1 bulletin :Layout 1 12/20/06 10:50 AM Page 1 WIAA BULLETIN Vol. 83 Issue Number 6 Official Publication of the Wisconsin Interscholastic Athletic Association Stevens Point, WI December 22, 2006 Charter Member National Federation of State HS Associations FIVE FALL TEAM SPORTSMANSHIP AWARD WINNERS SELECTED The Wisconsin Interscholastic Athletic Association, in cooperation with Rural Insurance, has selected the team Sportsmanship Award winners for the 2006 Fall Championships. The winners of the prestigious award are Stratford in football, Cedar Grove-Belgium in boys soccer, University School of Milwaukee in girls team tennis, Rib Lake in girls volleyball and Catholic Memorial in boys volleyball. It is the first time Stratford has won the Sportsmanship Award. The Tigers won their fourth consecutive State championship in Division 6 and the fifth overall by defeating Deerfield, 26-24, in the championship final. Receiving honorable mention for the award in football were Deerfield, Eleva- Strum, Homestead and Mayville. The sportsmanship efforts of Cedar Grove- Belgium at the Boys State Soccer Tournament earned the school its first Sportsmanship Award. The Rockets were edged by eventual runner-up Columbus, 2-1, in the Division 3 semifinals. Kaukauna received honorable mention for the award. Review of Registered Logos Policy May Identify Violations Member Schools May Be Unauthorized In Using Likeness of Registered Logos Member schools are reminded to take caution when applying the use of registered logos or marks to its own athletics programs. The WIAA logo is registered with the U.S. Patent and Trademark office in Washington D.C. Member schools wishing to use the logo on apparel, facilities and in souvenir programs are granted permission to properly display the WIAA logo with no royalty charge. However, when third party vendors or vendors other than those contacted and contracted by a member schools are involved, permission must by granted by the WIAA. In most commercial ventures involving the use of the WIAA logo by a third party, a royalty fee will be assessed. The use of registered logos, or those closely resembling the likeness of registered marks, may not be displayed on school uniforms, facilities or equipment without consent of the owner of the registered mark. The use or likeness of other popular registered logos of collegiate or professional teams by high schools are not permitted, such as the cardinal on the Arizona Cardinals football helmet or the motion W property of the University of Wisconsin. Schools that are currently utilizing the likeness of a registered logo should discontinue all use of the logo. In addition, any questions or concerns regarding distinguishing identification or use of a registered logo or its likeness should be directed to the owner of the mark. University School of Milwaukee was selected as the award winner at the Girls Tennis Team Tournament. It s the first time the Wildcats were bestowed the honor. They captured the Division 2 Championship with wins over Big Foot/Williams Bay in the semifinal, 6-1, and Roncalli in the championship final, 7-0. Neenah received honorable mention. Rib Lake received excellent evaluations at the State Girls Volleyball Championships to win its first sportsmanship award. The Lady Redmen finished runner-up in Division 4, falling to Catholic Central in the title match in four games. They advanced to the championship match by defeating Green Bay NEW Lutheran in three games in the semifinals. Receiving honorable mention for the award are Catholic Central, Cuba City, Hillsboro, Laconia, Oostburg and Stanley-Boyd. Catholic Memorial earned its second consecutive sportsmanship award in boys volleyball. The Crusaders lost a three-game match to Wauwatosa East in the championship match to finish runner-up after defeating Kenosha Tremper in the quarterfinals and Homestead in the semifinals. Receiving honorable mention were Middleton, Kenosha Tremper, Marquette and Appleton North. The WIAA/Rural Insurance Sportsmanship Award is presented to one school and community in each of the State team tournaments that exemplifies outstanding sportsmanship. Award winners are determined by the conduct and sportsmanship displayed by athletes, coaches, cheer and support groups, mascots, bands and spectators. Additional consideration is given for the effort of school administrators and chaperones to insure support for their teams are positive and that the highest ideals of sportsmanship are upheld. Award winners receive a plaque and banner in recognition of the honor. Schools receiving honorable mention are acknowledged with a certificate of recognition. The selection process includes contributions and evaluations from contest officials, tournament management, police and security personnel, crowd control and ushers, WIAA staff members, and area hotels and restaurants on occasion. The Wisconsin Interscholastic Athletic Association Board of Control gave final approval to conference realignment plans in the southeastern and the north central areas of the state at its December meeting today. The leagues in the southeastern area impacted by the new alignment, scheduled to be implemented in , are the Badger, Big Eight, Midwest Classic, Rock Valley, Southern Lakes Conferences. The Board also gave final approval of the conference realignment plan for the north central area of the State. Gus Mancuso alignment, scheduled to be implemented in , are the Marawood, Cloverbelt, Lumberjack and Wisconsin Valley. The complete list of schools in the respective conferences under the new alignments is attached. In both instances, the Board encouraged schools to continue dialog to develop possible alternatives that could gain greater widespread acceptance among the schools involved. The realignment plans were initially approved in October. WIAA procedures provided a 40-day window for schools to appeal the initial approval before the Board considered final action. The Board also heard reports on potential amendments to the WIAA Constitution, Bylaws and Rules of Eligibility, a review of the fall tournaments, as well as a review and approval of the annual audit. Interpretation: NFHS and WIAA eligibility regulations remain silent regarding private instruction during the WIAA school season. A swimmer is able to work with a private instructor; however, I always suggest that the swimmer and/or parent discuss this with the head coach. The risk of injury, additional time from studies and potential differences in coaching philosophy present potential hazards, to name a few, for these extra workouts. Question: Can I schedule a scrimmage for my school swimming and diving team and allow it to count as meet for another team? Interpretation: No, scrimmages can only count as the one scrimmage each school swimming and diving program are allowed. One school cannot count a scrimmage as a scrimmage while another school identifies it as a regular season meet. Question: Can we have more than two school programs attend a scrimmage we are hosting? Question: Can you tell me if there are any guidelines as to whether or not a school can give a school or pool record to a swimmer based on a relay split when they were not the lead off? Interpretation: National Federation (NFHS) and WIAA language remains silent regarding record recognition. Determination of records is a local matter allowing schools to determine records they wish to recognize. Question: Is there a rule about whether or not relay splits can be used as seed times if they were not the lead off on the relay? Interpretation: For the WIAA Tournament Series, WIAA regulations allow for splits from relays only if it is a leadoff swimmer. Conference or school regulations for seed times are determined at the local school or conference level for regular season