4 Page 4 This Is Westfield Our 36th Annual Edition 2008 Reinventing Government: A Work That Is Already In Progress By MAYOR ANDREW SKIBITSKY For This Is Westfield These are very difficult economic times. You can t pick up a newspaper without reading about the fiscal crisis the State of New Jersey is facing. The unfortunate truth is the state s crisis impacts your local property taxes. The extent of the crisis cannot be sugarcoated there are no quick fixes and the Town of Westfield will feel the impact for years to come. As your mayor, it is important that I communicate the facts to you, as well as reassure you that the town has been working very hard to maximize efficiencies and minimize spending while continuing to deliver the services the residents have come to expect. Keep in mind that this discussion applies only to the portion of your property taxes that the Town Council manages, historically around 17 percent of the total property taxes that you pay. On February 26, 2008, the Governor presented his proposed state budget to the joint houses of the State Legislature. Included in his budget proposal is a cut of $189.6 million in municipal property tax relief, commonly known as State Aid to Municipalities. For Westfield, this means a reduction of $411,000 in state aid revenue to the town in 2008 alone. This is a bitter pill to swallow because we all know that a state budget reduction is not property tax relief when the very appropriation that is cut is those funds specifically earmarked to offset local property taxes. Combine this cut in revenue from the state with the new mandate that the local property tax levy cannot rise more than 4 percent over the prior year, add to the mix the increases in state mandated and non-discretionary costs, and the impact on the local taxpayers becomes evident. On the surface, a 4 percent cap on the tax levy sounds great, but let s discuss in clear terms what this state mandate really means. First, what exactly is the tax levy? The tax levy is nothing more than the difference between anticipated non-tax revenues and anticipated expenditures, or the amount needed to balance the budget so revenues equal expenditures. Next, consider the impact on the tax levy when you factor in reductions in revenues (such as the loss in state aid) and increases in state-mandated costs (for example, library funding) and non-discretionary costs (such as the Rahway Valley Sewerage Authority). Obviously, the tax levy would need to increase, but the State of New Jersey now says that it can only increase by 4 percent. I m sure that, as you read this, your instincts are the same as mine. If you suffer a loss in revenues, either cut spending by at least an equivalent amount or generate more revenue. After all, that s what we would likely do in our household budgets. Certainly, that s what the business world might do to stay afloat. But you and I and the business world are not subject to the complex web of state municipal finance laws, regulations and mandated obligations that literally entrap local governments. Please read on Ȯn the revenue side, the State of New Jersey imposes severe limitations on how municipalities may generate revenues. In addition, the state actually dips its own hand Mayor Andy Skibitsky into certain municipal revenue sources, such as building fees and court fines. For example, for every $20 parking fine the municipal court collects, the Town of Westfield must send $11.50 of it to Trenton ($12.50 if paid online!). On the expenditure side, the State of New Jersey imposes certain obligations that the municipality must fund at state-mandated levels, most notably public libraries and public pensions. Public pensions in particular are a revealing case in point. It is the State of New Jersey, not local practice, which requires every non-seasonal public employee who earns over $1,500 per year and is not receiving another state pension to belong to the applicable state pension plan. While employees do contribute a percentage set by the state of their wages to their pensions, the State of New Jersey also sends Westfield a bill for the contribution the state determines the town must make. Consider that, since 2003, the state government has skipped $5.6 billion in pension contributions to the state s pension plans in order to balance the state s budget. In contrast, the town does not have the option of under-funding its annual pension obligation, nor can it defer payments to a more convenient time. For 2008, the state-mandated 4 percent cap applicable to Westfield is $798,000; yet, the town started the current budget year facing an increase of $1,588,000 (12.45 percent) in mandatory and non-discretionary costs, including $913,395 in state-mandated obligations alone. Reviewing, the state is cutting aid to municipalities, which decreases revenues to the town. At the same time, the state mandates the payment of certain obligations, such as library funding and pension costs, which increases expenditures. Then, the state sets an artificial cap of 4 percent on the local tax levy, insufficient to offset the state-mandated costs alone. What the State of New Jersey is really doing, then, is forcing well-managed municipalities such as Westfield to bail them out of their crisis by reducing property tax relief aid (and calling it a spending