2 Even after three years of living on Kwaj, I learn something new here everyday. That s a quote I ve always believed in, and if you didn t, you wasted a whole day. This is news to my parents, but I like learning. The day before yesterday, I was talking with Sabrina Mumma and Jan Waddell. Sabrina shared some of her experiences with animal bites, and I learned that you should bleed the spot where you get bit, to avoid infection. I did not know that. Now maybe I m just really ignorant, but it was kind of a fun little fact to learn. Those things are scary! I was shaking the whole time, after hearing Sabrina s stories of them pinching her. That was an experience. I ve learned other things during my time on Kwaj also. I learned that those yummy little egg roll-looking things are called Krystle McAllister Reporter lumpia, and later I learned that lumpia is especially great because you can freeze them and eat them later. And from Mr. Fullerton s Psychology, Sociology and History classes, I learned to think critically and to have reasonable evidence and thought behind each thing I say Buckminster and Friends Also, I found that it is humanly possible for people to live with only two television channels. You tend to watch different things than you would normally in the states, like Buffy. Buffy is the only thing that s on in the evenings. I learned how truly close the Kwaj community is, when Robyn Clark died. I ve never seen a community so helpful and close. It was amazing. Everyone pitched in to help with her memorial, the settings and the scrapbook gift to her parents, everything. At the end of her memorial, there wasn t a dry eye in that room, and we all lined up to wish R o b y n s f a m i l y Yesterday, I caught my first coconut crab. Those things are scary! and do. I learned to scuba dive as well and not to panic when my regulator gets ripped out. I also learned that family outings aren t really all that bad. Who d have thought spending time with the people whom you live with, you know, the ones that make the socks in your sock drawer appear, would be fun? well. That is something I l e a r n e d, that I will never forget. I have and am continuing to learn about the many WWII aspects of Kwaj. I learned about the 22 brave Marine Raiders who visited Kwaj for the Makin memorial, and I learned that they all appreciated the warm welcomes they received, and the hugs from people who cared. I hugged each of them. 3 The U.S. Army is Stipe s passion By Jan Waddell Reporter As one of the Army s first four women to command Patriot Air Defense Artillery battalions, COL Beverly Stipe comes to Kwajalein with 24 years of experience in missile defense. This assignment [Kwajalein] is equivalent to a brigade command, Stipe said. The three remaining former Patriot battalion commanders have all been selected for command at the brigade level. Stipe took command of the United States Army Kwajalein Atoll July 27, when the command flag passed from COL Jerry Brown to Stipe. Stipe became interested in the military when she was 14-years old. She recalls going through the attic in her parents home when she came across her father s old military footlocker filled with Korean War memorabilia and uniforms. I knew immediately I wanted to be in the United States Army, she said. When she was 17 and fresh out of high school, she came home, arms laden with uniforms, boots, books and a new hair cut, about 15-inches shorter. I signed up for ROTC, Stipe said, and twenty-four years later, here I am. Although her father protested the haircut, her entire family is impressed and proud of her achievements. Stipe grew up in Los Angeles, and later graduated from the University of Southern Mississippi in 1980 with a Bachelor of Science degree in Athletic Administration and Coaching. Basketball is my passion, she said. I was going to be a coach. But, since she chose an ROTC scholarship over a basketball scholarship, she was commissioned on active duty as a second lieutenant immediately after college graduation and has never looked back or regretted one day of service in uniform. Her military career has spanned many countries and commands in the Air Defense Artillery, with her first tour in Germany. Stipe furthered her education and received a master s degree in Organizational Management in 2001 and a second master s in Strategic Studies in Her time in uniform has taken her all over the world, to Korea, Southwest Asia, Forth Bliss, Texas, Fort Lewis, Wash., the Pentagon and Kwajalein. According to Stipe, she has a vision for Kwajalein which will take it in a number of directions. Her priorities are the operation of the missions first, followed immediately by the quality of life for the workforce and their families. On the advice of her staff, and with the leadership on island, in Huntsville, and Washington, D.C., Stipe will work toward incorporating the U.S. Army Space and Missile Defense Command our major