3 CITY OF ISSAQUAH ECONOMIC VITALITY COMMISSION MEETING MINUTES May 16, 2012 City Hall Northwest Pickering Conference Room COMMISSIONERS PRESENT Karl Leigh Matt Bolt Alan Finkelstein Peter Kahn Kristi Tripple Christine Kipp John Traeger Tim Diller Richard Gabel Todd Wyatt Susan Gillespie Vicki Orrico th Avenue NW Issaquah, WA STAFF PRESENT Keith, Director Candy Baer, Specialist OTHERS PRESENT Dave Pauling Connie Marsh Bill Horton Kelly Richardson CALL TO ORDER Keith called the meeting to order at 5:34 PM, INTRODUCTIONS asked the Commissioners to go around the table and have each one of them share a little bit about themselves and what Iheir expectations were for this Commission. COMMISSION MECHANICS asked if the Commission wanted to have nominations for Chairman/Vice Chairman tonight. The Commission wanted to wait until June for nominations/elections. The Commissioners were given binders to hold and track the information handed out at meetings. explained that the next meeting will be on June 20th at 5:30 p.m. but at that meeting a long-term reoccurring schedule will be determined. handed out a draft Mission Statement to the Commission for them to review and comment at the next meeting. MISSION STATEMENT: the mission of the Economic Vitality Commission (EVC) is to enrich the diverse economic, social, and cultural environment for our community. The EVC is committed to fostering a pro-business environment which encourages a growing, sustainable and diverse tax base within the City of Issaquah. The EVC will serve as an authoritative voice on economic vitality within Issaquah through community outreach, public policy recommendations, marketing and communications.
4 The EVC is dedicated to improving the quality of place and resident's quality of life by balancing economic opportunities with the needs of City residents while considering the value of the environment which makes this community special. The EVC will look to facilitate communication between business and City officials. ECONOMIC VITALITY COMMISSION VISION explained his opinion of the differences of Definitions of and Economic Vitality.. Focuses on preserving and/or improving the standard of living through: Sustainable resource use & protection Seeking higher wage employment Reducing economic & social disparities Confronting economic challenges. Economic Growth and may or may not be consistent Economic Vitality. The community's capacity to be economically competitive, resilient, and attractive to public & private enterprise. (EV Task Force). A community with Economic Vitality enables its citizens to enjoy jobs in balance with a quality of life that sets the standards for long-term sustainability. Rather than spending time reconciling multiple definitions, suggested the Mission Statement serve as the guiding language. Core Work Plan explained an Strategic Plan in phases. 1. Data Gathering (SWOT, Community Profile) 2. Goals and Metrics 3. Identify Projects & Funding Requirements 4. Build Action Plans 5. Assess Success He explained the reasons why a strategic plan is necessary. 1. Force us to make choices of what to do. 2. Communicates to everyone what is important. 3. Establish expectations and timeframes, so that expectations are understood. 4. Focus on achievements including how to fund. SWOT ANALYSIS (Strengths Weaknesses Opportunities Threats) handed out a Draft SWOT Analysis to the Commissioners for them to look over to see what Issaquah's Strengths, Weaknesses, Opportunities, and Threats of Issaquah. He asked the Commissioners to look it over and have them make edits and we will discuss at future meetings. Priorities To help identify the top priorities of what the Commission wanted to focus most on, they used numbers 1-7 to identify the topics they wanted most to focus on.

Locality; A quality environment and strong community capacity multiply natural advantages for economic growth. 2. Business & Economic Base: Clusters of competitive industries linked in a regional network of all types of firms create new growth and income. 3. Comprehensive skill development and technological innovation lead to quality jobs and higher wages. 4. Community Resources: Collaborative partnerships of many community groups are needed to establish a broad foundation for competitive industries. They predominately chose # 2: "Business & Economic Base - Clusters of competitive industries linked in a regional network of all types affirms create new growth & income." PUBLIC COMMENT Kelly Richardson, Rowley Properties, stated that she was glad this commission has started. She stated that she works with the chamber on attracting business and is willing to collaborate and do legwork to make things happen.
6 Dave Pauling, stated that one thing that seemed to be missing from today's discussions was to know what the consumers wanted. He urged the commissioners to look at his website mainstreetvalues.com. Bill Horton, stated he is passionate about Issaquah and development and is looking forward to what this commission can do.