meets. Question: Can you tell me what the consequences are if a relay split that is not a lead split is entered as a seed time? Interpretation: If a seed time/relay split (non-lead split) were challenged at a WIAA sectional coaches meeting and found to be a non-lead split, the meet manager would ask the coach of the student-athlete involved to provide a new seed time that the coach is able to verify or that the other coaches are in agreement would be a more accurate time. It is possible the heat/event might have to be reseeded. Emphasis for WIAA events is placed on finding a way for student-athletes to be allowed to compete in the sectional meet. Question: We would like to request this one time exception to wear a special swimming hat in recognition for a severely ill parent of one of our swimmers. He has been a big fan and the team would like to recognize him this way. Interpretation: NFHS Rule indicates that caps are considered to be allowable swimming and diving attire. So long as a memorial logo on the cap is no larger than 4 inches x 4 inches per NFHS Rule 3-3-1, swim caps can have a memorial logo on them with state association approval. Question: Our high school has an alumni swim meet over the Christmas break. It s just a fun meet (T-shirt relays, etc.). My question is: Can current members of the girls HS swim team take part? Our girls coach is very concerned about any of her swimmers running afoul of the rule that prohibits girls from practicing with the boys team. Interpretation: There are a number of issues involved with your question. First, alumni can participate. As a safety precaution, those alumni who are currently swimming for collegiate programs may want to check with their coaches and/or their compliance officers to be certain they are able to participate as I am not familiar with the specifics of NCAA or other collegiate regulations. Next, alumni meets have to be counted as a part of a school team s 14 allowed meets when members of the boy s team are involved. In addition, any girls with remaining eligibility in swimming and diving are not allowed to compete as this will mean they have participated in two seasons of swimming and diving during a single school year. Girls with remaining eligibility who participate in this alumni meet will jeopardize their eligibility for future participation in high school athletics. I encourage you to discuss this meet further with the athletic director at your school as he/she is your direct contact for issues like this. Question: In a non-championship meet, is it necessary for dual confirmation of a false start to be made in order to disqualify a swimmer? See Swimming & Diving Questions, page 13

16 Q.: My niece lives in school district A with her parents. Parents moved to District A one year ago. She school choices to District B where she has gone to school uninterrupted from K-10th grade (current sophomore). She is thinking about going to School A next year (the travel is killing her). My interpretation: Since her parents live in district A...she can go to School A and compete immediately since that's where her parents actually live. True? A.: In the context of next year s new transfer rule, NO - not without a waiver in this case. This student turned down opportunity for eligibility by electing to stay at current school, when family moved to District A. Transfer is no longer proximate to the family s move. Consider: student has no prior status in School A...only status is that which had been legitimately established via open enrollment in School B. Now, since the student can not open enroll to the district of residence, eligibility would require a waiver. Path of least resistance would be to make the transfer this year, at semester. Take non-varsity restriction and then return as continuing student next fall. Q.: My daughter plays on a boys WIAA high school hockey team, our school district doesn't have a girls WIAA team. She does not live with her parents. She was removed by the State of Wisconsin from her mother's home because of mother s persistent drug abuse. She is currently in foster care living with a local family. I am gathering the name of her case worker with the state. What information should we gather to get/apply for a waiver for this student? A.: Be sure to have the sending school complete the transfer student eligibility form. If they indicate no objections student can be provided non-varsity status without added attention or effort. If unrestricted eligibility is desired, you may wish to assemble documentation to request residence waiver. If there is an administrator and/or counselor at the sending school who can speak to/document this student s experience that could be a good/helpful source. If the foster parents (receiving family) has any significant insights/background on the student s life/circumstance, they could certainly provide a letter. The court, social worker and/or court appointed guardian could document/explain a valuable perspective. All would do well to focus on the student s life/experiences, why was she taken from home? Why placed with this family? Why did this family choose to place student in your school? Q.: We had a student transfer from another high school. The student is in foster care living with a family from town. Is the student eligible to compete in freshmen basketball? A.: First, keep in mind mid-term transfers are not eligible for a five-day administrative period. Get the transfer student form off our home page, and fax to the sending school. In the meantime be sure to get physical form, code, emergency treatment release, etc., for your files. If sending school has no code or other issues and indicates no reason to object, on the transfer form, then when five calendar days are up, student could be afforded non-varsity opportunities for the duration of this school year. (You may allow practice as soon as you have physical form.) If unrestricted eligibility will be sought, a little more documentation would be required BUT, when the courts and social services/foster homes are involved, the documentation is most commonly, readily available. tem that has a girls WIAA team without losing a years eligibility? Because he has been at the parochial high school for four semesters, does that mean that he cannot play sports at the public school in the fall for the entire year? We have one such student who is a wrestler and would like to join, but I can't allow him to wrestle until he has insurance. They are in pretty rough financial shape. We have scheduled games in the past, including last year. Is there any problem adding them at this point in season? A.: Out of hand, I see no peril. So long as you have administrative approval for sponsoring reserve level programming and all approved levels have separate/individual schedules, you may go about the business of scheduling such opportunities, almost any time. Some schools will only schedule these extra opportunities, based on participation. Waiting to schedule such levels, not receiving funding approval until an AD can verify participation numbers will support the additional programming. Participation Issues Q.: We have a rule at our school that requires our students to be in school in order to compete in either practices or events. We have allowed students to compete in special cases (medical excuses, funeral, or driving tests). This rule has recently been questioned by our school board mainly because we refused to waive this rule during the deer hunting season. We are wondering if the WIAA has an attendance rule or a position on students missing classes and competing in activities. Also, do you know of any other school districts that have similar rules? A.: There is not an attendance rule, but our rules do address loss of school time. WE are most frequently chastised by