1 United States Power Squadrons Come for the Boating Education...Stay for the Friends SM OFFICIAL PUBLICATION OF NEW ORLEANS POWER SQUADRON volume lxxvii december 2016/January 2017 NUMBER 7 It s Not That Hard Really I ve served as your Commander for almost two years. Under our by-laws, it s time for me to move on. Unfortunately, as I write this, there is no one in line to take command. I m not sure why. For me, once I got over the initial stage fright it s been a pleasure. Time and time again, the Squadron has been a friendly crowd, who has forgiven my many gaffs, memory lapses and transgressions of Roberts Rules of Orders. I ve been fortunate to have had a fine, supportive Bridge and a core of active members who have kept the grass mowed, filled out paperwork on behalf of the commander and in general, fixed things before they were broken. All have either signed up to serve on the Bridge or to hang around and help again next year. The new Commander will be fortunate to have them all he won t have to do it all by himself. If you notice, most of the meeting is from the Bridge Officers reporting on what s going on in the areas of their responsibility. The Commander just needs to remember who to call on next, and he gets to ring the Bell! As your Commander, I ve been fortunate to be able to attend the national meetings as your representative. Only one more meeting before Greg is finished... Dan, Cdr Greg, Kathryn, Charley, Sissy by Cdr Greg Deis, SN-CN The meetings have been great get-a-ways as they have been held at good vacation destinations and the hotel rates have been discounted. At the meetings, I ve had the opportunity to hear scientists from Scripps Institute, and a Senior Navigator who s made sense of ancient Irish navigation symbols as well as the latest things going on throughout the country in the USPS Organization. If you don t like to travel, as a Commander, attendance at the national meetings is not mandatory. You can delegate your vote to someone who is attending from the Squadron. Being a Bridge Officer or Commander is not that hard. I encourage each of you to make the commitment. I promise you will get more back than you put in. I thank the Squadron for the privilege of serving as your Commander. I have been proud to be your Commander and consider holding the office an honor. I wish the new Commander continuation of the fair seas and easy winds I have experienced. Thank What's Inside you all. 4 Moonbeams & Moonshine at Moonraker Lake Sissy Chapman Another Moonbeams rendezvous has passed and a good time was had by all. The weather was sunny, breezy and perfect the entire weekend. Gathering at the house began fairly early on Friday 10/28. We visited and then proceeded to go to Nathan s on Bayou Bonfouca. We had 22 diners at the restaurant, it was a loud crowd but we had a great time and the food was excellent. On Saturday, while games were being played, Pete Ingrassia and Buddy Ward worked on Buddy s boat. There is always some repair at a rendezvous. Two meals were served on Saturday, a lunch which consisted of red beans and rice, corn and French bread and a fabulous dessert bar. Chicken and sausage jambalaya with a salad and garlic bread was served at 6:30 P.M. Thanks to all of the ladies who brought food and treats to round out the menu, they always come through when I am in need. We played games, carved pumpkins and had a visit from Donald Trump and Hillary Clinton and they seemed very cozy. Sunday morning breakfast was served for those who remained. It was a full breakfast of eggs (by Charlie and Chester), bacon, cheese grits and biscuits with mimosas by Cheryl. Pictures are on the squadron s Facebook page. If you speak to anyone who was here, they will agree that this is a rendezvous you will not want to miss next year. Hillary and Donald, aka Jan and Pete Friday night at Nathan's Greg, Buddy, Charlie, Eddie, J.C. Joe Ann and Sissy 4 Joe Ann, Buddy, Jan, Pete Beckie Kennedy was the winner of the 2016 basket. Beckie, who said she never wins anything, is a friend of LANOPS president Sissy Chapman.