cut) and forcing our hand to expend our fiscally prudent surplus to balance the town s budget. Given the current economic climate, you may have heard the term reinventing government used to describe the course of action local governments must take in order to survive the state s fiscal crisis. As your mayor, I can assure you that my administration began to reinvent government the day I took office. In 2006 and 2007, under the chairmanship of former Councilman Pete The Hammer Echausse, and continuing in 2008 under the skillful guidance of Councilman and Wall Street executive Sal Caruana, the Finance Committee of the Town Council, along with Town Administrator James Gildea, has scrutinized every single line item of the municipal budget to identify and implement every conceivable efficiency. The positive results of our year-round efforts will be realized for many years to come. Nowhere is this more evident than in the area of personnel costs. For instance, staffing levels for each department have been evaluated, and headcounts (continued on page 5)

5 2008 This Is Westfield Our 36th Annual Edition Page 5 TOWN HALL...The Westfield Municipal Building is located at 425 E. Broad Street adjacent to scenic Mindowaskin Park in the downtown. The center houses administration, tax offices, court, council chambers, police headquarters, recreation department and community room. Westfield Town Services By THE STAFF For This Is Westfield Administration Jim Gildea, the town administrator since 2001, oversees all municipal operations. Mr. Gildea answers to the mayor and council. The department staff includes secretary Maureen Powers and executive assistant Joan Thermann who also serves the mayor. The town s official website is westfieldnj.gov. Jamie Lynn Drohan directs the town operations of cable TV36 television. TV36 is shared with the school system that operates from Westfield High School. Public Safety Responsible for coordinating all safety and public emergencies in Westfield, the department includes the police, fire and health departments. Police Chief John Parizeau and Fire Chief Dan Kelly, who also is Westfield s emergency management coordinator, are pivotal James Gildea Town Administrator Horace Corbin (continued from page 4) have been reduced where possible. Since 2006, eight full-time positions have been reduced to eight part-time positions, three fulltime positions have been eliminated, and two part-time positions have been eliminated, saving taxpayers approximately $350,000. In addition, effective collective bargaining negotiations and staff reductions have yielded modest increases in the salaries and wages line, the aggregate total up only 5.1 percent since Effective collective bargaining negotiations, along with negotiated plan design changes, also has contributed to keeping rising medical insurance costs in check. In a three-year period, insurance costs have increased an average of only 3.41 percent per year, at a time when the market rates were increasing between 12 percent and 15 percent. In addition to controlling as many costs as possible, the town s financial plan includes enhancing revenues, sharing services and limiting debt. In the past year, for example, the town received $604,000 in grants to offset the cost of items such as police radios, generators for the fire department and new statemandated playground equipment. The town shares several services with neighboring municipalities, the largest being the interlocal agreement with eight other municipalities to provide regional public health services, and utilizes purchasing co-ops to take advantage of pre-negotiated volume pricing for goods and materials. The town also employs a pay as you go approach to its fiscal management decisions, resulting in the level of debt service at a low 8 percent of the amount permitted by law. Unlike the state, the town does not borrow to balance its operating budget. (The town only borrows to appropriately fund long-term capital improvement projects.) Despite all of our successes, however, we will continue to be challenged by the state s fiscal crisis and policies, so we cannot rest on our past laurels. I want to reassure every Westfield resident that I am, along with the other town officials and our industrious professional staff, working very hard to confront the budget challenges before us. We are fortunate to have two state legislators, Assemblyman Bramnick and Senator Kean, residing in our town. They have always been very responsive to my calls and I am certain that they are representing Westfield s interests in Trenton. In short, we will continue to reinvent government to ensure that Westfield residents receive the best possible services at the lowest possible cost. personnel. Health Department Headed by health officer Robert Sherr, the Westfield Regional Health Department is a governmental agency serving eight municipalities, including Westfield, Fanwood, Mountainside, Garwood, New Providence, Roselle Park, Springfield and Summit. The department provides mandated public health services, enforcement, public clinics and responds to complaints. The health department works with doctors and hospitals. Inspectors are on call 24 hours a day, seven days a week. Town Clerk With many varied duties interfacing with the public, Town Clerk Claire Gray is one of the most