3 A LETTER FROM THE IHIA PRESIDENT July 29, 2018 Welcome to the 2018 International Homicide Investigators Association s 25th Annual Training Symposium and the Golden Nugget Hotel/Resort in Las Vegas. The IHIA board is excited to be in the Silver State on our Silver Anniversary providing you with the best training presentations available. We feel very fortunate to serve our worldwide membership and share a great week from over 30 states and 7 countries. I also want to thank our co-host agencies, without whom the IHIA, wouldn t be successful. The Las Vegas Field Office consists of a headquarters facility in Las Vegas, as well three resident agencies located throughout the state of Nevada. In total, the FBI Las Vegas Field Office territory covers 17 counties with a total area of over 110,000 square miles. Las Vegas, well known as a vacation destination, also serves as the leading financial, commercial, and cultural center for Nevada and hosts 43 million visitors annually. Thank you for choosing to attend the Silver Anniversary of the IHIA Symposium in the Silver State. For those that are not aware, the inaugural IHIA Symposium in 1988 was held at the FBI Academy in Quantico, Virginia. The organization has grown tremendously in that time and is now regarded as the largest network of homicide professionals ever assembled. 5 IHIA OVERVIEW The International Homicide Investigators Association (IHIA) was founded during a 1988 Violent Criminal Apprehension Program (ViCAP) Conference sponsored by the Federal Bureau of Investigation (FBI) at Quantico, Virginia. This conference brought together an elite group of professionals from around the world representing all disciplines involved in death investigation. Today, the IHIA is the largest and fastest growing organization of homicide and death investigation professionals in the world and has representation from every state in the United States as well as 33 other nations. Our membership of over 2,000 includes representatives from Algeria, Antigua, Australia, Austria, Bahamas, Bahrain, Barbados, Belgium, Cambodia, Canada, Chile, China, Costa Rica, Denmark, Djibouti, Dominica, Dominican Republic, Egypt, Eritrea, Ethiopia, France, Germany, Ghana, Grenada, Hungary, Iceland, Iraq, Ireland, Italy, Jamaica, Japan, Jordan, Malaysia, Mexico, Morocco, The Netherlands, New Zealand, Northern Ireland, Norway, Oman, Panama, Philippines, Qatar, Saudi Arabia, Scotland, Sierra Leon, Singapore, South Africa, Spain, St. Kitts, St. Lucia, St. Vincent, Sweden, Taiwan, Thailand, Tunisia, United Kingdom, United States, Vanuatu, West Africa and Yemen. Members of the IHIA have been instrumental in starting state homicide investigators associations in Florida, Minnesota, Texas, Virginia, Illinois and Louisiana, Wisconsin. The diversity of the IHIA s membership, in both disciplines and geography, greatly enhances our ability to address the myriad of complex issues facing homicide and death investigations in today s world. By bringing all disciplines together under one umbrella organization, the IHIA s multi-disciplinary membership promotes inter-disciplinary and interagency coordination, cooperation, and working partnerships relative to: Homicide/Death case management Investigative and prosecutorial strategy Latest advancement in forensic and informational technology Trends in criminal behavior and methodology The IHIA s primary mission is to provide active support to law enforcement agencies and death investigation professionals through leadership, training, networking, and provision of resources and expertise to resolve cases. To accomplish these goals; the IHIA conducts annual symposia, 40-hour Regional Basic Homicide Training Courses and provides an informative website for membership and other services. The Annual Symposium provides attendees with the latest advanced training in all investigative disciplines by renowned international experts. These sessions offer opportunities for IHIA members to present cases, exchange information, and share personal experiences with members from around the globe. The Basic Homicide Investigator Regional Training Course is conducted at various regional sites providing easily accessible training at a reasonable cost. To supplement and expand upon the IHIA s highly successful basic training course, the IHIA will soon offer a new Advanced Homicide Investigator Training Course at various locations to better serve law enforcement investigators. 15 2018 PRESENTERS P. Michael Murphy, Ph.D., F-ABMDI M Power USA Dr. P. Michael Murphy serves as President and CEO of M POWER USA, an international management consulting firm providing management and leadership guidance to public and private agencies. Dr. Murphy brings forty plus years of law enforcement and public service experience to the position serving in a multitude of roles giving him a unique perspective beginning with boots on the ground to Chief of Police. His journey of public service began as an entry level police officer in Kansas City, Kansas to serving as Chief of Police in Mesquite, Nevada. Dr. Murphy most recently served as Director of Special Services for The National Center for Missing and Exploited Children in Alexandria, Virginia where he was responsible for the Long Term Missing and Unidentified, Forensic Services, Image Enhancement/ Age Progression Units while serving as the National Amber Alert Coordinator. Prior