6 970 Notice Department of Health and Environment Notice Concerning Kansas/Federal Water Pollution Control Permits and Applications In accordance with Kansas Administrative Regulations , , 28-18a-1 33, , , and the authority vested with the state by the administrator of the U.S. Environmental Protection Agency, various draft water pollution control documents (permits, notices to revoke and reissue, notices to terminate) have been prepared and/or permit applications have been received for discharges to waters of the United States and the state of Kansas for the class of discharges described below. The proposed actions concerning the draft documents are based on staff review, applying the appropriate standards, regulations and effluent limitations of the state of Kansas and the Environmental Protection Agency. The final action will result in a Federal National Pollutant Discharge Elimination System Authorization and/or a Kansas Water Pollution Control permit being issued, subject to certain conditions, revocation and reissuance of the designated permit or termination of the designated permit. This facility is the formerly government-owned Sunflower Army Ammunition Plant (SFAAP) undergoing demolition and remediation activities for closure. 7 Notice/Request for Comments 971 dewatering, wastewater structure dewatering, surface seeps of groundwater, stormwater runoff from inactive industrial activity/ process areas and from other activities that cause soil disturbances. Closure requirements include decommissioning of nonutilized portions of all wastewater treatment and pollution control systems and water supply and distribution systems. The facility also generates discharge water with contamination potential at various locations. The facility is also engaged in decommissioning nonutilized portions of site wastewater treatment and pollution control systems, as well as water supply treatment and distribution systems. The site includes formerly permitted water pollution control systems for the city of De Soto, M-KS12-OO02 and M-KS12-PO07; Koch Sulfur Products, I-KS12-PO02; Sunflower Aquaculture, I-KS12-PO06; and Kansas Waste Water Inc., I-KS12-POO5. The sanitary sewer collection system to the former wastewater plant site will be abandoned in place. There are approximately 50 holding tanks and/or septic tank/ lateral field systems for domestic sewage treatment that will be decommissioned/abandoned. The city of De Soto public water supply system located on-site will remain active. Any portion of the water supply treatment and distribution system for inactive portions of the site will be disconnected from the active system and abandoned inplace. All facility water distribution, wastewater collection and wastewater treatment systems will be closed in accordance with KDHE Consent Order No. 05-E-0111 Item No. 55 and Bureau of Water approval. Persons wishing to comment on the draft documents and/or permit applications must submit their comments in writing to the Kansas Department of Health and Environment if they wish to have the comments considered in the decision-making process. Comments should be submitted to the attention of the Livestock Waste Management Section for agricultural-related draft documents or applications, or to the Technical Services Section for all other permits, at the Kansas Department of Health and Environment, Division of Environment, Bureau of Water, 1000 S.W. Jackson, Suite 420, Topeka, All comments regarding the draft documents or application notices received on or before October 18 will be considered in the formulation of the final determinations regarding this public notice. Please refer to the appropriate Kansas document number (KS-AG /246, KS- AG-R , KS-Q /160) and name of the applicant/permittee when preparing comments. After review of any comments received during the public notice period, the secretary of health and environment will issue a determination regarding final agency action on each draft document/application. No Department of Health and Environment Request for Comments The Kansas Department of Health and Environment is soliciting comments regarding a proposed air quality operating permit. ANR Pipeline Company Greensburg Compressor Station has applied for a Class I operating permit renewal in accordance with the provisions of K.A.R et al. The purpose of a Class I permit is to identify the sources and types of regulated air pollutants emitted from the facility; the emission limitations, standards and requirements applicable to each source; and the monitoring, record keeping and reporting requirements applicable to each source as of the effective date of permit issuance. ANR Pipeline Company, 717 Texas St., Suite 2400, Houston, TX 77002, owns and operates the Greensburg Compressor Station, a natural gas compressor station located at Section 16, T28S, R19W, Kiowa County, Kansas. A copy of the proposed permit, permit application, all supporting documentation and all information relied upon during the permit application review process is available for public review during normal business hours, 8 a.m. to 5 p.m., at the KDHE, Bureau of Air, 1000 S.W. REAL ESTATE RATIO STUDY Annotation and disposition of real estate sales validation questionnaires; duties of county officials. (a) Not later than three business days after the receipt