups Packaging Council The Plastics and Packaging (P&P) industry group, now commonly known as the Packaging Council of Singapore (PCS), serves as a catalyst for the growth of the packaging industry in Singapore. Besides promoting the co-operation between local and foreign packaging-related organisations, the PCS serves as a voice for the industry especially towards environmental issues. In July 2007, PCS became one of the signatories of the Singapore Packaging Agreement (SPA) with the objective of reducing packaging waste in Singapore. PCS is also a member of the Asian Packaging Federation (APF) as well as a member of World Packaging Organisation (WPO). 64 Industry Groups Highlights for 2008: 13 August- Singapore Packaging Star Award 2008 The Packaging Council of Singapore (PCS) and SMa jointly organised the annual Singapore Packaging Star Award to champion innovative packaging designs in the industry. This event was supported by SPRING Singapore with the objective to provide a competitive edge for packaging industry. The Singapore Packaging Star Award is a nationalwide prestigious award that aims to recognise the continuous effort of local packaging designers. The Environmentally Sustainable Packaging Category was first started in This year, the Environmentally Sustainable Packaging category more than doubled that of previous year, reaching 70 entries in total. Participation is extended to commercial and student categories from schools such as the ITEs and Nanyang Polytechnic. The winner for the Environmentally Sustainable Packaging category was awarded to GRENIDEA Technologies for their flagship product AgroResin. This product is made of renewable agricultural fibre waste that composites within 90 days into organic fertilizer which nourishes the soil. Scoring high on all areas including environmental performance for the Best Commercial category was last year s winner- ORIENT DESIGN. Its Save the Earth name card box product was both appealing and innovative which can be reformed and conveniently delivered by mail. 7 October- Asia Packaging Star Award 2008 The Asian Packaging Star Award 2008 was organised by the Asian Packaging Federation (APF) and was held in Tokyo, Japan. APF constitutes of 14 member countries which are Australia, Bangladesh, China, India, Indonesia, Japan, Korea, Malaysia, Philippines, Russia, Singapore, Sri Lanka, Thailand and Vietnam. This award was an initiative to enhance cross-country co-operation among all packaging-related bodies, covering a gamut of subjects like training & education, package development, environmental aspects, law and regulations. This year, the PCS submitted more than 20 entries. 69 International Trade activities 22 to 25 April- Food & Hotel Asia (FHA) 2008, Singapore The Singapore Pavilion at the FHA 2008 received great support from the industry with 53 companies covering an area of more than 700 sqm and was visited by more than 37,000 industry professionals. FHA 2008 encompasses encompasses all specialised events, including Food Asia and Wine & Spirit Asia. Each event has a own dedicated area within the exhibition halls catering to the specific industry sectors. SMa Member, Dynatech Pumps Pte Ltd and their representatives at the 104th Canton Fair 15 to 20 April /15 to 19 October- 103th & 104th Canton Fair, Guangzhou, China SMa led and organised the Singapore Pavilion at the 103rd and 104th Canton Fair, the largest import and export fair in China. The trade fairs featured both import and export of consumer and industrial products. Canton Fair is a promising platform for local and foreign companies to seek business opportunities and collaboration on a global platform. This is the third time that SMa staged a Singapore Pavilion in Guangzhou, China at 104th Canton Fair (China Import & Export Fair). The Singapore Pavilion was supported by IE Singapore under the International Marketing Acitivities Programme (IMAP), The programme offers eligible Singapore companies a subsidy of up to 50 per cent on their participation costs. The Singapore Pavilion at FHA 2008 was organised by Singapore Manufacturers Federation. It was supported by International Enterprise Singapore, Agri-Food & Veterinary Authority of Singapore, Health Promotion Board and the Singapore Food Manufacturers Association. 13 to 16 June- ProPak Asia 2008, Bangkok, Thailand SMa led the Singapore Pavilion at ProPak Asia 2008 with participation from nine companies, and the support from International Enterprise Singapore. ProPak Asia is the region s leading show that reflects the dynamics of a vibrant ASEAN and Asia market and attracted a total of 27,003 trade visitors including international visitors from a record number of 69 countries. ProPak Asia 2008 which was held in Bangkok is built around the heart of the growing needs of the ASEAN economy with a market of more than 600 million people. ProPak Asia 2008 provided opportunities for the manufacturers in the processing and packaging industries to ride on the tremendous growth potential in the region. 68

