Network Engineering 1 2 Platform C2 Kit: Each Program of Record procures its own computer hardware resulting in multiple computers in a single platform (WIN-T, JBC-P, BCTM) with high procurement costs. Soldier Connectivity: The dismounted Soldier does not have access to a COP for SA or have other networked C2 capabilities. Nett Warrior program will provide SA & C2 within the small unit, but lacks connectivity to larger platform based network and sensors when BLOS. 3 Enhanced Battle Command: Two programs are developing platform Battle Command software (BCTM & JBC-P). Enhancements are required for JBC-P to improve situational awareness, understanding, integration of sensor data, planning and collaboration, file transfer, and logistics automation. 2. Soldier Connectivity 4 Network Management: Separate network management tools are being developed for JTRS, WIN-T, NIK, JBC-P, Sensors, BCTM applications with older legacy systems EPLRS, AKMS, TIMS, etc. overburdening the S6 and duplicating efforts. 1. 14 Army BDE Modernization Plan Army's overarching strategy is to move from the E-IBCT Increment 1 & 2 construct to the integration and fielding of Capability Packages and Network Capability Sets. Capability Packages are prioritized solutions to meet Brigades highest risk gaps that are integrated with the Army s Network: TRADOC nominates systems HQDA approves the packages and integrates network recommendations into Capability Sets ARFORGEN demand sets the pace of fielding ASA(ALT) develops, tests, integrates and fields E-IBCT systems (Small Unmanned Ground Vehicle and Network Integration Kit (NIK)) fielded to 1 BCT in FY11 and 2 BCTs in FY12. Evaluations of these solutions and emerging technology will determine future solutions. This allows for establishment of a BCT Network Baseline And Then to Build On It Rapidly. Beginning in FY13 the Army plans to field Capability Package/Sets to Brigades in the Train and Ready phase based on ARFORGEN demand. 14 Use or disclosure of data contained on the page is subject to restrictions on title page
15 Network Strategy The Army s Network is continuously modernizing with a goal to build a comprehensive network. A prioritized effort is underway to incrementally modernize beginning with the tactical edge network. The tactical edge network should be seen as the Brigade Combat Team dismounted Soldier who represents today s most challenged and important network user. The Army s network priority is to first build the infrastructure and standards as the foundation to support our networked organizations and to set conditions for accelerated fielding of advanced network capabilities. We will establish a Common Operating Environment (COE) for common technical standards within distinct network environments; enhancing our interoperability and capacity to rapidly develop, test, certify and field applications to meet Warfighter needs. Command Post Capability - including CJTF to company levels; requires mobility; SWaP-C engineered into a set footprint and rolling stock; 2. Platform Capability - including ground, air, (and waterborne); C2 OTM /MCOTM (mobile command group); SWaP engineered onto vehicle or AC; 3. Soldier (dismounted) Capability - SWaP engineered to hang off body armor or fit into a ruck; 4. Network Infrastructure Capability - 'enterprise' providing 'reach back for support and specific services; holds some levels of the 'cloud.
