7 1. Introductions Chair McDaniel led the introductions. Cindy Kelly informed the YARTS Board that director Smallcombe was working on the Ferguson Fire recovery and unable to attend, but wanted it to be noted that she favored option B for Item Public Comment None. 3. Oral Report - Authority Advisory Committee Chair or Designee - Recommendations AAC Chair Candy O Donel-Browne did not attend. Ms. Kelly informed the Board that she would her and ask her to a report of AAC meeting to the JPA Directors. 4. Minutes of the April 9, 2018 YARTS Joint Powers Authority Meeting Director O Banion moved to approve the minutes of the April 9, 2018 YARTS Joint Powers Authority meeting. Minutes of the May 24, 2018 YARTS Special Joint Powers Authority Meeting Director O Banion moved to approve the minutes of the May 24, 2018 YARTS Special Joint Powers Authority meeting. Minutes of the April 4, 2018 YARTS Authority Advisory Committee meeting Director Menetrey asked that if his district (Fish Camp) can be included in the Mariposa County LCTOP program. Ms. Kelly stated that she would reach out to her LCTOP program contact and see if she could revise the application to include service on Hwy 41 for Fish Camp residents. Ms. Kelly responded that she would follow up with an Social Media Statistics Second Quarter 2018 No questions. So noted. 007

8 8. Reservation System Update Director Menetrey asked for an updated reservation status because of the refunds due to the Ferguson Fire. Ms. Kelly stated that the updated reservation status would be provided in October at the regularly scheduled meeting. 9. Free Day Update No questions. So noted. 10. Authority Advisory Committee Nomination Director Corless moved to approve the nominations of and appoint Matt McClain and Jonathan Farrington to serve on the YARTS Authority Advisory Committee, representing Mono and Mariposa Counties. Seconded by Director Gardner. Ayes - Directors Corless, Gardner, McDaniel, Menetrey, O Banion Noes - None MOTION CARRIED UNANIMOUSLY. 11. VIA Trailways Revised Zero Tolerance Drug and Alcohol Testing Policy and Resolution Director O Banion moved to: a. Accept the revised VIA Trailways Zero Tolerance Drug and Alcohol Testing Policy 2018; and b. Adopt Resolution 2018/ accepting the revised VIA Trailways Zero Tolerance Drug and Alcohol Testing Policy. Seconded by Director Corless. Ayes - Directors Corless, Gardner, McDaniel, Menetrey, O Banion Noes - None MOTION CARRIED UNANIMOUSLY. 12. YARTS Fare Alternatives Director Corless thanked Gordon Shaw for presenting YARTS Fare Alternatives to the Board so they could do a comparison between what he recommends and what staff recommends. She appreciated the effort and looks forward to the Short Range Transit Plan being completed. 13. Fare Increase Options, Process and Timeline Cindy Kelly informed the Board that Director Smallcombe stated that she is in favor of option B. Director Gardner moved to approve option B (staff recommended)- Assumes an initial 20% fare increase in 2019 and 15% fare increase in 2020, with years to be determined based on YARTS operations and capital needs (increase is estimated to be between 10 and 30% for years 3-5). The fare increase will not affect NPS or Aramark employees, commuters, seniors, disabled, reduced children or Veterans at this time. Seconded by Director Corless. 9 Budget Amendment No. 1 Director O Banion moved to approve Budget Amendment No. 1, which includes additional funding from Caltrans 5311(f) Intercity Bus Program grant for operating assistance, in the amount of $61,186 for FY Seconded by Director Menetrey. Ayes - Directors Corless, Gardner, McDaniel, Menetrey, O Banion Noes - None MOTION CARRIED UNANIMOUSLY. 15. Oral Report - National Park Service Report Kathleen Morse was unable to attend - Director Corless suggested having her send an out to the directors so that they know about what s going on in the park. Ms. Kelly said she would contact Ms. Morse to get updates about Yosemite and will provide updates to the Board. 16. Short Range Transit Plan Update Gordon Shaw provided the Short Range Transit Plan updates. Director Corless suggested that the AAC and JPA Board should have a joint meeting prior to the final draftsometimes in October at Yosemite Valley. Ms. Kelly said she would coordinate a meeting with the AAC and JPA Board for October after she discussed it with the chair. 17. Transit Director s Report Artis Smith provided the Transit Director s report. No questions from the JPA Board. 18. Directors Report Stacie Dabbs introduced herself as the new Executive Director. All directors expressed best wishes and they were looking forward to meeting her in person. 19. 46 1. Introductions Candy O Donel-Browne led the introductions and welcomed everyone to the meeting. At this time, it was stated that the committee did not have a quorum and no formal action could be taken on agenda items. 2. Public comment Candy O Donel-Browne presented a passenger s complaint concerning the connection between YARTS and Amtrak. She mentioned that the passenger had to wait for more than two hours for the connection. Candy suggested that YARTS should make a better connection with Amtrak. 3. Minutes At this time, no quorum was present and no formal action was taken. 