70 International Trade activities 17 to 20 June- Broadcast Asia 2008, Singapore The broadcast and animation industries had seen a tremendous growth, especially in the last three years. This is evident in the yearly BroadcastAsia Trade Fair, held at the Singapore Expo. BroadcastAsia has grown from occupying two exhibition halls at Singapore Expo in 2006 to three exhibition halls with a total exhibiting area of 22,000 sqm in The Singapore pavilion has also seen a seen a surge in number of exhibitors, from 14 companies in year 2006 to 33 companies in Great support was garnered from the Media Development Authority Singapore and IE Singapore. 17 to 20 June- CommunicAsia 2008, Singapore SMa led the Singapore Pavilion CommunicAsia 2008 for the fourth time. CommunicAsia is a global event where the business of technology comes to life, showcasing the latest digital technologies across mobile networks and applications, network infrastructure and satellite communications. Media Development Authority (MDA) of Singapore s Jewel at Broadcast Asia 2008 In 2008, CommunicAsia attracted a total of 67,573 visitors. This infocomm and media trade exhibition was a great platform for the showcase of latest technologies, industry forums and industry networking. Of the total number of attendees, 52 percent came from outside of Singapore, hailing from about 100 countries and regions across Asia-Pacific, Europe, US and the Middle- East. In 2008, CCL organised a total of 281 programmes, benefiting more than 9,500 trainees. In addition, CCL also provides public seminars, talks and conferences, as well as customised training programmes to address companies specific training needs. Case study CCL was the official Singapore training centre for Vietnam s State-owned enterprise and unit under Ministry of Construction Song Da Corporation, in 2008 and With more than 20 subsidiaries and 70 affiliates in construction-related sectors such as utilities, materials supply and property, Song Da Corporation aims to develop into a conglomerate while focusing on training of managers and workers to raise its competitive edge. In view of Song Da s needs for efficient construction cost management and cost reduction, CCL invited an experienced industry veteran who is well versed in both local and the Vietnamese context. The objectives were to provide insights in areas where the corporation could learn from the Singapore construction industry, with emphasis on budgeting knowledge and success stories in Singapore. Attendees of the programme have complimented on the usefulness and great relevance of the intensive tailored programmes. On 1 March 2008, Singapore Workforce Development Agency appointed CCL as Authorized Training Provider (ATO) of Singapore Workforce Skills Qualifications (WSQ) Generic Manufacturing Skills and Skills Programme for Upgrading & Resilience (SPUR). 72

74 Centres of Excellence Case study 2 Seah Bao Jie, 24, once worked as a store man and driver in a large transportation and logistics corporation. His career path had little progress until he signed up for a three-month training course in Warehousing and Distribution with CCL one year ago. His motivation to acquire new skills and higher qualifications led him far in his career and since then, he has not looked back. In the training programme, Mr Seah learned about the processes in supply value chain and ways to increase workplace efficiency. He said, Now I see the bigger picture of my work and I can carry my duties more effectively. His improved work performance was soon recognized and was rewarded with a salary increase. He was also promoted and received bigger roles and responsibilities. Not only did he see improvement in his work abilities but also in his employability skills. He moved to a newly established logistics company and took on the new role as an assistant material handler. Mr Seah is now a familiar face at CCL, with a total of five skills certificate and also recommends many friends to CCL s training programmes. Mr Seah Bao Jie s career path saw a transformation soon after he acquired the Skills Certificate in Warehousing and Distribution. 73

75 Centres of Excellence Enterprise Development The Enterprise Development (or was first established in 2005 as a subsidiary of SMa through a government grant from SPRING Singapore. It serves as SMa s business clinic and aims to strengthen management capabilities of SMEs. In close collaboration with SMa, EDC@SMa organises outreach programs and events for SMEs. Leveraging on these industry and networking events, and corporate learning seminars, EDC@ SMa has successfully reached out to more than 7,000 companies to date. With a solid understanding of the growing needs of SMEs, EDC@SMa is able to effectively render customised business solutions such as business advisory services on the back of government assistance schemes. Its strong partnerships with government bodies, close connections with industry leaders and easily accessible resources empowers EDC@SMa in its facilitation and management of customised business solutions for today s aspiring SMEs. 74

78 Centres of Excellence Case Study A beneficiary of the escm system, Cargoport, is one of the top five cargo consolidators in Singapore. In its operations, Cargoport collaborates with countless partners such as, trucking companies, freight forwarders and others. However, due to the manual management and execution of processes, errors arose frequently and service delivery was adversely affected. Specifically, concerns included poor trucking instruction management, lack of timely loading and unloading plan, tedious and error-prone document processing and poor visibility of timely operation status. These concerns reflected the lack of a central data system that stores, shares, processes and presents real time information. Thus, the escm Council proposed a web-based portal concept that not only addressed both operational concerns, but also equipped Cargoport with value-added capabilities to provide competitive levels of services. Sharing a common database helped with a significant reduction in errors, costs and lost data and offered quick access to real-time data. Cargoport s processes are now automated and fully integrated with other management systems. Customers can now access shipping and freight cargo details roundthe-clock with ease. His big decision on a total career switch four years ago from the police force to a highly specialized industry - satellite communications, which required him to acquire a new set of skills and knowledge in communications system. Thankfully, Melvin had the full support of SMa-SOM and is now pursuing a Bachelor of Engineering (Hons) in Communications Systems with Australia s Edith Cowan University. Melvin said, I chose SMa-SOM because of the course specialisation, which is related to the work I do now. Now a second-year student at SMa-SOM, he manages between work in the day and night classes provided by dedicated lecturers from Australia. While classes take place on some weekdays and full day sessions on weekends, Melvin and his classmates also consult and discuss with lecturers over the Internet with click to meet sessions at appointed times. Despite the intensive curriculum, Melvin continues with his pursuit of an Honours Degree qualification to valueadd his career aspirations.