6 2016 NOPS Fishing Rodeo Report 6 The success of our annual NOPS Jimmy Van Court Memorial Fishing Rodeo and Fish Fry depends on the participation of members, their families and friends. 8 Flotsam and Jetsam 2016 PREDICTED LOG CONTEST - September was a windy month. The PLC Committee decided to allow the captains to run the course when the wind permitted them to do so. Two sailboat captains participated on 30 September 2016, Cdr Greg Deis and Bill Edwards. They acted as observers for each other. Cdr Deis error was 4.1% and Bill s error was 0.2%. Next year we will return to the Summer Doldrums to eliminate the wind problem. We hope this will permit greater participation in the PLC. - Ern Beyer Lake Pontchartrain S&PS has been researching another cruise for the squadron, for next year. As requested, we looked at different cruise line as well as a longer cruise. I received information on a Norwegian Cruise out of New Orleans on November 5. This would be a seven day cruise; the itinerary is Cozumel, Costa Maya, Harvest Caye and Coxen Hole. Please me your interest in this cruise or if you would also consider departing out of another port so I can pursue our options. - Janice Bordelon, Incoming Admin Officer 2017 moneynurse@nts-online.net 8 Course. Most squadrons already charge an additional fee to non-members taking a class, and this additional cost should be anticipated in your pricing of future courses. Obviously, the best case is to convince the prospective student to join the squadron and take advantage of member pricing. If you have a class underway prior to this announcement that includes non-members, please let me know the names of these students so I can notify headquarters. Be aware that under no circumstances should you give the student a choice of avoiding this exam fee by not taking the exam. We cannot predict the future needs of any student; we receive regular requests for documentation of course completion. CPR Saves Lives - Sudden cardiac arrest is exactly that sudden, and it s almost always fatal without lifesaving treatment. Providing high-quality CPR and an Automated External Defibrillator can make the difference between life and death. With each passing minute without lifesaving treatment, the chance of survival diminishes by 10 percent. Squadrons should consider having CPR-trained members and an accessible, fully compliant AED at meetings and events. USPS is sponsoring an American Heart Association CPR & First Aid course on Wednesday, 22 Feb at our Annual Meeting in Orlando. All members are encouraged to take this course. Squadrons should comply with the USPS Safety Committee s recommendation to create a First Aid Support Team to respond to healthcare matters during meetings and events. Contact me at for more information on taking the course, getting an AED or starting a FAST program. Enter The Ensign s 2017 Photo Contest - Show us what you love most about boating by sending us your favorite photos from your time on the water, and you could win a prize! The contest is open to amateur and professional photographers who are USPS members or subscribers of The Ensign magazine. Deadline for submission is 31 Dec Winning photos will be featured in an upcoming issue of the The Ensign. Use the form at the link below to submit your photos. Coming in December: Non-Member Exam Fee- Effective 1 Dec. 2016, USPS will assess a $20 fee for all non-member passed exams as a separate charge to the squadron treasurer. The fee will offset the costs incurred in processing and maintaining non-member records. This fee does NOT apply to America s Boating USPS 103rd Annual Meeting in Orlando Join us as we start our 103rd year in Orlando at our Annual Meeting Feb at the Rosen Center. Go to the National Meeting Committee website to register, download the meeting newsletter and check out the latest agenda. Register by 9 Jan for the lowest rates. Hotel rooms sell out quickly, so don t wait. Go to the website, book your room and event tickets. From past member P/C Nick Blady: Anchor Alarms - The ActiveCaptain website has some interesting illustrations on the mathematics behind anchor alarms that might be of interest to power squadron members

9 Educational Info from the August 2016 BOD Meeting National Educational Officer, V/C Craig D. Fraser, SN, reported on the Beta program in Districts 15 and 22 to increase the number of Seamanship classes and students in fall The first was sent on 20 August via icontact to approximately 4,500 students who had taken either ABC3 or an online seminar. The goal is to increase the number of students taking classes and ultimately recruit new members. The Boating Handling Committee is dividing Seamanship into eight seminars. Students will have the option to take all eight seminars to complete Seamanship or choose to take individual seminars. Beginning in April 2016 members could take the POTW (Practical OnTheWater) Training Program course at no charge. Since that time more than 20 POTW events have been held, 10 new certifiers were trained, and seven squadrons have taught classes resulting in 52 new members. There is also a new on-the-water program for members designed to provide hands-on experience tailored for the specific needs of a new boater. The program is designed to take two hours, with the boat and equipment provided by the student and instruction provided by a USPS member who does not have to be a certified trainer. The Seamanship E-book became available in fall Squadrons should place orders through the Educational Department online ordering system. A link and key to download the course will be provided to the squadron educational officer. There are seven BoatUS/USPS online courses available and 450 online seminars have been purchased through 31 July A grant from the Educational Fund provided funding to contract with Logical Position, a Google AdWord optimizer, to drive online marketing and increase sales. Sales of the online ABC3 course are increasing significantly due to the Google AdWord optimization and offering un-proctored exams currently in 25 states. The Educational Department is featuring educational content at least four times per week via Facebook. Some squadrons are reposting national Facebook postings to promote their own educational offerings on squadron Facebook accounts. Educational Department News SEO Tracy Hamlin, N ASEO Charles Chapman, SN The ABC class that began in early September is now complete. Ten students passed. The follow on courses have been setup so they can be taken in order with a few weeks off in between: Seamanship began on 10 October will continue on until 12 December, Piloting will start on 10 January go through 21 March, Advanced Piloting will be taught in the Spring, beginning on Dates for the spring 2017 ABC and Seamanship classes will be set as soon as we learn the dates of the Boat Show. Sailing will be taught, but we are waiting on the instructor to set the dates. Monthly seminars will also be taught. As soon as the schedule is finalized it will be included in Topside Talk. If there are any seminar suggestions, send me an . If you have any questions, or an interest in taking or teaching classes, please contact me, Tracy Hamlin, SEO, at hamlinhs@bellsouth.net or Charles Chapman, SN, ASEO, can be reached at cell or home or sonights@bellsouth.net He that is of the opinion money will do everything may well be suspected of doing everything for money. - Ben Franklin 9