of a three-part real estate sales validation questionnaire, the register of deeds shall annotate each copy with the following information: (1) The volume and page entry from the general index, indicating where the deed, instrument, or affidavit of equitable interest that accompanies it is recorded; (2) the county official validation number; (3) the type of instrument; and (4) the recording date. 11 Regulations 975 The register of deeds shall retain the original copy and forward the county appraiser s copy and the director of property valuation s copy to the county appraiser. Not later than three business days after the receipt of the county appraiser s and the director s copies, the county appraiser shall enter the parcel identification number on both paper copies of each real estate sales validation questionnaire received from the register of deeds. (b) The register of deeds may accept a one-part real estate sales validation questionnaire when authorized by the director of property valuation to process real estate sales validation questionnaires by electronic imaging. An electronic copy may be accepted by the register of deeds if questionnaires are received by means of digital media transmission and retained in an electronic document management system. (Authorized by K.S.A ; implementing K.S.A and ; effective June 26, 1998; amended Oct. 3, 2014.) Split and combined real estate parcel sales; duties of county officials. Not later than 10 business days after the receipt of a real estate sales validation questionnaire concerning the sale of a split parcel or a parcel to be combined with one or more parcels, the county appraiser shall perform one of the following: (a) On or after January 1 of the current appraisal year and before the creation of working files for the next appraisal year, enter the sales information on the parent parcel record in the county s computer-assisted mass appraisal system; or (b) on or after the creation of working files for the next appraisal year and before January 1 of the next appraisal year, enter the sales information on the split or combined parcel record in the county s computer-assisted mass appraisal system. (Authorized by K.S.A ; implementing K.S.A ; effective June 26, 1998; amended Oct. 3, 2014.) Assemblage and entering of sales data; accounting for real estate sales validation questionnaires; duties of county officials. (a) Not later than the 10th day of each month, the county appraiser shall assemble and enter into the county s computer-assisted mass appraisal system the sales data pertaining to property transfers that were recorded on or before the last day of the preceding month, as obtained from the real estate sales validation questionnaires received from the register of deeds. (b) The county appraiser shall meet the following requirements: (1) Account for all real estate sales validation questionnaires by entering sales information from all questionnaires into the database fields in the county s computerassisted mass appraisal system; (2) maintain in a void file those questionnaires that cannot be matched with a parcel of real estate, those that contain information that cannot be entered in the county s computer-assisted mass appraisal system, and those that were not required by K.S.A e and amendments thereto; (3) electronically upload the recorded monthly sales data from the county s computer-assisted mass appraisal system to the current year s ratio study database at the division of property valuation, not later than the 15th day of the following month; and (4) perform one of the following, not later than the 15th day of the following month: (A) Submit the complete set of sales validation questionnaire documents recorded in the previous month to the director of property valuation or the director s agents; or (B) electronically upload the complete set of recorded monthly sales as digital image files that meet specified file-naming conventions, resolution, and format standards to the sales validation questionnaire database at the division of property valuation. (Authorized by K.S.A ; implementing K.S.A and ; effective June 26, 1998; amended Oct. 3, 2014.) Access to county records by the director of property valuation; duties of county officials. (a) The county shall make its computer-assisted mass appraisal system available to the director of property valuation and the director s agents, to generate and print reports and to prepare data files to enable the electronic extraction of sale information on a monthly basis. (b) The county appraiser shall prepare and transmit the electronic assessment administration file of all appraised values to the director not later than three business days after the mailing of the annual valuation notices pursuant to K.S.A , and amendments thereto. (Authorized by K.S.A ; implementing K.S.A ; effective June 26, 1998; amended Oct. 3, 2014.) Performance standards. Table 2-3 of the standard on ratio studies, adopted by the executive board of the international association of assessing officers in April 2013, is hereby adopted by reference and shall constitute the performance standards used to evaluate the appraisal of residential and commercial and industrial real estate. However, the coefficient of dispersion shall have a range of 5.0 to 20.0, with a level of confidence of 95 percent.
