5 Department of Land Use, Planning, & Development Briefing Paper October 9, 2012 Open Session Issue: Public Hearing for Rezoning Case No. 217 Robert Fischer (My Ladies Manor, LLC) Background: The Carroll County Planning Department accepted the subject petition on June 11, 2012 in accordance with the Carroll County Procedures for Rezoning. The petition area comprises a acre portion of a acre property located on the north side of Greenway Drive, nearly 920 feet northwest of Nottingham Road, in Election District 4. The property is the agricultural Remaining Portion of the My Ladies Manor 2 residential subdivision. The petition area abuts and is on the north side of Greenway Drive. The property is covered under the 2000 Carroll County Master Plan and has a land-use designation of Agriculture in this plan. The property is zoned A Agricultural; the petitioner has requested Residential R-40,000 for the petition area. A staff report was presented to the Planning Commission at its regularly scheduled meeting on July 17, The applicant was given the opportunity to present his case in support of his request at the Planning Commission meeting. The petitioner was basing his request on the basis of significant change in the character of the neighborhood. Additionally, public comment opportunity was provided. There were no comments. After all parties wishing to address the Planning Commission had been heard from, the Commission voted to recommend to the Board of County Commissioners that the current zoning of the property and petition area be reaffirmed. This recommendation was based on a finding of no mistake in zoning and no substantial change in the character of the neighborhood. On September 6, 2012, the Board of County Commissioners authorized planning staff to proceed to scheduling a public hearing. The purpose of the hearing is to provide the petitioner and the public an opportunity to present testimony and comments to the Board. Action: For the Board s consideration. Attendees: Philip R. Background: Career Ladder Promotions and Reclassification Review processes were suspended in FY Historically costs associated with Career Ladder Promotions and the Reclassification Review processes are funded through attrition salary savings. 7 CARROLL COUNTY DEPARTMENT OF PUBLIC WORKS Briefing Paper October 9 th, 2012 Background: The Board of County Commissioners directed staff to conduct a Fleet Study examining the efficiency of current Fleet Management operations, potential alternatives for the provision of fleet maintenance and repair services, current fleet vehicle usage levels and potential alternatives for the provision of vehicles. Issue: We have made significant progress in attempting to answer each of these questions and have devised a methodology to thoroughly examine the current utilization of fleet vehicles. This utilization study will identify underused vehicles, assess how departmental transportation needs relate to current vehicle usage and identify alternative transportation methods that will reduce costs while maintaining or exceeding the current levels of service. Requested Actions: 1. Please approve the fleet vehicle utilization study 2. Please approve the recommendation to maintain the current arrangement whereby vehicle maintenance and repair services are provided by the Bureau of Fleet Management 3. Please approve the recommendation to implement the improvements suggested by the private sector members of the Fleet Advisory Committee 4. Please approve the recommendation to direct staff to develop a plan to continue improving the operations of the Bureau of Fleet Management
8 Town-County Agreement Briefing Paper October 11, 2012 Issue: Approval of the FY 13 Town-County Agreement with the Town of Sykesville Background: Annually, Carroll County Government and the Towns agree to the sharing of funds and participation in planning and other government functions. This agreement provides intergovernmental funding from the County to the Town of Sykesville in the amount of $265,821. The FY 13 budget appropriated funding for this action. Desired Action: Approve the FY 13 Town-County Agreement with the Town of Sykesville.

BACKGROUND Amendments to 8-501(b) of the Courts and Judicial Proceedings Article became effective on October 1, 2012, requiring that employees who are required to appear for jury service for four or more hours, including travel time, are not required to report to work that day if the employee s shift starts on or after 5:00 p.m. or before 3:00 a.m. the next day.