familiar faces around the Westfield Municipal Building. Additionally, the clerk is custodian of the municipal seal and of all minutes, books, deeds, bonds, contracts, and archival records of the municipal corporation, according to the town s website. The clerk is chief administrative officer in all elections held in the town and is the chief registrar of voters in the community. Among other responsibilities, the town clerk accepts applications and issues licenses and permits, except where statute or municipal ordinance has directed that another municipal officer is responsible. Ms. Gray s staff includes deputy clerk Carroll Andacht and Tracy Fooster who handles permits and licenses. Public Works Public Works Superintendent Claude Shaffer heads the Construction and Maintenance Division of the Department of Public Works located on North Avenue and Crossway Place. Responsibilities include curbside leaf collection, road repair, street sweeping, operation of the conservation center, maintenance of sewers and waterways, maintenance of park facilities and tree services. The division is on call all year for emergencies including snow plowing. The town engineer is Kenneth Marsh. Kris McAloon is assistant town engineer. Kathleen Neville is the zoning officer. The building department is headed by Construction Official Steve Freedman. Recreation The recreation department manages use of the parks and implements policy. It oversees the operation of the Westfield Memorial Pool complex that is open from June through September. Bruce Kaufmann is the director and Dolores Dee MacKay is the assistant director. Traci Kastner is program coordinator, Chuck Ropars is the youth coordinator, Joanne Colaneri is secretary, Rosemarie Degregorio is the office clerk and Paul Checchio is pool technician. Municipal Court Judge Brenda Cuba of Westfield has been the town s municipal judge since 2003, having formerly served as municipal prosecutor. Judge Cuba hears all non-indictable offenses, and is on call 24 hours a day, seven days a week to discuss bail, or if a situation calls for, issuance of a temporary restraining order. The municipal court also includes administrator Linda Chieffo, deputy administrators Anne Margeotes and Carol Salvaggio, municipal prosecutor Christine Nugent and public defender Michael Panagos. Responsibilities of the municipal court and violations bureau include the processing of all tickets written in Westfield, fielding complaints from residents and conducting court sessions. Town Attorney Westfield s town attorney is Robert Cockren, who has held the part-time post since Mr. Cockren serves as principal legal advisor to the governing body and department heads, provides general legal advice and constructs the more complex municipal ordinances. The town also retains the services of labor attorney Frederick Danser. police@wpdnj.org (908) The Town Administration Working for You Human Services The town s Human Services Department, headed by longtime director Lillian Corsi, helps residents with difficulties or crisis situations and refers them to agencies where they can receive further assistance. The department helps residents with questions about Social Security and assists with matters including Medicaid, county welfare, food stamps, legal services, rental, utilities and public health. The department can assist with distributing private donations. Tax Assessor and Collector Westfield Tax Assessor Annmarie Switzer handles evaluations of properties, manages Claire Gray property ownership records, Town Clerk records deed changes, reviews tax appeals and works with those applying for building permits or certificates of occupancy. Tax Collector Susan Noon prepares deposits and delivers them to the bank, sends out tax bills, provides information regarding senior citizen and other discounts and assists with other tax issues. administrator@westfieldnj.gov mayorandcouncil@westfieldnj.gov (908) Westfield Library Philip Israel is the director of the Westfield Memorial Library located on East Broad Street. It is one of the most active and modern libraries in the county. It shares a wealth of reading and audio/visual materials within its facilities and through Internet communications. With the support of the community and town, the Westfield Memorial Library completed a major renovation in The library, supported by the Friends of the Library, has just begun offering a new service that permits full-service library cardholders to borrow passes to 10 area museums. The passes provide either free or discounted admissions for up to four people. The library offers many different popular downloadable services directly from its website, wmlnj.org. These include electronic books, which are full-text copies of printed books, audiobooks, classical music and a new service that permits people to download recent movies, popular television programs and instructional, how to movies directly to their computer or laptop. The library features a year-round array of programming for all ages, from story times for tots to senior citizen interests. HUB OF ACTIVITY...Newly renovated in December, 2007, the Westfield Memorial Library is one of the busiest and most modern in the county. 