1 The Yardarm Summer 2017 Bay of Quinte Power and Sail Squadron Message from the Commander If we are boaters we must love water. If we love water we must be in Seventh Heaven this year er... not exactly. Too much of a good thing can spoil the party. High water levels are playing havoc with our docking and berthing arrangements and we must keep a constant vigil regarding floating and submerged hazards in our waterways in order to make safe passage. As you know, May 25 th was our graduation and Annual General Meeting and I would like to extend heartfelt congratulations to all our graduates. I would also like to welcome our newest Officers, Nick and Rebecca O Reilly, who will be in the positions of Administrative Officer and Officer-at-Large respectfully. This dynamic duo brings a wealth of experience not only as CPS-ECP officers but boaters as well. Alternately, the time has come that we say Happy Retirement to Past Commanders Don and Rosemary Quibell, who for the past 28 years have volunteered in the Squadron in many positions including Don as our long-time Educational Officer. Mr. & Mrs. CPS dedication has no doubt saved hundreds (if not thousands) of lives by cajoling, badgering, and otherwise convincing people to take our CPS-ECP courses to improve their boating knowledge. Now is the time to take advantage of the Squadron s Recreational Vessel Courtesy Checks (RVCC) an inspection of your vessel s required safety equipment by our trained volunteer Inspectors who will, upon successful review, issue a Compliance Sticker to be placed on your boat. This accomplishes a number of things you have peace of mind knowing your boat is safe, it can save a life, and it can save you hundreds of dollars in fines that can really sour an afternoon of fun-filled boating. 2 Honouring Our Past Commanders! For the past 28 years Don and Rosemary Quibell have volunteered for Bay of Quinte Power and Sail Squadron in many positions, including Don as our long-time Educational Officer, and both serving as Squadron Commander. Don and Rosemary also served on the Quinte District Council over the years. Both have decided the time has come to retire from CPS-ECP duties. At the Squadron Annual General Meeting in May the couple were presented with a print of a painting of Kingston Harbour in 1885 by Peter Rindlisbacher called Daybreak Sail and Steam as a thank you for all their service over the years. Pub Night Thursday The Bay of Quinte Power and Sail Squadron s popular Pub Night Thursday will continue on the third Thursday of the month from 7 to 9 p.m. at the Bay of Quinte Yacht Club, Victoria Park, in Belleville, Ontario. Bring your CPS-ECP membership card. Light refreshments will be provided. Family and Yacht Club members welcome. This is an opportunity for an evening of getting to know your fellow members and sharing your boating adventures. There are no pub nights held in July, August, or December. 4 Changes on the Education Front Educational Officer, P/Cdr. David Burtt, AP Since our last newsletter, I have been elected to the position of Squadron Educational Officer. Many of the current members of our Squadron probably remember me as one of the instructors. I have been instructing various CPS-ECP courses continuously for the past 19 years. During the past two decades we have seen significant changes in the traditional course curriculum offered by our National Educational Department. As an example the three most recent courses to come about were at one time one single course that was instructed over a three and half month period. Along with the course content changes and splitting/dividing of old courses, many courses have new names. The courses now offered have been given a numerical order to help illustrate the order in which we recommend they be taken. However, if a person wants to take any course they choose without regard to this order, they are free to do so. These changes and others have been in response to what our organization deems to be in the public interest. (Sub divided/shorter duration courses with updates to reflect the current navigational technologies and easier to deliver through a virtual class room over the Internet). There are many other changes that I would be glad to go over with anyone that is interested. This year is going to be a transitional one for the Bay Of Quinte Squadron. We are anticipating a few changes to the current executive (Officers) and are hopeful that some of our membership will come forward to help fill some of the roles. In saying this, my current interest/priority is to seek volunteer help from our membership for instructing or proctoring (mentoring) our courses. If you feel you can afford the time, please contact me. The first order of business for getting the year rolling is to offer as many course as we can and hope for attendees. 