4. Information/Discussion only a. Monthly Ridership and Customer Service Reports for March May 2018 b. Minutes of the April 9, 2018, YARTS Joint Powers Authority meeting (to be approved at the July 23, 2018, JPA meeting) Sandy Hogan commented that the ridership data appears steady from the past three years. Hub Walsh asked if YARTS is at a loss of $70,000 according to the YARTS Financial Report/Budget table on page 40. Nav Bagri stated that $70,000 is a variance and YARTS is at a good position with net income of $139, Social Media Statistics Second Quarter 2018 Patrick Pittenger stated that the average visitor engagement on Facebook page is 57 thousand and in the previous year it was 35 thousand. Patrick mentioned that YARTS has seen a positive trend on social media in comparison to previous years. 6. Reservation System Update Patrick Pittenger gave an update on the YARTS reservation system stating that YARTS has received a total revenue of $81,000 thru the reservation system for the months January - June Free Day Update Patrick Pittenger reported that there was a great turnout for the free service days on Memorial Day weekend. Patrick asked Dense Demery if she had any updates on July 4 th free day. Denise Demery mentioned that the overall ridership on the free day was enormous but doesn t recall the exact numbers. 046

VIA Trailways Revised Zero Tolerance Drug and Alcohol Testing Policy and Resolution The committee agreed by consensus to support the recommendation to the YARTS Joint Powers Authority to accept the revised VIA Trailways Zero Tolerance Drug & Alcohol Testing Policy 2018; and adopt Resolution 2018/ accepting the revised VIA Trailways Zero Tolerance Drug and Alcohol Testing Policy. Terri Peresan asked if the action items will be presented to the JPA members during the JPA meeting on July 23 rd, 2018 even though YARTS AAC doesn t have quorum to vote. Candy O Donel-Browne mentioned that in order to pass the action items to the JPA committee, the AAC doesn t have to approve the items. Hub Walsh mentioned that AAC made no formal action on this agenda, but no concerns were made, therefore it can be passed on to the JPA committee. 9. Fare Increase Options, Process and Timeline The committee agreed by consensus to support the recommendation to the YARTS Joint Powers Authority to approve staff recommendation (Option A) to take no action and wait for the Short Range Transit Plan to address revenue increasing options. Patrick Pittenger reported that Cindy Kelly primarily did the staff report on the Fare Increase Options, Process and Timeline. Patrick reported that YARTS has contracted with VIA Trailways for the next two years; YARTS is in a stable position for the first year but in a short fall for the second year of contract. Patrick stated that there are many different options to get to the stable position: fare increases, contribution from other county members, decrease in service and many other options. Patrick informed the committee that Gordon Shaw has provided YARTS staff with very informative Working Papers for review. Patrick suggested that the correct move at this time would be to take no action and wait for the SRTP to address revenue increasing options. Gordon Shaw commented that the fare increase option is a part of a wide range of options and the plan is premature as of now. Hub Walsh commented that any adjustment in service can be done along with the fare increase Budget Amendment No. 1 The committee agreed by consensus to support the recommendation to the YARTS Joint Powers Authority to approve Budget Amendment No. 1, which includes additional funding from Caltrans 5311(f) Intercity Bus Program grant for operating assistance, in the amount of $61,186 for FY Nav Bagri mentioned that there is an addition of $61,186 for operating revenue for FY The amount of award increased from $222,000 in FY to $283,186 for FY Oral Report - National Park Service Report Jim Donovan gave the National Park Service report stating that construction in the park is complete and Mariposa Grove has opened to the public. Jim mentioned that there will be various projects starting in the upcoming months; Tioga road construction and more parking space to improve the customer experiences. Jim informed the committee that on the opening day of Mariposa Grove there were approximately four thousand visitors. Jim commented that the shuttle system is working well and thanked YARTS and VIA for the hard work to support the opening of Mariposa Grove. 047

48 12. Short Range Transit Plan Update Gordon Shaw informed the committee that the LSC Transportation consultants wrote Working Papers and Summary of Surveys Paper. Both reports are provided to YARTS staff for review. Gordon informed the committee that the Working Papers contain demographic information, key visitor area and detailed data of YARTS service. Gordon reported that the overall approach is to break down the current service into subcategories: ridership, fare revenues, seasonal runs, popularity of direct runs and connection between other transit systems. Gordon stated that as of now, the SRTP is an open process and any suggestions are welcomed. Sandy Hogan questioned if everyone will get a change to review the draft before the release. Gordon Shaw responded that the final draft will be provided to everyone before the release. 