1 Municipal and School District Referendums 2016 General Election Dane County Town of Blue Mounds MUNICIPAL REFERENDUMS Question 1: Shall the person(s) holding the office of Town Clerk and Town Treasurer in the Town of Blue Mounds be appointed by the town board? Question 2: Should the Town of Blue Mounds participate in the Mt. Horeb Fire District Joint Public Safety Building project at the cost to the Town of up to $1,632,000 which includes $968,625 Principal and $663,375 Interest, financed up to 40 years? Town of Cross Plains Should the Town of Cross Plains support a new Mount Horeb Joint Fire Department Joint Public Safety Building and provide up to $400,000 through borrowing to be paid for by Town of Cross Plains property owners in the Mount Horeb Fire and EMS District? Town of Dane Question 1: Shall the person holding the office of Clerk in the Town of Dane be appointed by the Town Board? Question 2: Shall the person holding the office of Treasurer in the Town of Dane be appointed by the Town Board? Town of Perry Should the Town of Perry participate in the Mount Horeb Joint Fire Department Joint Public Safety Building project up to $400,000.00, financed up to 40 years? Town of Primrose Should the Town of Primrose participate in the Joint Public Safety Building project where the Town cost would be approximately $278,595? Town of Springdale Question 1: Resolved, that We the People of the Town of Springdale, Dane County, Wisconsin, seek to reclaim democracy from the expansion of corporate personhood rights and the corrupting influence of unregulated political contributions and spending. We stand with communities across the country to support passage of an amendment to the United States Constitution stating: 1. Only human beings are endowed with constitutional rights not corporations, unions, nonprofits or other artificial entities, and 2. Money is not speech, and therefore regulating political contributions and spending is not equivalent to limiting political speech. Be It Further Resolved, that the Town of Springdale Clerk is directed to forward a copy of this resolution to our state and federal representatives with instructions to enact resolutions and legislation to advance this effort. Shall the Town of Springdale electors adopt the foregoing resolution? Question 2: Should the Town of Springdale participate in the Mt. Horeb Area Joint Fire Department Public 1
2 Safety Building project to provide space for the Fire Department and emergency medical services which provide services in the Town of Springdale, at the cost to the Town of up to $2,183, (includes principal and interest), financed up to 40 years? Question 3: Shall the person holding the office of Town Clerk in the Town of Springdale be appointed by the Town Board? Question 4: Shall the person holding the office of Town Treasurer in the Town of Springdale be appointed by the Town Board? Town of Vermont Should the Town of Vermont participate in the Joint Public Safety Building project where the Town cost would be approximately $368,000 over 40 years to be paid for by the Town of Vermont property owners in the Mount Horeb Fire and EMS District? Village of Blue Mounds Should the Village of Blue Mounds participate in the Joint Public Safety Building project where the Village s cost would be approximately $270,150? Village of DeForest Would you support a tax increase to construct and operate a municipal swimming pool? Village of Mount Horeb Question 1: Should the Village of Mount Horeb participate in the Joint Public Safety Building project with the Village cost not to exceed $10,100,000 which total includes the Village's costs related to the Police Department and the Village's percentage of costs related to the District fire and emergency medical services departments? Question 2: RESOLVED, that "We the People" of the Village of Mount Horeb, Wisconsin, seek to reclaim democracy from the expansion of corporate personhood rights and the corrupting influence of unregulated political contributions and spending. We stand with communities across the country to support passage of an amendment to the United States Constitution stating: 1. City of Middleton Question 1: Should the City of Middleton reduce the risks of global warming through its policy decisions and actions? Question 2: Should the City of Middleton endorse a federal carbon fee and dividend program as part of a national strategy to reduce risks of global warming? 2
