6 Discuss the NCA, its members and functions: The National Command Authority is a term used by the United Sates government to refer to the ultimate lawful force of military orders. The term refers collectively to the President of the United States (as commander-in chief) and the United States Secretary of Defense. 7 Discuss the difference between OPCON and ADCON : Operational Control (OPCAON) is the command or commander in charge of the overall operation of forces. Their duties are to ensure the assigned mission is achieved through the use of forces assigned to the current operation. Administrative Control (ADCON) is the commander in charge of the individual unit s administrative needs to include issuance of orders, pay and personnel issues, as well as issuance of directives and awards. CNO N2/N6 Director of Naval Intelligence (N2) and the Deputy CNO Communications Networks (N6): The OPNAV Reorganization Team shall propose administrative and operational relationships between FLTCYBERCOM and other Navy and JointCommands and define clear roles and responsibilities within these interfaces," the memo said. "The team shall also identify governance mechanisms across the Navy to optimally align and manage Navy's information capabilities." b. CNMOC The Naval Meteorology and Oceanography Command (COMNAVMETOCCOM) :serves as the operational arm of the Naval Oceanography Program. Headquartered at the Stennis Space Center in Mississippi, CNMOC's claimancy is globally distributed, with assets located on larger ships (aircraft carriers, amphibious ships, and command and control ships), shore facilities at fleet concentration areas, and larger production centers in the U.S. COMNAVMETOCCOM is focused on providing critical environmental knowledge to the warfighting disciplines of Anti-Submarine Warfare; Naval Special Warfare; Mine Warfare; Intelligence, Surveillance and Reconnaissance; and Fleet Operations (Strike and Expeditionary), as well as to the support areas of Maritime Operations, Aviation Operations, Navigation, Precise Time, and Astrometry. NETWARCOM is the authority whose job is coordinating all US Navy information technology, information operations, and space requirements and operations. NETWARCOM coordinates staff needed to support one naval network and to support that network's operation. d. Commander, Reserve Space and Network Warfare Program: The Navy Space Team is a functional team of organizations that span the entire spectrum of Naval warfighting. Functional areas include assessments and requirements, operations, science and technology (S&T), and acquisition. The Deputy Chief of Naval Operations, (Warfare Requirements and Programs Directorate) (CNO N6/N7) leads the Navy Space Team for the Chief of Naval Operations (CNO).. e. Joint Space Operations Center JFCC-SPACE: through its Joint Space Operations Center (JSpOC), detects, tracks, and identifies all man-made objects in Earth orbit. Crews work around the clock constantly tracking these objects. They task the Space Surveillance Network (SSN), a worldwide network of 29 space surveillance sensors (radar and optical telescopes, both military and civilian) to observe the objects. The crews use computers to match sensor observations to the more than 22,000 man-made orbiting objects and update the position of each one. These updates form the Space Catalog, a comprehensive listing of the numbers, types, and orbits of man-made objects in space. g. NOAA: National Oceanographic Atmospheric Administration provides weather, hydrologic, and climate forecasts and warnings for the United States, its territories, adjacent waters and ocean areas, for the protection of life and property and the enhancement of the national economy. NWS data and products form a national information database and infrastructure which can be used by other governmental agencies, the private sector, the public, and the global community. CTN Monitor, identify, collect analyze and report information in regards to computer network operations in support of Navy and Department of Defense national and theater level missions. e. 29 Explain the mission of the NASIC : The National Air Space Intelligence Center, with headquarters at Wright-Patterson AFB. Ohio, is the primary Department of Defense producer of foreign aerospace intelligence. NASIC develops its products by analyzing all available data on foreign aerospace forces and weapons systems to determine performance characteristics, capabilities, vulnerabilities, and intentions. Center assessments are also an important factor in shaping national security and defense policies. As the DoD experts on foreign aerospace system capabilities, the center historically has also been involved in supporting American weapons treaty negotiations and verification.