members and parents for loss of school time and as a result are extremely cognizant of our scheduling and other requirements as they would impact on loss of school time. I would say most schools do have rules regarding attendance (opinion/impression). From what you describe, I would view your rule and its administration as typical. Easily within the main stream of things as far as I know. I would suggest going to WADA and see what feedback you receive from colleagues. Might also tap into colleagues more in/around your region. They may be more inclined to know deer hunting in a way more closely resembling your community, then say in a metro area. Q.: Question 1 - Can athletes on the same co-op team have a different set of academic and or training rules than the other members of their squad. i.e., School A hockey athletes follow A s rules, B hockey follow B s rules? Question 2 - Can school A co-op hockey players have a different set of academic and or training rules as other athletes who attend and compete at school A? In other words hockey only standards? Question 3 - The hockey parent group plans to do a lot of fund raising and want to create an endowment. They have indicated that the athletes will have to pay to play for the initial years. They have also indicated that this fund raising will have money available for athletes who cannot pay some or all of the cost each individual is charged. My question being is this legal or are we looking at an issue with recruitment or athletic scholarship. I am having a hard time understanding how this would happen and who would decide who received what and how much they received. A.: 1) Yes - this is a local control topic. It may or may not be advisable, but there s no condition or requirement for approval of the co-op request that you be on the same page. 2) Yes - from WIAA standpoint this would not violate WIAA provisions so long as they are not less then the requirements you would have for all other students. Again, local control. Not unlike your basketball coach having certain/unique team rules which might be above/beyond/outside, your school s code. I've always entered a bye as a win only when it was in the championship bracket. This agrees with what the old WIAA regional form used to say. According to the forum, track/wrestling awards any bye followed by a win with two wins. I went onto the WIAA school site recently and noted that this year's individual seeding info states the following in bold: "All byes in the championship bracket or consolation bracket received during regular season tournaments will count as wins if the wrestler won his next match in the bracket." Did this just change this year? A.: NO... In fact hasn t changed in my tenure which is now entering the 9th season. Q.: Our wrestling team has a young man out for wrestling this year who is well under 100 lbs. I thought there used to be a minimum weight for the 103 lb. weight class, but couldn t find it in the rule book. A.: There used to be, but that rule is no longer in existence not for near quite some time. Q.: I have a young man that is weighing in around on a regular basis. He skinfolded and his results state that he can only go 112. He wants to wrestle at 103. Obviously he is a lean young man but his minimum weight (with parental permission) was stated as 104. I know we can opt for the dunk-tank but can we have him re-pinched? His last date for appeal is Dec. 5. I looked up on page 46 in the WInter Regulations and it says that it needs to be done within 14 days and that it needs to be the same measurer. Is there anything that I need to be aware of? A.: You have all the facts correctly identified as outlined on p. 46, winter season regulations. Q.: I have a question regarding the 1/2 pound per day. Is it an eight-day week or a seven-day week? What I mean is if I weigh 130 on Thursday, then can I weigh 126 the following Thursday...or is it 126.5? Could you point to where I can find the ruling? A.: The fundamental question I receive, mostly comes up between the Saturdays at conference tournament and regional tourney; can a wrestler lose 3.5 or 4 pounds from Saturday to Saturday? The response is always that you need to go back at least one weigh-in prior to the first Saturday in order to determine if the wrestler needed to lose a half pound in order to be eligible to compete on that conference tourney. Saturday. If so, then the new count begins on Sunday and the wrestler may only lose 3.5 pounds. Remember - a wrestler can lose.5 lb. each day, but no day may be counted/used twice. So, if I needed to count the first Saturday in order to make weight to wrestle that same day, the count for the next event begins the following day. Now, if going back a weigh-in or two prior to the conf. tournament (e.g.), if the wrestler did not need to count that Saturday toward making weight for that day s event, then losing the half pound on Sat. and each day up to and including the next Saturday of regionals, becomes a 4 pound loss from Sat. to Sat. So the answer is the same for your question, using Thursday to Thursday. You will need to document whether the wrestler needed to count the first Thursday in dropping down in order to make weight and be eligible on that first Thursday in order to know if he could drop 3. 5 or 4 lbs for the next Thurs. Again Remember - You can count each calendar day for losing a half pound BUT no day can be used/counted twice. Q.: It is currently snowing and blowing pretty hard here right now. If by some chance the meet tonight would get cancelled, would our multi-dual meet tomorrow still be eligible for the onepound allowance since we stated in our tournament information that we were scheduled to wrestle tonight, thereby allowing for everyone to have a one-pound allowance? A.: Yes. There is precedent for that relief. Q.: We have a wrestler that the first day he can wrestle 171 is on 12/10. We have a tournament on 12/9 which the wrestlers get an extra pound at. Would my wrestler be eligible to wrestle in the 171 pound weight class because he could make 172 pounds on 12/8 based on the 1/2 day rule. A.: Yes. So long as student is eligible for the weight class based on skinfold measurement printout. Q.: We have a dual match on Thurs., Dec. 7, another dual match on Fri., Dec. 8 and a tournament on Saturday. Is it correct and appropriate to advise the host team that we have three events in a row and acknowledge a two-lb. allowance at Saturday's weigh-in so they can advise the other teams involved at the tournament? A.: Answer is "NO". Max growth allowance during regular season for consecutive days of competition is one pound. Please review Winter Season Regulations (recommend reading entire wrestling info). But, this particular regulation is found on p. 44 within State Association Regulations, 'c.' This is an adaptation that has pre-dated my arrival to this office. I might speculate it has been the rule here in Wisconsin for perhaps 20 years or more. It is different then the National Federation rule for consecutive days of wrestling. The State tournament does allow a pound/day for consecutive days competitions - where there is a much more uniform and controlled environment. Q.: One of our wrestlers had received a deep thigh bruise from football. The school trainer has cleared him to wrestle but recommends some sort of protection. Would it be legal for him to wear a football girdle with one thigh pad in to protect his injury? Does it need to be on a skin disorder sheet to show where the injury is? Q.: I just wanted to know if it is legal for an athlete to have a tattoo showing. A.: In wrestling we advise coaches and officials to look upon them the same as a poster. If not appropriate for the classroom, if insulting, offensive, in bad taste - cover it! Q.: A uniform sold by matman has