10 Selection Criteria Submission of a fully completed SOQ-Questionnaire Experience and expertise in acting as a contractor in similar projects and services The firm s composition and experience including, without limitation, demonstrated excellence in the coordination and implementation of similar projects; Familiarity with public approvals, permitting and positive experience working with NYCEDC and multiple City Agencies; Record regarding accidents and lost work days on construction projects over the last 3 years; Involvement and expertise in cutting edge solutions for recycling of materials, mitigation of adverse demolition impacts through careful coordination of activities and sequencing of work; Resources: equipment and staff available for the Services; Compliance with W/ MBE / DBE / Section 3 participation. 11 M/WBE Goals and Subcontractors Participation Plan M/WBE Participation Goal: 30% (as percentage of total contract value) Firms must be certified as MWBE by the State in order to count toward goal Respondents must also submit a Narrative demonstrating how they will meet the M/WBE Participation Goal. The Narrative should: Speak to respondent s commitment to M/WBE participation, including any pertinent programming run by respondent Outline specific tactics for ensuring M/WBE Participation Goal is met Include any other info that demonstrates the likelihood that the M/WBE Participation Goal will be met or exceeded % of proprietary prequalified list that is State-certified M/WBE overall and for specific trades key to this project List members of respondent team that are M/WBE Narrative will be rated and factor into selection NEW YORK CITY ECONOMIC DEVELOPMENT CORPORATION 11

14 Section 3 Goals Overview: This project is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended (12 U.S.C. 1701), which requires to the greatest extent feasible: Opportunities for training and employment be given to low- and very low-income individuals of the metropolitan area (Section 3 residents); and Contracts for work in connection with the project be awarded to Section 3 businesses. Section 3 goals: 30% of new hires will be Section 3 individuals 10% of the dollar value of construction contracts will be awarded to Section 3 businesses 3% of the dollar amount of non-construction contracts will be awarded to Section 3 businesses NEW YORK CITY ECONOMIC DEVELOPMENT CORPORATION 14
15 Section 3 Qualifications Section 3 Residents: Are public housing residents; or Reside in the five boroughs, and Have an individual or household income that does not exceed the local income criteria of low- or very low-income (<80% of the average median income). Section 3 Business Concerns: Are 51% or more owned by low- and very low-income residents; or Employ full-time persons, at least 30% of whom are low- and very low-income residents, or, within three years of the date of first employment with the firm become Section 3 residents; or Provide evidence of commitment to sub-contract in excess of 25% of the dollar award of all sub-contracts to Section 3 business concerns. 16 Section 3 Contractor Requirements Contractor Requirements: Contractors for Section 3 covered projects must make every effort to meet Section 3 requirements. Recommendations include: Targeted recruiting of Section 3 residents through local media, signage and outreach to community organizations Participation in a program which promotes contracting with Section 3 businesses and/or training or employment of Section 3 residents Reporting: Contractors are required to report on their Section 3 efforts. Criteria include: Within 60 days of the contract start date, submit a workforce needs plan and discuss strategy with NYC Department of Small Business Services Report on all new hires, and document new hires and trainees that are Section 3 residents Report on total contracts awarded and total awarded to Section 3 businesses Document actions taken to comply with Section 3 NEW YORK CITY ECONOMIC DEVELOPMENT CORPORATION 16