13. Transit Director s Report Patrick Pittenger reported that Cindy Kelly is being supported by other staff members. He said YARTS is a strong system and will continue to grow. 14. June - August 2018 On Facebook, the average visitor engagement for the third quarter of 2018 was 8,050 hits per week, with new visitation comprising over 57% of total engaged visitors. Women comprised 60% of visitors, with men at 40%. For geographical location, the United States continued to be the first of the top 10 countries where viewers are originating. The YARTS website had over 417,266 views in the third quarter of % are return visitors to the site. The average session time was over 4 minutes. The average bounce rate (the rate at which a person leaves the website through other links and returns) was over 31%. As with the YARTS Facebook page, the United States continued to be first of the top 10 countries that comprised the majority of user sessions, with over 82% of total users. Option B, which proposed and initial 20% increase in 2019 (based on one-way fares) and a 15% increase in 2020, with additional increases to be determined for years , was approved unanimously. Per YARTS approved Title VI plan, notification was published in local newspapers asking for public comment and informing the community of a public hearing. One ed comment was received before the deadline (attached). In addition, outreach was conducted with NPS employees, local community organizations in Fresno, Madera, Oakhurst, Mariposa and Sonora, and information was posted on the YARTS website and social media pages. At this time, the Board must hold a public hearing prior to implementing a fare increase. Per Board direction, this increase will not affect NPS or Aramark employees, commuters, seniors, disabled, reduced child or veteran fares at this time. With the implementation of the increase, YARTS fares will continue to be less than the gate entrance fee for Highways 120 from Tuolumne County and 140 from Merced County. The Fresno Council of Governments has declined a fare increase for the Hwy 41 service. The increase would only apply to service on Hwys 140, 120 and 395/120. I fully support making sure that YARTs is financially sustainable, but it's such a shame that the fare increases will inevitably push more people visiting Yosemite into cars. ($64 for a family of four via YARTs vs. $35 for that same family in a private vehicle). 82 MEMORANDUM ITEM 11 DATE: October 15, 2018 TO: FROM: RE: Joint Powers Authority Cindy Kelly, Assistant Transit Manager YARTS Park & Ride BACKGROUND In 2010, the YARTS-owned Mariposa Park & Ride was opened as a means of offering visitors to the Yosemite region a place to park & play during their trip. Since then, the facility has been greatly underutilized by visitors and employees, with an average of six (6) vehicles per day using the parking lot. The purchase of land and construction costs were approximately $1.3 million and currently YARTS pays Mariposa County approximately $25,000 annually for maintenance of the facility. On February 27, 2017 at 6:00 a.m., staff received a call from Mariposa County Sheriff s department informing them of numerous reports of a developing sinkhole at The Mariposa Park and Ride, 4974 Joe Howard Street, Mariposa, CA possibly caused by the continuing storm events in the area. At the direction of Public Works staff, the Mariposa County Public Utilities District (MPUD) was called to do an evaluation. Upon completion of the evaluation by MPUD, it was deemed that the site was unsafe and would need to be barricaded to prevent any additional property damage or possible injuries to those using the facility. Public Works barricaded and closed the site from public use that evening. YARTS had fencing installed to further secure the affected area. YARTS staff applied for financial assistance from FEMA/CalOES. Funding was approved on September 25, 2017 and staff submitted paperwork to begin the procurement process to repair the sinkhole. On September 22, 2017 YARTS staff received a call from the Director of Public Works, Mariposa County, regarding the further degradation of the sinkhole. Per MCAG s emergency procurement policy, staff secured services through Teichert Construction to complete the repair. The project was deemed satisfactorily completed and final work was approved by staff, Mariposa County Public Works, Teichert Construction, VSCE Inc. (who was hired as project management) and a Notice of Completion was filed with Mariposa County on November 8,

83 On March 20, 2018 after several days of rain in the area, staff received an from Mariposa County Public Works to inform them that the sinkhole had returned. Staff immediately had the site barricaded and was accompanied by Teichert Construction, who opened the new manhole and noticed that the collapse was about 3 north of the new culvert installation. Roger Stephens Engineering (who produced the original sinkhole report) was contacted to produce an Engineer s report and estimate for the new collapse. On June 8, 2018 staff received the Engineer s report and estimate. The findings were as follows: a. The recent storm drain repair had not contributed to the new collapse. b. The new collapse was caused by an old 36 corrugated metal pipe (CMP) and large amounts of debris that had become lodged in the new 48 CMP, approximately 15 north of the new fix. c. The engineer could not complete a full camera of the line because of the degraded condition of the existing YARTS CMP and debris blockages. The repair