2 Year in Review From the Chairman s Desk The District s Year in Review District Members and Partners: I m often asked: what, exactly, is the Houston Ship Channel Security District? Simply put, it is a unique public/private partnership dedicated to securing the supply chain through the port of Houston and its waterways. It is unique because it wasn t politicians who conceived of the concept for the Security District. It was businesses themselves spearheaded by EHCMA, that got together and realized there was a better way to approach funding the security needs of the Houston Ship Channel. It was the industry that petitioned the State Legislature to create the District. It was the members of the Security District that built the organization themselves. And, it has been the industry that has accepted the responsibility to ensure the Security District meets its goals and is responsive to its members and government partners. No one business or government agency is capable of protecting the entire Ship Channel. No one company or agency has all the resources to do the job. It is only through cooperation we can achieve a safe and prosperous Ship Channel. The Houston Ship Channel Security District is a true success story on how business and government can come together to protect the livelihood of so many has been an exceptional year for the Security District. The following project highlights offer more insight to the Security District activities throughout the year: Resources provided for refreshing the equipment and software of Harris County s central video surveillance system; Operating funds furnished for air and marine patrols by the Harris County Sheriff s Office, Houston Police Department, Baytown Police and Fire Departments, and Texas Parks and Wildlife Department; Antenna upgrades implemented for the Port of Houston Authority s Mobile Command Center; Support provided for the East Harris County Manufacturer s Association s (EHCMA) All Hazards Incident Management Team Training Course; Operating funds supplied for the staffing of the Harris County Sheriff s Office (HCSO) Security Monitoring and Assessment Group (SMAG), which is co-located inside the Coast Guard Sector Houston - Galveston Command Center; Expanded education programs offered, including a U.S. Coast Guard certified Facility Security Officer Training and Chemical Facilities Anti-Terrorism Standards (CFATS) courses, all at no cost to Security District members; Numerous workshops were hosted, including: -TWIC Reader Final Rule Compliance Workshop; -Internet Profiling and Intelligence Gathering class; -Fenteyal Briefing for Law Enforcement; In addition to these projects, the Security District gained in expertise in 2017 through the addition of two new directors. Craig Nelson, Fire Chief at Albemarle Corp., joined the District as a Director for Zone 2, and Niels Aalund of the WGMA, to represent the District at Large. Our Vice Chairman, Marcus Woodring, became Vice Chair of the Coast Guard s National Maritime Security Advisory Committee (NMSAC), increasing the visibility of not Year In Review

3 Year in Review only the port of Houston but the Security District at the national level. Finally, we committed to providing approximately $1.4 million in matching funds for 2018 port security grants, and another $1.4 million for on-going support of security projects and services. Further, in our efforts to continue to keep assessments low, much of those funds will come from existing Security District surplus funds. This last point is important. Since its establishment, the Security District has been diligent in making sure that assessments are reasonable, and only for the security needs of the Houston Ship Channel. I m very pleased to note that, unlike other government assessments, Security District assessments have been trending down and are 70% lower than the Security District s first assessment in The resources and projects that the Security District supported throughout the year paid unexpected dividends in helping to respond to Hurricane Harvey. As I mentioned earlier, the HCSO SMAG, which is partially funded by the District, is co-located with the Coast Guard command center at Ellington Field. This co-location proved critical when Coast Guard communications systems were damaged by the storm. Because of Security District-funded projects, the Coast Guard was able to rely on its state and local partner agencies to continue its critical operations. Further, because of the Security District s relationship with the Greater Houston Port Bureau, which is a member of the Coast Guard s Port Coordination Team, we were able to keep Security District members informed and up-to-date on the effects of Harvey, the efforts of all the