4 988 Hearing Department for Children and Families Notice of Hearing Individuals and organizations interested in workforce development services in Kansas are invited to provide input for the new Combined State Plan being developed under the Workforce Innovation and Opportunity Act (WIOA). This Combined State Plan will address the mission, vision and operational strategies for collaboration among the WIOA core partners. The core partners are: Adult, dislocated workers, and youth services programs overseen by the Kansas Department of Commerce and operated local workforce areas and centers. Also included are labor exchange services. Adult education overseen by the Kansas Board of Regents and operated two-year colleges, school districts, and community-based organizations statewide. Vocational rehabilitation services for people with disabilities, overseen by Rehabilitation Services, a division of the Kansas Department for Children and Families (DCF), and provided DCF Service Centers statewide. In addition to addressing an overarching vision of the state s workforce system, the Combined State Plan will also include sections detailing specific operational requirements unique to each core program. To facilitate an opportunity for stakeholder input, the core partners will conduct a public hearing at 1 p.m. Monday, September 28. The hearing will be an interactive webcast using technology to connect people in 12 Kansas communities. Participants in each location will be able to share their comments or questions, which will be broadcast live to all locations. The webcast will originate from the first floor conference room at the DCF Administration Building, 555 S. Kansas Ave., Topeka. The meeting will be facilitated by Rehabilitation Services Director Michael Donnelly and will also include representatives of all core programs. The website will allow the contractor to request approval from KDOT to bid as a prime contractor and be included on the Bid Holders List, or to be included on the Non-Bid Holders List as a subcontractor/supplier. KDOT s approval is required to bid as a prime contractor. To bid as a prime contractor, KDOT needs to be notified of the intent to bid not later than the close of business on the Monday preceding the scheduled letting date. No Board of Indigents Defense Services Notice of Hearing on Proposed Administrative Regulations A public hearing will be conducted at 9 a.m. Tuesday, November 10, in Room 500, Jayhawk Tower, 700 S.W. Jackson, Topeka, to consider the adoption of proposed regulations of the State Board of Indigents Defense Services on a permanent basis: K.A.R , K.A.R , K.A.R , K.A.R , K.A.R and K.A.R This 60-day notice of the public hearing shall constitute a public comment period for the purpose of receiving written public comments on the proposed rules and regulations. All interested parties may submit written comments prior to the hearing to Patricia A. Scalia, Executive Director, State Board of Indigents Defense Services, 700 S.W. All interested parties will be given a reasonable opportunity to present their views orally on the adoption of the proposed regulations during the hearing. Scalia at the contact information above and also are available on the board s website at A summary of the proposed regulations follows: K.A.R provides for the adoption by reference of the attorney cost reimbursement tables: assigned counsel and public defender. This table is revised annually and is used by the court to order defendants to pay some or all of the cost of their defense. This regulation is not mandated by federal law. There is no cost to any state or federal agency created by this regulation. However, this regulation provides the table for an assessment of defense cost against private persons for the professional services of public defenders or assigned counsel. There is no environmental impact. K.A.R , K.A.R , K.A.R , K.A.R and K.A.R establish the hourly rate to be paid to the private attorneys who accept court appointments to defend indigent persons in the absence of a public defender. The rate to be paid to assigned counsel is increased from $62 per hour to $65 per hour and each of the caps for the severity level of the charge is similarly increased from the cap at $62 per hour to the cap at $65 per hour. These amendments reflect action taken by the board under its statutory authority to adjust the rate of compensation to more closely approach the rate set by statute of $80 per hour. Patricia A. Summary Notice of Bond Sale Unified School District No. 229 Johnson County, Kansas (Blue Valley) $92,200,000* General Obligation School Bonds, Series 2015-A (General obligation bonds payable from unlimited ad valorem taxes) Bids Subject to the Notice of Bond Sale dated August 10, 2015, written and electronic bids will be received on behalf of the executive director of business and finance of Unified School District No. 229, Johnson County, Kansas (Blue Valley) (the issuer), in the case of written bids, at the address set forth below, and in the case of electronic bids, PARITY, until 11 a.m. central time September 14, 2015, for the purchase of the above-referenced bonds.