3 Belleville School District SCHOOL DISTRICT REFERENDUMS Shall the School District of Belleville, Dane and Green Counties, Wisconsin be authorized to issue pursuant to Chapter 67 of the Wisconsin Statutes, general obligation bonds in an amount not to exceed $20,750,000 for the public purpose of paying the cost of District-wide improvements consisting of: additions, renovations, remodeling and improvements at the Intermediate School to convert it to a Pre-K through 6 grade school; renovations for a new secure entrance, remodeling, expansion, and improvements at the Middle and High School; site improvements; and acquisition of furnishings, fixtures and equipment? Cambridge School District Shall the School District of Cambridge, Dane and Jefferson Counties, Wisconsin be authorized to exceed the revenue limit specified in Section , Wisconsin Statutes, for the school year and thereafter by $1,600,000, for recurring purposes consisting of ongoing educational and operational expenses? Deerfield School District Question 1: RESOLUTION TO EXCEED REVENUE CAP COMMENCING WITH THE SCHOOL YEAR BY AN AMOUNT OF $400,000 BE IT RESOLVED by the School Board of the Deerfield Community School District, Dane County, Wisconsin, that the final school district budget shall include an amount not to exceed $400,000 in excess of the revenue limits imposed by Section of the Wisconsin Statutes each year for a period of four years on a nonrecurring basis, beginning with the school year and ending with the school year, for the purpose of maintaining instructional programs, maintaining facilities, providing secure buildings, upgrading technology, and meeting the operating expense requirements incurred when properly operating the educational facilities of the District during these school years. Shall the School Board of the Deerfield Community School District be authorized to exceed the revenue limit under Section of the Wisconsin Statutes by an amount of $400,000 each year for a period of four years beginning, with the school year and ending with the school year, on a nonrecurring basis for the purpose of maintaining instructional programs, maintaining facilities, providing secure buildings, upgrading technology, and meeting the operating expense requirements incurred when properly operating the educational facilities of the District during these school years as provided in the foregoing resolution? Question 2: INITIAL RESOLUTION AUTHORIZING ISSUANCE OF GENERAL OBLIGATION BONDS IN AN AMOUNT NOT TO EXCEED $2,900,000 BE IT RESOLVED by the School Board of the Deerfield Community School District, Dane County, Wisconsin, that there shall be issued, pursuant to Chapter 67, Wisconsin Statutes, General Obligation Bonds in an amount not to exceed $2,900,000 for the purpose of paying the costs of renovations, repairs and infrastructure improvements to school district buildings and grounds to address key areas of need, improving school security and construction of a new multi-use fitness center/weight room, stadium press box and concession area and replacement of bleacher facilities. Shall the foregoing resolution of the School Board of the Deerfield Community School District be approved? Lodi School District Question 1: Shall the School District of Lodi, Columbia and Dane Counties, Wisconsin be authorized to exceed the revenue limit specified in Section , Wisconsin Statutes, by $1,700,000 per year, beginning with the school year and ending with the school year, for non-recurring purposes consisting of maintaining existing educational programs, repairing and maintaining facilities and grounds, maintaining a current instructional technology program and retaining and hiring staff? 3
4 Question 2: Shall the School District of Lodi, Columbia and Dane Counties, Wisconsin be authorized to issue pursuant to Chapter 67 of the Wisconsin Statutes, general obligation bonds in an amount not to exceed $22,000,000 for the public purpose of paying the cost of a school building and improvement program consisting of: the construction and equipping of a new primary school; the acquisition of land for the school building site; site improvements; remodeling and renovations at the existing middle school and high school; safety and security improvements at district school sites; and capital maintenance repairs and improvements at the existing district office? Question 3: Shall the School District of Lodi, Columbia and Dane Counties, Wisconsin be authorized to issue pursuant to Chapter 67 of the Wisconsin Statutes, general obligation bonds in an amount not to exceed $9,000,000 for the public purpose of paying the cost of a school improvement program at the high school consisting of constructing a new gymnasium, expanding the wrestling room, adding a new weight/physical education room, making site improvements and acquiring related equipment? Madison Metropolitan School District Shall the Madison Metropolitan School District, Dane County, Wisconsin be authorized to exceed the revenue limit specified in Section , Wisconsin Statutes, for recurring purposes by: $5,000,000 beginning in the school year; an additional $5,000,000 beginning in the school year (for a total of $10,000,000); an additional $8,000,000 beginning in the school year (for a total of $18,000,000); and an additional $8,000,000 in the school year and thereafter (for a total of $26,000,000)? McFarland School District Question 1: DISTRICT-WIDE FACILITIES IMPROVEMENTS Shall