command s strategic vision across all aspects of the community. We have a long way to go to correct the facilities, she added. This is the United States Army Kwajalein Atoll. I would like people to stop telling me this is not a military Installation. I want to change that mindset. I personally believe we can go a long way to soliciting and acquiring resources from the military that will make living and working here much better, if we as a community accept and believe that this is a military installation. Stipe said there are many areas which need to be looked at, such as force protection, the terrorism threat and how our contracts are administered. She said the facility issues we are addressing through privatization. She added that Brown had started the privatization project and she plans to work with the organizations that manage this to make sure it is the right thing for Kwajalein. I am learning as I go, Stipe said. We are taking all good ideas as a staff, throwing them into the mix and determining what is best for Kwajalein. However, she does believe strongly in privacy, not only for herself, but for everyone. People in general have the right to privacy whether it is family, spiritual or emotional, Stipe said. I am a very private person. 3 She added, I am wholly available to anybody on the job. I will probably be less than wholly available in my private life. Stipe stays active and enjoys rollerblading, running and swimming, but she does not play golf anymore. She admits to having played golf when she was younger and carried a handicap of 5 to 10, but said she has no desire to play now, so we probably won t see her on the links. Stipe did admit to having won a set of golf clubs while in Korea and they are enroute here. So, perhaps there is room for change. I have nothing against those who chase the little white ball, she said. All exercise is good. Stipe s husband Gary, who she says is her best friend, personal hero and sounding board, will live in the family home in Virginia with their three cats. She said they did not want to split the family cats up, and since all of our spare dimes go to our children and grandson, Gary must continue working until we both retire. I am not ready to do that yet! She said, I think Kwajalein has to be one of the two most beautiful places on the earth. The other is her home town of Los Angeles and while it is difficult to imagine Los Angeles as beautiful, perhaps it s because it holds a special place in my heart, having been born and raised there. She said the people on Kwajalein are generous and gracious and the workforce is adapting to her and her thought process. And, I think the local Marshallese citizens are a warm and generous group of people, she added. The more I learn about our mission, our employees, our KSD team in Huntsville, the Marshallese and their culture, the more I understand why it is so hard to leave when the time comes. Ranges will evolve from single-use, stand-alone platforms to be able to support both individual and collective training simultaneously. The event begins Sept. 26 at 11 a.m. and ends at 5 p.m., said Roi- Namur Community Activities Superintendent, Mike Ellison. Ellison said the Chili Cook Off is a fundraiser for the Enniburr Children s Christmas Fund. He added, Last year we made $10,000. The money goes to buy Christmas gifts for the children of Enniburr, Joe Coleman, Enniburr Children s Christmas Fund president said. The cook off will have activities like the dunking booth, pie throwing, bounce kingdom, for the kids, horseshoes, volleyball and a slip n slide available for entertainment. I ve got an from Joe Mar- shall saying he will be at the dunking booth and Ike Richardson will be at the pie throwing booth, Ellison said. Music will include a DJ, the Zooks and a local Roi band, Tribal Fusion, Ellison said. According to Coleman, a watermister will also be available for residents to cool-off under. KRS has donated a $150 gift certificate good at Macy s, Macy s West or Gimbel s. Kwaj and Roi vendors will be selling arts and crafts. Every year there are only 100 judge-tickets available for the cook off. To be a judge, tickets are $10. T- shirts are also available for an additional $15. Kerry Young will also be making stained-glass [items] as prizes for the first, second and third place winners [of the cook off], Coleman said. The money goes to buy Christmas gifts for the children of Enniburr. Joe Coleman, Enniburr Children s Christmas Fund president are four regions located stateside and three located overseas. In the year that we ve been open, we ve been able to save money and get a standard quality of work by obtaining contracts to cover whole regions, Prosch said. We ve regionally contracted security guards, furniture renovation and building demolition as examples. Army leadership knows the importance of installations, Mason said. The changes that are taking place are not merely