10 Page 10 This Is Westfield Our 36th Annual Edition 2008 Glimpses: A Stroll Through the Town Showcases Its Architectural History By FRED ROSSI Specially Written for This Is Westfield Notwithstanding recurrent renewal and upgrade of homes, one can walk around Westfield and appreciate a variety of historic architecture, not only in the downtown business district but also in the suburban neighborhoods. The focal point of Westfield s historic architecture is the downtown, seemingly marked by the towering steeple, which can be seen from some distance, of The Presbyterian Church in Westfield at the corner of East Broad Street and Mountain Avenue. Another nearby landmark, located across the street, is something of a rarity in today s corporate, chain store world the Rialto Theatre, with its vintage neon marquee. The Rialto continues to thrive as both a movie house and a teenage hangout, despite competition from the nearby Loew s multiplex in Mountainside. Moving west into the heart of the business district, a number of older buildings and architectural styles remain standing and are home to active businesses and residential apartments. At the corner of East Broad and Elm Streets stands the 114-year-old Arcanum Hall building. Originally located at the corner of Prospect Street, the previous Arcanum Hall structure was destroyed, along with much of that area, by an 1892 fire. Two years later, a new three-story building, employing Queen Annestyle architecture with turrets and circular open-air balconies on the building s corner, was constructed at its present site. A decade ago, the buildings housing the Ann Taylor and Nine West retail establishments were refurbished with a New Orleansstyle facade that includes verandas with wrought iron fencing for those living in the apartments overlooking East Broad Street. Upstairs, the James Ward Mansion, with its 24- foot-high ceilings, gold gilded architectural detail, spiral staircases and fireplaces, plays host to corporate functions, weddings and other events. At the far end of downtown, at the intersection of East Broad Street and North Avenue in what is called Westfield Plaza, stands the World War I Memorial, dedicated on Armistice Day A tall granite shaft topped by a bronze statue of the goddess Clio, the memorial is the focal point of Westfield s annual Memorial Day commemoration, and is easily visible to persons both in the downtown area and riding past on the train as they arrive or depart Westfield Station. Several other memorials have been dedicated in recent years, including the World War II and Korean War memorials, located on the grassy knoll along the western edge of the traffic circle, and the memorial to local victims of the September 11, 2001 terrorist attacks. The entire plaza is listed on the National Register of Historic Places and the State of New Jersey s own such registry. Across North Avenue stands the 100-yearold stone and masonry First United Methodist Church, with its massive clock and bell tower. The church also is listed in both historic registries. The north side train station building, built in the early 1890s, is in what is officially termed the Richardson Romanesque architectural style. The large alcoves on either side are among the prominent features of this type of architecture, and the building itself faces directly toward Elm Street into the heart of downtown Westfield. Adjacent to the train station stands another local building listed on registries of historic places: the North Side Fire House, which was built in 1911 and is an example of Spanish, Italian and Mediterranean architecture. Its distinctive tower, which is visible from the south side of town, was actually used for drying hoses at one point in time. There are several other non-residential buildings in Westfield that embody architecture reflecting the times in which they were constructed. The Rahway Avenue Field House (Gary Kehler Stadium, now modernized with synthetic turf), across from Edison Intermediate School, reflects the architectural style of many structures built across the country in the 1930s by the Works Progress Administration. The Colonial-era Miller-Cory House on Mountain Avenue, another entry in both the national and state historic registers, was built in 1740 and turned into a working museum in the early 1970s. The Varleth-Sipp House in the Wychwood neighborhood also still stands, nearly 340 years after it was built as a residence for the Varleths, a prominent New Jersey family of pre-revolutionary times. A walk through the Stoneleigh District and down Boulevard on the south side of town, Kimball and Lawrence Avenues and Dudley Street on the north side, or the Wychwood neighborhood at the eastern end of town shows that many residential areas avoided the post-world War II building frenzy in which developments consisted of block after block of identical houses on similar-size lots. Ever wonder why certain adjacent streets were of widely varying widths? Why is relatively narrow Summit Avenue squeezed between Boulevard on one side and Westfield Avenue on the other? In the old days, the larger homes faced the wider thoroughfares like Boulevard and Westfield Avenue, while the more narrow streets on the next block like Summit Avenue served as routes for the now-defunct trolley line that snaked through Westfield a century ago. Many times, the domestic staff for the larger homes rode the trolley to work, got off behind the house and entered through the rear of the property. 