Based on a participant survey that was sent to meeting registrants in advance (which will inform Sessions 1, 2, 3, and 6), there will be a discussion of the main challenges CESA Members currently face. There will be a 15-minute break partway through the session. 3 1:15 PM Congress Lounge Session 3 Speed Networking Meeting attendees will have opportunity to network and learn from their colleagues in a series of short encounters. 2:00 PM Congress Lounge Session 4 How to Help Municipalities Implement Clean Energy Cities and towns across the US are developing renewable energy goals and making commitments to transition to 100% clean energy. They are also taking additional steps to facilitate renewable energy projects for community members. How can states craft programs that encourage and support municipalities and communities in the transition to renewable energy? And how have communities and municipalities leveraged state support to implement renewable energy projects? In April the Electric Power Research Institute (EPRI) will publish the U.S. National Electrification Assessment, which will offer four possible pathways of how electrification could proceed in the coming years and decades. Francisco de la Chesnay of EPRI will present the report s findings and discuss the potential implications for state clean energy activities. In the report s most ambitious scenario, 3

4 electricity's share of total energy supply would rise from 19 percent today to 50 percent by There will be opportunity for audience questions and comments. CESA Member organizations have tools and resources that could be modified and used by others, such as rebate calculators, informational graphics of clean energy technologies, consumer guides, videos, technology factsheets, or other resources. As part of this session, Liz Doris will discuss National Renewable Energy Laboratory (NREL) tools that states can use and benefit from. Various CESA members will then share tools that they have. What will be the most important issues and trends in the coming several years? A wide-ranging discussion will be kicked off by several leading energy experts and will include input from meeting attendees from Midwest states. Representatives of other states that are implementing low-income solar programs will discuss the challenges faced in bringing solar to low-income residents and their strategies for addressing those challenges. A larger discussion with the audience will follow. This session will focus on the value of DERs, including recent analysis, and will address questions of cost-shifting, changing NEM rates and utility tariffs, and the role of state policy. A broad-ranging discussion that will consider all the ideas and information that has been shared over the past two days will help to illuminate the issues and activities that state clean energy programs might want to focus on in the next year.
