1 2014 MASTHEAD Our Council s New Location When you drive through our gates, you enter into your own little piece of heaven. Chaparral Drive is lined with olive trees and lights, golf course and water views, and directly ahead are the San Jacinto Mountains. Chaparral Country Club operates under strong budgetary controls. Through strong member leadership, this private residential community has built capital reserves while maintaining and upgrading facilities. The membership recently approved the construction of a 4,800 Sg Ft Multi-Purpose Building which will house an exercise facility, card and craft room, meeting room, restrooms and a new home for our on-site real estate company, Keller-Williams Realty. We are estimating the completion of the building in the Spring of Our private country club offers a restaurant for fine dining as well as the convenience of a lounge. In addition, there are many social events with opportunities to meet your neighbors and make new friends. 2 Officers/Directors Barry Snow Barry Snow President Council President Monthly Message As your Navy League Council President it is a pleasure to inform our members of our new meeting venue at Chaparral Country Club, Palm Desert. The Navy League was founded in 1902 under President Roosevelt in support of the Navy, Marine Corps, Coast Guard and U.S. flagged Merchant Marine. As a 01-3-C nonprofit organization any profit generated from meetings or events are used to pay for expenses of guest speakers and- Honored Guests from our adopted units. These enlisted Sailors and Marines are the Best of the Best and our treated by our commercial vendors to free hotel rooms and meals at many fine restaurants in the valley. These vendors are listed on last page of Masthead and we encourage our members to patronage them. We also encourage our members to bring a friend to the meetings and help them understand our mission and become a Navy League member. The council works 3-6 months in advance to provide your with some of the best military speakers from Navy, Marine Corp, Coast guard, FBI specialists, survivors of 911 and our members with strong military background. We will continue to meet at 1130 the second Monday of each month from October-June. This past year we had spectacular speakers from CO Robert E. Bush Naval Hospital 29 Palms, a Navy Captain who started the Navy top Gun School 4 years ago and Captain Konczey who flew P2V Neptunes P3A Orians and eventually flew with the Blue Angels. In addition to our military leaning, we also raise money and grant scholarships to highly qualified graduating seniors from valley high schools. Our council has visited the Blue Angels, nuclear submarines, gone to sea on destroyers, cruisers and aircraft carrier USS Nimitz. So please come on October 13 and bring a friend. Lunch to be served at 1130 sharp. You will be glad you did. Excellent food, excellent dining and excellent speaker are guaranteed. Our adopted aircraft carrier USS CARL VINSON has been deployed for nine months. 3 Guest Speaker October 13 JEFFREY R. CUGNO Special Agent & Primary NCAVC Coordinator Federal Bureau of Investigation Special Agent Cugno entered on duty with the FBI on May 7, He was assigned to the Los Angeles Field Office s Cyber Crime Squad. He was also a National Center for the Analysis of Violent Crime (NCAVC) Coordinator and a Team Leader for the Evidence Response Team (ERT). During his tenure as a Cyber Investigator, SA Cugno was responsible for the investigation of threatening communications, child pornography, computer intrusions, and Internet fraud. As an ERT Team Leader, SA Cugno led crime scene investigators during the collection of evidence in a variety of investigations, including but not limited to, bank robberies, kidnappings, homicides, Agent-involved shootings, and airplane disasters. In 2006, SA Cugno was selected as the Primary NCAVC Coordinator. In this capacity, he has been the FBI Los Angeles Field Office s NCAVC program manager, violent crime assessor, and administrator. SA Cugno participated in and directed NCAVC violent crime research. The NCAVC is an integral part of the Critical Incident Response Group, which provides behavioral support during all FBI crisis incidents. The HCAVC is comprised of four entities: the Behavioral Analysis Unit-1 (BAU-1), Counterterrorism Matters: BAU-2, Threats/Cyber Matters; BAU-3, Crimes Against Child Victims; and Crimes Against Adult Victims and the Violent Criminal Apprehension Program (Vi- CAP, The NCAVC mission is to provide Criminal Investigation Analysis of violent, sexual and ser- Prior to becoming a Special Agent, he was employed as an FBI Computer Specialist in the Los Angeles Field Office. He held the collateral duty of Behavioral Assessor on the FBI Crisis Negotiation Team (CNT) from In December 2011, SA Cugno was again selected to the CNT. In May 2012, SA Cugno was selected to the FBI s Child Abduction Rapid Deployment (CARD) Team. The CARD Team generally deploys in response to non-family child abductions. Members of the CARD Team are capable of providing investigative, technical, and resource assistance to local, state, and federal law enforcement agencies. SA Cugno is a Certified Police Instructor. He has provided training to over 3,000 domestic and international participants in the following topics: cyber crime investigations, evidence collection techniques, counter terrorism, and violent crime matters. SA Cugno holds a Master of Science Degree in Justice, Law and Society. He is a member of the Association of Threat Assessment Professionals (ATAP), the American Society for Industrial Security International (ASIS), the California Association of Hostage Negotiators (CAHN), and the California Homicide Investigators Association (CHIA).

Bleyle USS Carl Vinson (CVN 70) Public Affairs USS CARL VINSON, At Sea - (NNS) -- Capt. Kent D. Whalen was relieved by Capt. Karl O. Thomas as commanding officer of aircraft carrier USS Carl Vinson (CVN 70) during a change of command ceremony Sept. 1 off the coast of Hawaii. Rear Adm. Christopher Grady, commander, Carl Vinson Carrier Strike Group, presided over the ceremony. Before being relieved of command, Whalen thanked each of Carl Vinson's "Gold Eagle Warriors" for their unwavering dedication to the Navy's mission by getting the ship ready to deploy on time. "Trying to get nearly 2,800 people moving toward the same goal is a leadership challenge," Whalen said. "I certainly would not have been able to accomplish that without being blessed with a tremendous team of Sailors." Grady presented Whalen with the Legion of Merit during the ceremony for his "...exceptionally meritorious conduct in the performance of outstanding service as commanding officer." Carl Vinson completed a Western Pacific and Middle East deployment under Whalen, followed with the on-time completion of a six-month Planned Incremental Availability. The ship earned a 98 percent final assessment during Carl Vinson's Final Evaluation Phase (FEP) prior to deployment. During Whalen's tour, Carl Vinson safely steamed over 120,000 nautical miles and operated in 3 different naval fleet areas of responsibility. Leading up to FEP, Whalen led the ship through the completion of 4,000 fixed-wing launches and recoveries, 38 replenishments-at-sea, and weapons and ammunition onloads exceeding two million pounds. After official orders were read, Thomas assumed all duties and responsibilities as commanding officer and addressed his new crew for the first time. "It is a great honor to be here, deployed for the fourth time in my career aboard 'America's Favorite Carrier'," Thomas said. "This crew has been training for over the past year and I look forward to seeing that hard work pay off in the near future."