three stars up the side, the largest is bigger than logo requirements. The stars are similar to the star used in the starter logo. Our concern is the stipulation that allows one manufacture logo that is no more than 2 1/4 square. Would a star that resembles a company logo cause the uniform to be illegal. If it is not manufactured by a company that has a star in the logo would the uniform meet uniform regulations? A.: So, instead of 'stripes' - or other variety of 'trim' or contrast, this uniform has stars up the side, and they are not the manufacturer's emblem/logo. Out of hand and from what you describe, I see nothing in the rules which would prohibit this 'style' so long as its 'cut' conformed with requirements. Q.: The newest trend in wrestling uniforms are a two piece uniform from Brute. Last year they were approved for use by the NCAA, but they were not approved by the National Federation. A.: The NFHS Wrestling Rules do not allow for the two piece wrestling uniform. Q.: I was reading through the wrestling questions in the latest WIAA Bulletin and I have a question. The question I am referring to is the one about the injury time-out and the fact that it was a head or spine injury. The question was does the wrestler get his or her choice because of the second time-out rule. I was under the impression that Wisconsin has our own adaptation to this rule that states any head or spine injury is not counted as the second time-out and that this stands by itself with four minutes of injury time. I think that a certified trainer or doctor has to be present to give this ruling. We had this come up last season in a conference finals match and the wrestler took his second time-out but it was a spine injury and we were not given choice of position because of this rule/adaptation in Wisconsin. This brings up another question. When a wrestler has two head or spine injuries in one match they must stop the match and the wrestler has to default. My question is who determines when it is a head or spine injury? In the match I was referring to before, the first injury was a head injury but it was not recorded as such. The wrestler hit his head on our wrestlers hip and got very dizzy and he used over one minute of injury time. The second injury should have stopped the match because of the second head or spine time-out. My concern is that who is responsible to rule on this and make the call? I was unaware of the adaptation and did not ask the official if the first time-out was ruled a head injury. If he had said yes the match would have been stopped and our wrestler would have won. This adaptation has been around WIAA a long time, well in advance of other more recent NF rule changes in/around this area within the rules. I did not consider the accommodation of/for this special, WIAA head/neck cervical injury time (in order to more accurately determine the safe return to wrestling) - to also automatically justify setting aside or ignoring the fact that this event might also be the second injury time out and as a result, my wrestler should by rule, have choice on re-start following a second injury TO. I ve already let your kid have a full four minutes and he hasn t lost ANY of his injury time...if this is the second injury T/O for your kid why shouldn t my kid get the choice on the re-start? I can not remember how long, and what meds, etc. I had a parent call me this morning and her son I guess has impetigo, did not see a MD, but wrestled last night, without the coach knowing about the impetigo. Who is responsible to skin checks, is it not the referee? Can you please send me any / as much information as possible. Also what does the WIAA recommend for mat cleaning. A.: You can find good discussion on skin and wrestling in our Medical Policies and Procedure Manual. The onmat official has final say on all skin condition matters. The WIAA does not have an official statement on mat cleaning. School districts are required by state law, to provide safe environments and safe facilities. In doing so, most will develop their plan to include mat cleaning...and in those districts where there might not be a developed protocol, or are crunched financially, the best coaches will likely sanitize the mats before and after each practice. In so far as a parent, coach or wrestler knowingly exposing another to infectious disease, is not something they should be casual about. The courts are consistently holding mom and infected wrestlers responsible, accountable - and liable for not disclosing. Q.: Where are we in regard to head / neck / cervical column and / or nervous system injuries when medical personnel are present? In the past, we have not counted these as an injury time out or recorded the time. A second injury of this nature required the contestant to default. During a recent meeting with the Wisconsin master interpreters it was determined that all injury time-outs, regardless if they were head / neck / cervical column / or nervous system injuries would count as one of the two allowed time outs for each contestant. However, the time used to attend that type of injury would in no way affect time used or available for other types of injuries. In other words, the time out would be recorded as a time out, but no time would be recorded. For example, if a head injury occurred in first period that would be the first time out. If an unrelated injury occurred in a latter period that would now be the second time out and the wrestler would have 1.5 minutes available for that injury. If a third time out was used latter in the match, the match would be defaulted. As in the past, if a second occurrence of head / neck / nervous system injury occurred in the same match, this would require a wrestler to default the match. After the second time out, the opponent always gets choice on the restart. This revised interpretation of the rule will take effect immediately. Q.: May a referee call a stalemate in lieu of stalling when the offensive wrestler is "hanging on" in tiebreaker one and tiebreaker two of the overtime? A.: No. The stalemate call for "hanging on" by the offensive wrestler is reserved for the ultimate tiebreaker, not tiebreaker one and tiebreaker two. Keep in mind that "control wrestling" should not be considered stalling in the ultimate tiebreaker. In the ultimate tiebreaker, if the offensive wrestler goes to a maneuver to hang on again, not control wrestling, then stalling should be called. Q.: When both wrestlers are penalized an equal number of points in a sudden victory period of an overtime, will the match be stopped, points awarded, the period be terminated, and now go directly to tiebreaker one and two? A.: No. This rule has been deleted in both the NFHS rule book and case book. The October 27, edition of the Bulletin indicated that situation B on page 40 of the case book should be deleted. The NFHS determined that with the new overtime format that you would wrestle the entire sudden victory period even though both wrestlers are penalized an equal number of points. Q.: What happens if a warning for stalling or a caution is given in period one and is not recorded by the official scorekeeper? A.: This is a recording error and like all recording errors, must be corrected prior to the start of the next period. We realize that these errors are unique in that they are not shown on the scoreboard by an increase in score. However, we cannot arbitrarily and selectively correct some errors and not others. Coaches, head scorer, visiting team scorer, and officials must work together by constantly communicating to make sure such errors are reduced or eliminated. Tip: One school has had their shop class cut out a W and C and painted one side red, the other green and have them at the scorer s table to indicate the call has been acknowledged. This