government agencies preparing for, responding to, and recovering from the storm, and the needs and priorities of businesses and law enforcement along the Ship Channel. There are a number of exciting initiatives that will be brought on in One of those efforts involves our work with the Texas Department of Public Safety to establish two maritime intelligence analyst positions, one in Austin and one here in Houston. These positions will focus on maritime and port security threats. We will also roll out a new CFATS FSO training course for our members. This is in addition to the MTSA FSO course. At the same time, your directors, working with our government partners, will be constantly working to reinforce the safety and security of our Ship Channel, while being good stewards of your resources. In closing, I just want to say that it is an honor and a privilege to work with you all. We face common threats and risks. We face uncertainty. But, by facing those threats and uncertainties together, we are stronger. Houston is a very special place with a spirit of cooperation and a willingness to help each other unlike any other place in the nation. We saw that with Harvey: neighbors helping neighbors; strangers helping strangers. We see that day in and day out with the Security District neighbors working together towards common goals. 4 HSCSD Directors Zone 1 Brian Blanchard, Southwest Shipyard-Treasurer Brian Blanchard is the Vice-President of Health, Safety, Security / IT & Risk Management with Southwest Shipyard, LP and joined the Board in He oversees operations at multiple facilities, one each in HSCSD Zones 1 and 2 and a third facility in Galveston. Brian holds an Associate s Degree from Chabot Jr. College, a Bachelor s and Master s degree from Trinity University. Zone 2 Craig Nelson, Albemarle Corporation Zone 3 Ray Russell, Dow Chemicals Craig Nelson is the Fire Chief and Security Supervisor for Albemarle Corporation in Pasadena and the Board in Craig has worked in ship channel industries in different capacities for over 33 years. In addition to the Security District, Craig works with the Channel Industries Fire School, Channel industries Mutual Aid (CIMA), and the EPA s Local Emergency Planning Committee. Ray Russell is the Security Leader for Dow Deer Park, Dow La Porte, and Dow Bayport sites and is the newest member of the Board. Ray has 35 years in Emergency Response and Security for Dow. He has been a CIMA Specialist for over 25 years and is currently the CIMA Communication s Officer. He has also served as CIMA Chairman, Vice Chairman, and Second Vice Chairman. Zone 4 Todd Adamec, Lubrizol-Secretary Year In Review Todd Adamec is a Director for Zone 4 and joined the Board in His entire career has been with Lubrizol, serving in a variety of positions at plants in Texas and Ohio. Todd has held several positions within Lubrizol including the plant manager of the Bayport plant and the Deer Park plant. Todd earned a Bachelor of Science degree in Chemical Engineering from the University of Akron in Ohio. Jarrod Boehme, Exxon Mobil Jarrod Boehme is the Technical Security Supervisor and Facility Security Officer at ExxonMobil s Baytown Complex and joined the Board in January, He joined ExxonMobil in 2001, first as a Refinery Operations Technician and currently as a Security Supervisor. Jarrod attended Texas A&M and was a member of the Corps of Cadets. Chris Bennett, Intercontinental Terminals Co. Chris Bennett is Compliance Support and Security Manager for Intercontinental Terminals Company and joined the Board in Chris served as Marine Science Technician for 24 years in the U.S.C.G.Active and Reserves. He has an MA in Homeland Security from American Military University, BS in Criminal Justice Administration from Bellevue University and an AS in Marine Science Technology from the College of Oceaneering. Gary Scheibe, Shell-Chairman Gary Scheibe serves as a Director for Zone 3 of the HSCSD and is the Chairman of the Board of Directors. Gary joined the Board in He is the Security Manager and Facility Security Officer for the Shell Deer Park Complex. Previously to joining Shell, Gary served with the Houston Police Department for 27 years and retired as the Lieutenant for the Mayor s Office of Homeland Security. He earned a Bachelor of Science in Criminal Justice and a Master of Science in Security Management from the University of Houston. Eric Bass, Kuraray-Assistant Secretary Eric Bass is a Plant Manager for Kuraray America/Eval Plant and joined the Board in He has been with Kuraray America for over 16 years. Eric has held Plant Manager and Operation Manager at the Septon Plant. Eric worked as an engineer at PPG and at Aristech (now Braskem) before joining Kuraray America in 2001.