12 Page 12 This Is Westfield Our Year-Old Clock Keeps Westfield Ticking By LARISSA CURLIK Specially Written for This is Westfield Opening the door to the top of the tower, Jack Panosh turns and asks, Hear that? The rhythmic sound of the pendulum swaying back and forth echoes through the dusty, 80- foot stone tower. Hidden inside the 22-square-foot structure is a complex system of levers and gears that has kept the time in Westfield since It is the clock that has become the symbol of the Westfield community. Mr. Panosh, who wears the title of Westfield Town Bellmaster on his loosely fit, red baseball cap, has been part of the clock s history since he was young. When I was a kid, I used to ring the bell with the sexton on Sunday mornings, he said. I started singing in choir when I was 6 years old, and I m still here. But over the years, the face of Westfield has changed rapidly. As he climbs the stairs up the clock tower of the First United Methodist Church, Mr. Panosh remembers what it was like to live in Westfield as a boy. Everything you needed you could buy in Westfield, he said. If you needed a part for your vacuum, you would go to Made in America on Elm Street. If you wanted a supermarket, you would go to the Acme, which was across the street from what was then Taylor Hardware. We had two bakeries on East Broad Street. On the corner of Prospect and [East] Broad Streets used to be an R & S Auto Store, and there used to be little independent groceries stores all in between. You still have a few stores that date way back like the Leader Store, he continued, but things have changed. The one thing that has not changed in Westfield, or Mr. Panosh s life, is the ticking of the Town Clock. Back in the 19th century, when residents still rode their horses and buggies to town, telling time was somewhat difficult. There were no digital watches, cell phones or computers to keep people on track. So, in the 1880s, the townspeople, under the direction of Mary Mapes, raised more than $600 to purchase an E. Howard clock on which the whole community could rely and which would, thereafter, be known as the Town Clock. It was decided that the First Methodist Episcopal Church, as it was then known, would be the best place for the clock because of its central location near the railway. The church agreed and, in doing so, became the custodian and caretaker of the clock. At the time, however, there was no steeple on the original church. So, to accommodate the needs of the town, pastor G.W. Smith agreed to build a steeple, and resident Mary Anne Burhans generously pledged to provide a bell upon its completion. Finally, in 1886, on Mrs. Burhans 86th birthday, the church was completed, and the builders hoisted the 2,048-pound bell into the tower. Mrs. Burhans inaugurated the bell by ringing it 86 times. (To mark her generosity, her name is engraved in the bell.) Soon after, the clock was installed in the same tower, and since that day, the Town Clock has kept Westfield unified through time. In 1910, when the old church was demolished and the current First United Methodist Church was built, the clock was moved into the new tower, and only two of the original four dials were mounted to the south and west. Despite the move, the clock lived up to its 100-year warrantee and kept ticking with nothing more than the proper care and little lubrication. But, by the early 1990, Mr. Panosh noticed that the clock was falling into disrepair. He said, It was dirty. It was covered with grease. It was starting to malfunction. So, in 1993, Mr. Panosh set out to learn about the history and mechanics of the Town Clock and traveled as far as Cape Cod, Mass., to research similar clocks. Returning to Westfield confident that he could restore the clock, Mr. Panosh established a Town Clock Fund and raised more than $13,000 from individuals and businesses in the community to pay for the much-needed repairs. With the help of Stevenson Services, a company based out of Connecticut, and its owner, Steven Cowdell, Mr. Panosh restored the clock. Together, they cleaned the dials, minute marks and numerals, and applied new 14K gold leaf. They also repaired the stone around the clock s dials. Afterwards, the clock was back in working order. The re-dedication of the clock in 1994 the year of Westfield s bi-centennial marked an important moment in the history of the clock. The county, the Westfield Preservation Committee and the Westfield Historical Society all reaffirmed the clock s place in Westfield s history by honoring the church for its restoration efforts. Today, telling time by the Town Clock is like stepping back in history. Mr. Panosh describes the clock as a mechanical computer of the 1880s. Sitting on a green metal frame, the shade of grass, the clock is composed of a series of levers and gears that are turned by the tension of weights; 300 pounds to keep the time and 1,000 pounds for the bell-striking mechanism. Spun tightly around two spools on the clock bench, a thick metal wire is held taught by 70-pound square weights stacked in wooden shafts located inside the southwest corner of the tower. Here, the spin of the wheel is regulated by the swing of the pendulum, which, as it moves back and forth, produces a tick-tock sound and drives a shaft that