enhancements or band-aid fixes, he said. New and fresh approaches are being taken to make installations efficient and effective worldwide, Mason added. Residents of Kwaj going to Roi must RSVP the ECCF Committee. Seats are guaranteed, but to absolutely guarantee reserve seating, RSVP is required. There will be flights and a catamaran available for the chili cook off. Coleman said, It is important that this year s residents who want to travel to Roi on the catamaran must RSVP. The same applies to those who use air transportation. Tickets will be issued to those who will ride the catamaran. Coleman added a manifest for flights will be submitted to aviation and those individuals will be contacted as to what flight they will be on. 5 Orlando space reporter visits Kwajalein By Jan Waddell Reporter An aerospace editor, from the Orlando Sentinel, recently visited the islands of the Kwajalein Atoll in a five-month long investigation of all aspects of missile defense. His articles would cover the technological threats we face, the politics of missile defense and the different aspects of missile defense. All the different layers, said Michael Cabbage, Orlando Sentinel aerospace editor. His trip has taken him to Fort Greeley, Ala.; Colorado Springs, Colo.; Huntsville, Ala.; Washington, DC; White Sands, N.M.; Vandenberg Air Force Base, Calif. and Kwajalein Atoll, the last stop. This is my last road trip, Cabbage said. [Kwajalein] is a place unlike any other place I have ever been. Cabbage has been a reporter for the Orlando Sentinel for the past six years covering different events at the Kennedy Space Center and Cape Canaveral. If it flies in space, we cover it, Cabbage said. He is currently based at the KSC. Cabbage s aerospace career has ranged from coverage of the launch of the first crew sent to the International Space Station, from Russia to the first newspaper reporter to see China s human space program and interview the head of China s National Space Administration. During his overseas duties, he has also been called upon to cover breaking news in other world events. His editor has sent him to Afghanistan and Pakistan to do some pre-war coverage, since he was the closest reporter in the area. It was the hot spot before people started shooting each other, Cabbage said. He also traveled to the West Bank to cover the conflicts on the Gaza Strip and the West Bank. But, his love of space and space coverage is still his number one choice. Cabbage s interest in space and space travel started when he was young. I have been a space buff ever since I was a kid, Cabbage said. Gemini flights were my first memories. Cabbage earned his Bachelor of Science Degree in Political Science at the University of Tennessee and went on to obtain a master s in Communication at the University of San Francisco and a master s in Journalism at Stanford University. He has worked for a number of weekly papers, but started his aerospace career with the Orlando Sentinel six years ago. Cabbage said one of the events which was the hardest to cover was Feb. 1, 2003, coverage of the ill-fated Columbia re-entry. I was covering a routine landing, Cabbage said. Then, for the next seven months, Cabbage said his I have been a space buff ever since I was a kid. Gemini flights were my first memories. 6 Remains of American MIAs found in N. Korea News Release United States Department of Defense Remains believed to be those of two American soldiers missing in action from the Korean War have been recovered in North Korea by a U.S. team and will be repatriated at Yongsan Military Compound in Seoul on Aug. 5. The joint remains recovery work is the result of negotiations with North Korea led by Deputy Assistant Secretary of Defense for POW/Missing Personnel Affairs Jerry D. Jennings. The remains will be returned over land from North Korea across the demilitarized zone as was done in May and July for the first two recovery operations of A joint team operating near the Chosin Reservoir in North Korea recovered the remains believed to be those of a U.S. Army soldier from the 7th Infantry Division who fought against Chinese forces November-December Approximately 1,000 Americans are estimated to School superintendent departs By Jan Waddell Reporter After 11 years, Bob and Karen Ammann said goodbye to Kwajalein and hello to there new home in Wyoming. The Ammans flew out of Kwaj on Friday headed for deer, elk and aspen trees. We are going to sit for a while, Karen said. I am really looking forward to seeing the leaves turn. She added they are also planning on traveling and visiting family. Our grandkids are growing up with out us, Karen said. It is time. Karen admitted they don t know if they will retire yet but she was firm that they would not work in a school again. Karen said they came to Kwaj 11 years ago because Bob wanted to try something different. They both attended the job fair in Iowa and applied for the