helped coaches and officials and saved time. Easy to do! Q.: What are your thoughts about a wrestler shaking hands with opposing coaches after their match is completed? A.: Shaking hands with opposing coaches is considered by many to be adding insult to injury. Things are often said by the wrestler or coach that should not be said and are considered unsportsmanlike in nature. The official is attending a multitude of other duties and is not aware nor has time to monitor what is said / how it is said / watch the body language, etc. Contestants shake hands during the face off, before their bout, after the bout, and at the end of the dual. That should be enough. It certainly is not a NFHS rule that you cannot do this, but it is the opinion of many officials and coaches that it should not be done. Q.: If a wrestler has been penalized three times during a match for illegal holds, and the official scorekeeper records them all as a one point penalty, would a fourth penalty in a succeeding period result in disqualification or a two point penalty because of the previous error? A.: Disqualification - Four penalties, not counting starting position, would result in disqualification regardless of the recording error. The error has nothing to do with the fact that the wrestler exceeded the maximum of the three that are allowed. Q.: If medical personnel are present, can recovery time be extended to four minutes to attend to head, neck, cervical, nervous system injuries? A.: Yes - Both injury time and recovery time can be extended to attend this type of injury. Keep in mind if the wrestler continues to wrestle, if this type injury occurs again the match is over. If it occurred due to a legal maneuver, the wrestler must default. If it occurs due to an illegal maneuver, he wins by default.

INTERPRETATION : Yes, a JV team can compete against a varsity team as long as the JV team does not exceed the 20 game regular season limitation. QUESTION: Do hockey players receive a game misconduct or a game disqualification penalty once they receive their FOURTH penalty in a game? INTERPRETATION: WIAA Winter Season Regulations, 15., b., page 24, indicates: Any player receiving a total of four penalties (minor, major, or misconduct) in a game shall be removed from participation for the balance of that game. This does not include bench penalties served by the player or violations resulting in penalty shots. The ejection is not considered a game misconduct or a game disqualification. QUESTION: Is there a warning in a WIAA hockey game for not using a mouth-guard? INTERPRETATION: No, NFHS Rule indicates: All players, including goalkeepers, shall wear a dental guard, which should cover all the remaining teeth of one jaw. PENALTY: PLAYERS (excluding goalkeeper) First offense, MIS- CONDUCT. Returning to the game without correcting equipment, GAME MISCONDUCT. GOAL- KEEPER Minor. QUESTION: In my pre-game conference with the captains and coaches I reminded the players to make sure that they remind their teammates to remove all jewelry prior to the start of the game. After the meeting, the coach asked me if his players need to remove rubber wrist bands that the team is wearing in memory of a former coach. I told the coach I didn t know if this would be considered jewelry but asked him to have his players remove the wristbands. Please review and get back to me. Thank you. INTERPRETATION: First, regarding memorials, NFHS Rule 2-1-2, d., page 18 indicates: A commemora tive/memorial patch not to exceed four square inches may be worn on the jersey provided it is not a number and is in an appropriate location that does not interfere with the captain s identification or the player s number. Wristbands may not be worn in memory of someone, it is only patches as described above that may be worn for commemorative/memorial purposes. Second, NFHS Rule 3-5-1, page 26 indicates: Hard substances such as leather, rubber, plastic, plaster or fiberglass are illegal when worn on the hand, wrist, forearm or elbow... Finally, NFHS Rule 3-5-3, page 26 indicates: Jewelry shall not be worn, except for religious or medical medals which shall be taped to the body under the uniform. When jewelry is observed being worn by an official during a game the following penalty procedure must be followed: PENALTY: First offense, MIS- CONDUCT. Returning to the game without correcting equipment, GAME MISCONDUCT. QUESTION: Club Team A s JV program appears to be folding, can high school student-athletes from this team join a high school hockey program after the start of the school team s regular season? INTERPRETATION: Yes, so long as the following situations are met: 1. A student is enrolled at a WIAA member school that has an approved WIAA Ice Hockey program. 2. Per WIAA Rules of Eligibility, Article VI, Section 1, 2), page 37 of the WIAA Sr. High School Handbook, if the student was not a member of a school team during the previous year, they are eligible to report late to the team beyond the school s official opening day of practice. 3. School policies, administration and coaching staff allow student-athletes to join the team after the official start of the hockey season. QUESTION: Is it acceptable to paint a hockey helmet a different color? INTERPRETATION: In accordance with HECC Hockey Equipment Certification Council Standards helmets CAN- NOT be painted or altered. Different models and colors of HECC approved helmets are permitted for team use. Since many schools do not provide helmets and/or facemasks and players are required to provide this protective equipment, players on the same team may have different helmet models and colors. Matching helmets are not required as long as the HECC standard is maintained. A short article on this matter can be found in the December 1, 2006 edition of the WIAA Bulletin page 6. QUESTION: Both teams are at even strength. Team A commits a minor penalty. The referee has a delayed penalty signal. Team B maintains control of the puck and scores a goal before team A can gain control of the puck. The penalty to team A is then washed. A goal is applied. The question is: Does the Team A players name go on the score sheet? INTERPRETATION: For a penalty to count against a player record (and for recording on the game score sheet) the penalty must be ASSESSED, RECORDED AND SERVED (all 3 must be true). QUESTION: Play is in A s attacking zone. Team A shoots the puck on net. The puck hits the goalie in the shoulder and bounces up in the air over the back of the goal tender. While the puck is in the air, in the crease, below the cross bar, team A player attempts to hit the puck with the stick. The player does not make contact with the puck but instead hits the goaltender in the face mask. The high referee sees this contact and puts on a delayed penalty for high sticking. Moments later, with no one else touching the puck, it falls behind the goal tender and enters the net. The low referee determines that the contact with the goal tender did not affect his ability to make another save on the puck. The question is, does the goal count. Or does the delayed penalty against the attacking team take precedence over the goal. INTERPRETATION: NFHS Rule d indicates a goal shall NOT be allowed if: d. the attacking team commits a foul which assists in the making of a goal. Based upon the initial information provided, an official identified and called a foul. All indications from the information provided leads one to believe this foul assisted in the making of a goal. Consequently, the goal should not have been allowed. This is a situation where officials are encouraged to conference to be certain the foul did assist in the making of the goal. QUESTION: Can the scorebook and/or scoreboard be used during scrimmages? INTERPRETATION: No, neither the scorebook nor the scoreboard