turns the hands on the clock. To keep accurate time and to strike the bell on the hour, almost a ton of weights must be cranked once a week back to the top of the tower to keep the gears turning. As one can imagine, this is no easy task. The crank, which is precariously located over the stairwell, requires four cranks for every one revolution of the wire on the spool. For the first hundred years, the clock was cranked by hand. Finally, in 1998, an electric motor was attached the clock to avert the dangers and tedium of cranking. The clock is still well cared for. Mr. Panosh continues to look after the clock, and Joe Guarraci, the maintenance supervisor at the First United Methodist Church, has been winding the clock for the past 12 years. Early Monday and Thursday morning, Mr. Guarraci can be found winding the clock by hand. Now, 15 years after its initial restoration, one of the minute hands on the clock has begun to warp, some of the minute markers are loose, and the gold leaf needs refurbishing. Mr. Panosh is eager to jump into action again, but the work will cost more money, and the Town Clock Fund is running low. The clock, which is worth in excess of $50,000 today, needs about $7,000 in repairs. While Westfield s Town Clock is not rare, similar kinds are beginning to disappear fast. Mr. Panosh said that back in 1994, the Internet was still young, and locating someone to repair the clock was not easy. Finding themselves in a similar situation, towns, factories or churches who owned alike clocks would either scrap them and put in wholly electronic clocks or they take part of the clock that was there and convert it to complete electronic, Mr. Panosh said. So, the complete mechanical mechanism that was original disappears, he added. Many churches take out the clock and board up the holes. Westfield s clock still runs on the original mechanical system. Sure, going digital may be easier, but Westfield just would not be the same without the Town Clock. As Mr. Panosh said, looking up to the dials above, It s a piece of our history. It s what got us here. You have to appreciate from where we come. We ve evolved. We ve changed. This vision that you see every day is a vision of what was. And don t discount it because it got us to what is. The Town Clock is now a symbol of this community, and Westfielders still tells time by its hands. So, while Westfield continues to evolve, the Town Clock stands as a reminder of the past, serving the same function that it did centuries ago.

To coin a phrase used by a member of the Newark Museum during an interview, Westfielders are culture consumers, willing to travel distances for exotic dishes, engaging films and exhibits. Luckily, many benefit from the town s stockpile of cultural, arts and entertainments institutions. Residents and visitors, alike, enjoy everything from dining Susan M. They also take pleasure in experiencing quality theatrical performances, courtesy of the Westfield Community Players, and worldclass musical performances by the Westfield Symphony Orchestra (WSO). To ring in New Year s 2008,the WSO offered a multitude of tunes that have been deemed Broadway classics. Under the inspired and animated baton of Conductor and Music Director David Wroe, the WSO assembled a comfortable program this year entitled, Hats Off to Old Broadway. Whether the professionals at the Westfield Community Players are taking part in The Uninvited, a mysterious two-act ghost story, or alumni are returning to perform the Ghost Writer, the 60th Grant/Washington School show, or Westfield High School students are setting sail aboard the SS America to adapt Cole Porter s musical, Anything Goes, Westfielders enjoy the stage, and The Westfield Leader serves to inform the readership of the local events. Westfield boasts many art institutions that play a vital role in culture to the area. Westfield is home to the Westfield Community Band, which, each Christmas, delights the community at the town Christmas tree Jessica Cain Westfield K 12 Art Show decorating ceremony. The Choral Art Society, directed by James Little, which recently propelled Bach s Mass in B Minor, and the Musical Club of Westfield, which regularly gives concerts at the First Baptist Church, provide doses of culture. Local galleries, such as Juxtapose and Evalyn Dunn, expose viewers to trunk shows, demonstrations and exhibits. Founded in 1972 by Theodore Schlosberg, the New Jersey Workshop for the Arts develops and encourages an appreciation of the arts through instruction and performance. Culturally, town residents also benefit from the annual Festifall, Spring Fling, Stamp Show, Memorial Day and Halloween Parades, haunted houses and 5K pizza runs. During the summers, jazz permeates the nights. Throughout the year, concerts take place at Mindowaskin Park, while Westfield