to his time on the national stage, Dr. Murphy served as Coroner for the Clark County Office of the Coroner/Medical Examiner for 13 years while simultaneously acting as the Interim Director of Juvenile Justice Services and Chief Lobbyist for the 76th & 77th Legislative Sessions of the Nevada Legislature. Dr. Murphy is a graduate of the FBI National Academy and has a doctoral degree in Business Administration with California Pacific University. He is also a Fellow with the American Board of Medicolegal Death Investigators. Dr. Murphy has been recognized as the Administrator of the Year by the American Society of Public Administrator (ASPA) Nevada Chapter, Clark County Director of the Year with his office receiving the Outstanding Contributions in the Field of Death Investigations and Unidentified Victims Awards from the International Homicide Investigator s Association. He has been featured in Vegas Seven Weekly Magazine as one of the Most Intriguing People and awarded the 1st Annual Infinity Award by Nevada Donor Network for excellence in service to organ donation recipients and the community at large. Dr. Murphy has served as President of the International Association of Coroner & Medical Examiners (IAC&ME), President of the Nevada Chapter of the FBI National Academy (FBINA), President of the Nevada Sheriff s and Chief s Association, Chairman of the State of Nevada Peace Officer s Standards and Training Commission (POST) as well as Advisory Board Member of the Violent Criminal Apprehension Program (ViCAP). He continues to serve on numerous committees at the federal, state, and local levels. Ed Mireles Special Agent (Ret.) Federal Bureau of Investigation Ed Mireles was born in Alice, Texas. He moved to Beeville, TX and attended A.C. Jones HS. In 1971 he enlisted in the US Marines and did a four year tour. He served as a Marine Security Guard at the US Embassies in Sophia, Bulgaria, Reykjavik, Iceland, Brussels, Belgium and Madrid, Spain. After graduating from the University of Maryland in 1979, Ed Mireles entered on duty with the FBI. He is a 25 year veteran of the FBI with experience as an FBI Street Agent, Supervisor and Manager in a wide range of investigative and administrative areas, as well as extensive Undercover (UC) work. Mr. Mireles served as the primary Undercover Agent in hundreds of high level, high risk Narcotics, criminal and National Security investigations. Prior to working with LexisNexis, Detective Prate was a 27 year member of the New York City Police Department. His career included 12 years in uniform patrol and 15 years as a Detective. During his time at the Dallas Police Department, Scott responded to and participated in approximately 100 homicide and death investigations obtaining confessions and witness statements. Scott then accepted a special agent position with the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). He was assigned to an organized and violent crimes group focusing on Jamaican Posse members, outlaw motorcycle gangs, and violent Colombian narcotics traffickers. As a special agent and supervisor at several ATF field offices 2018 PRESENTERS and Headquarters, Scott conducted many complex investigations, interviews, and interrogations which resulted in the task force clearing 12 homicides in the United States and Jamaica. His experience investigating Colombian drug traffickers resulted in witness statements being obtained leading to the clearance of three homicides. As the supervisor for a violent crimes task force, Scott provided leadership and oversight to task force members responding to and solving several bombing cases including a cold case bombing. In the cold case, numerous interviews had to be conducted soliciting new details to the investigation. This case resulted in a successful prosecution and murder conviction. After the attacks on September 11th, Scott transferred to the Department of Homeland Security s Federal Air Marshal Service (FAMS) as a supervisor. He helped open the Cincinnati Field Office and later transferred to the Cleveland Field Office as the Assistant Special Agent in Charge. Scott was promoted and transferred to FAMS Headquarters where he was the Special Agent in Charge of the FAMS Investigations Division. He then transferred to the Chicago Field Office and served as the Assistant Supervisory Air Marshal in Charge for more than three years before retiring in Scott has been an international speaker, a member of a United Nations working group, a presenter at INTERPOL, and an instructor at numerous domestic firearms trafficking seminars. Prior to joining Vigilant, Sam served for 25 years with the ATF, retiring as the Special Agent in Charge of the Philadelphia Field Division. During his time with the ATF, Sam was responsible for all criminal and regulatory investigations, intelligence collection programs, and the security and safety of ATF personnel throughout the state of Pennsylvania. He was also instrumental in managing all national firearms enforcement programs and training initiatives of ATF s National Integrated Ballistics Imaging Network (NIBIN). Sam also served as a Special Agent with the U.S. Secret Service in New York City and as a police officer with the Yonkers Police Department. Ashley Englefield Investigator Placer Co. District Attorneys Office Ashley Englefield is a 16 year veteran of law enforcement in California. Mr. Englefield