estimate may increase or decrease, as the condition of the existing CMP could require extra work to be performed. After receiving the Engineer s report, staff contacted Caltrans, Mariposa County Public Works and Mother Lode Ace Hardware asking them to camera their storm drain lines in the vicinity of the Park & Ride. The old 36 CMP had not dislodged from Hwy 49S (towards Coulterville) or Hwy 140, Mariposa County Roads or Ace Hardware. At this time, it is still unknown where it originated from. YARTS has a very small capital reserve and while it could cover the cost of the repair at this time, it is unknown what damage will be present after the rainy season this year. The Park & Ride could potentially suffer a much larger sinkhole event if heavy rains affect the area. Infrastructure and pavement are not covered by YARTS insurance policy. Staff is asking for direction regarding the future of the Park & Ride facility and has several options for the Board to consider: 1. Fix the new sinkhole in the Mariposa Park & Ride by using the YARTS restricted reserves. There would be no reimbursement to the reserves, as this new collapse doesn t qualify for FEMA or CalOES funding. This option also doesn t address any new issues that may occur to any other portion of the existing degraded CMP. This could be only the second of many costly repairs. 2. Replace the entire 48, 70-year old CMP under the Park & Ride. Initial estimates from FEMA in 2017 were $1.65 million. Staff will research funding opportunities and apply for capital grants when they become available. The match funding will have to be taken from the YARTS restricted reserve and farebox revenue. 3. Abandon the affected portion of the Park & Ride and erect permanent barricades to dissuade use of the area. This option is not recommended, even though area is currently secure (fencedoff), staff has witnessed people near the fencing and sinkhole. 083

84 4. Sell the Mariposa Park & Ride. Staff would have the facility appraised and listed with a realtor. There has been an initial interest expressed in purchasing the property, and staff would try to negotiate keeping the existing YARTS bus stop in place, as part of the sale. Staff will have to determine the federal interest in the property, if any, and may have to claim the sale on any future federal grants that are applied for on behalf of YARTS. With this option, YARTS would see an annual savings of approximately $25,000 that is currently paid to Mariposa County for maintenance of the facility. In addition, YARTS is currently paying Ranch Fence $500 per month to keep the affected area secure. FISCAL IMPACT Option 1 - $239,965 (could increase depending on condition of existing CMP); Option 2 - $1.65 million for replacement of entire CMP on YARTS property; Option 3 - YARTS would need to purchase enough barricades to secure the entire rear area of the Park and Ride. Estimates for the purchase of concrete barricades range from $280 each to $370 each, based on size. This could cost upwards of $20,000 plus shipping, installation and labor; Option 4 - Unknown at this time. REQUESTED ACTION Provide direction to staff regarding the capital repair, abandonment or sale of the YARTS-owned Park & Ride facility located at 4974 Joe Howard Street, Mariposa CA. In order to determine the extent of the damage I had Video Inspection Specialist inspect the three culverts in the area of the sinkhole. A copy of their video was provided you earlier. They were only able to provide images to about twenty - five feet in the upper section of the 48 inch pipe as there is an 18 inch concrete pipe that protrudes into the storm drain. This would prevent the camera from being retrieved had it got stuck on this pipe. They also filmed the two 18 inch corrugated pipes that feed drainage to the most northerly manhole. All three 18 inch culverts have rock and minor debris in them. We then attempted to access the sinkhole area from the downstream outlet. At about feet upstream (North) of the outlet we encountered a rusted, bent and twisted 36 inch culvert with other debris. This leaves a section of the main storm drain culvert that we could not access and therefore we do not know its condition. I have to assume that the rusted culvert and that the rock and debris came from up-stream. Because the culvert size is reduced, 48 inch to 36 inch, the velocity will increase. This coupled with a lot of rock and debris and a very strong storm event undoubtedly caused a lot of pressure on the pipes which may have caused them to separate. At this point we will not know until the area is excavated and inspected. The damaged rusted culvert that we discovered inside the 48 inch storm drain is under the adjoining property. It may be necessary to obtain permission to work within the limits of this area to remove the culvert and debris from this section of storm drain. My recommendation is to remove all storm drain from approximately 24 to 25 feet downstream (south) of manhole# 1, as identified in the video, to the 46 feet up stream (North} of the outlet. Clean all side culverts, install a new 8 foot diameter manhole at or near the property line in line with the 48 inch storm drain and replace all removed culvert with 48 inch, or larger, 16 gauge CSP. The new manhole is to have a grated inlet to allow for either over flow drainage from the site or act as a surge 1 088
