1 2 April 2010 Memorandum for the Information Dominance Corps IDC Members, Time flies...and it s time to provide you another update on the status of Information Dominance activities in the Navy. As you read through the following update items, I believe you will find that the scope, depth and momentum of our activities is expanding. For those of you in the trenches working these issues, I thank you for your achievements. Your accomplishments have been spectacular --- and the momentum you ve generated have us moving ahead, on course, and ahead of PIM. Well done. I am providing this update so that we can all share situational awareness of some key information-focused activities ongoing across the Navy. I m particularly pleased with initiatives associated with the Information Dominance Corps...as they will have great impact on our people. I m also enthusiastic about the guidance the CNO has provided regarding a variety of capability areas (unmanned air, undersea dominance, etc.). Please share these updates with as many members of the IDC as you can reach. Our youngsters also will benefit from understanding the status of these initiatives. Individual Augmentation and Deployed Personnel Status: Over 1300 Active and Reserve IDC personnel are currently deployed on IA assignments, meeting Combined, Joint and Navy Commanders demand for information dominance. Nearly 80 percent of those IAs support CENTCOM directly. Afghanistan augmentation continues to increase in response to a POTUS-directed surge. Critical mission support includes the 3-year commitment of personnel to the Afghanistan/ Pakistan Hands program, which includes theater deployment and language training; Navy s lead in the establishment of the Afghanistan Ministry of Defense Intel and Signal training schools under NATO Training Mission-Afghanistan (NTM-A); and emergent support to multiple theater headquarters. Cross Detailing: We are currently broadening the experience base of IDC Officers through the Cross-Detailing Initiative. The Corps leaders and I, in close

We will provide updates via the Navy Personnel Command PERS-47 Website. Please contact your detailer if you are interested in serving in these and other critical assignments in the future. IDC Warfare Quals & Grandfather Exam: We reached a key milestone on 19 February when NAVADMIN 058/10 was released, announcing the new IDC breast insignia for our officer and enlisted personnel. The design of the pin was approved by the CNO and is now in the production stage. I expect the first pins will be available through the NEX this August. We re also moving quickly to establish the related qualification programs. OPNAV instructions outlining policy related to earning and wearing the warfare insignia are expected to be complete in May. These instructions will include a grandfather clause for officers. Those officers already qualified in their respective communities will be grandfathered to wear the insignia upon completion of an online course and test currently under development. For everyone else, the basis for earning the pin will be completion of their community-specific Personal Qualification Standard (PQS) and IDC Common Core PQS. Our Officer Common Core PQS was drafted by a working group of IDC experts in early February and is currently under Fleet review. The community specific PQSs are being updated to complement the IDC Common Core PQS. For the Enlisted Information Dominance Warfare Specialist (EIDWS) qualification, the common core PQS is complete and individual units are currently testing

3 the command PQS to accompany the common core PQS. This beta testing will serve as the qualification for our first EIDWS designated personnel and provide valuable feedback ensuring we run a strong program for our IDC sailors. Both the IDWO and EIDWS PQS will be ready for implementation this summer. Mission/Capability Area Roadmaps: Work continues on our Information Dominance Roadmap effort. My thanks to the stakeholders within the individual roadmap areas for their willingness to jump in and help turn these into living documents that will evolve and guide us as we march toward a Navy Integrated Information Architecture. I held an IPR on 18 March with the first three roadmap areas (Maritime BMD C2, Undersea Dominance, MDA). I m pleased with the progress I ve seen to date. I plan to follow up with an SVTC led by RADM Card on 7 April. Much work lies ahead in this two-year game plan to achieve our objective of delivering a Navy Strategic Roadmap for Achieving Information Dominance that will guide our programmatic decisions in the years ahead. Execution of CNO s Guidance On UUV s: The CNO recently provided direction regarding UUV development and priorities. The priorities in technology development are power, autonomy and sensors with particular emphasis on advancing energy and propulsion. Specifically, the CNO said that: UUVs need to be able to perform for at least a month with operational flexibility. Energy and propulsion are more important than sensor development to prove UUV utility. Double digit speed capability is desired. We must also: Engage with industry, other government agencies and international partners for UUV energy/propulsion solutions. Develop a process to generate speed and range requirements that lead to energy technology investments. Identify/develop regimes to integrate/certify future energy technologies CNO s Guidance On Unmanned Combat Aircraft Systems: The Navy Unmanned Combat Air System-Demonstration (NUCAS-D) program is intended to develop and demonstrate a CVN-suitable, low-observable (LO) relevant, unmanned air system. The program will evolve technologies required to conduct launch, recovery, carrier controlled airspace operations, and autonomous aerial refueling. Following completion of the NUCAS-Demo, some fundamental operational risks will remain, including integrating airborne manned/unmanned operations, flight deck and mission ops integrated with a full air wing (CVW), and armed unmanned operations at long ranges from the CVN.