worked for the Sacramento Police Department, and currently works for the Placer County District Attorney s Office. Prior to becoming a police officer Mr. Englefield was a United States Marine and obtained a Bachelors degree in Information Systems from California State University Sacramento. Mr. Englefield has worked as an investigator in narcotics, gangs, homicide and fugitive apprehension. During his time as a homicide detective Mr. Englefield gained expertise in conducting investigations into cell phones, cell phone records, and many aspects of internet related technologies. Mr. Englefield has taught technology to law enforcement since 2013 to agencies in Florida, Texas, New York, California and Washington DC. Mr. Englefield graduated from the University of Cambridge (Cantab) in the UK with a Masters in Criminology, and resides in California with his wife and daughter. Kirk Keyser Detective Spokane County Sheriffs Office Kirk Keyser s law enforcement career spans over 24 years. It began with employment with a small eastern Washington State agency. In 1996 he made a lateral transfer to the Spokane County Sheriff s Office. During his patrol career he served as a FTO and became heavily involved in mixed martial arts, in 1999 he introduced the concepts of jujitsu to the agency as a defensive tactics instructor. Kirk was a member of the agency s TAC team and responsible for training multiple agencies. He served time in the Spokane Regional Drug Task Force and the Spokane DEA where he investigated federal level drug crimes. He was promoted to detective in 2002 and worked in property crimes units and regional domestic violence teams. Nine years ago, he was placed into the agency s Homicide/Major Crimes Unit and became a member of the Spokane Investigative Regional Response team. This team is responsible for investigations of law enforcement related deaths in multiple counties in Eastern Washington. Kirk has been involved in hundreds of death investigations and has presented death investigation training at the Washington State Homicide Investigators Symposiums. He currently lives in Eastern Washington with his family and is an avid outdoorsman. Chief Criminal Deputy Prosecuting Attorney Jack Driscoll Spokane County Prosecutor Mr. Driscoll was born and raised in the Hudson River Valley of New York State. He graduated from Boston College in 1980 with a degree in Economics. He then went to Gonzaga Law School, graduating in He started working at the Spokane County Prosecutor s office the same year. He has worked in every criminal unit in the office, prosecuting cases from infractions on up to death penalty cases, supervising at various times the District Court, Drug and Major Crimes Unit. Jeff Johannes Supervisory Special Agent BAU-4 Profiler Federal Bureau of Investigation SSA Jeff Johannes joined the FBI s Behavioral Analysis Unit (BAU) in November 2015 and is assigned to the Adult Violent Crimes Unit (BAU-4). SSA Johannes has been an agent with the FBI since May 2004 and spent his career at the FBI Washington Field Office (WFO). During his tenure at WFO, SSA Johannes was assigned to the WFO Violent Crime Task Force where he conducted investigations of bank robberies, armored car robberies, kidnappings, carjacking, fugitives, and violent armed robberies of commercial establishments. SSA Johannes was also assigned to the WFO Crimes Against Children Task Force where he focused his investigations on child abductions and sex trafficking of minors by violent street gangs. During his tenure at WFO, SSA Johannes participated in the investigations of the 2007 Virginia Tech Shooting, the 2013 Navy Yard Shooting, and was a case agent for a 2014 serial killer investigation in Alexandria, VA. Netemeyer Unit Chief Federal Bureau of Investigation Safe Streets Gang Unit Mr. Netemeyer was appointed Unit Chief of the Safe Streets Gang Unit in March of He began his bureau career as a Special Agent in 1996, assigned to the Memphis Field Office where he initially worked gang investigations with a primary emphasis on the Gangster Disciples. During his time in Memphis, he was also the Operations Coordinator for the Memphis Division s first Joint Terrorism Task Force, worked Public Corruption matters, and was a SWAT Team Operator. In December 2006, Netemeyer transferred to the St. Louis Field Office where he initially worked Public Corruption matters. In April 2010, he was appointed Supervisory Special Agent for Squad 12, making him the Program Coordinator for Violent Crime, Crimes Against Children, and Transnational Organized Crime matters. Ray Betts Detective Federal Bureau of Investigation Task Force Officer Detective Ray Betts graduated from Radford University in 1997 with a Bachelor of Science in Criminal Justice, and was hired by the Fairfax County Police Department, VA in In 1999, Detective Betts graduated the police academy and was assigned to work the midnight shift in patrol at the Franconia District Station. Since that time, he has worked several assignments within the department, to include the Neighborhood Patrol Unit, a Homicide Task Force investigating a local serial killer, and on a Retail Anti-Theft Team. In 2007, Detective Betts was assigned to the Fairfax County Gang Investigations Unit (GIU). In addition to being a GIU detective, in 2008, Detective Betts began working with the FBI as a Task Force Officer. Detective