the School District of McFarland, Dane County, Wisconsin be authorized to issue general obligation bonds pursuant to Chapter 67 of the Wisconsin Statutes in an amount not to exceed $65,150,000 for the public purpose of paying the cost of district-wide capital improvement projects consisting of: renovations and additions to, or replacement of, the K-2 Elementary Campus; additions to Waubesa Intermediate School; renovations and additions to Indian Mound Middle School; renovations and additions to McFarland High School, including replacement of the McFarland High School auditorium, pool and certain athletic facilities? Question 2: OPERATIONAL COSTS ASSOCIATED WITH EXPANDED FACILITIES Shall the School District of McFarland, Dane County, Wisconsin be authorized to exceed the revenue limit specified in Section , Wisconsin Statutes, on a recurring basis by $100,000 beginning with the school year and by $132,000 beginning with the school year, such additional revenues to be used for the operational costs associated with expanded facilities operated by the School District of McFarland? Question 3: OPERATIONAL COSTS ASSOCIATED WITH MAINTAINING CURRENT EDUCATIONAL PROGRAMMING Shall the School District of McFarland, Dane County, Wisconsin be authorized to exceed the revenue limit specified in Section , Wisconsin Statutes, on a recurring basis by $437,000 beginning with the school year and by $397,000 beginning with the school year, by $270,000 beginning with the school year, such additional revenues to be used for the programmatic costs associated with maintaining current 4K-Grade 12 instructional and operational costs operated by the School District of McFarland? Oregon School District Shall the Oregon School District, Dane, Rock and Green Counties, Wisconsin for the school year and thereafter be authorized to exceed revenue limit specified in Section , Wisconsin Statutes, by $1,500,000 a year, for recurring purposes consisting of paying employee compensation for teachers and other educational staff? 4
5 River Valley School District Shall the following Resolution be approved? RESOLUTION TO EXCEED REVENUE LIMIT IN THE THROUGH SCHOOL YEARS BE IT RESOLVED by the School Board of the River Valley School District, Sauk, Richland, Iowa and Dane Counties, Wisconsin, that the revenues included in the School District budget be authorized to exceed the revenue limit specified in Section , Wisconsin Statutes, by up to $1,200,000 for the school year, up to $2,050,000 for the school year, up to $2,700,000 for the school year, and up to $3,400,000 for the school year (for a total of $9,350,000) for nonrecurring purposes consisting of paying the costs of maintaining the educational programs, facilities and equipment of the District. Sun Prairie School District Question 1: INITIAL RESOLUTION AUTHORIZING ISSUANCE OFGENERAL OBLIGATION BONDS IN AN AMOUNT NOT TO EXCEED $89,500,000 BE IT RESOLVED by the School Board of the Sun Prairie Area School District, Dane and Columbia Counties, Wisconsin, that there shall be issued, pursuant to Chapter 67, Wisconsin Statutes, General Obligation Bonds in an amount not to exceed $89,500,000 for the purpose of paying the costs of constructing and equipping two new elementary schools; repairs and improvements to district school buildings and grounds; acquisition of three parcels of property adjacent to the District offices located at 525, 533 and 541 South Bird Street; and acquisition of the following parcels of property as future school sites: a 60 acre parcel of property located at the northwest corner of the intersection of North Grand Avenue and North City Station Drive, a 6 acre parcel of property in the Village at Autumn Lake development located north of Lien Road and west of Felland Road, a 38 acre parcel of property located at 904 Grove Street and a 19 acre parcel of property located north of Stonehaven Drive between North Thompson Drive and Black Wolf Trail. Shall the foregoing resolution of the School Board of the Sun Prairie Area School District be approved? Question 2: RESOLUTION TO EXCEED REVENUE CAP COMMENCING WITH THE SCHOOL YEAR BY AN AMOUNT OF $2,800,000 BE IT RESOLVED by the School Board of the Sun Prairie Area School District, Dane and Columbia Counties, Wisconsin, that the final school district budget shall include an amount not to exceed $2,800,000 in excess of the revenue limits imposed by Section of the Wisconsin Statutes each year beginning with the school year on a recurring basis for the purpose of paying operation, staffing and maintenance costs of two new elementary schools. Shall the School Board of the Sun Prairie Area School District be authorized to exceed the revenue limit under Section of the Wisconsin Statutes by an amount of $2,800,000 each year beginning with the school year on a recurring basis for the purpose of paying operation, staffing and maintenance costs of two new elementary schools as provided in the foregoing resolution? 5