9 Reporting Requirements for Boaters MAREP Officer John Bowlby On page 10 is information from fact pages from the Canadian Border Security Agency with respect to boaters going into and returning from the United States, even if just crossing the border in mid-lake or river and returning. The CAN/US water border is now considered to be a high-security zone with all vessels being monitored, both visually and acoustically. It is best if all on board are 1) eligible to enter Canada and 2) are carrying their passports or at least a piece of government-issued photo id (i.e., an ehanced driver's licence). There may be additional guidelines coming forward during the boating season. There have been recent reports of US Border Officers using stricter discretionary powers to block entry to the US, even with a Canadian passport. There may yet be some more regulatory spill-overs from US Homeland Security to the Canadian side. Through another source, there is a consideration that each vessel on a body of water with a border with the US will have to carry a 'boat board' on which the names of all crew (by position) and all passengers will be listed... not only if the Captain is planning to cross the border into the US, but also if the vessel is staying in Canadian waters. Like, on the Bay of Quinte. Officaldom going rampant! An unforseen side of this sort of increased security directed by US Homeland Security is an anticipated reduction of cross-lake tourism. In my other realm of aviation heritage, several Canadians are now not going to attend conferences or events held in the US, even when they have been invited as a keynote speaker. Their assumption is that the only way to make a dent in some hard-heads is to start with economics. Time will tell. On the local front... 1) Boaters in the Bay of Quinte are being asked to keep their speed to a maximum of 5 km/h to reduce wake effects on sensitive and susceptible shorelines. More information at 2) The Trent-Severn Waterway was opened on June 6th. Free lockages apply for this season however you still have to pay a feee to use the Murray Canal. 3) Water levels on the Bay of Quinte and on Lake Ontario are forecast to be high until mid-august (or maybe later if there are any significant rainfall events). In mid-june, Lake Ontario was standing about 1.6 m above the chart datum of 74.2 m. During July water was released through the Moses-Saunders Power Dam at Cornwall on the St. Lawrence River equal to three times the flow of Niagara Falls, although this only draws down Lake Ontario by approximately 1 cm/day. 4) Navigation buoys (the reds and greens) should be treated as guidelines until the Canadian Coast Guard tender "Cariboo Isle" has been around to check and confirm locations. In areas that have experienced significant currents, several buoys may have been moved slightly out of their charted position. Careful attention to bathymetry given on the applicable Charts is recommended in order for boaters to avoid areas that may have 'thinner' water over them. The Yardarm Page 9

10 Reporting Requirements...continued The Canada Border Services Agency (CBSA) wishes to remind all private boaters how to report, as required by Canadian law, upon entering Canadian waters. To prepare for your time on the water, we recommend you: Never leave home without acceptable identification. It is your responsibility as the owner / operator to ensure all those onboard have proper identification. A valid passport, while not mandatory is the preferred piece of identification for entering Canada. Other acceptable forms of identification include a Canadian Permanent Resident Card, a Secure Certificate of Indian Status, or a NEXUS card. An Enhance Driver s License or a Free and Secure Trade Card are also acceptable for residents returning to Canada. Know what you have onboard. All passengers must declare any goods being brought into Canada, as well as currency or monetary instruments totaling CAN$10,000 or more. Restricted goods include, but are not limited to: firearms and weapons, food, plants, animals and related products, explosives, fireworks, and ammunition. How to report your entry to Canada: Reporting from a CBSA marine reporting site: All private boaters who enter Canadian waters are required to report to the CBSA Telephone Reporting Centre (TRC) at In most cases you can do so my calling the CBSA from the telephone provided at the designated marine reporting site. There are also 10 staffed direct marine reporting sites where private boaters may report to the CBSA in person. For reporting site locations consult reporting requirements for private boaters at our website. Reporting from the water: Under certain conditions, you may report from the water by calling the CBSA from your cell phone at the location you first entered Canadian waters: If you are strictly weaving in and out of Canadian waters and not anchoring (e.g. water skiing, fishing, or cruising), or If you are not landing in Canada or have not touched foreign soil, and you have not disembarked people or goods. Note that everyone on board must be a citizen or permanent resident of either Canada or the United States. If your activity changes, that is, you intend to dock in Canada or take on new persons or goods while in foreign waters, you must proceed to a CBSA designated marine telephone reporting site and call the TRC to obtain clearance. Reporting Exemptions: In-transit boats are exempt from CBSA reporting requirements, a vessel can be considered to be in-transit only if it is using Canadian waters for the purpose of moving from one location abroad directly to another location abroad. Such movement could be for resons of the shortest route, the need for deep waters, or to evade obstacles such