can be used during a scrimmage. WIAA Winter Season Regulations, page 23, 4., a., (4). If a scorebook and/or scoreboard is used during a scrimmage, the scrimmage must be counted as one of the 20 contests for the school team s involved. QUESTION: Can high school hockey teams play two games in one day? INTERPRETATION: Yes, NFHS and WIAA language remains silent regarding the number of contests in one day. Each game played does count as one of the 20 maximum contests allowed during the regular season. QUESTION: Is there a limit to the number of contests a hockey player who plays both JV and varsity can compete in during the regular season? INTERPRETATION: No, WIAA regulations remain silent regarding the number of contests during the regular season. It is the responsibility of a coach to be particularly concerned about overexposing students to the point of adversely affecting their health and safety. It is highly recommended that coaches who use players at more than one level of competition document the number of periods played for each individual. QUESTION: With less than one and half minutes left to be played in the game, a stoppage of play occurs for an injured player. The injured player is assisted to the bench and a timeout is called. Can the injured player return to the game during the timeout? INTERPRETATION: No, NFHS Rule indicates: an injured player (except the goalkeeper) for whom play is stopped must leave the ice and cannot return until PLAY HAS RESUMED. QUESTION: We have blown an air horn located outside the rink at the south end and opposite the spectator seating when we scored a goal in our varsity hockey games. The question is: Are we in violation of the rules or abusing the rules by doing this only for our home team? INTERPRETATION: During the regular season, matters of neutrality for contests are the responsibility of the conference (if a conference game) or the host school (if a non-conference game). During the WIAA Tournament Series, the WIAA has responsibility for matters like this. In ice hockey, the use of Fog Horns whether recorded or live has become quite popular during recent years. The problem with the use of Fog Horns is that a minor official, who is to be as neutral as possible, is usually responsible for blowing the foghorn. The WIAA informs host schools during our tournament series that if a foghorn is to be blown following a goal for the host school, it must also be blown following the scoring of a goal by the visiting team. Otherwise, it should not be blown at all. During the regular season, this is a regulation that many schools and conferences have applied to their school contests. Many times, because there are also non-school contests played at rinks, this is misapplied. QUESTION: Is it o.k. to roster more players than you have jerseys for? Then have the players share a jersey? INTERPRETATION: Yes, WIAA Season Regulations, page 24, 15., a., indicate there is no limit to squad size and no limit on nonplayers in the team box during the regular season. The recipients were recognized during the WADA s Distinguished Service Awards Banquet in November at the Paper Valley Hotel in Appleton. Each of the seven districts in Wisconsin selects the individual(s) outside the field of interscholastic athletic administration based on their contributions to interscholastic athletics. District 1 Louis Foss Rice Lake A former outstanding athlete at Rice Lake High School, Louis Foss has given back to his school and community as a founder, organizer and volunteer in various sports organizations and as a sports historian. After serving in the army and graduating from college, he taught at Wild Rose High School. He returned to his hometown and recently retired after 30 years with the US Postal Service. Louis continues to contribute to the local community as historian for Rice Lake High School sports records that go back many decades. Louie is an original board member of the Rice Lake Sports Hall of Fame, and he is a city field maintenance worker. His responsibilities include preparing soccer, baseball and softball fields for school and city teams. District 2 Bob McIllvain Wisconsin Rapids For more than 25 years, Bob McIllvain has donated his time to Wisconsin Rapids Lincoln High School. The now-retired store manager contributes to community and to co-curricular activities, and his greatest impact has been with the cheerleading and stunt/cheer programs. He also has donated countless hours selling post-season tickets for the school, is a volunteer crowd coordinator at WIAA Tournaments, and he helps at track & field competitions. McIllvain also has judged cheerleading and dance tryouts plus DECA regional events and agricultural competition. Lunchroom supervision duty, work on the LHS Alumni Project, bus supervision on field trips and numerous volunteer duties with the junior prom are more examples of how he serves the needs of the student-athletes at Lincoln High School. District 3 Lloyd Dresen, Paul Anderson & Bob Netwal Holmen Three individuals who have tirelessly worked together to insure quality athletic programs for Holmen students and area youth are Lloyd Dresen, Paul Anderson and Bob Netwal. Each man has held leadership roles in school and community committees and in organizations that support athletic programs. The three have been instrumental in every major athletic facility improvement in school and Holmen community settings. They have coordinated over 65 booster club sponsored fundraisers and have facilitated the long-range planning that raised the organization s donations 5-fold, to an average of about $30,000 annually. Individually, each has contributed thousands of volunteer hours, including work with the booster club, alumni events, volunteer coordination, and events hosted by Holmen High School. District 4 Burke Griffin Green Bay One of the sports anchors at WFRV CBS TV 5 in Green Bay, Burke Griffin is among the best in the state when it comes to promoting local sports players, coaches and teams. In addition to regular weekly coverage of prep sports teams from northeastern Wisconsin, Griffin also is the host of High School Sports Extra. It s the only weekly TV segment dedicated solely to high school athletics. From September to June every school year, prep sports enthusiasts can see, on Sunday evenings, a 30-minute show which promotes area sports. Griffin covered Super Bowls 31 and 32 at the beginning of his TV career, and he has been hooked on sports in northeast Wisconsin ever since. District 5 Carl Miller Verona Over the past 10 years, Carl Miller has been very active in promoting Verona Area High School athletic activities. His biggest contribution has been the booster club s brat sales in his super market s parking lot. Miller s involvement helps Verona High School realize a substantial profit. Last year alone it was over $20,000. He also donates food for Teacher Appreciation Week and to the Verona staff at Christmas, and he donates food, dry ice and other items to the elementary schools throughout the school year. Miller also donates money to all organizations in Verona schools that are holding fundraising activities. His efforts over the past 10 years, through donations and support, have made it possible for the athletic department to raise over $120,000. District 6 Greg & Mona Reierson Edgerton For many years, Greg & Mona Reierson have been involved with Edgerton High School athletics. Since 1994, they helped raise over $300,000 for the Edgerton Tider Baseball Booster Club to support the baseball program regarding uniforms, equipment, and field maintenance and upgrades. Their efforts have included golf outings, chicken dinners, auctions, and clothing sales. The money raised built a new concession stand and new dugouts, and resulted in various other improvements to the