2 DIRECTOR S WELCOME This year, we gather to celebrate the 100th Annual Illinois Transportation and Highway Engineering Conference!!! For this very special event, you will notice a number of departures from our traditional conference format, which were designed to facilitate our celebration of 100 years of transportation leadership and innovation in Illinois, and our look forward to the next 100 years. These include: A three-day format, including pre-conference workshops A number of presentations, exhibits, and events providing a multimedia retrospective of the history of transportation in Illinois and the evolution of today s T.H.E. conference Extra venue space around the Quad, including Foellinger Auditorium and historic Lincoln Hall A tribute to the legendary Fish Fry event, with a Monday evening fish fry at Legends on Green Street (a new tradition in the making?) Live music at the Tuesday evening social mixer, with a salute to transportation-themed sing-alongs, which were found on conference programs nearly a century ago We hope that you enjoy this celebration of 100 years of transportation in Illinois. Conference Director CONFERENCE VENUE The Tradition: Each year (and for as long as we can remember) we have gathered at the Illini Union on the University of Illinois Urbana-Champaign campus. Built in 1939, and dedicated by First Lady Eleanor Roosevelt in 1941, the Illini Union is an establishment rich in history. Modeled after colonial Virginia, most of the interior woodwork was carved by hand including an ornate lettering above the Pine Lounge fireplace that spells Illini. Not only does the interior reflect the colonial tradition but special details highlight the exterior as well. The two clock towers are topped by an 11-foot bronze weather vane that supports an 8-foot bronze arrow. Configuration of Conference within the Illini Union: Conference registration is located in the South Lounge of the ground level of the Illini Union Building. Exhibits and conference breaks will take place in Illini Rooms A, B, and C. General sessions will be held in Foellinger Hall, which is located on the beautiful Quad. A Tuesday exhibit/luncheon, compliments of the T.H.E. sponsors and exhibitors, will be held in the Illini Rooms. Breakout sessions will be held in the Union in the Illini Ballroom (on the 2nd floor) and on the third floor in room 314 A & B (you must use 1the elevator or stairway in the northwest corner of the building to access this room). Additional breakout sessions will be held in Lincoln Hall Theater and Room 112 of Gregory Hall. The Historic Illini Union Building The Tuesday Social Mixer/Exhibit/ Dinner event will be held in the Illini Rooms. Wednesday afternoon will include a general session which will be located in Foellinger Hall. Parking near the Illini Union is very limited, so we recommend that you plan ahead. Travel, parking, public transportation, and hotel shuttle information can be found on our website ( and on page 13. 2

4 Monday PRE-CONFERENCE ACTIVITIES Short Courses Yeh Center, Civil & Environmental Engineering Building 9:00 am - 12:00 pm Asphalt Thermal Cracking Test and Spec: Intro to the DC(T) Room 1311 This short course will cover the basics of the ASTM D7313 Disk-Shaped Compact Tension test, which is being implemented in the Midwest USA as an asphalt pavement cracking performance test. Topics will include: a. Background test development and ASTM specification (Bill Buttlar) b. Specimen preparation and performing the test (Brian Hill) c. Data Analysis (Brian Hill) d. Private testing lab perspective: uses of the DC(T) and best practices (Joe Pitlik) e. Development of Test Quip DC(T) and Equipment Demo (Tom Brovold) A printed booklet containing PPT slides, specifications, related reports and literature, and related materials will be provided. There is a significant paradigm shift that is being rapidly embraced across the country in pavement design with the release and adoption of AASHTO Pavement ME Design. In this workshop we will review the new mechanistic empirical design procedure and will look at specific asphalt and concrete design examples. We will then see how the new ME design tool can be used in the next generation of performance related specification and how the design procedure will have an impact on life cycle cost analysis. A printed booklet containing PPT slides, specifications, related reports and literature, and related materials will be provided. Workshop Instructors: William Vavrik, Ph.D., P.E., Vice President & Principal Engineer, ARA, Champaign, IL 1:00 pm - 4:00 pm Pavement Evaluation Room 1310 Evaluating in-place pavements is one of the most critical steps to improving infrastructure for evergrowing communities with ever-shrinking budgets. We will discuss the techniques and technologies that can be used to quantify the engineering properties of in-place pavement materials. Using these data, engineers can determine the best course of action for improving an in-place pavement, either for an immediate rehabilitation or as part of a holistic pavement management approach. In this workshop we will provide an overview of climate change and its impact on our transportation infrastructure. Then we will take a comprehensive look at the measurement of sustainable practices through sustainability rating systems and life cycle assessment (LCA). Finally, we will dive into the sustainable practice of permeable pavements. A printed booklet containing PPT slides, specifications, related reports and literature, and related materials will be provided. 13 Parking and Travel Information I.A.H.E. and I.A.C.E Holiday Inn Shuttle Illini Union and the Urbana Holiday Inn and Holiday Inn Express I.A.H.E. and I.A.C.E. are providing a shuttle between the Illini Union and the Urbana Holiday Inn. Location: Schedule: Tuesday: Wednesday: Illini Union circle drive located at the north entrance 7:30 am 9:30 am and 4:00 pm to 7:30 pm 7:30 am 9:00 am and 3:00 pm to 5:00 pm Free Park & Ride Illini Union and Parking Lot E-14 There is free parking in Lot E-14 (south campus) and free bus service from Parking Lot E-14 to the Illini Union. The Mass Transit District (MTD) has a free bus service, Free Park & Ride, which you can ride for free from Parking Lot E-14 to the Illini Union. You must print and display the Parking Lot flyer (which can be found on the T.H.E. website) on the dashboard of your car for parking lot E-14. There is no overnight parking. Flyer is only valid through 2:00 AM. Parking Lot E-14 is located on the corner of St. Mary Road and First St. in Champaign, south of campus, just west of the State Farm Center. You may take a free MTD bus to campus. Bus Schedule to Campus: Bus 1N Yellow from Lot E-14 North Shelter to the Eastside of Transit Plaza, next to the Illini Union Bookstore on Wright Street every 10 minutes, leaves parking lot E-14 at 6:40, 7:08, 7:20, 7:30, 7:38, 7:55, 8:12 AM, & every 10 minutes thereafter until 6:42 PM. Entrance to the Illini Union is approximately one block due east. To return to Parking Lot E-14 South Shelter from the Illini Union anytime before 6:48 PM, you may take a free MTD bus. 17 Conference History The first Short Course in Highway Engineering was in January of 1914 at the Engineering Building on the University of Illinois campus. The state legislature had passed the Tice Bill in 1913 to improve roads and bring Illinois out of the mud. Wiley at head of table) In 1935 the conference name was changed to the University of Illinois Conference on Highway Engineering, and the conference goals were further developed. Butlar present By the 1950s, the war years were past and change was coming with increased traffic and highway construction. The opening of the 1950 program contained the following: Are there still some problems left for the highway engineer to solve? How much do we really KNOW about highway engineering? Isn t it actually very little?the public demand for the improvement and expansion of every part of our highway system presents a tremendous challenge to the highway engineer of today. In 1951, engineers were encouraged to contribute to the profession. As highway engineers we cannot stand still. We must dig and search for new knowledge and develop new methods and techniques or we fail in our responsibility. Every highway engineer should be able to contribute something to our fund of highway knowledge. In 1973 the conference name became what it is today, the Transportation and Highway Engineering Conference. Highway maintenance and construction were, of course, still at the forefront, but environmental issues became increasingly important, and new technologies brought many changes as well. For a century, this conference has been a place where transportation professionals from the public and private sector have met annually to present key accomplishments, discuss new trends and new specifications, and meet new friends and renew old friendships. What was stated in the 1935 program remains relevant for attendees in 2014 and beyond. 19