elementary principal and the school counselor. They were offered the positions, on a two-year contract, and accepted. Karen added in 1995 the elementary principal position and the Kwajalein School superintendent position was combined. Three years ago the Ammanns built a home on 40-acres. She added it is at the 8,000 foot level so it is always cool and the closest town is Elk Mountain which has a population of around 100. It is going to take a lot more planning [to do shopping], Karen said. She said Kwaj is a beautiful place and a safe place to live but she has seen many changes over the years. We look forward to hearing about the kids, Karen said. We want to hear from the kids. This job was unique. She added tearfully, I thank the whole community for all the support over the years. 12 Army focusing on improving installations By SFC Marcia Triggs Army News Service Editor s note: This is the fourth in a weekly series of articles on Army Chief of Staff GEN Peter Schoomaker s focus areas. WASHINGTON - We have pledged to rid the Army of Camp Swampy - substandard installations, said Geoffrey Prosch, the acting assistant secretary of the Army for Installations and Environment. When Army Chief of Staff GEN Peter Schoomaker announced that Installations as Flagships would be one of the Army s 16 immediate focus areas, there were already more than 74,000 people working the issue, Prosch said. The Office of the Assistant Chief of Staff for Installation Management vowed in 2002 to improve installation business practices by cutting out layers of bureaucracy, and managing its $15 billion budget through one agency, Prosch said. Spacious barracks rooms with walk-in closets and homes with garages and driveways had already been built. They are good examples of how ACSIM was working to improve where Soldiers work, train and their families live, Prosch said. To end the impression that there are have and have-not installations, all Army posts will operate under Installation Design Standards, a written policy that will outline what the minimum standards are, officials said. Right now we are in the process of developing an implementation plan Weather Courtesy of RTS Weather for the Installation Design Standards, said LTC Paul Mason, chief of the Transformation team for ACSIM. The design standards will give installations a framework for building or renovating billeting, setting up force protection, and landscaping. Installations will then initiate their own Installation Design Guides based on the standards we outlined in the IDS, Mason said. The endeavor is not to make all installations the same, Prosch said, but to ensure consistent quality among Army installations. The Army Community and Family Support Center is also playing a part by placing family services and Morale, Welfare and Recreation programs on a level plateau, Mason said. Everything from the Child Development Center to the post gym will be managed to standard, he added. Soldiers should share the same quality of life as those they have pledged to defend, Mason said. By improving the installation infrastructure, the Army is recruiting and retaining Soldiers and their families, he added. Residential Communities Initiative, the Army s housing privatization plan, is one of the best things the Army has done for its Soldiers, said Prosch, who spent 31 years as an infantry officer. There are currently 26 RCI contracts serving 31 installations. By 2007, RCI contracts will be awarded to improve 80 percent of the Army housing, Prosch added. We re not just building row houses, we re building communities, Prosch said. We have put an equity investment of $335 million into RCI, and our private partners have been able to borrow $7.2 billion. We would not have been able to obtain that type of money through military construction dollars from Congress. Other future plans to improve billeting on post are to spend $1 billion to upgrade lodging facilities for Soldiers who are on temporary duty or inprocessing and to upgrade the barracks for Soldiers who are deployed. When Soldiers come home from a deployment, we want to make sure they see improvements, Mason said. A time schedule is being reviewed, but it has not been determined if the renovation will take place for the Soldiers who are participating in the second rotation of Operation Iraqi Freedom and the fifth rotation of Operation Enduring Freedom. Installations must be resourced to be holistic communities and secure sanctuaries, but also deployment platforms with robust reachback capabilities, officials said. The Army exists to fight and win wars, Prosch said. The job of ACSIM is to ensure that the installations have the resources to deploy its active-duty, and mobilize and demobilize its reserve troops, he said. There is currently a plan to revise the number of mobilization sites, Mason said. We do not want our installations to be choke points for mobilizing troops, Mason said.