4 The Unmanned Carrier Launched Airborne Surveillance and Strike (UCLASS) system will be the second step in the effort to develop enhanced carrier versatility through integration of unmanned air vehicles. The UCLASS will field a limited operational capability by 2018, utilizing low risk technologies to produce an unmanned ISR/strike platform with LO attributes and hours endurance. The UCLASS system will be optimized for Irregular and Hybrid Warfare scenarios. The CNO provided guidance regarding this capability at the 29 December CNO Executive Board. He tasked the N2/N6 to execute a plan to deliver a Low Observable, Unmanned Combat Air Vehicle, which can collect ISR, and deliver a precision guided munition, with IOC of operations onboard CVNs by A Request for Information, to industry, was released on 26 March It is designed to help the Navy formulate options for delivery of approx 4-6 UCLASS aircraft, with the above attributes, in 2018 timeframe. Global Hawk / BAMS Synergies: In partnership with the U.S. Air Force, we are pursuing a range of joint synergies between the BAMS and Global Hawk UAS programs. These efforts are focused on the areas of basing, maintenance, C2, training, logistics, and data/ped and are possible due to the multiple elements of air vehicle commonality in both programs. Basing. OCONUS joint BAMS/GH squadrons and bases and CONUS depot-level maintenance. Command and Control. Joint efficiencies in beyond line-of-sight (BLOS) and launch and recovery (L&R) C2. The ability to launch and recover each Service s aircraft increases the number of L&R sites available for refueling and servicing and C2 of the air vehicle until transfer to/from by the Main Operating Base Mission Control System (MOB MCS, USN) or the Mission Control Element (MCE, USAF). Training. Synergies in training of Air Vehicle Operators/Pilots and maintainers and cross-training of Processing, Exploitation and Dissemination (PED) data analysts. Logistics. Joint Logistics infrastructure facilitates Joint organizational maintenance and servicing. Data/PED. Synergies in PED C2, Data Transport, Training, Analytical Tools and Continuity of Operations (COOP)/Surge Operations. The Air Operations Center Maritime Operations Center (AOC-MOC ) relationship is based primarily on potential integration and alignment of common DoD PED systems Digital Common Ground Surface System (DCGS). We are also identifying a common toolset from existing and planned future applications. Next Generation Enterprise Network (NGEN): The follow-on to NMCI, NGEN has completed Gate 4 review and has been designated as an Acquisition Category IAM Major Automated Information System program. The next major

5 milestone for NGEN transition is the approval of the Acquisition Strategy. NGEN will provide the same capabilities of NMCI, but with the addition of enhanced Command and Control of the network, and Information Assurance improvements to meet evolving security requirements. Consolidated Afloat Networks and Enterprise Services (CANES): The next generation afloat network, CANES, has also achieved some significant milestones in recent months. CANES will consolidate existing afloat networks and services into a single program of record, while enhancing security, operational agility and reducing cost. On 4 March 2010, the CANES System Development contracts were awarded to Lockheed Martin and Northrop Grumman. This dual contract award marks the beginning of a 14-month competitive phase for CANES System Design and initial limited production. In parallel, several platforms have received the Early Adopter upgrades to ISNS, which is an important first step towards migration to CANES. Feedback from the Early Adopters will provide valuable operational feedback, prototyping and risk mitigation opportunities, and ultimately inform programmatic decisions as we transition to CANES. Convergence to a Single Network: We continue our efforts with SPAWAR and CYBERFOR to develop one of the foundational roadmaps of our overarching information dominance strategy. The Convergence to a Single Network Roadmap will guide us to a single integrated network environment that provides the warfighter with seamless, global access throughout the Joint battlespace. We are currently mapping capability gaps to include operational feedback taken directly from Numbered Fleet network priorities. Key to achieving this ubiquitous network environment will be establishing common services, standards, governance and an enterprise operational architecture consistent with the Global Information Grid Network Operations Concept of Operations. Mobile User Objective System (MUOS): We are also actively engaged in advancing MUOS, as the replacement for the current UHF Follow-On SATCOM (UFO) constellation. The MUOS satellites will each carry two comms payloads. The legacy payload will provide capabilities equivalent to a UFO satellite and allow interoperability with existing UHF terminals. The second package will utilize a Wideband Code Division Multiple Access waveform which will support approximately 2000 simultaneous worldwide connections. When operational, MUOS will provide the warfighter with a considerable increase in global SATCOM capabilities supporting all-weather, tactical comms-on-themove requirements. Currently the MUOS program is conducting environmental testing on the first satellite, and beginning manufacturing efforts for MUOS #2 and #3. The first satellite of the five satellite constellation is scheduled to launch in late Electromagnetic Environmental Effects (E3)/Spectrum Team: Our E3/Spectrum Team is also engaged in supporting the warfighter. Operational success of Navy and Joint forces both now and in the future hinge upon the ability of our platforms and systems to operate in a congested, contested electromagnetic environment. The E3/Spectrum Team enable future naval capabilities with well

