1 F Environmental Restoration Narratives This appendix contains narratives describing environmental restoration progress and funding at 191 Department of Defense (DoD) installations and former Defense properties. These narratives summarize Defense Environmental Restoration Program activities at: z Active DoD installations and Formerly Used Defense Sites that are on, or proposed for, the U.S. Environmental Protection Agency s National Priorities List (NPL); and z Base Realignment and Closure installations that are closed or identified for closure with significant environmental restoration costs as of September 30, The NPL is a list of the installations and properties with known releases or threatened releases of hazardous substances or pollutants or contaminants throughout the United States and its territories. Currently, unexploded ordnance and discarded military munitions are not considered in the hazard ranking system (HRS) score, which is the primary method for placing installations and properties on the NPL. 2 Appendix F: Environmental Restoration Narratives Fiscal Year 2010 Defense Environmental Programs Annual Report to Congress F-2 Environmental Restoration Narrative Format Each narrative provides specific information about the installation and its progress toward restoration goals. The box at the top of the narrative (Top Box) displays the: Federal Facility Identification (FFID) number Location and size in acres Mission Hazard Ranking System (HRS) score Interagency agreement (IAG) status Contaminants found at the installation Media affected Total funding to date Estimated cost-to-complete (CTC) and completion year (the estimated time in which the installation will complete all response actions) Number of sites Final remedy in place (RIP) or response complete (RC) dates for DERP sites in the Installation Restoration Program (IRP) and the Military Munitions Response Program (MMRP) Five-year review report status Reference to additional information Figure F-1 describes each of these data elements in more detail. The narratives summaries include an IRP/MMRP status figure and also highlight the installation s restoration history and planned efforts. The Introduction section provides background information on the installation and summarizes important environmental restoration events. The next two sections of each narrative, FY10 IRP Progress and FY10 MMRP Progress, address current year environmental restoration progress. The final section, entitled Plan of Action, includes information on the IRP and MMRP activities that the installation will conduct during the next two fiscal years. An installation may be delayed in completing a previous fiscal year s planned activity due to administrative, regulatory, or technical issues. Requirements This appendix fulfills these statutory reporting requirements: Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) 120(e)(5) Superfund Amendments and Reauthorization Act 211 Environmental Restoration Narrative Status Figure F-2 provides a summary of the 191 narratives that have installations on the National Priorities List (NPL), proposed for the NPL, and Base Realignment and Closure (BRAC) installations that have undergone or have been identified for closure or realignment. The header of each narrative identifies current and former installation names and its NPL/BRAC status. The BRAC status reflects Commission actions impacting the installations, not the funding source. Installations realigned under BRAC 2005 continue to receive funding for cleanup activities from the DoD Component s Environmental Restoration Account.
3 Figure F-1 Data Element Descriptions Data Element Description 1 Installation Name provides the name of the DoD installation or Formerly Used Defense Sites (FUDS) property. 2 NPL/BRAC Status if NPL or proposed NPL is displayed, indicates that the DoD installation or FUDS property is listed on or has been proposed for listing on the U.S. Environmental Protection Agency's (EPA's) NPL. The NPL is the list of national priorities among the known releases or threatened releases of hazardous substances, pollutants, or contaminants throughout the United States and its territories. If BRAC is displayed, indicates that the DoD installation has been identified for closure or realignment under one or more of the five BRAC rounds (1988, 1991, 1993, 1995, and 2005). 3 Federal Facility Identification Number (FFID) a unique 14-digit alphanumeric identifier used to manage and track each DoD installation and FUDS property. 4 Location (Size) identifies the city or county, and state where the installation is located, and the size of the installation in acres. 5 Mission describes the primary activities conducted at the installation. 6 Hazard Ranking System Score used by the EPA to assess the installation's relative threat to human health and the environment. Sites scoring or higher are eligible for placement on the NPL. 7 Interagency Agreement (IAG) Status indicates whether the installation has signed a federal facility agreement (FFA) under CERCLA Section 120 s requirement for an interagency agreement (IAG). 8 Contaminants identifies contaminants known or suspected to be present at the installation. 9 Media Affected identifies environmental media known or suspected to be impacted by contaminants at the installation. Media types include groundwater, surface water, sediment, and soil. 10 Funding to Date represents funding allocated to IRP sites and munitions response sites (MRSs) for each phase from the time cleanup activities were initiated through FY08, in millions of dollars. 11 Estimated CTC represents funding projected for allocation to IRP sites and MRSs from FY09 through completion of cleanup activities, including LTM, in millions of dollars. 12 Completion Year represents the projected new year when remedial action, excluding long-term management (LTM), is complete at IRP sites and MRSs. 13 IRP Sites represents the total number of IRP sites at the DoD installation or FUDS property. 14 Final IRP RIP/RC represents the date by which all IRP sites will have achieved remedy in place or response complete. 15 MMRP Sites (Final MMRP RIP/RC) represents the total number of MRSs at the DoD installation or FUDS property. 16 Final MMRP RIP/RC represents the date by which all MRSs will have achieved remedy in place or response complete. 17 Five-Year Review Status provides the status of the five-year review for the DoD installation or FUDS property, where such review is required. A five-year review may be completed, underway, planned for the future, or any combination thereof. Five-year reviews may be required for selected sites, not necessarily all sites at a DoD installation or FUDS property. 18 IRP/MMRP Status Table references the location of detailed cleanup information for the DoD installation or FUDS property in Appendix E: Installation Restoration Program and Military Munitions Response Program Status Tables. The subtotals do not add to the total because some installations are both NPL and BRAC. As environmental restoration progresses, some installations previously included in this appendix no longer require a narrative because they have been deleted from the NPL or DoD has determined no further action (NFA) at those properties. No narratives were removed from the NPL in FY10. Figure F-4 provides an index of the Appendix F narratives. It lists all of the environmental restoration narratives alphabetically, by DoD Component. For each installation in this appendix, the index also includes the status of the installation (NPL, proposed NPL, or BRAC) and the page on which each restoration narrative is located. BRAC status may refer to installations scheduled for realignment or closure. Each environmental restoration narrative contains at least one unique FFID, which is used to identify and track federal facilities and assist with prioritizing, managing, and tracking environmental projects. Detailed information on environmental restoration activities at an installation prior to FY10 can be found in the installation narratives from earlier editions of the DEP ARC at Figure F-3 lists installations that previously had narratives in this appendix and the reasons they were removed. It also lists the year of the last Defense Environmental Programs Annual Report to Congress (DEP ARC) containing a complete narrative for that installation. Installations that do not require narratives after this reporting year are noted in the FY10 IRP Progress section. These narratives include Vint Hill Farms Station, Old Navy Dump/Manchester Annex, Sangamo Electric Dump/Crab Orchard National Wildlife Refuge, and Philadelphia Naval Complex. In FY10, DoD transferred environmental restoration responsibilities from Fort Dix and Lakehurst Naval Engineering Station to McGuire Air Force Base. The newlycreated Joint Base McGuire-Dix-Lakehurst has a BRAC 2005 requirement. BRAC determinations also combined the property and restoration responsibilities of Naval Amphibious Base Little Creek and Fort Story to create Joint Expeditionary Base Little Creek-Fort Story and transferred Andersen Air Force Base to the Navy to create NSA Andersen Guam.