Edgerton baseball facility. Fundraising also supports the school team s trips to the Metrodome in Minneapolis, and they initiated the Baseball Booster Scholarship annual award. They also operate the baseball concession stand and the scoreboard for home games, and they have also been actively involved in the Wrestling Booster Club as well. District 7 Glen Norder Waukesha While many people do not often see Glen Norder at work, they certainly see the efforts of his work. For 29 years, Norder had been employed with the School District of Waukesha, including the past 5 years as Manager of Maintenance. Ever since the WIAA Track & Field State Championships have been in La Crosse, he has painted the multi-colored, huge logo on the infield grass at the site. Since 1994, his brilliant designs have been viewed by thousands of athletes, coaches and spectators. He also has painted the game field for numerous season and WIAA Playoff contests at Mukwonago, Arrowhead and Waukesha high schools. Norder also was an integral part of the construction of a new stadium and the natatorium in the Waukesha School District. He also speaks at various conferences, helping others providing a safe and attractive playing surface for events involving high school student-athletes. QUESTION: With some of these co-op teams and the no cut policy I have notice that there are some very poor skaters on the JV teams. Can I as an official, if I notice during warm-ups that a player s skill level is limited and feel that he could get hurt by a hard check because of his poor skating and puck handling ability, can I request to the coach that his player does not play because of his limited abilities and say I have a concern about the players safety on the ice during a game. INTERPRETATION: WIAA regulations allow any fulltime student for a school who is eligible per school regulations and has on file in the school office written parent permission and current physical fitness to participate in sports as determined by a licensed physician or advanced practice nurse prescriber. School officials have responsibility for regulating and maintaining these files and it is a coach s prerogative as to whom they actually will play in a contest. Officials are not allowed to evaluate skill levels and then suggest to coaches studentathletes they can and cannot play. QUESTION: Do hockey uniforms have to have numbers on their sleeves? INTERPRETATION: Yes, NFHS Rule indicates that all players shall wear numbered uniforms. It is required that all players be numbered with at least 10- inch (25.4 cm) high Gothic, colored numbers on the back of their jerseys and the same numbers at least 4 inches (10.16 cm) in height on both sleeves of the jersey. Your district may accept gifts/donations as your board policy authorizes. You, and those policies, may designate how those funds are used. Ice time, participation fees, transportation, etc. Must be 100 percent your call, your control. Every single check for this school hockey program must come from A or B high school. Any decisions/determinations of who pays and how much, if fees should be waived or reduced, must be made by YOU (the school) it s YOUR program. Not a parent board. It is not altogether uncommon for schools to reduce or waive participation fees based on free/reduced lunch data. Under NO CIRCUMSTANCE can this be under parent/booster control. Q.: What is the minimum grade point average a student must maintain to be considered academically eligible? A.: The Rules of Eligibility do not contain a minimum GPA requirement though many of our member s code requirements increasingly do. Typically you will find, 2.0, 1.63 or 1.75 as pretty typical. The Association requirements are essentially that a student may not have more then one failing grade in the most recent grade reporting period. Q.: I have a question for you, one that has been posed before, but needs clarification. Would a school be permitted to continue in the WIAA in some sports, but not others? I believe the answer is yes, but that school would be expected to follow the "spirit" of WIAA in all sports. The resulting question then is, what does following the "spirit" of the WIAA really mean? Does this mean eligibility? Participation in three day tournaments? Playing other non-wiaa schools that utilize players not in 9-12th grades? Just what does it mean? A.: At present, yes. Schools may participate in some sports and not others. So you are aware: There will be a Constitutional / Bylaw proposal presented to the Board of Control this January and if approved by them, advanced to the general membership at April s annual meeting for consideration which, if supported, would require more of an all-ornone sort of commitment. Whereby all athletic programs sponsored by a member school must be WIAA connected. We have no provision that addresses non-wiaa programs. At present, this interpretation, the setting of standards and expectations would be up to you. Way I see it: The programs will obviously remain identified with and representative of your school and thus one would suppose school administration would set the standards and expectations for those club teams in accordance with school charter and mission with some consideration for consistency between programs. There are two levels for consideration: One internal, one external. Internally, administration needs to reconcile potentially different standards, requirements, season maximums, travel, out-of-season contacts and etc., between coaches, parents, athletes and others. Externally, schools might be prepared for an attitude or perception of being a user of the association Seen as something less then a fully committed member. A perception of using the association for those parts we like and/or are to our enhancement but not fully embracing a more robust commitment; to fully partner with other members and the membership and give back in all areas. (Kind of like the basketball player who wants to represent the school, but then wants to be excused for two weeks in February to travel with their club soccer or VB team.) As a coach we ask ourselves, Where s the commitment, dedication, to team and teammates? We ask ourselves, Where s the loyalty? Q.: Are home schooled kids recognized as WIAA athletes. Can they compete with WIAA sanctioned school? A.: Home schooled students are not eligible to compete FOR the school team (schools may only use their own full-time students on interscholastic teams). But, a team made up of home schoolers could be allowed to enter a school sponsored competition, event, tournament and be allowed to compete against a member school's team. Since in your part of the state there is an active home school athletics association, I am not certain which question of the two identified above you are asking about. Nonschool Competition/Participation Q.: I know that students are not allowed under WIAA rules to compete in meets for a club during the high school season. However, I would like confirmation that it is OK with the WIAA to continue doing workouts at the club with club coaches. I know that last year some of the high school team worked out at the club with club coaches but I ve heard some conflicting stories with regards to the acceptability of that practice. Please clarify so that I can make sure that we aren t breaking any rules if she continues to work out at this club during the high school season. A.: WIAA rules would not prohibit some schools and/or coaches might, due to fatigue/added risk of injury. A school s call. See Art. III-D of attached (Rules At A Glance) I think addresses question clearly. Coach Contact Q.: What is the ruling on a volunteer coach who coached a summer varsity boys program, who now wants to sit on the bench with the varsity boys team? I believe this violates the number of