These services include psychiatric and clinical evaluations, medication management, individual, family and group therapies and clinical case management for children and adults. Visiting Nurse and Health Services d/b/a Holy Redeemer Home Cares - NJ North (908) VNHS is a licensed, voluntary non-profit home-and-hospice program, providing skilled nursing and hospice care, among other services, to residents of Union County. Westfield Community Center (908) The WCC is a multi-service center, providing social, recreational and educational programs serving local residents of all age groups. Their purpose was to create greater opportunities for business within the town, further the interests of legitimate business and to assist in making Westfield a better place in which to live. The group acquired town Christmas decorations, acted on parking and organized sales events. The WBA s first retail promotion, Westfield Gift Week, awarded prizes at random to downtown shoppers. The membership quickly rose to 80 members. In 1952, the WBA incorporated as the Westfield Area Chamber of Commerce (WACC), and it laid the groundwork for many of today s successful programs. WACC is a forum to exchange ideas and information among business people in retail, service and the professions. The Chamber represents over 300 members from Westfield, Mountainside, Garwood, Clark and Scotch Plains. The Chamber helps its members succeed by being an advocate, by offering networking activities and by sponsoring town activities such as the street festivals. Blue Devil Gymnasts Get 9th In NJSIAA Championships Westfield High School sophomore Lacy Cummings won the NJSIAA state gymnastic title in the vault with a score of 9.85 and the Blue Devils finished ninth in the team totals with a score of at Hunterdon Central High School in Flemington on November 10. Blue Devils Swat Bees, 21-8, In NJSIAA Football Sectional Field position played a decisive role in what was to be a battle of two strong defenses and the Westfield High School football team took advantage of good field position to score two of its three touchdowns (TD) to defeat Bayonne, 21-8, in the first round of the North Jersey, Group 4, Section 2 playoffs at Gary Kehler Stadium in Westfield on November 10. The last time the Blue Devils won a home playoff game was on November 14, 1998 when they humbled West Morris Central, 30-6, in the Group 3, Section 2 quarterfinals. That team went on to destroy hosting Parsippany Hills, 44-13, on November 21 before falling to Morristown, 37-14, at Giants Stadium on December 5. The Blue Devils last won a playoff game on November 11 in 2001 with a 7-0 victory over hosting Morristown. 50 Page 50 This Is Westfield Our 36th Annual Edition 2008 Miller-Cory House Museum: A Bridge To the Past For Today and the Future By SUZETTE F. STALKER Specially Written for This Is Westfield A slice of Americana since before the nation was born, the Miller-Cory House Museum remains a virtual gateway to Westfield s past for the many visitors who cross its threshold each year or experience it through programs presented around the state. Located at 614 Mountain Avenue, the one-anda-half-story clapboard house was built in 1740 by Samuel Miller for his wife, Sabra, at a time when the Westfield landscape appeared vastly different than it does today. In that pre-revolutionary era, the community had just one church, 14 homes, one schoolhouse, one blacksmith and one tavern. As the town and its population grew, the farmhouse remained intact, and in 1782 was purchased by Joseph Cory. Mr. Cory and his family lived there until 1802, and his descendants called it home through The house became a museum in 1972, and has since welcomed thousands of visitors of all ages. Now in its 36th year, the museum continues to celebrate New Jersey s Colonial legacy and rich history with a variety of programs held Sunday afternoons and weekdays from September through June. These programs spotlighting the customs, skills and pastimes practiced in 18th- and 19th-century America frequently include demonstrations and exhibits, as well as related crafts for children to make and take home. Among the program themes are Maple Sugaring, 18th- Century Table Customs and Manners and the annual Sheep-to-Shawl Festival, featuring live sheep. Seasonal offerings include Hocus Pocus- Halloween Fun, 18th-Century Thanksgiving, Christmas customs from other lands, Historic Valentines and Easter Traditions and Customs. The museum also presents a program on the Lenape Indians of New Jersey, and last fall saluted the 400th anniversary of the founding of Jamestown in Additionally, Miller-Cory is among some 20 sites on the annual Four Centuries in a Weekend itinerary, when visitors have the opportunity to tour various historic sites in the area. In addition to featured programs at the museum, costumed docents offer guided tours of the restored, fully furnished farmhouse. In the museum s Frazee Building, members of the cooking committee prepare authentic Colonial recipes over an open-hearth fire using period methods and provide visitors with taste treats to sample. Additionally, the museum features a gift shop, along with herb and vegetable gardens authentic to the Colonial era. Admission to the museum and its grounds is $2.50 for adults, $1 for students and free for children under age four. Beyond the farmhouse walls, Miller-Cory volunteers take Colonial life on the road through Showcase programs which they bring to schools and organizations throughout New Jersey. These programs introduce audiences to such Colonial crafts as pierced tin, theorem painting, cornhusk dolls and rubbings (recreating a raised design on paper). The Miller-Cory House Museum is listed on both the State and National Registers of Historic Places and as a site on the New Jersey Women s Heritage Trail.