6 engineered warfare systems; ensure new systems are ready for Fleet introduction, and strive to ensure current systems are performing at their prescribed performance. We continue to provide engineering and electromagnetic interference mitigation support to deployed forces, and electromagnetic compatibility/electromagnetic radiation hazards certifications for pre-deployment units. Climate Initiatives: The Oceanographer the Navy staff continues to lead Navy planning and policy development related to Climate Change through Task Force Climate Change, established by the CNO in May OPNAV N3/N5 is expected to approve the Navy s Strategic Objectives for the Arctic this month. Next month, VCNO is expected to approve the Navy s overall Roadmap for Climate Change which expands on the Navy Arctic Roadmap approved in Nov 09. The Spring 2010 edition of Navy War College Review contains a summary article of arctic security issues and Navy plans authored by RADM Titley and Ms. Courtney St. John. TFCC activities continue to receive significant interest from national press, OSD, and senior Executive Branch staff, interest as reflected in a 24 March New York Times article and the most recent White House-level Arctic Region Interagency Policy Committee meeting. Early Lessons From Haiti: IDC contribution to Haiti HA/DR operations was impressive. That said, it was conducted in a traditional stove-piped manner that lacked the comprehensive approach we are aligning to execute in future crises. Overall, I m pleased with the IDC s ability to respond with speed and agility to address complex requirements, while operating in an environment that posed unique challenges. Here are some quick highlights: Naval Oceanography airborne survey aircraft, Fleet Survey Teams, and the oceanographic survey ship USNS Henson conducted the initial assessments of Haitian port facilities. These hydrographic surveys identified dangerous hazards to navigation in the ports, anchorages and coastlines to enable the safe conduct of relief operations from the sea. Fleet Survey Team members later deployed to Chile to help support port assessments following the 27 February earthquake in that country. Navy networks and communications specialists ensured our Joint forces, international partners and civilian relief organizations had the connectivity they needed by installing wi-fi hot spots and an unclassified network to enable information sharing across the entire relief effort. The installation of a SATCOM link aboard USNS Comfort enabled real time consultation between doctors afloat and experts at Bethesda Naval Hospital. Naval Intelligence Specialists, forward-deployed and at reach-back locations, analyzed images collected by ISR aircraft to provide relief workers and forces on the ground with in-depth understanding of damage to infrastructure and lines of communication.

7 Creole linguists assisted in bridging the language gap between the relief force, Haitian government authorities, and the local populace. In short, the IDC responded to a major disaster by applying diverse skills to overcome a difficult set of challenges, and in doing so, enable more rapid and more effective relief efforts. Fleet Cyber Command: During a 29 January ceremony at Fort Meade, the CNO commissioned U.S. Fleet Cyber Command (FLTCYBERCOM) and recommissioned U.S. TENTH Fleet as the Navy s central operational authority for Naval Warfare in cyberspace and in the electromagnetic spectrum. FLTCYBERCOM/TENTH FLEET has already begun robust command and control over our networks with dynamic, real time defense fully enabled by intelligence capabilities. FLTCYBERCOM/TENTH Fleet also assumed responsibility for providing non-kinetic effects in and through cyberspace in support of both Regional Combatant Commanders and Navy specific missions. They will exercise their capabilities during Terminal Fury 2010; sending a command element forward in support of the Joint Force Commander and Functional Component Commanders while using their world-wide reach to deliver focused effects. Navy Cyber Forces (CYBERFOR): CYBERFOR was established on 18 Jan as the Fleet Type Commander for information-centric disciplines and capabilities under U.S. Fleet Forces Command. CYBERFOR s mission is to organize and prioritize the Fleet s Information Dominance Corps manpower and training, and Fleet modernization and maintenance requirements for command and control, networks, cryptologic, intelligence and space-related systems, and information operations activities. The CYBERFOR workforce is pursuing a range of initiatives to position it as a value-added TYCOM for their assigned mission areas. The top priorities involve executing the CNO s direction related to Intelligence Manpower Realignment and optimizing Information Dominance Corps readiness across all Navy warfare areas. EW and Afloat Cryptologic Operations: We are embarking on ambitious Maritime Electronic Warfare and Cryptologic Operations programs. Our focus includes more than just budget resources; we are overhauling these areas by developing new models and concepts for conducting operations in modern, highly demanding environments. We have embarked on a path that will rapidly deliver game-changing capabilities to meet the CNO s objectives, and we are already accelerating the fielding of capabilities to enable the Navy to deliver hard and soft kill combat power when needed. Information Dominance Corps officers continue to play a pivotal role in transforming traditional views of Maritime Electronic Warfare and Cryptology into the powerful vision taking shape today. Maritime Domain Awareness (MDA): N2/N6 now has the lead for Navy s Maritime Domain Awareness activities, including international/interagency engagement and information sharing, and an acquisition way ahead for fusion and analysis technologies. On the information sharing front, we re building two major MDA-focused operational games for our international partners in summer