Betts is currently assigned as a FBI Task Force Officer with the MS13 Safe Streets Task Force out of the Washington Field Office. In 1981 he was accepted into the US Army CID where he worked felony crimes at various military posts across the US and overseas. He was appointed as a Warrant Officer in 1986 and later commanded three different CID units at major military bases. In 2001 retired from the army as a Chief Warrant Officer Four and went to work for the Mississippi State Crime Lab as a senior crime scene analyst where he conducted violent crime scenes examinations across the state. In 2004 Steve transferred to the Mississippi Bureau of Investigation (MBI) as the first Director of the MBI Cold Case Unit. In 2008 Steve returned to Army CID as a civilian where he is currently employed as a Supervisory Special Agent at Ft. Bragg, NC. Steve has a master s degree and undergraduate degrees in Criminal Justice, is a Graduate of the FBI National Academy and has been a college adjunct instructor for Austin Peay State University, Clarksville TN, University of Mississippi, Oxford, MS and Clayton State University, Morrow, Georgia. Steve is a fellow with the American Academy of Forensic Science (AAFS), and a member of the International Association for Identification (IAI), North Carolina Homicide Association, and the International Homicide Investigator s Association. 24 2018 PRESENTERS Jarrod Grimmett Detective Las Vegas Metropolitan Police Department Homicide, Nevada Detective Grimmett has a Bachelor Degree in Criminal Justice Administration with 23 years of law enforcement experience; the last 17 of such has been spent with the Las Vegas Metropolitan Police Department (LVMPD). Ken Clark Detective Sergeant Sacramento County Sheriff s Department Homicide Bureau, California Detective Sergeant Ken Clark has been with the Sacramento County Sheriffs Department, California, since 1992, and is currently assigned as the supervisor of the Sheriff s Homicide Bureau. In his tenure with the department, Sergeant Clark has served assignments as a patrol officer, a field training officer, Critical Incident Negotiations Team member, robbery detective, homicide detective, and supervisor of the Critical Incident Negotiations Team and the Homicide Bureau. Upon selection to detectives in 2003 Sergeant Clark was assigned to the Robbery Bureau before being selected to join the Homicide Bureau where he spent over 10 years. In 2015, he promoted to the rank of Sergeant and served a brief time in the Sheriff s Main Jail before being selected as the supervisor of the Critical Incident Negotiations Team. In 2017, he rejoined the Homicide Bureau as a supervisor in the unit. Sergeant Clark holds a bachelor s degree in Public Administration from the University of San Francisco. Paul Holes DA Investigator/Crime Lab (Ret.) Contra Costa County, California Mr. Holes recently retired as a Cold Case Investigator after spending over 27 years working for the Sheriff and District Attorney s Offices during his tenure in Contra Costa County located in the Bay Area, California. Having experience in both forensic and investigative assignments, Paul throughout his career specialized in cold case and serial predator crimes, developing and applying investigative, behavioral, and forensic expertise in notable cases such as Zodiac, Golden State Killer, and Jaycee Dugard. Paul is frequently sought out by investigators to consult on the most complex and high profile cases and has played a part in putting several serial predators on Death Row such as Darryl Kemp, Joseph Naso, and Joseph Cordova Jr. As an FBI Task Force Officer while employed with the DA s Office, Paul teamed with FBI and Sacramento DA personnel to apply innovative technology that identified Joseph DeAngelo as the Golden State Killer, one of the most prolific and cunning serial predators in U.S. history. Larry Pool Detective (Ret.) Orange County Sheriff s Department California Larry Pool currently serves as a Senior Investigator with the Riverside County District Attorney s Office. He worked 27 years with the Orange County Sheriff s Department and was assigned to the department s Unsolved Homicide unit in He immediately began work on an emerging series of DNA connected murders for which he dubbed the killer, The Original Night Stalker. Investigator Pool has received Congressional recognition for such work and for his contributions to public safety. ln 2003/2004, the Night Stalker investigation provided the impetus for landmark DNA legislation wins, for law enforcement and the victims of violent crimes. California s All Felon DNA databank and other DNA extraction advances were born out of the Night Stalker Investigation and Investigator Pool s efforts. Investigator Pool has committed more than 20-years to the investigation and continues to work on the prosecution of the matter as a member of the Golden State Killer Task Force. Investigator Pool also continues to maintain his responsibilities with the Riverside County District Attorney s Office where he works under the auspices of the FBI s Regional Computer Forensic Laboratory program. Rosanne was named the first female Chief of Police for the city of Rancho Cordova, a contract city wherein law enforcement services were contracted from the Sacramento County Sheriff s Department, and the departments first female motor sergeant. In her final year of service with