5 Houston Ship Channel Security District, Harris County, Texas Zone 4 District at Large Niels Aalund Niels Aalund is Sr Vice President of the West Gulf Maritime Association (WGMA) and was appointed to the HSCSD Board in At WGMA, his primary includes advocating on behalf of member companies (steamship agents, vessel owners, industry stakeholders, labor, and stevedores) with local, state, and federal agencies. Niels is a graduate of the University of Houston and is an active public speaker at industry programs, seminars, and conferences. Municipal Director Jimmy Burke Jimmy Burke is a Deer Park resident, serves as the Harris County Mayors and Councils Association Appointee and joined the Board in Jimmy retired from Shell Oil Company and has been active in the Deer Park community in both civic and governmental activities for 40+ years, having served on the city council and as a nine-term mayor. He has also served as a commissioner on the Port of Houston Authority Commission. Jimmy earned a Bachelor of Science in electronics from the University of Houston. Port of Houston Authority Marcus Woodring Vice Chairman CAPT Marcus Woodring, USCG (Ret.) serves as the Port of Houston Authority Chief HSSE Officer. He joined the Board in January Marcus retired from the U.S.C.G. where he served as Captain of the Port of Houston-Galveston. He is responsible for the facility security and emergency response operations. Marcus earned a Bachelor s in Geological Sciences from Brown University and a Master s in Public Administration from Cornell University. Houston Ship Channel Security District 5

6 Law Enforcement The integrated strategy outlined in the Houston Ship Channel Security District s Mission Statement makes working with community partners a key ingredient to successful outcomes each year. A significant part of this strategy is to advance initiatives that enable our community partners in law enforcement to enhance their efforts. Air and Marine Patrol Funding Operating funds for air and marine patrols were provided to the Harris County Sherriff s Office (HCSO), the Houston Police and Fire Departments, the Baytown Police Department, and Texas Parks and Wildlife Department. Each of these agencies plays a vitol role for the industies in the channel and in our districts security efforts, highlighting the importance of the HSCSD integrated strategy approach. Harris County Central Technology Services Cooling Unit Replacements The Harris County Central Technology Services (CTS) supports Harris County s law enforcement, emergency response, and public safety communities. The HSCSD direct-funded $139,676 to replace deteriorating cooling units at 27 CTS sites used in ongoing security operations. Over $600,000 was also funded to upgrade the operation s video surveillance system Year In Review

7 Law Enforcement Integrated Strategies Support Law Enforcement Projects Port of Houston Authority Mobile Command Center Antenna Upgrade The HSCSD furnished antenna upgrades for the Port of Houston Authority s Mobile Command Center. The Mobile Command Center can be invaluable during emergency situations. As its name implies, the Center can be dispatched anywhere throughout the region and serve as a vital infrastructure asset. The antenna upgrades offer high-speed satellite broadband access and eliminate dead zones in communications. The military grade antenna systems provide critical communications anywhere it is Law Enforcement needed. Marcus Woodring, Port of Houston Authority Chief HSSE Officer, is frequently approached about his work with the HSCSD. When attending the Annual Maritime Security East Conference in Galveston in 2017, he gave apresentation to representatives from throughout the country interested in learning more about our public/private partnership model for securing the safety of waterside and landside infrastructure. The interest he received is just one aspect of the attention the HSCSD has garnered as a benchmark in security performance. Maritime Security Analyst Funding Our integrated strategy directive led the Security District to agreement with the Texas Department of Public Safety (DPS) for a maritime security analyst positions in Austin and Houston. These important analyst positions, the only ones tracking maritime security, perform highly complex (senior-level) maritime criminal intelligence research and analysis work. The work involves conducting, coordinating, and overseeing intricate data analysis, report writing, and identification of patterns of criminal activity. Harris County Sherriff s Office Equipment Funding A matching funds request of $143,000 was granted to the Harris County Sherriff s Office in June These funds helped supply two mobile gamma neutron detectors. These state-of-the-art radiation detection systems are well-suited for mobile radiation monitoring applications and rapidly-deployable checkpoint screening operations. This funding also included provision for a variety of other equipment, including armor, infrared cameras, and side scan sonar. All the equipment is used by the HCSO High Risk Operations Unit and the Marine Unit. The High Risk Operations unit utilizes a highly specialized tactical team to resolve dangerous incidents, such as hostage situations, bomb threats, and active shooter events. The HCSO Marine Division patrols Harris County waterways deputies that respond to water-related emergencies in the unincorporated areas of Harris County. Houston Ship Channel Security District 7