contact days allowable, but I just wanted to check. A.: You are correct if this contact exceeded or was outside the allowed unrestricted days. Whether paid or volunteer, a coach is a coach is a... and the fundamental rule is that those who have coaching contact with students during restricted times, may not also coach them during the next school season. Article I of the Rules At A Glance addresses coaching contact. Open Gyms and Camp/Clinic Issues Q.: I have a question concerning open gyms. Is it OK for a soccer team to gather players for open gym prior to the regular season and have "captains practices" during the open gym? My understanding is that the coaches are only supervising, but the team captains for the upcoming season are running their teammates through drills and activities? Is it acceptable to have players running practices at open gyms if the coaches are only supervising? A.: No. Captain's practices are permitted in the summer; not during the school year. Please see II-A and D of attached. Also See: Senior High Handbook - Bylaws, Article II, Sect. 1 and 2. Q.: A X baseball club has been formed and our head baseball coach wants to conduct two to three clinics for students in grades 1-8 during the winter sports season. These clinics would be conducted by members of the X high school baseball coaching staff. No high school athletes will be involved in coaching these students. Is there any problem with our coaches conducting this clinic? A.: The end result of this could be achieved within existing Bylaws however, it may not be a school sponsored event. Bylaws Article II (p. 26) provides that schools may conduct camps/clinics in the summer. Not during school year. Booster s can rent/reserve school facilities like anyone else, and advertise their event. School coaches may be involved, but may not include HS athletes when school coaches are present/instructing unless the event is held during the school baseball season. Health & Behavior Q.: I'm confused as to the eligible date for physicals. My child had a complete physical on March 18, When would she be required to have another complete full physical? A.: Given the date indicated, this physical exam would be accepted for participation in school year and school year. Student would require new physical prior to being allowed to practice in school year. The date requirements are printed right on the top of the green card. This text is identical to the text in the Member s Senior High Handbook provided to our schools in print and is available on-line (under Publications icon, p. 39). Q.: I have looked in your Senior High School Handbook and could not find any information regarding addressing a coach's responsibility for turning in student/athletes involved in an athletic code violation. Do you address this issue in any of your publications or do you suggest we address this in our own coaches and faculty handbooks? A.: We have no such language or guidelines. Should you actually need such language? Technically, we have no such authority to create them The coach is your employee - and subject to your contract/bargaining agreement and - I presume would reasonably be expected to uphold your board policies, school codes and the spirit of their intent. Wouldn t a failure to do so arguably be insubordinate? We have responsibility and authority over the membership of schools and indeed, we do have a Bylaw (Art VII, Section 1) which does require one member to report another member who is in non-compliance. Thus the failure to report a violation places two schools in non-compliance. Q.: I am a student at a member school and I'm writing an article about the list of banned and discouraged things for athletes. My question is why ginseng is on the "discouraged" list? A.: I've included a response to your specific question here: Ginseng has a stimulating effect that can increase blood pressure and cause low blood sugar in some people. This comes from the diet/nutrition professional that advises our Sport Medical Advisory. Another M.D. from our committee added that Ginseng should also be avoided in asthmatics, people with recurrent headaches, pregnant women, and anyone with any mental health disorders (depression, etc). Also if you look at and consider the text of the tri-fold, we have provided a 'broad' rationale for the reasons certain items were placed on a restricted list - marking them as not an acceptable component to/for a school program. Fundraisers & Booster Clubs Q.: I have a question regarding a promotion that our booster club is doing at halftime of our basketballs games. They had seen this done elsewhere and it seemed to generate a lot of excitement and some funds for the booster club. Here's the promotion: At halftime, anyone who wants can come out to half court, pay $1 for one shot from beyond the half court line. If they make the shot, a local Credit Union will give them a $50 savings bond. My question is, does this pose an eligibility issue with athletes, in particular basketball players. The opportunity is evidently available to anyone interested. Not unlike the baseball throw at the summer carnival. It's legitimacy could be strengthened by requiring X number of participants across a spectrum of those in attendance - in order to lessen the skewing of this toward student athletes. Q.: I have received a phone call from a person who declined to identify himself. He asked if a high school athlete who was playing basketball could receive compensation for a basketball related achievement. I told him no. Any comment will be appreciated. A.: The rules say an athlete may not receive benefit as a result of "being an athlete" and/or for their ability, potential or performance as an athlete. When there is a legitimate contest where a student athlete's name is drawn by "luck of the draw/serendipity," they did not receive opportunity or benefit because they were a talented player, but rather just by luck of the draw, and if they make the field goal or half court shot e.g., they may keep the prize. Most simply put, your school funds could be used for those activities which the school is able to sponsor either during the actual school season and in the summer (for those events/activities taking place on the five unrestricted days). Outside of in-season and unrestricted days, school dollars can not be used for non-school programs. Do keep in mind that Article IV of the Rules of Eligibility do allow non school sponsors and groups to cover actual and necessary costs associated with competition. Summer leagues and tournaments are regarded as competition, thus it is possible for the local booster club and/or local business to cover fees for summer league or other opportunities that take place at a time that school funds may not be used. Q.: Can you please tell me where to look to answer the following questions. Our booster club donates money to athletes/sports and to other school activities. They have asked me to give them guidelines on what they can or can not donate to and to whom. They pay for entry fees for summer league, which I do believe they are unable to do starting this next summer. They also donate money to the band students to go to Florida to perform. I do not believe the money goes personally to the students, but goes toward the trip itself. Is this ok? Also are there guidelines somewhere on what the student athlete can receive as funds in athletics and in other activities? A.: Best places to look for these answers are in Rules at A Glance III C, F. Amateur status rules of eligibility allow athlete to be reimbursed actual and necessary costs of competition (Handbook, Article IV, Sect. B1-a). Potential hazard arises if they do not cover costs for every interested student. It is up to the school to determine whether to accept these funds for band trips.