the sheriff s department, she had executive oversight for not only her service area in Contracts and Regional Services, but also held the duties and responsibilities of a vacant Chief Deputy position in Support Services. Both service areas combined were comprised of over 1200 sworn and professional staff which included 26 divisions, bureaus and units. Additionally, she was responsible for the oversight of the departments initial Sheriff s Leadership Program where she still actively participates as an instructor. She is a graduate of the LAPD West Point Leadership Program, a certified coach, speaker and trainer with the John Maxwell Team, a certified Advanced Relationship Coach in Strategic Intervention from the Center for Strategic Intervention, an adjunct faculty with the International Academy of Public Safety National Command and Staff College, and holds a Bachelor s Degree in Criminal Justice Management from the Union Institute and University. Katie Leggett Detective Montgomery County Police Department Maryland Katie Leggett has twenty years of law enforcement experience, with 16 years as an investigator of child abuse (physical and sexual) and cold case investigations. Katie is a certified polygraph examiner and recently won the 2017 DAVID L. MOTSINGER HORIZON AWARD presented by the American Polygraph Association, in recognition of a shining star in the profession or association who demonstrates loyalty, professionalism and dedication to the polygraph profession. As a child abuse investigator, Katie is recognized as a subject matter expert and is a certified forensic interviewer. Katie has led investigations that have resulted in arrest and convictions of prominent members of the community in trusted positions such as teachers and clergy. Katie also was a lead investigator in a 42 year old cold case involving the kidnapping and murder of two young girls. This case was recently successfully prosecuted and became the oldest successful no body prosecution in United States history. Katie has been a state certified instructor with the Maryland Police and Correctional Training Commission for over 10 years. Katie is also an instructor for Signal 13 Training where she teaches a class on advanced interviewing and interrogation. Mark Janney Detective Montgomery County Police Department Major Crimes Cold Case Maryland Mark Janney holds a BA in Political Science from Gettysburg College and has over 25 years of law enforcement experience, with expertise in tactical operations, narcotics investigations and homicide investigations. He has spent years working as a Detective with the Special Investigations Division where he served as lead investigator in over 400 narcotics investigations and has qualified as an expert in the field of narcotics trafficking in the Maryland Circuit Court and United States District Court. Detective Janney has been deputized as a federal agent with the United States Marshal s Service, Drug Enforcement Agency, Federal Bureau of Investigations and Department of Homeland Security while working complex federal multi-agency conspiracy investigations. Detective Janney is a certified trainer for the Maryland Police and Corrections Training Commission and has served as Adjunct instructor at both the Northeast Counter-Drug Training Center and the International Conference on Asian Organized crime & Terrorism. Together, they train law enforcement personnel throughout the United States and have officially partnered with the COLD TRUTH foundation to ensure the best possible outcomes for some of the toughest cold cases. Stew Alcorn Detective Sergeant Frederick Police Department Maryland 2018 PRESENTERS Stephen Radke Detective Frederick Police Department Maryland Det. Radtke began his LE career with FPD in March of After graduation, he was assigned to Patrol and spent several years on Patrol with D/Sgt. Alcorn. Det. Radtke was assigned to an area of the City that required a significant amount of report and documentation. Det. Radtke spent a total of 2.5 years in patrol and 3.5 years in the Outreach Section. During his time in Outreach he became intimately familiar with the SRO Program. During this time he was able to develop and organize the PAL program and taught the GREAT program for many years. Det. Radtke also developed a vast network of informants and contact in the Schools system. Det. Radtke was assigned to the Criminal Investigations Section in June of 2018 and has brought a renewed sense of energy to the team. D/Sgt. Alcorn started his LE career with FPD in October of Graduating 3rd in his class overall, he was initially assigned to Patrol. While in patrol he was assigned one of the busier beats in Frederick and led his squad in CFS (averaged 130 per month), and averaged over 60 arrests a year. After 3 years on rotation, D/Sgt. Alcorn was transferred to Midnights and promoted to Corporal. Where he spent 1.5 years before being transferred to the Criminal investigations Section in October of While in the Criminal Investigations Section he has over seen the Special Investigations Section as well as the Violent Crimes Section before he was promoted to Sergeant in June of D/Sgt. Alcorn has been involved in and assisted in the successful closure of 12 Homicides, to include 3 MS-13 Gang related cases, and one 20 year cold case. D/Sgt. Alcorn currently oversees 12 Detectives, 2 Corporals, and a Crime Analyst.