as bridges. In-transit movement must be continuous, uninterrupted and without delays or stopovers. What to expect when calling the CBSA Telephone Reporting Centre (TRC) Be sure to always have your travel documents and those of all your passengers on hand when you scall the TRC to report entry into Canada. When you call the TRC, you will be asked a series of questions about your trip, i.e. any passengers aboard the vessel, travel document details, and declarations. After recording the information provided, the CBSA officer will determine whether further verification or examination is required. If no examination is necessary, the CSBA officer will give you a report number, which means you are released and approved for entry into Canada. You should keep this report number available during your entire stay in Canada. If a verification or examination is required, the CBSA officer will advise you to ensure all goods and passengers remain onboard until the verification team arrives at your location. A report number will be provided following the verification process. Failure to report: Canadian law enforcement authorities patrol Canadian coasts and inland waterways and have the authority to stop any vessel that has entered Canadian waters. Boats that do not respect CSBA reporting requirements risk detention, seizure or forfeiture of the vessel and / or monetary penalties. The minimum fine for failing to report to the CSBA upon entry into Canadian waters is CAN$1,000. Save time at the border: To minimize wait times for private boat owners / operators, we recommend that you pre-register your travel document information with the CBSA in advance. Refer to Pre-registration of travel information on our website. The CSBA s Trsuted Traveller programs streamline the border clearance process for pre-approved, low risk travelers. NEXUSmembers and CANPASS Private Boat members can provide advance notice to the CBSA at least 30 minutes and up to four hours prior to arriving in Canada by calling the NEXUS TRC at NEXUS ( ) or the TRC at CANPASS ( ) respectively. On May 20, 2017 for the start of Safe Boating Awareness Day, members of the Bay of Quinte Power and Sail Squadron gathered at Crate Marine on Dundas Street in Belleville. All wore life jackets or personal flotation devices in honour of Wear Your Lifejacket Day and the opportunity was available for boaters to return outdated flares and also get an RVCC (Recreational Vessel Courtesy Check) on their vessels. 12 Become a Local Ambassador Administrative Officer Nicholas O'Reilly I remember the first time I saw a "Port Captain" flag was on the spreader of a small sailboat at my first Squadron in Ottawa, Ontario. I saw the blue flag with a white lighthouse on it and was immediately intrigued. I thought to myself, "I wonder what that represents?" This was almost 20 years ago and I didn t have the confidence then which I have now, therefore, I walked past the boat and didn t ask any questions. Shame on me, as later that day, I was cruising between Smiths Falls and Poonamalie only to learn there was only one place for gas (which I had passed) as the other two marinas had run out. I therefore had to do the walk of shame on the other side of Smiths Falls and carry jerry-cans of gas from up the road back to the boat... This really put a damper on our cruise! According to the CPS-ECP website, the definition of a Port Captain is a CPS-ECP member who stands ready to assist boaters in their area. Port Captains provide reliable information on the area, and comradeship to visitors. Port Captains keep information on hand that a visiting skipper may request over the telephone, such as: Navigation hazards which may not be apparent on current charts; Location and telephone numbers of local doctors and dentists who are willing to treat a transient patient; Location and telephone numbers of ambulances or rescue squads; Location and telephone numbers of mechanics, repair yards, sail repair, marine fittings and marine equipment stores; and The closest source of provisions, as well as recommended restaurants and motels. I believe the Port Captain program is as relevant today as it was 20 years ago but now, anyone that flies a CPS- ECP flag can be an ambassador of CPS-ECP and provide assistance when and where needed. When you see a transient boat come into your marina, be sure to help grab a line while they re landing and immediately introduce yourself as a CPS-ECP member. It really goes a long way and makes boating that much more fun! Becky and I have met more people than you can imagine only because we proudly fly the CPS-ECP flag on our boat. It makes the conversation that much easier. You don t need a flag to be a Port Captain when we took the pledge as CPS-ECP members we all promised to "render assistance whenever possible" that I think some believe only means when another boater is in distress. Rendering assistance can be something as simple as making a visitor feel welcome in your marina. Be sure to have a list close of your favourite restaurants, stores, and so on. Also, be sure to know who our RVCC (Recreational Vessel Courtesy Check) volunteers are and how to contact them. This is another great opportunity to provide the boating community with a service and for us to get more RVCC's done!