8 and fall The MDA Operational Game and the Global Partnerships Game will focus on enhancing information sharing and building on the momentum of the October 2009 International Seapower Symposium. We re also partnering with the DoD Executive Agent for MDA and National Maritime Intelligence Center to ensure broad cooperation across DoD, the Intelligence Community, and the Interagency. On the technology front, we re sustaining the technologies developed rapidly under Navy s Spiral One effort, while leveraging existing programs such as Distributed Common Ground System - Navy (DCGS-N) to bring together all available data to facilitate our commanders decision superiority. National Maritime Intelligence Center (NMIC): The NMIC was created as a National Intelligence Center in January 2009 to facilitate national-level integration of maritime intelligence and information and expand Maritime Domain Awareness. In little more than a year, it has achieved considerable success in expanding collaboration and unity of effort among the many interagency, local government, maritime industry, and international partners within the Global Maritime Community of Interest. By pursuing whole of government solutions to information-sharing road blocks, the NMIC has positioned itself at the nexus of efforts to meld intelligence, information, and information management to address security challenges in the maritime domain. As the national-level advocate for the information needs of the maritime community, its efforts will have far reaching implications, for the civil maritime industry, government partners with equities in the maritime environment, and the Fleet. NMIC s efforts are currently focused on cross-domain solutions, the maturation of Information Enterprise hubs to maximize the utility of maritime information, and the development of transformational information technology. For example, NMIC s Technology Innovation and Collaboration Environment is aggressively identifying and integrating game-changing technologies, such as Project Haystack and the Information Integration Pilot, to enable the Maritime Community to connect the dots and prevent threats to our interests in the maritime domain. NMIC s persistence in pursuing intelligence agility to enable decision advantage in the maritime domain, is earning it a strong reputation for leadership on maritime security issues across the Interagency, with foreign partners, and within the Intelligence Community. Office of Naval Intelligence (ONI) / Fleet Intelligence Specialist Team (FIST): The FIST at ONI provides Fleet commanders with access to a group of highly skilled imagery analysts. The team is composed of a Direct Support Element (Afloat) and a Tactical Reachback Element (Shore) that maintains a continuous watch in support of deployed forces. The FIST mission includes indications and warning through the exploitation of imagery obtained by national, theater, tactical, and commercial means. FIST support is primarily Fleet-focused, but also responds to CNO and nationally directed requirements to support relief operations associated with humanitarian relief efforts.

9 Fleet Intelligence Detachment (FID) Suitland: NETWARCOM established FID, Suitland at the Office of Naval Intelligence in late 2009 to improve the training of Afloat Intelligence Specialists and junior officers. Intelligence Specialists with Imagery Interpretation Naval Enlisted Codes and junior officers previously assigned to Fleet units receive additional training in imagery interpretation, operational intelligence, and watch standing disciplines. When not deployed, FID personnel integrate into the NIMITZ Operational Intelligence Center departments, including FIST and the Global Maritime Watch, and provide realtime, remote imagery support to Navy Warfighters. The FID concept is part of the larger CNO-directed Fleet Intelligence Alignment (FIA) effort, designed to build a more robust Naval Intelligence reachback capability to centers of excellence and a surge capacity to meet emergent demand signals. The FIA improves readiness, strengthens critical skills, and develops more in-depth understanding of the adversary, while improving the agility to support contingency operations, and crises support. For example, FID personnel provided both reach-back support and forward deployed surge support to COMNAVSOUTH in the wake of the Haiti earthquake. Closing: As you can see can see, the range of information initiatives with implications for the Navy and the Nation is truly impressive. We are approaching some key decision points in POM-12 that will shape our way ahead in the information domain for years to come. I believe we have entered a truly transformational era for the Navy, one no less significant than the transition from sail to steam. I will keep you informed and request your input and recommendations at key decision points along the way.