8 District Training Integrated Strategies Support Law Enforcement Projects A vital function of the Houston Ship Channel Security District is the training programs offered each year. As mentioned in the Chairman s message, 2017 proved to be an exceptional year for the District and the training programs were an important part of our activities. FSO Certification The HSCSD presented three MTSA Facility Security Officer (FSO) Certified training and two FSO Refresher classes in MTSA FSO Certified Training is a U.S. Coast Guard-Certified 3-day class, and the FSO Refresher is a 1-day class reviewing the most common aspects of compliance, including Maritime Transportation Security Act (MTSA) regulatory updates. TWIC Reader Final Rule Compliance In March, 46 industry professionals attended our Transportation Worker Identification Credential (TWIC) Reader Final Rule Compliance workshop. The workshop syllabus provided a comprehensive overview of the regulatory requirements and applications and enables facility workers to ensure they are ready for full compliance by the August 23, 2018 deadline. CFATS Compliance Workshop Four Introduction to Chemical Facility Anti-Terrorism Standards (CFATS) Workshops were held throughout the year. The CFATS workshop objectives focused on understanding regulations and ensuring all compliance elements are met. It also provided compliance inspection and audit information and CFATS resources will see the introduction of the first ever CFATS FSO Training Course. This 2-day course will be an in-depth training for chemical industry FSO s Year In Review

9 District Training Internet Profiling & Intelligence Gathering Also in March, the HSCSD presented Internet Profiling & Intelligence Gathering. The 2-day course outlined cellular platform security issues and online security risks to companies. It provided step-by-step researching techniques to utilize online and opensource databases located on the web and covered methods for locating hidden information on a subject s web presence from public records, criminal records, and social-networking profiles. Additionally, the class highlighted areas of concern, such as the use of social media platforms that could be utilized for cybersecurity attacks. Thirty security and law enforcement professionals attended the class. Community Partner Support The HSCSD provided support for the East Harris County Manufacturers Association s (EHCMA) All- Hazard Incident Management Team training course last April. Thirty-five attendees representing state, local authorities, and industry participated in this course. Locally, the All-Hazard Incident Management Team plays an essential role in the management and response to emergencies in the Houston Ship Channel area. The All-Hazard designation indicates the team consists of members from across the emergency services sector, thus lending combined expertise to emergency incidents. Additional education offerings included the Fentanyl Briefing which examined the threat fentanyl poses to law enforcement personnel and other first responders as fentanyl and its related substances can be inhaled or absorbed through skin or the eyes. Accidental exposure can quickly affect workers as well as police dogs. The briefing included detection, protective measures, treatment, evidence collection methods, and more. In 1996, he founded Gulf Winds International, a logistics company providing warehousing, drayage, and transloading services both domestically and internationally. He was an advocate for the success of the port region and active in the local community. In addition to serving on the HSCSD board of directors, Steve was involved with the Greater Houston Port Bureau, the International Seafarers Center, the Maritime Museum, the University of Houston s College of Technology s Advisory Board, and the East End Chamber of Commerce, to name but a few. He was named by the Greater Houston Port Bureau s Maritime Person of the Year in Steve Stewart was a husband, father, grandfather, and friend. The company he founded, Gulf Winds International, reflects his faith values and commitment to others through its More than the Move Foundation. Steve will be missed.
